ACKNOWLEDGEMENT

The Women’s Division, Cabinet Secretariat, Government of Pakistan, Islamabad, identified the need for providing training opportunities to the female project personnel, especially of managerial and mid-managerial cadre engaged in women in development programmes7 in the country.

It is a fact that the persons responsible for project development for women are sincerely discharging their obligations, but most of them have neither had an opportunity to be trained in project administration, nor formally or formally.

The Women's Division, therefore, approached ESCAP to arrange a 2-weeks training programme in project administration for female project officers in Women Development Projects in Pakistan.

ESCAP envisaged a tri-country-programme of training workshops on project administration in Sri Lanka, Bangladesh and Pakistan. Hence this Training Workshop at Karachi was organized by the Women's Division through the NGO Coordinating Council for Population Welfare. This workshop was second in the series of tri-country workshops, and was held from 12 to 24 December 1987.

The 28 workshop participants (all females) were drawn from government departments as well as from the NGO Sector. Among them, 10 Government officers represented the Departments of Planning & Development, Social Welfare and Special Education and Small Industries Corporation while the remaining 18 were representatives of NGOs working in all the 4 provinces of the country.

Organizing this Workshop required close coordination in the following areas:

(a) Planning minute details (curriculum, venue, residential accommodation for participants, budgeting and planning of time etc.)

INTRODUCTION

BackgroundThe Women's Division, Cabinet Secretariat, Government

of Pakistan, Islamabad ( established in 1979) has the responsibility for " the development of women " through " developmental programmes for Women " in Pakistan.

In programme implementation " service delivery " is the most vital aspect which demands, correct approaches to satisfy the beneficiaries, and Training/Orientation of Project personnel followed by periodic refresher training, refines their capabilities to discharge their obligations in a proper way. The Women's Division therefore, contemplated a Training Workshop of at least 2 weeks’ duration in "Project Administration " with emphasis on project formulation, project implementation, project monitoring & project evaluation.

TCDC (Technical Cooperation for Developing Countries) is an Umbrella Programme of the UNDP extended to developing countries in Asia and the Pacific Region through Economic & Social Commission for Asia and the Pacific (ESCAP). The Women's Division approached ESCAP Headquarters in Bangkok to assist them in developing and implementing a 2-weeks' Training Workshop on Project Administration. ESCAP, subsequently planned a tri-country programme of training Workshops on project administration in Sri Lanka, Bangladesh and Pakistan with common objectives. However the methodology was adapted according to the specific needs of the country.

A representative of ESCAP visited Pakistan in April 1987 and discussed the necessary details with the Women's Division.

The Women's Division requested the NGO Coordinating Council for Population Welfare, sponsored by Ministry of Planning & Development, Population Welfare Division (an autonomous body working in Karachi) to organize the proposed training workshop in Karachi on its behalf, and assigned tnis task to Mrs.Zeba Zubair, Chairperson NGOs Coordinating Council For Population Welfare, Karachi, as a Consultant.

The NGOs Coordinating Council For Population Welfare involved Pakistan Voluntary Health & Nutrition Association, Karachi, which is running a Training Academy (a project of the Women’s Division in Karachi) to take charge of documentation and allied activities.

In order to check the physical arrangements and discuss programme details, Ms.Yumiko Tanaka, Social Affairs Officer of ESCAP, paid another visit in October 1987 to Pakistan. She discussed the detailed programme of the 2-weeks' Training Workshop (course contents, criteria for selection of participants, capability of the guest lecturers, etc.) with the consultant.

Since the funds earmarked by ESCAP for this Workshop were found insufficient, UNICEF in Pakistan was also invited to make a financial contribution and to co-sponsor the Workshop.

OBJECTIVES

The Long term objective of the project under which this Work shop was organized was to increase the national capability of South-Asian countries in project formulation, implementation, monitoring and evaluation for the integration of women in development and increased self-reliance.

IMMEDIATE OBJECTIVES

The immediate objectives were the following :

1. Organizing a 2-weeks' training workshop at the national level to strengthen mid-level personnel responsible for the development of women.

2. Consolidating further experience for multi-level training of women in planning and project administration.

3. Resource building for technical cooperation among developing countries (TCDC).

I. ORGANIZATION OF THE WORKSHOP

A. OPENING OF THE WORKSHOP

The participants had reached a day earlier i.e. on 11th December 1987. They reported to the Workshop site (APWA National Headquarters Hall, 67/B, Garden Road, Karachi) for Registration between 9.00 and 11.00 am on 12th December 1987.

The inaugural ceremony started at 11 am in the presence of Representatives of International Organizations, Women Division NGO Coordinating Council and distinguished guests. The Workshop was inaugurated by Begum Tazeen Faridi, an eminent social worker of national fame, former Provincial Minister for Social Welfare, and former member of the Planning Commission of Pakistan.

Ms.Zeba Zubair Chairperson, NGO Coordinating Council For Population Welfare welcomed and introduced the Chief guest to the audience. Her short welcome-address was followed by a talk by Mr.Barkat Rizvi, Chief Executive of NGO Coordinating Council who highlighted the background of this Workshop right from its initiation to different stages of planning and implementation. He also described the criteria under which the participants were selected from the public and private sectors and the assistance ESCAP, UNIFEM and UNICEF had jointly provided in the workshop's implementation.

Ms.Yumiko Tanaka, Social Affairs officer of ESCAP explained the details of ESCAP's assistance to developing countries in the South Asian Region and the procedure to be followed in order to avail this assistance. She threw ample light on TCDC (Technical Cooperation among Developing countries) under which this Workshop was second in Pakistan, in the series of 3 after Sri Lanka (The third is to be held in Bangladesh). She expressed the hope that the participants would derive maximum benefit from class participation and sharing of knowledge and experiences with the trainers as well as among themselves.

Ms.Najm Saigal , Programme officer from UNICEF Islamabad explained the role of UNICEF in the country and correlated its function to UNICEF’s contribution in this Workshop to join with ESCAP and UNIFEM.

Begum Tazeen Faridi, the Chief Guest, in her inaugural address appreciated the part played by the Women’s Division in selecting a very appropriate theme ” Project Administration " for this Training Workshop and exploring its joint sponsorship by ESCAP, UNIFEM and UNICEF.

She congratulated the participants for getting an opportunity of exposure to the most important area of programming in this Workshop, without which all efforts become an exercise in futility. She described the interactory approach to problem-solving situation and highlighted the role ” Group Dynamics " plays in community development; and that programme implementation at the micro-level involves rubbing shoulders with the community at the grass-roots level. She stated, this is a humanitarian cause in which all of us should feel delighted to participate.

With the end of Chief guest’s speech, the inaugural ceremony was completed at 1 pm followed by lunch.

The session was resumed with the attendance of participants and representatives of international NGOs, all other guests having dispersed after taking lunch.

Ms.Zeba Zubair, Chairperson NGO Council delivered a lecture on ” Why Focus on Women ". The gist of her talk was as follows:

” Though the women form about 50% of the global population and contribute substantially in perpetuating human race, cultuse, tradition, ethics and resources like food etc; yet their labour and effort - often go UNRECOGNIZED! A women plays a multi-faceted role in life-as mother, wife, daughter, paid/unpaid labour;for centuries she has been dispensing her responsibilities without any formal training. Intuition and traditional knowledge have only been her guiding force. The woman has played a subservient role and still continues to do so, despite the struggle to improve her status in society.

Some solid facts in the context of Pakistan are:

Only ll% of women are literate and only about 4% who live in rural areas.

Women's life span is less than men's.

No longer women are exactly half the population as for every 1000 men there are 936 women.

Their health status is poor: 6 to 8 deaths occur to mothers in 1000 deliveries.

84% of women suffer from some degree of anaemia and a good number suffer from malnutrition.

Every women of child bearing age delivers 6 to 7 babies, and baby-girls die more than baby-boys.

Only 4% women are included in the formal labour force.

The creation of Women's Division at Pakistan Government's federal level in 1979 has been a land mark and now it has been possible to transfer knowledge and training to women about formulation of programmes and their implementation to improve their life style and to give them a better option for a more productive and meaningful life, and hence " THE FOCUS ON WOMEN ".

After the lecture of Ms.Zubair, Mr.Azhar Mohammad Khan, Joint Secretary, Women's Division, gave an idea to the participants about efforts of the Women's Division all along:

To raise Women's literacy level,To enable them to earn their livelihood, To make them productive citizens of the country through job opportunities, To enhance their capacity in supplementing family income through income generating activities.

His talk was supplemented by the information provided to the participants by Ms.Rukhsana Hamidi, Chief Coordinator, Women’s Division Cell, Planning and Development Department, Government of Sind, on Programmes of Women’s Division.

Its gist is as follows:

1. The Women's Division came into being in January 1979, in the Cabinet Secretariat, under the direct supervision of the President of Pakistan. The major functions of the Women's Division are:

to meet the special needs of women through appropriate policies and laws.to undertake & promote projects for providing special facilities for women.to undertake & promote research on the conditions and problems of women.to ensure that Women's interests & needs are adequately represented in public policy, formulations by various organs of the government, to represent Pakistan in international organizations dealing with problems of women & bilateral contacts with other countries.to ensure equality of opportunity in education & employment & the fuller participation of women in all spheres of national life.

2. The Women's Division & its counterpart Cells in the provinces are not implementing agencies. The Women's Division channelizes programmes through the existing institutions, both governmental & non-governmental. The Women's Division provides guidelines in terms of priorities & programme components & assists the executing agencies, through requisite funds, to develop schemes that are " need-based " and relevant.

3. The major departments of the government that are involved in the execution of women's development,programmes are: Education, Health, Local Government, Agriculture, Industry, Forests, Rural Development, Labour. Apart from this, in each province there are a host of NGOs who are funded by the Women's Division for various programmes of women's development.

Mr.Barkat Rizvi, Chief Executive, NGO Council talked on the purpose and objectives of the Workshop, of which details are given on Page 3 of this Report.

He further explained to the participants the arrangements made for them and advised them to read carefully the reading material provided to them in folders and to come prepared everyday with knowledge of background materials made available.

He finally requested the participants to record their responses to the pre-workshop evaluation questionnaire form distributed to them.

Ms.Yumiko Tanaka addressed the participants once again informing them about the various studies & researches conducted by ESCAP during the past. She showed to them some of the copies of ESCAP publications which she was leaving for the participants to study in groups, with the advice to ask for copies of specific prints from ESCAP, Bangkok, if they needed these.

Mr.Rafe-uz-Zaman, Representative of ILO Islamabad informed the participants the functions and limitations of specified areas of funding by his Organization. He welcomed projects if the participants wished them to be funded by ILO, in so far as they are related to the welfare of the labour for programme support in the background of population/family welfare. He wished the Workshop a complete success.

The following criteria for the selection of participants were used:

3. METHODOLOGY

The Workshop aimed at imparting knowledge to the participants on project formulation, implementation, monitoring and evaluation for integrating women in develop­ment and increased self-reliance.

The Methodology included the following:

1. Class room lectures.

2. Group discussions.

3. Class exercises.

4. Assignments.

5. Field observation & community analysis.

The following teaching aids were used:

3. Transparencies on Over-head Projector.

4. Lecture Notes.

5. Hand outs.

6. Support material in folders with publications on Community Analysis and Project Development.

A list of course materials distributed to the partici­pants is attached as annex II. The Workshop was conducted in English combined with the usage of Urdu language.

4. PHYSICAL FACILITIES

1. Residential accommodation in a reasonably good Hotel was provided to all the participants.

2. Transport arrangements between Hotel and the Workshop site were provided.

3. Working lunches, tea with snacks were provided everyday.

4. Transport facilities from and to the Airport/RailwayStation were provided on arrival to Karachi and back.

5. On last day of the workshop, concluding lunch was hosted in a local hotel.

6. Travelling/conveyance allowance and per diem were provided to all the participants.

7. Photocopying facilities were made available.

8. Folders with support and reference materials and authentic books/booklets on both the topics "Community Analysis” and "Project Development" were provided to all the participants and observers.

D. PROJECT PROPOSALS

As an outcome of the workshop, five project proposals were produced by the participants. A copy of the covering pages of the project documents are attached as annex III.

E. CONCLUDING SESSION

On 24th December 1987, the closing function was held which was chaired by Begum Faridi, Former Provincial Minister of Social Welfare (who had inaugurated the course on 12th December 1987). The Women’s Division in this Session was represented by two Senior Officers (Dr. Mohammad Afzal, Additional Secretary and Dr. Miss Sabiha Hafeez, Director Research).

Begum Zeba Zuabir, Chairperson NGO Coordinating Council, welcomed the Chief Guest and asked Mr. Barkat Rizvi (Chief Executive NGO Council) Course Coordinator to speak about the Workshop.

Mr. Barkat Rizvi informed the House (the Chief Guest/the Resource Persons/Lecturers & others present) that the Workshop was successful in the achievement of its objectives and this statement was further corroborated by s

(1) Impressions of the participants, presented by their representatives Dr. Shahina Siddiqui, Medical Officer of Behbud Association, Karachi Branch; and Prof. Dr. Barkat Awan, Vice Chairman APWA Peshawar.

(2) Presentation of project proposals by 4 participants.

(3) Presentation of the results of post-workshop evaluation by Miss Shahida Hashim (a participant) after processing of questionnaires by the participants themselves.

His report was in fact a summary of all that exists in this Report in a nutshell.

Involved as a lecturer in this course, he also gave impressions of all the teachers/lecturers, applauding the demeanour which participants displayed throughout the workshop, proving themselves very polite-dutiful and punctual. Their participation was excellent and stimulating.

Dr. Shahina Siddiqui stated on behalf of the participants that the Workshop had provided to them a valuable store of knowledge in an atmosphere of Government Officers and NGOs personnel - all working for a common cause the Women Developmet Programme in Pakistan.

Professor Dr. Barkat Awan stated on behalf of the participants that attendance in this Workshop was a unique opportunity for most of them and this in fact was the type of activity they needed very much since it provided to them skills & knowledge in very important areas of Project formulation implementation, monitoring and evaluation.

Presentation of project proposals was then done to confirm the view that the participants did understand the issues concerned with "Project Administration", which was the purpose of this Workshop.

Miss Shahida Hashim, while presenting Result of Post-Workshop Evaluation informed that the participants had themselves processed the responses and the results were very positive. (These evaluation results were included in this Report). This was a very successful Workshop.

Dr. Sabeeha Hafeez, Director Research, Women’s Division advised the participants to apply the skills and knowledge gained in this Workshop to the practical situations on their job, as in actuality the Workshop's purpose was to improve

and strengthen the participants’ capabilities to administer projects efficiently and to show better results of their endeavour. She expressed satisfaction on the successful completion of the Workshop and said she was happy to know that the participants liked the Workshop very much.

Begum Tazeen Faridi, the Chief Guest, delivered the Concluding remarks She expressed satisfaction on the outcome of the Workshop in terms of participants’ own admission, impressions and the quality of proposals formulated and presented. The result of Post-Workshop Evaluation also was suggestive of the impact the Workshop had made in the levels of participants' knowledge before and after the Workshop a remarkable feature made out by the closing ceremony. She noted with interest the proportion of Government agencies as well as NGOs representatives and their educational qualifications from Arts Graduation to Medical graduation and Ph.D. level, and said "when I hear the highly qualified people saying they have gained much from the Workshop, I have no doubt about its success". She congratulated the Women’s Division, the NGO Council and the sponsors on organizing such a successful Workshop.

After her address, Begum Tazeen Faridi distributed Certificates to the participants.

Thereafter, Begum Sarah Naseem, Honorary Secretary of PVHNA, expressed the Vote of Thanks. The Workshop was concluded with a lunch. The 12 days Training Workshop which started on 12th December 1987, was successfully completed on 24 December 1987.

F. RECOMMENDATIONS

The Workshop has proved to be an asset to the participants as reflected by the Post-Workshop Evaluation. In the light of the Workshop’s experience, following recommendations are made:-

1. Such Workshops should be organized at National level every year for the benefit of new participants each time.

2. The Women's Division may organise Refresher Workshops at provincial level with six months' interval which can be of one week's duration as a follow-up of the National level workshops.

3. Participants' immediate superiors in the Government Departments and NGOs may be requested to closely supervise them and write one page report on their capabilities, especially highlighting if any change in their work and approach has been noticed?

4. The participants may be required to endorse a copy of their quarterly reports to the Women's Division or NGO Coordinating Council for a period of one year to measure the impact of the training workshop on them.

5. ESCAP should be kept abreast about the impact of the Training Workshop on the participants through a six monthly report.

OBSERVERS

A group of 13 students of Final Graduation Class in Social Work, from the Bahauddin Zakaria University, Multan (Punjab Province) led by their Professor was on a study tour to Karachi to visit University and other Teaching Institutions for sharing of experiences in Karachi.

When they visited the Training Academy of Pakistan Voluntary Health & Nutrition Association Karachi, they heard about this ESCAP/UNIFEM/UNICEF Training Workshop. Accordingly, they visited the morning session of the Workshop for an hour on 19th December 1987.

They felt so much interested that they requested for permission to attend the Workshop for rest of its Sessions for the entire week from 19th to 24th December 1987 as "Observers" on the ground that the Workshop had provided to them the best opportunity to correlete their academic university studies with field problems on the programing and implementation aspects of practical social work.
