In preparation of wildfire season, emergency notification systems will be tested later this month throughout the Region. “The Strathcona Regional District (SRD) is reminding everyone to make sure you and your loved ones are as safe as possible in an emergency. By signing up to receive notifications, this will help you know what to do and where to go in the event of a disaster,” says Michele Babchuk, SRD Board Chair. “The best thing people can do to prepare for wildfire season is to review the FireSmart Homeowner’s Guide, have their evacuation kit ready and ensure they are signed up to receive local emergency notifications with the Connect Rocket system.”Connect Rocket is the emergency mass notification system used by the Strathcona Regional District. Voice and text messages are sent to mobile devices within a cell coverage area and voice messages are sent to landlines.Cortes Island - Monday June 15thQuadra Island - Wednesday June 17th1:30 pmIf you have signed up to receive notifications for only one area, you will receive only one message. If you have signed up for

THROUGH THE SEASONS IN A QUADR A GARDEN

Water in the Garden

Water is essential for life everywhere, even in a desert. Aware of our communal changing sensitivity to a drier climate, I do notice that water usage is very much a cultural habit.

Someone living in the dry areas of Africa would be understandably shocked at the way we use water here and even in high consuming, large Canadian cities we still have the luxury of unmetered water service.Luckily, Quadra is a temperate rainforest and we experience heavy rain through the winter months which recharge our water supplies. We acknowledge that we need to cope with very arid summers in recent years. Our water use has changed from the culture of large areas of irrigated green grass to conservation systems which efficiently use water when it is both available and needed for other purposes. Today golf courses practice recycling their water supply with large reservoirs. They use specialty plants capable of removing contaminants, like fertilizer from the flow of water returning into the ground or into holding ponds.How does this cultural change affect our gardening practices? Everyone has to have water stored somehow whether it is in the deep aquifers under our island accessed with a deep well, or in shallow surface wells. We also use reservoirs or ponds, and all descriptions of containment vessels, to catch and hold rain water.At our house, we live with two shallow wells: one potable for house use and one non-potable for garden use. The non-potable well dries up each summer, which is a signal for us to take conservation measures with the potable house well. We gravity-feed the non-potable water from the upper well through pipes to the garden, and fill a cedar tank. This tank’s original purpose was for holding water at a summer home at April Point and we have re-used it for the same purpose.We never sprinkle water through any type of water system. Rather we hand water at the beginning of the season, when the vegetable transplants need help before they are established. Unless it rains, the transplants and direct seeded vegetables need this extra care for their roots to develop. Later in the summer we can trickle water through a hose out of this water tank to achieve a less frequent deeper watering. Other than the tomato plants, which get watered frequently in the hotter part of the summer, there are also two areas of the garden that do not seem to hold moisture as well as other areas, and we keep them moist with stored water.We are extremely fortunate to be on this property with all of its natural attributes, which we take advantage of to grow our large garden. Perhaps the biggest advantage is that we garden at the bottom of the rocky slope of Heriot Bay Ridge and the natural ground water flows downhill year-round. This natural seepage keeps the subsoil moist and encourages the

vegetables to put down deeper roots. Even in the driest summers, as we cringe because the poor plants look dried out, we rely on the faith of getting a crop, even through a drought. We have only once hauled water home for the garden and we still had a good harvest that year. Too much summer rain is a bigger problem for us, since warm weather crops often sag if there is too much moisture and pollinators are not as active.Whichever way you develop your garden, you need to have a water source that is accessible for the plants. Unless you are a very disciplined gardener and routinely spend time with a hose in hand, it is easy to get distracted by our busy lives and plant care can become too irregular. Raised beds especially need more water attention since they warm up and dry out faster.Automatic watering systems are not expensive to install, especially if you can do it yourself. There are all kinds of options from porous soaker hoses, to buried ½” polyethylene waterlines which have a great selection of emitters and spaghetti lines available to easily distribute water anywhere the poly line will go. Micro irrigation’s biggest problem is caused when dirt plugs up the emitter orifices. To clean out each emitter head is a time-consuming chore. Using in-line filters with the micro irrigation is worthwhile even if you are using filtered house water. The flexible poly pipes don’t need to be blown out in the fall and I have never seen a de-pressured poly pipe break from freezing.Timers installed on an outside tap have valves which open and close at pre-set times and operate usually on a 9V battery. These tap timers do not like to be left outdoors in the winter when moisture will invade their working parts, so bring them to dry indoors in October. The timers also seem to have a short life span (a few years), but the labour saved is worth the cost of replacing them.The more sophisticated and therefore expensive water systems built with in-ground PVC white pipe have valves operated by electrical systems, complete with wired-in controllers. These are for large areas and cost more to both install and to maintain. The buried hard plastic

QUADR A RCMP REPORT

On Friday, June 6th, a lone Quadra Island RCMP officer responded to a 911 call at the Cove Shopping Plaza. A male reported that he was being threatened with assault and had been pushed by an unknown male because the suspect did not like the T-shirt he was wearing. The 911 call taker could hear a male voice in the background, threatening to fight the complainant. The member arrived on scene and began speaking to the complainant, when the suspect approached them and continued with his threatening manner. The officer made the decision to arrest the suspect for uttering threats, as the grounds for a lawful arrest existed and the need to control the situation quickly was necessary. The suspect (an adult male, not a teenager) did not comply with the officers lawful demands during the arrest and was taken to the ground so he could be placed in handcuffs. Several bystanders took exception to the officer’s use of force in this situation and one individual attempted to block the officer’s vehicle from leaving. At this point the responding officer was forced to call his back up member, who was not on duty, in order to safely remove himself from the situation and transport his prisoner to the Detachment for booking and release. The accused was released later in the evening on an Undertaking with a first appearance date for assault.I appreciate that Quadra Island residents rarely see this side of police work, as

thankfully, it is rarely called for. However, I would like to make it clear that it is never okay to interfere with a police officer in the lawful execution of their duty. That is obstruction of justice, and is a criminal offence. If you feel a police officer is in the wrong, then by all means record the interaction from a safe distance. It’s 2020 and even most children carry cell phones with high definition video. The officer is not required to explain his actions to bystanders, as the privacy of those actually involved in the file has to be considered as well. Two witnesses attended the Detachment to provide statements on behalf of the suspect after the fact. Those official statements contradict some inflammatory posts that have been made on social media regarding this interaction.I would like to point out that Canada is a free country with a strong democracy. Our court system is plagued by back logs, however the Supreme Court of Canada has always carefully checked police powers in favour of protecting individual freedoms. This is a good thing, and we all benefit from the freedoms the courts protect, and strong, accountable police forces that keep us safe. Our modern police forces across this country are years, and in some cases decades ahead of other democratic countries when it comes to meaningful police oversight. There are proper channels to lodge public complaints into police actions, because we don’t always get it right, which I’m told

is a human condition. A parking lot is not included in the list of proper channels. This situation could have been avoided completely if reasonable heads had prevailed to begin with. Nobody has the right to threaten, or lay hands on anyone else just because they find something offensive. Even if you strongly believe you hold the moral high ground, that person has an equally protected right to be offensive, as long as it doesn’t constitute hate speech. If anyone actually witnessed the event and has some meaningful information to provide

There has been a lot of noise lately about a new species of hornet - the Asian Giant Hornet - that has turned up in a few places in BC and Washington State in the last couple of years. A nest was found and eradicated in Nanaimo last summer and it is uncertain whether queens had emerged from that nest, allowing the species to persist in the region.Beekeepers in BC have been alerted to the presence of these huge insect carnivores because one of their preferred preys is honeybee colonies. They can wipe out a hive in short order and the carnage in apiaries is quite gruesome. There is a program of setting traps for the hornets in the vicinity of honeybee apiaries, hoping that beekeepers will thus be alerted if the hornets are in the area.The Asian Giant Hornets are hard to confuse with other insects. For one thing, they are truly giant - about 4 cm long and quite burly. They have a yellow and black body and a dark yellow head with large brown eyes. Like all hornets (and unlike bee species) they are hairless. A good image of them can be seen at https://www.vox.com/2020/5/3/21245612/murder-hornets-asian-giant-hornet-beeswhich also compares these insects to other common native insects such as Bald-faced Hornets and Western Yellowjackets.The hornets are unlikely to have arrived on Quadra Island yet. They are ground nesters, and so large insects of this description coming out of the ground should be avoided. As a rule, like other hornets, they are usually not aggressive to humans unless they feel threatened, so don’t push them around. If you see insects that fit this description (and preferably either have a sample or a photo... but do not chase them to collect either!), you
