Northeast Community School District School Board Meeting Minutes March 24, 2021

Meeting access via Zoom: https://zoom.us/join Meeting ID: 836 5300 6964 . Board President Richard Krogmann called the regular school board meeting to order at 6:00 P.M.in the Elementary Library. Present were Directors Jeni Grantz, Mary Smith, Shawn Rathje, Andy Friedrichsen, Board Secretary Marx and Superintendent Gray. Administrators present were Jennifer Huling, Jeremy Heeringa (via Zoom) and Leigh McEwen. Public Forum – Sarah Schoel presented information about the TSA State competition. An update was given on the two therapy dogs at Middle-High School. Consent Agenda Items – Moved by Jeni Grantz, Mary Smith to approve the consent agenda, which included approving bills outstanding, recapitulation/finance summary, minutes from February 17th and March 2nd, nurse and transportation reports and the following open enrollments:

Information and Discussion Items— Superintendent Gray reported that adding a spring break to the school calendar was much appreciated by staff and students and he had some requests from students for 2 weeks next year. The building of the CTE Regional Center is expected to start September 1st with a completion date of Fall 2022. A shared HR Assistant position with Central DeWitt (50%), Calamus Wheatland (25%) and Northeast (25%) will generate approximately $35,000 (5 students) in sharing funds for each district. A 28E agreement is being developed for upcoming

approval. The WMT Tractorcade will be going through Goose Lake and stopping at Northeast on June 7th. Opportunity for selling concessions is possible. Principal McEwen shared that a group of teachers and 2 instructional coaches visited Jefferson Elementary School in Clinton to see their ELL program. April 12th elementary ISASP testing starts. Winter literacy screening showed a 74% proficiency rate, it needs to be 80%. Assistant Principal Heeringa reported on the success of the WINN+ program. Principal Huling reported that failing grades have increased this year. ISASP testing continues to be a struggle and consuming everyone’s time. Three speech students in five events will be moving onto All-State Speech. There have been very few applicants for the math and two special education teacher postings at the Middle-High School. Having a car parade through Goose Lake after commencement was discussed. Superintendent Gray proposed forgiving the additional 2 student made up days on June 1st and 2nd because the required 1080 student instructional hours have already been met. He also proposed adding 1 teacher contract day to the month of June to be assigned at the discretion of the building principal and allowing 1 teacher contract day to be used as a “well being” day after the school year ends. Board Secretary-Treasurer Marx reviewed the district’s current tax rate and the proposed tax rate for 2021-2022. Action Items— Moved by Mary Smith, Andy Friedrichsen to approve the personnel report as follows: Recommendation to approve the change in appointment for Ellicia Beck as Special Education Associate/Interventionist. She will be paid $10.42 per hour based upon the 2020-2021 Associate Salary Schedule Step 1 plus an additional $2.00 per hour for working with Level III behavior students.

Recommendation to approve the appointment of Michael Hartung as Assistant High School Baseball Coach. He will be paid $2,845.56 which is 10% of the 2020-2021 Schedule B base of $28,455.58

Recommendation to approve the appointment of Nate Kreinbrink as Middle School Baseball Coach pending obtaining his coaching certification. He will be paid $1,991.89 which is 7% of

the 2020-2021 Schedule B base of $28,455.58.

Recommendation to approve the transfer of Doug Spahn from High School Special Education Teacher to Physical Education Teacher at the Elementary School starting the 2021-2022 School Year.

Recommendation to approve the resignation of Sadie Andersen as Elementary Teacher at the end of the 2020-2021 school year.

Northeast Community School District Special Board Meeting Minutes April 12, 2021 The Public Hearing for the 2020-2021 Budget Amendment and the 2021-2022 Budget and Tax Rate opened at 6:00 P.M. Board Secretary Marx presented a review of the published amendment and budget/tax rate. There were no public comments. Board President Rich Krogmann called the special meeting to order at 6:10 P.M. Present were Directors Shawn Rathje, Jeni Grantz, Mary Smith, Andy Friedrichsen, Board Secretary Marx, Superintendent Gray and administrator present via Zoom was Leigh McEwen. Information and Discussion Items—

An update on the Food in a Backpack Program was given to the board. Thank you again to the Elvira Food Pantry, Farm & Fleet for donating the bags and the many volunteers making this program a success.

A professional learning services cost proposal was shared with the board. The date of August 18th was agreed upon and it will be paid out of PD funds.

Superintendent Gray shared an update made on the 2021-2022 school calendar. There was no change in the number of staff or student days/hours. Action Items-- Moved by Mary Smith, Shawn Rathje to approve the personnel report as follows:

Recommendation to approve the resignation of Kim Wilson as Special Education Associate at the end of the 2020-2021 school year.

Recommendation to approve the resignation of Carrie Kash as Cook. Her last day will

School Nurse Report--March, 2021

General Information:Ambulance Calls: 0

Blood sugar monitoring: 3 diabetic students daily at lunch and on an as needed basis (all three now have insulinpumps) at the High School. 1 diabetic student at the Elementary (student at this time has a Dexcom and Insulinpen.)

Home visits: 0 (Many e-mails and phone calls).

Parent contacts (phone/school regarding illness/injury/health updates and Covid guidance): 280+.

Student illness/injuries/masks: 347 visits for the High School and 533 visits for the Elementary (students andemployees seen in the health office).

Student illness letters or parent notifications:

Round number two for employee Covid vaccines were given. The first group received their 2nd vaccine on March12 and the second group received their 2nd vaccine on March 26. I received minimal complaints of any reactions.Several employees that did not sign on to receive the vaccine wanted information as to where they also could get thevaccine. I told them to call pharmacies and get on a list. Governor Reynolds also declared everyone who would beeligible to receive a vaccine would be able to get an appointment starting April 5. Many employees were so gratefulto be able to receive this vaccine at Northeast Schools.

The nursing office continues to get ready for kindergarten and preschool roundup. Letters have been sent for the 4thnotice on requirements for the incoming 7th, 9th and 12th graders for their requirements.

New guidelines came out from the CDC for fully vaccinated individuals. To be considered fully vaccinated, anindividual must be two weeks out from their 2nd vaccine. Individuals who have been in close contact with someonewho has Covid-19 are not required to quarantine if they have been fully vaccinated against the virus and show nosymptoms. (Again, I continue to review with employees and parents what counts as a close contact: If one waswithin 6 feet of someone who has Covid-19 for a total of 15 minutes or more, one provided care at home to someonewho is sick with Covid-19, one had direct physical contact with an individual such as hugging and kissing, oneshared eating and drinking utensils with someone sick with Covid-19 and if one was in the presence of someonepositive with Covid-19 that sneezed, coughed or somehow got respiratory droplets on an individual). NortheastSchools continues to go with the Gold Standard 14 day quarantine for students and our employees are consideredessential workers and we monitor them on the 8 or 10 day quarantine guidelines.

Covid cases for the district (and quarantine cases) still continue to decrease as the nation is on the rise. WE MUSTNOT LET OUR GUARD DOWN NOW. What we are all doing is working!!! It is great Northeast students andemployees are doing their part for safety mitigations. We continue to encourage mitigation strategies with springsports, prom and graduation approaching. We NEED to continue being safe and we NEED to continue in-person.

Parents continue to be notified of changes from the school district, CDC and IDPH. (Changes still happen quitefrequently.) New information continues to come almost on a daily basis. New information keeps coming out on fullyvaccinated individuals. As this point, if individuals are two weeks out from their last vaccine dose and areasymptomatic, they do not need to quarantine. More information will be coming out regarding booster injections inthe future.

I am still trying to get in touch with Proctor and Gamble for free puberty supplies. They have suspended theirprogram until a later date because of the pandemic. Women’s Health Service (Alicia Cheek) has arranged a virtualpresentation with the teachers from the Elementary and will be getting in touch with the Middle Schoolrepresentatives to get puberty and growing up talks scheduled per Zoom or PowerPoint. Ally Huling from the

Elementary and Trisha Shannon from the High School are working with WHS on scheduling dates. Members of theElvira Lutheran Church have graciously donated personal bags and supplies for puberty talks and continue to donatepersonal supplies. Many thanks to Pastor Marple and members of Elvira Lutheran Church. It is wonderful to see thecommunity support and reach out to help the school district.

I continue to work closely with Michele Cullen and her team from the Clinton County

Health Dept. We are very fortunate to have the Public Health team we have!! I do continue

to be updated with the CDC guidelines and talk with Administrators when needed and keep

updated with IDPH. Covid Tracking Chart--Working together with Administration and

other staff members to document and track positive Covid cases and close contacts. (This

also continues to be a busy task). Communication between Contact Tracers continues to be

great so we all keep an accurate account of students and staff in isolation and quarantine.

We appreciate the communication with parents and students so we can make sure we isolate

and quarantine individuals as needed.

Seizure monitoring: 0

Headlice: 0 student monitored during the month

Nebulizer treatments: We are not giving nebulizers treatments for safety of students during this pandemic andfollowing best practice guidelines.

Vision screening:

The Lions Club came on March 30 to do vision screenings on Preschool, TK and Kindergarten students. We had

a total of 88 students that had a signed parental consent and participated. We will be receiving those results in

April. Thanks again to the Lions Club members in this community for offering that service to us!

Dental: 0

Health updates:Student Emergency Plans: -18 for Elem - 11 MS/HS

Medicaid claiming information: - We now have 6 students that have monthly claiming done.

Still working with Crystal Cumberland, the Timberline consultant, if there are any questions regarding claims.

Immunization update: We continue to send out information and letters for 2021-2022 immunizations and

requirements for Preschool, Kindergarten, 3rd grade, 7th grade, 9th grade and 12th grade.

Student Daily medication doses: Elementary: 15 daily doses and 1 diabetic student that requires frequentmonitoring during the day. We have one new Elementary student receiving morning medication. Many students alsohave PRN meds and their emergency meds.

MS/HS: 12 daily doses plus 3 students with diabetes have frequent monitoring during the day. (Many students havePRN (as needed) medications also and their emergency meds).

Other:In March:

Spring has arrived!! WIth the students being outside again, we have seen more students coming in to the nurse’soffice with playground mishaps. I sent out a reminder to the teachers of their students who are allergic to bees andwasps to be on guard.

Students continue to be great with the Mask Mandate, as well as employees. They continue to do well withmitigation strategies as well.

Covid phone calls and contact tracing continue to keep us busy!! Even after a year, many students, parents andemployees still have many questions and guidelines continue to change.

Clinton County Health Department and the Iowa Department of Health continue to be exceptional help to guide anddirect us in unique circumstances with Covid.

I am working with Mrs Huling and Nick Wall to schedule dates for catch up of the CPR requirements forstudents. This will include all 9th, 10th, 11th and 12th graders that need the CPR requirement fulfilled. We willbe scheduling dates for this in April--after all testing is done. I have ordered the new Heartsaver CPR materialthat is required to start in June. I am hoping to get a couple of employee sessions in before the end of the year.

For Bus Drivers: The new quarter of random candidates for drug and alcohol screening will be sent in April. Thatwill be my first time for doing screenings in person at the school.

This District still is still conquering this pandemic!!!! BE PROUD, NORTHEAST!! Again, time and patience willget us there!!! WE CAN DO IT!!!

April’s Pup-date comes from a 6th grade student:

To start Nova and Elsie are well-trained dogs and they are very cute and soothing. When yourfeeling angry or just a bad emotion you want to get rid of you can come and see them and whenit's time to go it's sad but you know you will get to see them again. One time I was feeling angryand I stormed out of the room and Mrs. T offered me Nova and in around 30 seconds my mindhad switched 30 seconds ago I was feeling angry and 30 Seconds Later I found myself in afeeling of comfort and just feeling like I had someone there for me I can feel comfortable withyou don't know if their judging you and they look so sweet and calm it puts you in a state ofrelaxation. And they are a great way to boost happiness. You're not just gonna go up to ateacher and start petting them well at least I hope not. And they are soft and it kinda helps mefocus on my work like when I'm working on something and nova comes up to me I pet her and Ican relive my energy and put it towards petting nova so I can focus on my work better. And withelsie she is calm it's funny how she walks herself and she feels like a cloud it was weird andkinda soothing the touch of her fur same with nova they are just great dogs and each of them isdifferent. And any flaws are they are puppies and they are still adapting and that why I thinkNova and Else are the best choices for this school to make

Ps. Don't be afraid to get another service dog Golden Retriever would be a nice choice if youwere ever gonna get another one

Home School Assistance Program For the Bettendorf, Calamus-Wheatland, Central DeWitt, Delwood, Maquoketa,

North Scott, Northeast, Pleasant Valley, and Wilton School Districts

Why a Home School Assistance Program?

The Home School Assistance Program offers assistance to parents/guardians who choose to

teach their children at home. Parents/guardians are directly responsible for planning

curriculum and teaching their children. They are free to incorporate their own values and

philosophy of education. The Home School Assistance Program (HSAP) can help families by

offering curriculum resources, AEA Media Center resources, support & guidance from a

certified supervising teacher, plus much more.

What does it cost?

There is no charge to participate.

What are the requirements to participate?

A resident of the Bettendorf, Calamus-Wheatland, Central DeWitt, Delwood,

Maquoketa, North Scott, Northeast, Pleasant Valley, or Wilton School Districts.

16 contacts with the supervising teacher (8 face to face, 8 non-face to face) per year.

The Department of Education requires: "The teacher practitioner shall have contact

with the child and the child's parent, guardian or legal custodian at least four times

per quarter during the period of instruction. One of every two contacts shall be face to

face with the student under competent private instruction." Iowa Law, Chapter 281 31.3

Submit a Form A and curriculum outline for each child enrolled (Required for CPI

Option 1). Parents/guardians list the subjects to be covered along with titles and

publishers of texts being used. This plan may be modified throughout the year.

Curriculum outlines are due with a copy of your Form A and HSAP enrollment

forms to the HSAP office no later than September 1st of the current school year.

What are the benefits of participation?

The Home School Assistance Program will purchase $100 worth of curriculum

materials to support/enhance the home school curriculum.

Iowa Statewide Assessment of Student Progress (ISASP) testing at the Mississippi

Bend Area Education Agency.

Support and guidance from a certified supervising teacher.

Access to the Mississippi Bend AEA’s Media Center, which includes teaching

resources, educational video and DVD library, student books, and online learning

databases.

Group activities, educational outings, classes, access to the HSAP Lending Library,

and more.

How do I enroll in the Home School Assistance Program?

Bend Area Education Agency. You must register and complete all forms for HSAP

enrollment. Enrollment deadline is September 1st of the current school year.

Is this the same as dual enrollment?

No. Dual enrollment is when you enroll in your district’s public school to participate in

special education, academic, or extracurricular activities. You may enroll in a HSAP and

dual enroll, but enrolling in the HSAP does not automatically dual enroll your student.

To dual enroll in your school district contact your district’s administration office.

ARTICLE I

WAGES AND SALARIES

1.1 The salary of each employee covered by the regular salary schedule is set forth in Appendix

A which is attached hereto and made a part of thereof.

1.2 Each employee shall be paid in twenty-four (24) equal installments on the fifth (5th) and

twentieth (20th) of each month. Employees shall receive their checks at their regular

building on regular school days. Employees may choose to have direct deposit of their

checks and receive their deposit notice at their regular building on regular school days.

A. When a pay date falls on or during a school holiday, vacation or weekend,

employees shall receive their pay checks on the last previous working day.

B. Each employee leaving the District shall have the option of receiving all or any part

of his/her earned, contracted salary on the last pay period of the in-school work

year.

1. The Board must be notified thirty (30) days in advance of the last pay period

of the in-school year.

1.3 The extra-curricular activities listed in Appendix B are official school sponsored activities.

ARTICLE II

DURATION OF CONTRACT AND SIGNATURE

2.1 This Agreement shall become effective as of July 1, 2021, and shall continue in effect until

June 30, 2024. During each year of the term of this Agreement, Article I – Wages and

Salaries – shall be open and subject to negotiations.

2.2 In witness whereof, the parties hereto have caused this Agreement to be signed by their

respective presidents, attested by their respective chief negotiators, and their signatures

placed thereon, all on the 12th day of April, 2021.
