The Nile Mile Hydroelectnc Power Plant Histone District IS located on the Spokane RIver 13 rmles northwest of Spokane (16miles downstream of Spokane's central business district) The nver, which onginates at Lake Coeur d'Alene m Idaho, passesthrough a narrow canyon at Nme Mile near nver mile 58 The surroundmg land IS charactenzed by basaltic lulls and openpme forests The nver flows through the SIte m a northwesterly direction toward Its eventual confluence WIth the Columb ia

Settmg Although considered remote when construcuon began m 1906, the power plant IS located 10 a region that today IScharacterized by small scale suburban development at the commuruty of Nme MIle Falls Vegetation 10 the rmrnediate projectsite is characterized by cottonwoods, black locust, and willows, while the area upstream and downstream of the site IScharacterized by ponderosa pme

The dam and powerhouse impound a reservoir which IS surrounded by npanan vegetation Riverside State Park adjoins mostof the reservoir, and features a spectacular basalt forrnanon called the "Bowl and Pitcher," located on the nver upstream ofthe plant The surface area of the reservoir (wluch IS stabihzed at elevation 1,6006 fect mean sea level after seasonal highwater) is 420 acres and its usable storage IS 4,600 acre-feet The reservoir IS not included 10 the distnct

Dam The Nme Mile Hydroelectric project was begun m 1906 and completed 10 1908 In developmg the SIte, the powercompany diverted the Spokane RIVer from ItS normal channel by constructmg a concrete gravrty dam across a rock canyonThe foundation and upstream wall of the powerhouse form the west side of the dam (at the deepest part of the nver wherethe nver bed makes a natural tad race), while the remairnng dam proper's a 225 foot long concrete spillway across the eastSIde (and shallower part) of the nver

The dam measures 58 feet high and 364 feet long overall, WIth an integrated powerhouse section that measures 139 feel longThe dam crest IS at 1,5966 feet elevation (mean sea level) A 64 foot head (or elevanon drop) exists between the reservoir'snormal full pool and the tad race (or powerhouse discharge canal) Water flows and elevations above and below thepowerhouse normally change gradually as water IS available from upstream projects and natural inflows, WIth the lowest flowsoccurrmg m the summer and the highest m the spnng Flows 10 excess of the plant's hydraulic capacity are passed throughthe nver channel and over the Nme Mile dam

Intenor The gates open to turbine cbambers tbat contam 42 mch Francis turbines mounted on horizontal shafts Theturbines are arranged 10 pairs, WItha central discharge draft tube for each paIr They were manufactured by the HolyokeMaclune Company and are direct connected to Westinghouse AC revolving field generators (3,000 KW, 3,750 kva, 2,200 volt,3-phase, 60 cycle)

The exciters (110 KW, 250 volts) are placed at the end of the shafts The ongmaltransformers were three-phased, 011-insulated, and water-cooled, WItha rating identrcal to the generators In the 1950s, the ongmal transformers were replaced bya new control relay panel In addition, all but one of the marble slabs belund the regulators were removed

The mterior plan of the powerhouse includes turbine chambers, accessible from the gantry floor through a large Iron doorThe transformer rooms occupy the space between the buttress walls The gantry floor extends the full length of the powerhouse At the west end of the gantry room are large doors to the driveway

The building IS divided lengthwise by a solid bnck wall between the gantry and the SWItchroom This wall also forms thedownstream wall of the transformer room, and openings between this room and the SWItchroom were provided for high-tension WIres. The SWItchroom IS located over the generator room and extends the entire length of the build109, as does thegenerator room The powerhouse IS a contnbuung buildmg withm the distnct Originally, the power plant included a fishladder to rmngate damage to anadromous fish runs The ladder was located on the northeast Side of the powerhouse, and ISwell Illustrated by onginal design drawmgs and historic photographs The ladder has been dismantled

Other Structures The grounds of the plant include ten small bnck houses located along the tree-hned road that leads to thepowerhouse from the southwest BUilt by the Washington Water Power Company for their employees 10 1928 (five houses onthe southwest) and 1929 (five houses on the northeast), the homes are single story bungalows, built on rectangular plans WIthgable roofs, extended eaves, and ample front porches

The houses, wluch exhibit several different exterior designs (and are sirmlar 10 style to houses built at other sites by thecompany), reflect the Craftsman and English Cottage styles of the penod The houses share several charactenstics 10 addinonto their small scale and common use of bnck Each includes a low pitched Side-gabled roof (sometimes with jerkinhead)which extends over the facade to shelter a front porch (usually of bnck WIthbnck piers, but sometimes includmg Craftsmanmaterrals like nver rock or stucco), multi-pane wood sash casement windows (occasionally WIthround arch heads), shmgledgable ends, and bnck chimneys that nse against the exterior facade Most of the houses also feature cross-gable bays thatproject on the facade, perpendicular to the Side gabled main roof The rear elevation of each house includes a small openporch to shelter the single-leaf back door The mtenor floor plan of each house includes three bedrooms, bath, kitchen, andhving room The houses are well preserved on the extenor, although they are mostly unoccupied at this lime Each housealso has a companion small frame garage 10 the rear A canopy of mature shade trees defines the row, and contnbutes to thedomestic character of the setnng, The houses are contnbutmg bwldmgs 10 the dlStnct

Hlstoncal Background and Significance In the early 20th century, Spokane was the rapidly groWIng center of the InlandEmpire, an area that encompassed the mmmg distncts of northern Idaho and southern Bnush Columbia as well as tbe richtimber and farm lands of eastern Washmgton The region was served by several transcontmental rail lrnes, and, by 1903, wasthe hub of a growmg system of electnc interurban hues consohdated by the Spokane and Inland Empire Railroad SystemCompany

Spokane's growth at the turn of the century was shaped by electnc streetcars and interurban lmes The CIty'S abundance ofhydroelectnc power fueled a network of electnfied transit that eventually laced the area In 1889, the Ross Park ElectncStreet Railway Company ran the first hue out to the new residennal area of the same name, north of the nver Other hnessoon followed--to Browne's Addition, Cook's Addrtron, and Twtckenham (later Natatonum) Park

By the turn of the century the city's vanous electnc streetcar hues were controlled by the Washmgton Water Power CompanyBut by 1903, mmmg entrepreneur J P Graves had orgamzed the Spokane Traction Company, and soon thereafter theSpokane Termmal Company, the Coeur d'Alene Railway Company, and Graves began by buildmg a tracuon system to serveBrowner's Addiuon, and expanded to the north Side of the City (Blewett, p 12) the Spokane and Inland Railway Company,forming an mterconnected system of interurban railroads that traversed the region By 1904, the company was operatmg anelectric line to Coeur d'Alene, Idaho In 1905, the Spokane and Inland Railway began to build an electncal railroad 76 milessouth to Colfax and 92 miles south to Moscow, Idaho (a desnnanon reached in 1908) In 1907, It was reported that thecnmpany by then conso~dated as the Spokane and Inland EmpIre Rallway System, operated over 200 miles of track radiatIngfrom Spokane craclfic Bulider and Engmeer, November 23, 1907, P 15) And by 1912, the ~nes reputedly extended 250 miles(Hlstorv of the City nf Spokane and Spokane County, 1912)

Graves also directed the Spokane Power Development Company wluch acquired sites on the Spokane RIver to develop apower supply for the rail system In 1906, the company began work on construcuon of a $1 milhon, 12,000 I0N hydroelectncplant m a rock canyon northwest of Spokane at Nme Mile Bndge (PacIfic BUIlder and Engineer, November 23, 1907, P 6)

In order to develop the Nine Mile SIte, It was necessary to divert the Spokane River from ItSnatural channel ThIS wasaccomphshed by constructing a concrete gravity dam across a rock canyon m wluch the powerhouse Itself served as part of thewater-stop, apparently the only one of ItSkmd in the state The foundation and upstream wall of the powerhouse formed thewest side of the dam, while the remamder of the dam was composed of a spillway reaclung the eastern bank

Begun in July 1906, the design and construction of the plant was undertaken by Sanderson and Porter of New York, WIthWilham F. ZImmerman serving as consultmg engineer F M Sylvester was engaged by Sanderson and Porter to act as localmanager and construction supervisor When completed m 1908, the plant was connected by a high tension transmissron line10 the company's distnbuuon center (known as the Frequency Changing Stauon) m Spokane, which In turn delivered directcurrent to the streetcar system within the CIty At the same tune, It converted a portion of the power to alternatmg currentfor transmission to a senes of substations located along the railroad's routes The substauons converted power back to directcurrent to operate the railroad lmes outside Spokane, and also delivered power to nergbbcnng cornrnumnes (PaCific BUilderand Engmeer, 23 February, 1907, p 6, ElectrIC RaIlway Journal, October 10, 1908)

When the Nme Mile plant began supplying power to the Spokane and Inland Empire DIVISIonof the Inland Empire System In

Although Graves divested hIS interest m the company in 1911, the Spokane and Inland Empire Railroad continued to operatethe plant until 1919 when the company went into receivershrp The Spokane and Eastern-Inland Railway and Power Companyassumed operations of the electnc interurban system afterward But m 1925, the Nine MIle plant was purchased byWashington Water Power Company which continued to sell power to the electnc railroads and commercial customers It wasthe sixth power plant owned by the company on the Spokane RIver at that tune (Journal of Electnc'ty, August 15, 1925)Soon after Washington Water Power purchased the Nme Mue complex, It constructed ten small bnck homes along a treehned road leadmg to the power plant m order to prOVIdehousmg for ItSpersonnel at the remote locat,on Homes on thesouthwest SIde of the road were buut m 1928, and those on the northeast SIde m 1929 LIke the hydroelectnc plant Itself,these houses retam conSIderable extenor mtegrlty today, and collectIvely the complex ISamong the best preserved hlstoncpower sItes m the state
