the

Selectmen

had

septic

wasn't

the problem

but that

the minimum

land

area

required

was.

Selectmen

Garland

explained

that

when

you

combine

both

commercial

and

residential

together

that

a

lot

size

of

70,000

square feet

would

be

needed,

Chairman

Chandler

made

mention

that

the

Selectmen

had

gotten

the

opinion

of the

town's

attorney

on

this issue.

Lyons

would

like

to

have

a

person

live

on

siie

and

have

his

cleaners

coming

and

going

from

that

location'

explained

that

Lyons

could

run the

business

but

couldn't

have

someone

living

there

or

he

can have

it

be

sale left

forestry

encountering problems

in

the

Carter

Notch

area

in

Jackson

with

the Sierra

Club

objecting

to the logging

and

will

probably

end

up

going

to

court.

on the West

Side

Selectmen: l.) The

Rothen

family

has

offered

to

donate a

Christmas

tree

for

the

Bartlett

Village

Park

and

Libby wanted to know

what

the

Selectmen's

wishes were.

She

had

thought

about

decorating

one

of

the

existing

trees

with

colored lights

and

the rest

of

the

trees

with

white lights.

Chairman Chandler

stated

that

he liked

the

tree

to

be in

the

center with colored lights and the

surrounding trees to have

white

lights.

The

Selectmen

agreed

that if

a tree

has

been donated

that

we

should

accept

this

donation.

Libby

also

mentioned

that there

is

some

discussion

that the

Bartlett Pre-school

would

like

to

sell

lights in

memory

of

a loved

one

and the

recreation

department

would

get

one

half of

the money.

Libby

discussed a

surveying letter

she

had

received

from

Thorne

Surveys. Thorne

Surveys

will

survey

the

Bartlett

Blackfly

ball

field for

S1200.00

and

one

of

the

members

of

the

Bartlett Water Precinct

agreed

to

pay

this

cost

but

one

refused

to

sign

and

claims

he can

get

it

surveyed

for

$300.00.

Libby

doesn't want

to

wait

more than a

week

to

get

going

on

this

survey so she

can start

clearing

brush

and

get

ready

to

put

the

dug outs

in.

3.) Libby

has

seeked

out

several

proposals

for

a

shed

and

Lowes

offered

a

discount

and she

can

get

a

precut

shed

for

$3000.00. The

shed

will

need

to

be

assembled.

She

has requested

prices

for

garages

and has

not

received them

yet.

Selectman

Tanguay

suggested

that

she

may want to move

the

building and

the

shed

could

be

moved where

a

garage

would

be

on

a

cement foundation.

Chairman Chandler

mentioned that a land

swap

with the

government

may

happen

in the

future

which

could

affect

the

location

of

the

shed.

Chairman Chandler

suggested

that

she

buy

the

shed

and

hire

someone

to put

it together.

Selectman Tanguay

would like

to

see

an

old

fashion

barn

raising

happen

to

put

the

shed

together. Selectman Tanguay

also

cautioned

Libby

that

not

all

kits would

be

made

for

the type

of winters

we have and

that

she

should check out the snow load capacity.

Riley's

will

take

the

current

dufy

pistol,

the

Glock

9mrn

which

are

approximately

9

years

old and

replace

them

with

a

new

Glock .40

caliber

for

$160.00

per

gun

provided

our

guns

pass

their

inspection process.

We

have

six

guns

to

upgrade

and

the

cost

to

the

department

would

be

$960.00

and

the

upgrade would

not require

any

change

to

our current ieather

gear

as the

guns

are

the

same size.

inquired

as

to

how

many

guns

the Town owns.

Connifey replied

that

we own

five

guns

and

that

four

other

guns

are

owned by the

offrcers

as

they

don't

feel

comfortable

using

following

Village

Water

Precinct

meeting

when

they

were

discussing

the

Blackfly

ball

field

She

also requested

that

the

Selectmen take

a real

hard

look

at the

documents

that

her husband;

Steve,

had

field.

The

Seleotmen

agreed

to

do

that.

2.)

Libby

is having problems

with

some sfudents

(both

grarnmar

and

high

school)

that

are riding

their

bicycles

on

the new ice

rink and

may

have

caused damage

to

liner

of

the

rink.

These students have

been spoken

to

by both her

and

Vance

Pickering,

Athletic Director

for

Josiah

is applying to the

State

of

NH

Wetlands

Board

to

replace

the

culverts and regrade the

road. He is

working

with

the Department

of

Environmental

Services

and

wants

to

comply with all

local and

state

laws.

Miller

stated

that the

Birchview

Homeowners

Association

is

one

of

the land

abutters

and

thought they

were on board

with

this

project;

however, they

have

run

into

an

obstacle as they

have

received threatening letters.

They

have

been threatened

of being sued so

they

couldn't

get

a

unanimous vote

from the

association

so

it is

all

back

in

our

laps

due

to

a

small

group

of

unreasonable

people.

Miller explained

that at this

point

Garland is

applying

for

a

waiver

and he needs

statements

from the

US

Forest

Service

and

from

the

Town

of

Bartlett that

states this

is a

class

VI road.

Selectman

Tanguay

inquired if

it was

just

the

culverts

that

were being

replaced.

Miller

replied

that

it is the

culverts

and there

would be some

grading

of

the

road done.

The

beaver

pipe

would

remain

as

is.

coincide

court ruling.

why

they did

meet

it

and had

put

in

a

berm out

front.

Gagne than proceeded

to

ask

about the

Rogerson

lot

in

the

middle

of

the

village.

He

was

informed

that

they

have

already

been

sent

letters

addressing

this

issue.

informed

the

that

Snowmobile

Rentals

is

plowing snow

up in

front

of

the

gate

to Blacldly

field.

It

was

agreed

that

iince

this is

a

State

road

that

a

leffer

would

be

written

to

the

State

concerning

this

issue.

Chief

Connifey

had

obtained

prices

for

a

new

computer

as

the

one

in

his

office

was not repairable. The Selectmen

reviewed

the

prices

and

decided

it

was

okay

for

Connifey

to order

the computer

from

Computer

Port.

The Selectmen

reviewed

prior

throughout

the

they could

at

Bartlett

town

hall

for

a

solid

waste

committee

meeting.

census

bureau

met

with

the Selectmen

to

give

them

an

overview

as to what

will

be

happening

when

they start

taking

the

census

in April.

At

the

present

time

they are having

a diffrcult

time

getting

people to

work

and

are

looking

for some

guidance.

Longnecker

isn't sure

why

but

they

have

said

they

need782

people to

canvas

Bartlett,

Jackson,

and

Intervale

as

they

did

a

general

canvas

of

the

area

last

year

and this

is

what

the report

suggested.

Lynn

Jones,

AA,

explained

that when

they

canvassed

ihe urei

ihey

probably

didn't

realize

that

homes

homeowners.

SelectmanGarland

stated

that

he

would

assurne

they

would

be

taking

the

information

from

the

primary

residence

and

not the

secondary

residence.

Longnecker

explained

that

they

will

mail

out

a

form

that

will

have

ten

questions

to

answer

and if

they

don't

return

the

form

they will

have

to

check

to find

out why

they didn't

return

it.

they mail

the

forms

and

how

they

know

if

Mr. Smith

who

lives

in

Boston,

buf

owns

property

in

Bartlett

if he

makes

out

forms

for both

places

how

do

they

know

this.

Longnecker

explained

that

it is

place specific

and

they

would

go

by

a

person's

social

security

number

and

choose

which

one

is

the

residenie.

Chairman

Chandler

stated

that

that could

be

a

big

problem for

us

as

the

information

may not

be accurate.

Longnecker inquired

as

to

how

she

should

let

people

know

about

the

test

sites

for

employment.

They

pay

S15.00

per

hour

pius mileuge

reimbursement.

They

need

both

full

time

and

part

time

-help.

They

have

to be

l8

or older

and need

a vehicle.

They will

be

training

in

March

and

April

1't

is

the actual

start

date.

The

Selectmen

suggested

that

she

put

an

ad

in

the

local

paper as well

as

in

the

Bartlett

town

column'

Selectman

Tanguay

had

a

prior

commitment

and

had

to

leave

the

meeting

at

09:05

AM.

Selectman Garland mentioned that the

snowmobile corridor

needs

to

be

discussed

as

snowmobiles,

groomerso etc.

are driving

up

Albany

Avenue.

The

road

is the

State's

concem

however

the

sidewalks

are

the towns

and

people

need

to

get

permission

from both

the

State

and

the

Town

to

use

the

corridor.

A

crossing

step'ped

down

the

meeting.

apologized

to

the Ryan's

that

he had

made

out

the

list

of

who

should receive letters about the closure

and he

thought

he had

put them

on

the list,

but

when

checking

further

discovered

he

had

that he

was shocked

to

hear

that the

Selectmen

had

arbitrarily

closed

the

trail

without

a

discussion.

Chandler

stated

that in our

previous

discussions

with

Gagne

that

he had

been

told that

the Selectmen's

position

was

to

have

a

public

rneeting.

Ryan

inquired

why

it

was

closed

at

this

point and

time. Chairman

Chandler

explained

that it

was

different

iircumstances

now

as the use

had

been

intensified.

Gagne

stated

that

he

was

the

reason

it

was

closed.

Chairman

Chandler

reminded

Gagne

that the

Selectmen

have

let him

operate

his

business

and he

has

no

permit

to

do

so

as

he

has

not

met the

conditions

that the

Zoning Board

of

Adjustment

issued-

Gagne

stated

that

he callecl

the

Bureau

of

Trails

and

they clairned

the

trail

no contact

the

Selectmen.

He had

12

people on

Sunday

and 6 on

Monday

that used

the corridor.

They

parked

their

snow

machines

and

either

walked

to

Bart's Deli

he shuttled

them

there.

what

ZoningBoard

of

Adjustment

conditions

weren't

being

foliowed.

Chairman

Chandler

stated

that there

were

a

few

but

the

primary

ones

were

that

Gagne

must

be

the

owner

of

the

properfy

and

that

he

have

Town

and

State

permission

for

the

crossing.
