MINUTES OF THE MEETING OF DISTRICT LEVEl OFFICERS (DlOs) OF THOUBAl DISTRICT HELD ON 4nl NOVEMBER, 2013 AT 11.00 A.M. IN THE CONFERENCE HALL OF DEPUTY COMMISSIONER, THOUBAl WITH SHRI T. RANJIT SINGH, lAS, DEPUTY COMMISSIONER, THOU SAL IN THE CHAIR:

At the very outset, the Deputy Commissioner welcomed all the officers present and wished all the Officers present a very Happy & Prosperous NinBo1 Chakkouba Festival. Thereilfter, he informed that Agriculture Finance Corporation ltd (AFC) has organised one Awareness Generation Camp on 2nd Nov, 2013 at the Counting Hall, DC Office, TBl in c/w the publicity and awareness building of Venture Capital Assistance Scheme (VCAS) of Small Farmers' Agribusiness Consortium (SFCA), an organization promoted by the Ministry of Agriculture with DC/Thoubal as the Chief Guest. The awareness camp was organised to promote investment in agribusiness enterprises to provide interest free margin money to entrepreneurs to enable them to leverage bank finance to set agribusiness units. He recalled that the role of various stake holder Departments such as Horti & SC, Agriculture, Vety & AH etc. are considered very important and they have to play an important assignment.

2. He informed that one Bank of India (BOI) Branch has recently been opened/inaugurated at Thoubal just opposite to the Thoubal Police Station recently on 10th Oct, 2013. As per direction f rom the Family Welfare Department, one District level Baby Show will be held on 10th Nov, 2013 ilt Oist. Hospital Thoubal and necessary Press Release in this regard has already been issued today. He also informed that District Illness Assistance Programme had already been launched in Thoubal District under Manipur State Illness Assistance Programme and necessary assistance had already been released to 5(five) beneficiaries. As most of the decisions taken in the last DlOs meeting had already been acted upon by the concerned officers, the Minutes of the last DlOs Meeting was confirmed by t he Officers present.

3. Thereafter, DC/Thoubal made a power point presentation recalling the decisions taken in the last DlOs Meeting held on 4th October, 2013 and the following various issues were discussed and deliberated upon. Finally, after a thorough study and discussion on the issues and exchange of views/comments/suggestions amongst the officers, the following resolutions were taken unanimously by the officers present:-

i) CMO and MS, District Hospitoli Thoubol were directed to expedite and liaise with the authorities concerned to ensure that the required licence for the propased Blood Bonk­cum-Transfusion Unit at District Hospitali Thoubal be obtained at the earliest. Both CMO & MS were also directed to ensure that the newly renovated Operation Theatres of District Hospitali Thoubal are functional properly and smoothly.

iiJ SODs were directed to expedite collection of land revenue & Sub-Registers to submit monthly collection statement showing the registration figures etc. in time.

iii) SDOs were directed to toke maximum core to ensure that a defect free final Photo Electoral Rolls are published in time in consultatian with CEO Office, Manipur in c/w with the ongoing Summary Revisian of Photo Rollsi 2014.

iv) BO (Rev) was directed to monitor all pending cases far land acquisition in respect of various Projects/Schemes token up in Thoubal District and appraise the DC/Collector, Land AcquiSition, Thoubal District about the status of land acquisition process once in a week. BO (Rev) was also directed to expedite acquisition of additional land alongside the existing road from NH-2 to the Khongjom War Memarial site for widening of existing road to a four land rood. Director (Taurism) & PD/MDS to be tied up accordingly.

v) SDOs, Thoubal & Lilong were directed to expedite identification of sites/required lands and send the proposal for construction of Kendriya Vidyalaya in Thoubal District immediately without any further delay,

vi) SDO/Thoubal to submit the lone pending Magisterial Enquiry report at the earliest SODs Of TBl & KCG to toke charge of BOOs for TBl and KCG Blocks immediately as the DP & RD & PR Deptt had a/ready issued necessary Orders after obtaining Cabinet decision. SODs were also directed to advise their respective SDCs to submit any kind of proposal/officiol letter through them, not directly to DC/Thoubal, failing which strict disciplinary action will be taken against SDCs concerned without any further notice.

vii) BO (Census) to put up for convening an urgent meeting with SODs, In-Media personnel and others concerned to expedite capturing of Bia-metrics enrolment data,

viii} AS & SO-I/ to give the detailed schedule of lands for acquisition of 223.23 acres (2nd phose) latest by 7" Nov, 2013 for notification under Section 4 (1) of l.A. Act, 1B94.

ix} SDOs/TBL, KCG and CMO/Thoubal were directed to enquire and monitor the activities of NGO GIA under NGO - PNDT Scheme - Voluntary Organisation for Social Affairs, Kakching Bazar, Super Market & Social Environmental Economic Development Society, Lamding, Cherapur, Wangjing Thoubal, taken up under the funding from the Ministry of Health & Family Welfare, GOI, The detailed report to be submitted to DC/Thoubol fatest by 13'h November, 2013.

x} 5005, DSO/CAF & PO and DIO/NIC to expedite the end-ta-end computerization of TPDS and complete the digitization of Ration Cords. They should complete the Computerisation of Land Records at the earliest preferably on or before the 1d~ December, 2013 without foil.

xi) DIO/NIC should arrange an urgent meeting with the Entrepreneurs of all Common Service Centres located in Thoubal District to monitor and ensure proper functioning of the CSCS at the earliest Preparation of District Profile by 010 (NIC)/TBL and f-Dist Manager/TBL to be expedited.

xii) EE (Electricity), TBL Division & ff (RfD), Kokching to expedite implementation of RGGW Schemes in Thoubof District and submit a detailed report to DC/Thoubal for onward submission to the Power Department

xiii) EE (PWD), Thoubal Division was directed to pursue with the concerned authorities (CE/PWD & others concerned) for release of additional fund to complete construction of Guest House just adjacent to DC Bung/ow Office. He has been advised to ensure that at least the Ground Floor Constructions are ready before the ensuing Lok Sabha Elections, 2014 for accommodating Efection Observers & Others,

xiv) EE (PWD), TBL Divn to pursue with the concerned authorities for sanction/release of the required amount of Rs.4S.7810khs only for payment of standing properties for setting up Timber Pork at Kuraopokpi within Viflage NO.S9-Kakching Khullel (Phase-I),

xv) Regional Electronic Clearing Service (R-ECS) Debit crediting to be extended to the other remaining DDOs of Thoubal, Kakching & Lilong Sub-Divisions In consultation with the TO/Thoubol, 5TO/Kokching & Bonk Managers concerned.

xvi) District Agriculture Officer (DAO) - directed to submit the physical and financial monthly progress report to National Food Security Mission (NFSM) and the desired (nformation be submitted to the Agriculture Deportment, GOM in pursuance 0/ letter dated 22-1()"2013 of Director (Agriculture)

xvii) EE (lFCD), TBl Divn-III & AS & 50s No.1 & II - directed to submit the details of the cadastral mops of 3 Water Bodies viz (i) Woithoupat, (ii) Ikop and Kharungpat & (iii) Irum Water Bodies indicating the available areas of the respective Water Bodies as desired by Director, Environmental Directorate, Manipur,

xviii) ZEO/DPO, SSA, TBL was directed to ensure that that all pending works/unutilized fund to be utilized as per SSA Guidelines be completed/utilised at the earliest preferably on or before 1(/" Dec, 2013. All pending UCS to be submitted immediately to SPD, SSA, SMA, Manipur. He was also directed to furn ish the details of the land where the construction of KGBV and Residential Schools are to be located. He was also directed to expedite implemenration of Central Plan Scheme Monitoring System (CPSMS) in respect of SSA Schemes.

xix) SPD, RMSA, Manipur be requested to depute adequate stoff to monitor the works and other activities taken up by RMSA, as the lone ADPM/RMSA posted in Thoubol District could not do anything all alone.

xx) PD/DRDA & PO-III (lWMP) were directed to expedite holding of DPC for engagement of Watershed Development Team (WDT) on Contract basis for IWMP Projects, 2011-2012,

xxi) DPO/ICDS, Thoubol to submit the stotus on the complaint lodged against CDPO/ICDS, Kakching by Smt M. Renubala Devi and 49 others latest by 15/11 Nov, 2013. She was also advised to put up any pending cases before the District Criminal Injuries Relief & Rehabilitation Boord for disposol at the earliest.

xxii) All line Departments including DRDA, BOOs etc to expedite utilization of all sanctioned/released fund before enforcement of Model Code of Conduct in view of ensuing Lok Sabho Election, 2014 and submit the required UCS for release of further/next instalment offund.

xxiii) PD/DRDA and concerned offiCials such as EE, BOOs, POs, APOs, etc. to keep all relevant records ready & make necessary accommodation for the audit party as the accounts of DRDA, Thoubol will be audited w.e.f 16-11-2013 onwards.

xxiv) As instructed earlier, EE (Electricity), TBL Divn is to depute at least 2 (two) officials immediately to be attached with the office of DC Office, Thoubal for meeting any emergent nature of electricity problems such as frequent break down of electricity, very low voltage of electricity (100-150 volts), thereby rendering malfunctioning of very important equipments such as computers etc.

xxv) EE (Electricity Div-J/), PWD, TBL was also directed to depute at least one official attached with the office of DC Office, Thoubal for meeting any emergent nature of electricity problems,

xxvi) As endorsed and agreed upon by 01/ DLas present, it was agreed to introduce public transport services (low /loor buses) from Imphal to Wangjing (to & fro) for convenience of general public & office goers as well as to reduce the number of accidents on NH-2 on a trial basis. Special Secretary (Transport), Govt. of Manipur be requested to earmark and of/at at least 3(three) low floor Buses for Thaubal District.

4. Before concluding the meeting, DCfThoubal informed the Officers present that 2(two) Officials namely Shri E. Nabachandra Singh, SDC and Smt O.Bilashini Devi have expired recently and a condolence meeting was held by observing 2(two) minutes silence as a mark of respect to the departed souls. DC/Thoubal informed that the next DlOs Meeting will be held on 4th December. 2013 (Wednesdaylat 11.00 a.m.as usual. Lastly, he requested them to ensure that the decision taken in this DLOs Meeting are complied in letter and spirit and their ATR be brought in the next DlOs meeting.
