Following The Louisiana Shelter at Home Program was a response to catastrophic flooding that occurred in August 2016. The program provided emergency temporary repairs allowing homeowners to shelter at home and communities to be repopulated rather than having entire neighborhoods displaced for an extended period of time. Basic repairs provided a home that was safe, secure and sanitary and included replacing electrical outlets that were submerged, a fully functioning bathroom and a kitchen sink and mini appliances for temporary usage amongst other scopes of work.

This program began within days of the flood event and required an expedited mobilization. Within days, RAC had over 20 inspectors on the ground performing initial inspections of damaged property. Additionally, we set up a centralized field office, procured materials, hired multiple subcontractors, and created a mobile application for tracking work performed. At the height of this project, we were completing over 140 homes per week. The speed of implementation of this project required our processes and procedures to be adaptive based on changes issued by the Program Manager.

On Aug. 29, 2005, the Mississippi Gulf Coast suffered massive damage from the impact of Hurricane Katrina causing an estimated $125 Billion in damages. This program repaired the remaining homes damaged throughout Mississippi using HUD and CDBG funding. Many of the major challenges with this program involved contracting with each individual homeowner and having them accept the scope of work.

Each home has had a different grant award amount and cost of repair estimate, which our team had to verify and generate scopes-of-work. Additionally, an environmental study was performed for each property. Since each property had an

award cap, the HUD priority guidelines were followed to complete the most important work within the cap first. Our team managed the process from the environmental impact study through project closeout for each homeowner.

This program repaired 1,116 homes for mostly poor and elderly homeowners. At the pinnacle of this program, about 50 homes per week were started. Our ability to manage large scale projects and work efficiently with the homeowners, homebuilders, and the MDA as well as our extensive experience with HUD, CDBG, and other federal funding sources contributed to the success of this project.

This was a time sensitive project performed in rapid response to Hurricane Sandy damages. RAC received an RFP on a Friday, submitted a proposal the next day (Saturday), met with the city on the following Monday and mobilized 117 management staff and 781 field labor in city neighborhoods on Tuesday, one day following NTP. The work was for removal of water damaged debris from residences; emergency repairs to restore heat, power, hot water, and ancillary repairs to make the dwellings weather tight and protect residents from further damages. A total of 4,626 residential units were repaired within a 105 calendar day time period.

The project included emergency repairs of homes in the NYC areas damaged by Hurricane Sandy work included permanent restoration of heat, power, and hot water, as well as ancillary repairs to make the dwelling weather tight to protect residents from further damage. This also included the removal of water-damage debris, so restoration of the homes could begin. Residential properties ranged from individual single family home to multi-residential buildings. A total of 3,480 structures were involved. This included the restoration and repair of 4,626 residential units.

$783 million of reconstruction work was performed in the first 24 months following Hurricane Katrina, operating under FEMA regulations and contracting with various state and municipal agencies. Work consisted of debris removal, residential construction, and commercial construction.

RAC assisted with the debris removal and disposal for the City of Gulfport, Mississippi. This contract consisted of the removal and disposal of approximately 4,000,000 cubic yards of storm debris.

The Mississippi River floods in April and May 2011 were among the largest and most damaging recorded along the U.S. waterway, comparable in extent to the major floods of 1927 and 1993. In April 2011, two major storm systems deposited record levels of rainfall on the Mississippi River watershed. When that additional water combined with the springtime snowmelt, the river and many of its tributaries began to swell to record levels by the beginning of May. The U.S. Federal Government declared 14 Mississippi counties federal disaster areas. In Tunica County, casinos located on stationary river barges were closed most of May. The hotel portion of the casinos located on adjacent, low-lying land began to flood some up to 6 feet. Our team handled the flood abatement.

The explosion of BP’s Deepwater Horizon oil rig in 2010 was by many measurements the worst environmental disaster in US history. After one month over 45,000 sq. mi., of Gulf of Mexico waters were affected by oil and began to wash ashore. Estimates of damages and clean-up costs after two months totaled more than $3 billion.

Our task was to provide over 1,000 men and women to work in teams to patrol and clean the oil contaminated beaches. This process was repeated over and over as each tide brought more oil ashore. Special strike force teams were assembled to respond to immediate threats to avoid additional contamination to “critical” areas of the coastline (i.e. harbors, food processing areas). Our efforts included providing all manners of logistical support from transportation, meals and PPE for these men and women over 200 miles of coastline.

During 2016, Louisiana experienced two 1,000-year floods in a 6-month period that affected some 85% of parishes in the state. These disasters affected approximately 120,000 households. The State of Louisiana initiated the Restore Louisiana (ReLa) Program to assist Louisiana citizens affected by the floods and received $1.6 billion in federal Community Development Block Grant–Disaster Recovery funds. This program is dedicated to helping homeowners repair and restore their damaged homes.

SOUTH CAROLINA DISASTER RECOVERY PROGRAM

This storm recovery program is intended to repair or reconstruct single-family housing and single-family rental units that were affected by the October 5, 2015 flood and rain event. The program is specifically designed to assist low-income South Carolinians who require assistance in the repair, replacement or reconstruction of their damaged homes. RAC is working in the capacity of Construction Manager for the rebuild of the flood-damaged homes. RAC’s ultimate contract value will depend on the total number of homes repaired.

From the outset, RAC’s work was marked by effective management, timely and on-budget performance, and excellent quality control.
