INTRODUCTION OF BENG (MECHATRONICS) IN 2OO5 FOR THE NELSON MAiIDELAMETROPOL|TAT,I UNIVERSITY

Our discussion of 20 September 2004 regarding the above refers.

1. The PE Technikon and University of Port Elizabeth obtained permission fiom theDepartmeni of Education to introduce the abovementioned programme as from 2005.

2. A Form 2 was appruved by senate and forwarded to Mr Magabane of the cHE on 30August 2004.

3. The SAQA format of the leaming programme was been fonrvarded to SAQA for registrationpurposes on 31 August 2004.

4. The introduction of a BEng programme is of strategic importance to the Eastem Capeindustry and wider community; no other institution within this region is offering theieprogrammes. Furthermore it provides access to disadvantraged communilies tha{do nothave the financial resources to study at other centars.

5. The Automotive Industry Development Gentro (AIDC) has pledged bursaries amounting toR100,000 for 2005 to support leamers to study within the BEng programme. Furthersupport is currenty pursued from lhe wider automotive industry.

6. The Faculty of Engineering has been awarded a contract amounting to R4.5m bythe A|DC.In conjunction with the ECDC lo develop, implement and provide support infrastruc.ture to

SECOND 2OO4 CYCLE - APPLICATIONS FOR ACADEMIC PROGRAMMES

The PE Technikon submitted applications forthe offering of 19 programmes. Thirteen of theseprogrammes were not approved.

Due to the critical importance of some of the "not approved" programmes, the PE Technikonprepared a resubmission to address the reasons indicated by the DoE for the non-approval ofsome of these programmes.

Included in our submission please find the application for approval to offer 8 of the programmespreviously submitted:

1. DTech Architectural Technology2. DTech Engineering: Civi l3. DTech Construction Management4. DTech Quantity Surveying5. DTech Entrepreneurship6. DTech Cost and Management Accounting7. BTech Accounting8. BEng Mechatronics

Projected statistics for the South African Automotive Industry indicate gro.*thin exports of SA-produced vehicles from I08 000 units in 2001 to about 200000 units in 2005, with revenue from vehicle exports growing over R30 billionby 2005. As this growth has increased, so has the use of technoktgy. Theindustry desperately neeC Mechatronic Engineers with integrated control, design and robotic knowledge to perform advanced product design, systemautomation and simulation as required in the manufacturing of products. Thesimulation of Automated Manufacturing Systems is the key to enabling localindustry to compete globally.

The demand for Mechatronic Engineers was established by discussing traininginitiatives with various companies in the automotive componentsmanufacturing sector in the Eastern Cape: Firestone SA, Comau SA, Digitech,Octotech, Eberspacher, VWSA and GMSA to mention a few. over 5 000students have graduated in Mechatronics in Germany alone.

See motivation in support of a BEng: Mechatronics from the Vice-Chancellorsfrom PE Technikon and University of Port Elizabeth.

FOR A BACHELORS INBE INCLUDED INTO THE NMMU

Nelson Mandela Metropolitan University (NMMU) wil l play a leading role in the transformation'. proc€ss in higher education in South Africa and is committed to deliver the future human resource

needs of a developing South Africa. The NMMU is located on the doorstep of the CoegaDevelopment and a large Automotive Manufacturing hub, which includes manufacturers such is\ //SA, GMSA, Daimler Chrysler and second tier suppliers. Projected statistics for the EasternCape automotive industry alone indicate signif icant growth in the dornestic vehicle market andgrowth in exports of South African manufactured vehicles. Substantial fufther investment by theautomotive and Coega development project and other related industries in best practice productiveassets and state-of-the-art manufacturing technology is envisaged.

The NMMU infrastructure and geographic location position itself perfectly for a service to, not onlythe Eastern-Cape, but also to the Southern Cape (George area), which is currently experiencingeconomic growth The South African Government, in recognising the impcrtance of manrrfacturin!in the economy, recently developed two strategies: the National Research and DevelopmenlStrategy (NRDS) and the Integrated Manufacturing Strategy (lMS). The former, released by theDepartment of Science and Technology (DST), aims at ensuring that technology resources arebetter developed, focused and utilised The latter, by the Department of Trade anO lnCustry (DTl),recognises that South Afi'ica's future cornpetitiveness will oepend on the capacity of hunranresources in the manufacturing sector to masier advanced technology domains, tc innovate and tomeet the precise needs of customers. These economlc sectors are knovln to employ engineers, technologists and technicians. To increase international investor conflCence in the Eistern Capemanufacturers, it is of vital and strategic irnportance that the NMMU's Faculty of trngineeringmeets the human rescurce's needs at BEng level. The immediate human resource's need, aiidentif ied by industry, is in the fields of Mechatronics where the Faculty of Engineering hasreceived the following support torvards the establishment of a BEng tr4echatronics qualification:

1. The Faculty of Engineering has been awarded a contract totaling R4,5 by the AutomotiveIndustry Development Centre (AIDC) to develop, implement and provide supportinfrastructure to meet the immediate needs of industry with respect to scarce skil ls andlearnerships for Mechatronics NQF levels 5 and 6.

2. The Faculty of Engineering is in the final stages of acquiring an R2.5m atlocation through theDepartrnent of Trade and Industry's programme on innovation for Robotics hardware andsoftware in support of the Mechatronics programme.

The Faculty of Engineering has developed a strong researclr and technology support culture. TheBEng wil l result in increased human resource uti l ised in research and development and henceimprove the stature of the NMMU within the national and international community. International

l inks include the University of Plymouth: Materials Research, University of Michigan:Manufacturing Technology Research, FH-lngolstadt and Wolfsburg: Developrnent of anInternational Masters in Automotive Engineering. The BEng programme wil l contributesignif icantly to the technological, socio-economic, built environment and environmentalinfrastructure of the Eastern Cape, facilitating access and opportunity required for the muchneeded socio-economic growth and sustainabil i ty.

The Faculty of Engineering is accredited through the Engineering Council of South Africa (ECSA),offering National Diplomas, Bachelors, Masters and Doctorate of Technology qualif ications inElectrical, Civil, Mechanical and Industrial Engineering. The process of introducing new BEng

., programmes includes provisional accreditation by ECSA, development of course material, reconfiguration of human resources and extensive marketing with a lead{ime. lt is thereforeimperative that the NMMU, the only Comprehensive University in the Eastern Cape, be given aclear and tirnely indication that the BEng Mechatronics progrannme wil l be included into its PQM asfrom 2005.
