Martin Luther King described power as the “ability to achieve purpose.” It is the capacity that is created when resources are creatively combined, based upon the relationship between interests and resources. •One of the highest amputation rates due to diabetes in the US

•30% of residents are uninsured •Average resident makes two ED visits per year

•Translates into 90,000 visits per year including 30,000 from residents who can’t pay
