    - Location: Three Corners (NM, TX & Mexico) - Land Area: 3,800+ sq. miles - Assets: Energy-related natural resources, NMSU and military bases - Population: 210,000+ today - 325,000 in 2040 - Quality of Life: #8 Best Performing Area - Communities: Municipalities (5) Colonias (37) - County Government: Commission/Manager - Commissions/Boards: BOCC, P&Z, ETA, ETZ 2040 Advisory and Regional Leadership Committee

  • One Valley, One Vision 2040 Regional Plan

    2007 – Begun by consultants and joint city/county collaboration (regional plan, county and city comprehensive plans - $400,000). 2010 – City/county staffs took ownership of completing vision & 14 element regional plan. 2012 – Regional Policy Plan adopted by DAC, CLC and ETA.

Our vision encompasses planned and managed growth in areas such as jobs, economy, tourism, and infrastructure, and encourages new opportunities that improve our quality of life.

    SWOT: A strategic planning method that aids in identifying the internal and external factors that are favorable and unfavorable to achieve an organization’s or region’s vision and goals.

    - Residents recognize the region is growing and support planned growth. - Institutions play vital roles in the regional economy (education, aerospace, military) -The climate and environment are assets

    -The region must increase the employment and wage

    base. - Not all parts of the region have comparable levels of basic infrastructure. - The region must do better in improving the sense of identity or branding for its urban center, the city of Las Cruces.

    -Increase regional transportation connections among Albuquerque, El Paso, Mexico and DAC - Many development opportunities e.g. agriculture, aerospace, alternative energy, ports entry, tourism, etc. - Enhance important historical, cultural and natural resources, etc.

    - Cyclical recessions that require planning to provide essential services and funding - Differences in incomes, cost of housing, and other household expenses affecting affordability - Encroachment of built environment on agricultural, cultural and natural resources as well as military installations
