Fierdofficer welcomed all who were present in large number and informed that as per theEIA Notification of Ministry of Environment, Forest & crimate change, covt, ofIndia, (i.e. MoEFCC, GoI) dated l4th September, 2006 as amended on 1st December.2009, it is mandatory to conduct prior public consultation to certain projects whichare covered in the Schedule of the said Notification. Representative from Regional Office, MPCB Raigad further informed that theaim of conducting public hearing is to make aware localpeople who can be participant

in the hearing and they should know the developmental activities and environmenrmanagement plan of the unit.

FIe further informed that as per said Notification, the project'falls underCategory A 5 (f). The aim of conducting public hearing is to make aware. localpeople who can be participant in the hearing and they should know the developnrentalactivities and environment management pran of the unit. The Expert AppraisarCommittee (Industry'2), MoEFCC, Govt. of India has recommended the proposal forToR in its 24th meeting held duripg trO,n _ l6rh June, 2017,

As per said Notifrcation, 30 days' advance public notice was published in thelocal newspaper Dainik Krishival for Marathi anff in national newspaper in IndianExpress for English on28'10-2017. He said that copies of EIA report and executivesummery were also made available at MoEFCC, western Zone office, Nagpur andat various offices of Govt. of Maharashtra i.e. District Magistrate Office, Raigad,Additional District Magistrate, Raigad, Sub Divisional office, Tal-Khalapur, Dist_

Raigad, Grampanchayat office at chinchwali, Tal-Khalapur, Dist-Raiga d, zillaParishad offica"rRaigad, , District Industries centre, Raigad, Sub Regional office,Raigad-I, , Regional office, MpcB, Raigad, and at Flead office of MpcB at Munrbai,Environment Department, Govt. of Maharashtra, Mumbai and on the website ofMPCB' The public in general were appealed to send any objection / suggestion

regarding the above project. The office of sub Regional officer, Raigad-I, MpcB,Navi Mumbai has not received any objection for the proposed expansio'. Heappealed Chairman of the Public Hearing Committee to allow to start the proceedings

of public hearing.

Shri Bhadakwad, Chairman ofofficials of the project to explain the

envlronment management plan of the project in local language Marathi. F{e alsoappealed general public to give objection / suggestion if any about the project aflertheir technical presentation.

The project consultant with the help of projector briefly explained about theproject to the audience. Afterwards, Chairman of the Public Hearing panel requested

the public to ask for their doubts, suggestions if any about the project.

l) Shri Dattatraya Shankar Masurkar, Ex. president, Khopoli MunicipalCouncil asked Public Hearing Committee about the procedure of the meetingand whether suggestions will be considered by the committee. Dr.Flarshavardhan, Member & convener of the public Hearing committeeinformed that the aim of procedure of the public hearing is to make aware

local people in the vicinity pf t$ project and Project Affected persons (pAps)who can give their suggestions,'objections regarding the proposed project andto make them aware regarding Environmeffi Munug.rnent plan of the projectproponent. An opportunity is given to the local people to give suggestions orobjections regarding the project especially in view of pollution oonrrol.

Member & Convener further informed that the suggestions, objections raised

during this meeting for expansion of the projects will be noted by the public

Hearing Committee. Simultaneously, audio and video recording is taken. The

suggestigps, objections if any will be inserted in the minutes of meeting and

it will be submitted to Ministry of Environment, Forest & climate change,

Govt. of India (MoEFCC, Gol) for their consideration.

shri Masurkar, Ex. president, Khopoli Municipal council opined

that at present in the Khopoli and other nearby areas, while most of inclustries

are facing market crises, the expansion proposed by the project proponent is

definitely notable. He informed that we are not against the project, The localpeople desire development. Though expansion of the project will improve the

socio-economic condition of the R.egion, the job opportunities be given topeople residing in the vicinity of project especially youths. Shri M4surkarfurther informed that the people residing in the vicinity of the projec-t f'ears

that as this is chemical Industry, untoward incidence should not happened,

Industry should take all the measures accordingly in the project; Sometimes

the smell generated during the process fears them. He appealed project

proponent to irnplement Environment Management Plan wholeheartedly. 'fhe

Public Hearing committee asked company officials to give answer regarding

the suggestions.

Company officials informed that there are more than 70% peopleworking in the project are residing near the vicinity of project.

He informed that since the inception of the plant, the project proponentis committed to keep clean environment and Environment Management pla'is implemented wholeheartedly. The Sewage Treatment plant of the capacityof 4l CMD will be erected to treat the domestic effluent. The treated domesticeffluent will be reused' The total industrial effluent generation will be 297CMD' Presently the effluent from high TDS stream is being treated in existingMEE-I and then condensqte of MEE-I and other streams from process arebeing treated in conventlonat 'gtp. After expansion total effluent will betreated by MEE (Proposed) followed by c6nvention ETp followed bv MEE(Proposed followed by conventional ETp fbllowed by RO and trearedindustrial effluent will be recycled in the process totally. He further informedthat not a single drop of effluent will be generated outside the project, Theproject is zero Liquid Discharge (zLD), The project proponent fur.therinformed that the source of flue gas emission is from existing and adclitionalindustria|,boiler and it will be released through stack having a<Jequate stackheight' The Noise levels in the manufacturing process are within the limits as

specified' The project proponent has already prepared "Disaster ManagementPIan'" Hence local people shoulcl not fear for the manufacturing process,

teach job oriented courses to local people. The Public Hearing Conrmitteeinformed him to give his suggestions in witing.Company Officials informed that they are already implementing the various

social development programmes since the inception of the plant in 1960. The pro.ject

proponent has canied green plantation in and around the factory and more than I 5.000number of trees are planted and planned to double the same. He informed that theactivities under cSR fund are important to them. The project proponent has alreadyappointed a Medical officer, who will go to school to take medical checkup ofstudents' The ambulance is alwpys kept ready in the project premises and also madeavailable to local people as and wherirequired.

3) Shri Raju Namdeo Hange, resident oA4ulgaon informed that the pro.ject

proponent do carry the social development work in the vicinity from time totime. As there were no windows to the local small children school, the r.equest

by local people is immediately accepted by the project proponent and

windows are fitted immediately. The services of ambulance are always made

to needy people provided by the project officials. The project proponent has

made.4yailable the Medical Practitioner round-the-clock, He further infbrmedthat the local people are happy that the project proponent has planned itsexpansion. He wished success for expansion.

4) Shri H. Madhubabu, an Environmentalist from Hyderabad and president ol.

Rural Environment Education & Health Awareness Society (REEHAS) alsogave his views in writing, As he was reading the suggestions, the IrublicHearing Committee remarked that the issues are already raised by one V.Sunanda Reddy and hence repetition should be avoided, The public l.{earing

committee directed him to give his suggestions in writing.

5) Shri Sayyed Yusuf, resident of Mulgaon informed that he is local resident

and he is also working in the unit since 1980. He said that the projectproponent are implementing the Environment Management Plan and do carry

social development activities from time to time,

6) Shri Dilip Jadhav, resident of Mulgaon remarked that the project proponent

do help the local school and do carry the social activities regularly. He furlhersuggested that people residing the vicinity of the project should be giyen.iob

The Committee Members again appealed general public to ask questions tbrthe proposed project.

Chairman of the Committee while concluding the meeting informed thar asper the presentation, the company is committed for eco-friendly environment andpromises to implement the pollution control measures wholeheartedly. He thankedlocal people who came with detailed study and raised objections ancl gavesuggestions,
