The Board of Education adopted last May the 2013 School Discipline Policy and School Discipline Bill of Rights. The Office of School Operations focused on

Overview five major projects to implement the School Wide Positive Behavior Intervention and Support (SWPBS) policy and, at the same time, fulfill the Board’s requirements.

School Operations, in collaboration with various divisions, focused on the following to fulfill the Board Resolution requirements:

1. Modified LAUSD policies and procedures related to discipline and suspension in accordance with state law.

2. Advanced alternatives to traditional school discipline and suspension through:

a) Implemented the Discipline Foundation Policy: School-Wide Positive Behavior Support (SWPBS) Policy.

b) Augmentation of the Role of the School-Wide Positive Behavior Intervention Support (SWPBIS) Task Force.

c) Developed and reinforced the objective of the Discipline Matrix. d) Established a School Discipline Bill of Rights to be distributed and

posted on District campuses. e) Developed and implemented Restorative Justice practices as an

alternative to traditional school discipline. f) Reviewed, evaluated and updated current School Police policies,

practices and trainings. g) Established a complaint process for students and parents. h) Secure an independent auditor

Timeline

2007 2013 2014 2015 - 2020 BUL-3638.30 – Discipline Foundation Policy: School-Wide Positive Behavior Support published on March 27, 2007 This policy mandates the development of a school-wide positive behavior support and discipline plan consistent with Culture of Discipline: Guiding Principles for the School Community and Culture of Discipline: Student Expectations, including positively stated rules which are taught, enforced, advocated and modeled at every campus. It further mandates staff and parent training in the teaching and the reinforcing of the skills necessary for implementation of this policy.

The development of this Discipline Foundation Policy is the result of a Board Resolution.

BUL-6231.0 – Discipline Foundation Policy: School-Wide Positive Behavior Intervention and Support published on February 14, 2014 This policy provides guidelines and procedures through a consistent framework for developing, refining, and implementing a culture of discipline built on positive behavior support and interventions. It incorporates changes in the District policy relating to school discipline resulting from the Board Resolution-2013 School Discipline Policy and School Climate Bill of Rights. School-Wide Positive Behavior Intervention and Support under the Office of School Operations is managed by a Operations Coordinator. The new Coordinator hired in October 2013 continued implementation and developed plans to incorporate new requirements.

Following the project’s plan, various tasks have been completed and others are ongoing to fulfill the Board Resolution requirements: • Updated the policy Bulletin to incorporate changes and include the

School Climate Bill of Rights; Guide to Tier II and Tier III Intervention Supports and Alternatives to Suspension; Restorative Justice information; online Rubric of Implementation through the DFP System; SWPBIS Complaint Process; Online Discipline and School Police Data; Implementation plan for Charter Schools; Review of School Police policies and procedures.

• Rolled out the School Wide Positive Behavior Intervention and Support video.

• Updated the School Wide Positive Behavior Intervention and Support website.

• Released the online DFP Complaint system and discipline data monthly reports.

• Reviewed regular discipline data with ESC Administrator of Operations. • Completed the first Restorative Justice training for selected staff from

school, ESC, and central sites. • Selected 60 schools, with high-enrollment numbers of African American

students. (6 Restorative Justice Pilot schools) • Monitored the regular implementation of Alternatives to Suspension and

Restorative Justice practices for five schools: Gompers MS, Markham, MS, Augustus Hawkins HS, Roosevelt HS and Westchester HS.

• Established five Restorative Justice positions and an Independent Auditor. • Finalized a roll out plan for Restorative Justice across L.A. Unified.

• Continue to monitor implementation of School-Wide Positive Behavior Intervention Support and Restorative Justice.

• Continue to work with SWPBIS Task Force and various District divisions.

• Continue to work with community, business and philanthropic partners for schools to have access to full- service community schools

• Plan to hold ongoing Restorative Justice trainings for schools and parents/guardians.

• Monitor the rollout of Restorative Justice to schools.

• Review progress on a regular basis for updates on implementation.

• Analyze quarterly and yearly reports to examine trends and outcomes.

• Plan by 2020 a full implementation across L.A. Unified of Restorative Justice as an alternative to traditional school discipline.

Restorative Justice Training - Staff

from the pilot schools, Educational Service Centers, School Operations, School Police, Division of Special Education, Pupil Services and Attendance and Academic English Mastery and Proficiency Plus were invited to attend the training held on the following dates:

These sessions were conducted by Rita Alfred of the Creative Educational Consultants-Restorative Justice Training Institute of Berkeley California.

Collaboration with and support from Office of Curriculum Instruction and

School Support, Student Health and Human Services, Division of Special Education, Parent Community Student Services Branch, Human Resources, Information Technology Division, School Police, and other District divisions and outside partners.
