With the site walk having just taken place on 10-2-19, a subsequent 2-week bid extension should be in order to allow offers to compile and submit RFP required information. Typically, NAVFAC DBB solicitations have 4 weeks to submit RFIs and price the project after a site visit. The added DB requirements add more reason for an extension.
See Amendment 0008
PPIs PPI 4, 13,
other
In order to facilitate the development of competitive proposals, we respectfully request that the bid due date be extended by two weeks to October 31, 2019. More time is needed for the subcontractor community to respond and
for offerors to develop satisfactory small business participation. Please consider
extending the proposal due date to October 31st.
See Amendment 0008
In meeting with metal building suppliers. In order to review the documents and get clarification on design intent prior to bidding, additional time is needed to do such. Please advise if bid date can be extended to accommodate.
See Amendment 0008.
1 Form 1442
Please provide a proposal due date that is no sooner than 2 weeks after receipt of all PPI responses, in order to provide the contractors and their subcontractors sufficient time to review, understand and account for all responses in their pricing.

Spec section 07 42 63 Fabricated Wall Panel Assemblies- Section 1.3 Description of Fabricated Wall Panel Assembly System states the panel to be concealed fastening, panel profile must be embossed standing seam as shown on drawings. Section 2.1.1 d.1 &2-states the profile to be 1 ½" high standing seam, 18" coverage, with mechanical crimping or snap-together seams with concealed clips and fasteners. Smooth, flat surface texture. Section 2.1.2 Foam-Insulation Core Wall Panel- states provide factory-formed steel wall panel assembly fabricated from to two sheets of metal with modified polyisocyanurate or polyurethane foam insulation core. Spec Section 13 34 19 Metal Building Systems- Section 1.4.8 Exterior Wall System states provide manufactures standard factory-assembled, insulated metal wall panels complete with vapor barrier conforming to ASTM E96/E96M. Question: Can we use the standard manufactures 36"-42" wide foam core insulated metal wall panels for the PEMB's? We can meet the R-Value, 24-gauge thickness and Kynar painted finish requirements. The 1 ½" high seam and 18" coverage is not a standard panel.
Provide flat panel (no standing seams) 18" insulated metal wall panels with Concealed fasteners.
Provide custom panels as required.

Section 3.13.3 is asking for a 5-year contractor warranty on the PEMB's in addition to the 20-year manufacturer warranty. The metal wall panel and SSMR specs ask for the same 20-year MFR warranty, but then a 2-year installer warranty. Can the 5-year warranty in 3.13.3 be switched to a 2 or 5-year installer warranty? Asking the GC to warrant the PEMB will add additional cost to the project
Delete warranty paragraphs from Sections 0714163 and 0714263.
Provide whole assembly warranties as required in section

Checklists
The Checklist sheet for RR405 refers to modifying the sand filter in BMP #3, but that work will be done by others with improvements to RR400. Is there a reason or scope of work intended for requiring silt fence and a construction entrance (as shown on sheet CG301B) to be put at BMP #3 since it is outside of the RR405 construction footprint? Please provide detailed intel so that this item can be accurately bid.
Bid as shown. Note, Building RR400 is not part of this project.
Modifications to BMP #3 are part of this project and thus, are

1.4.8 Exterior
Wall System
RFP requires: "Provide manufacturer's standard factory-assembled, insulated metal wall panels complete with vapor barrier conforming to ASTM E96/E96M." We have discussed this exterior wall panel system with multiple PEMB manufacturers, and it would appear that project specifications are calling for metal wall panel systems from the PEMB fabricator. There is also a reference requiring roofing panels be used as vertical wall panels. Our contacts at PEMB manufacturers have indicated that this spec is confusing and contradictory and may escalate the wall panel system by a factor or 4 to 5 times over panels manufactured by the building manufacturer. Please clarify what wall panels and alternates are acceptable.
Provide wall and roof panels as specified and as modified above. The intent of the specifications is
that the walls are to be 18" insulated metal panels and the
roof panels are to be 18" standing seam engineered metal
panels.
