Introduction

This directory has been prepared in order to provide families with

basic information about licensed early learning and child carecentres. The descriptions provided should help parents narrow downtheir choice of a centre with respect to location, suitable hours, agegroup served, etc.

Parents, however, are urged not to make a choice based solely onthe information contained in this directory. It is extremely importantto visit each potential centre in order to get a sense of the centre’satmosphere, meet the staff, see how they interact with the children,etc.

A Guide to Quality Childcare is available for parents. This guideprovides parents with some questions to ask when selecting a centrefor their child. For a copy of the guide, call the Early ChildhoodDevelopment Association at (902) 368-1866 or go to the website at www.ecdaofpei.ca.

Parents may want to use the PEI Child Care Registry to see if thereis a space available at the centre of your choice or to see whatoptions are available for your child. Please log on to the Registry at www.elccregistry.ca.

Le présent répertoire a été préparé afin de donner desrenseignements de base aux familles par rapport aux centresd’apprentissage et de garde des jeunes enfants accrédités. Lesdescriptions fournies devraient aider les parents à restreindre leurchoix d’établissement par rapport au lieu, aux heures d’ouverture,aux groupes d’âge desservis, etc.

On encourage toutefois les parents à ne pas faire un choix fondéuniquement sur les renseignements contenus dans le présentrépertoire. Il est très important de visiter chaque centre potentiel afind’avoir un aperçu de l’atmosphère qui y règne, de rencontrer lesmembres du personnel, de voir comment ils interagissent avec lesenfants, etc.

Early Childhood Centre: “ ... a facility whose primary objective isto provide an early childhood learning and development programemphasizing age-appropriate activities.”

Preschool Centre: “ ... means a licensed centre where the operatoris authorized to provide services for less than four consecutive hoursper day to children who are three years of age or over but not yetattending school.”

Family Home Centre: “ ... a facility in a private residence whoseprimary objective is to provide relatively informal care emphasizingfamily-oriented activities for children.”

School-Age Child Centre: “ ... a facility that operates outside ofschool hours and provides a relatively unstructured programemphasizing supervision and recreation for school-age children.”

Centre préscolaire: “... désigne un centre agréé où l'exploitant estautorisé à fournir des services pendant moins de quatre heuresconsécutives par jour aux enfants de trois ans ou plus mais qui nefréquentent pas encore l'école.”

Centre de la famille: “un établissement situé dans une résidenceprivée dont l’objectif principal est de fournir une garde relativementinformelle qui se concentre sur les activités d’enfants axées sur lafamille”.

Centre d’âge scolaire : “un établissement opérant en dehors desheures de classe et proposant un programme relativement peustructuré dont l’objectif est de surveiller et de divertir les enfantsd’âge scolaire.”

Early Learning and Childcare

Centre Policies

Information regarding specific policies of licensed early learning andchildcare centres have not been included in this directory. Parents areurged to discuss these matters with each centre being given theirconsideration.

In general, policies at early learning and child care centres tend to befairly consistent. A parent could typically find the following:

C payment is required for all statutory holidays

C payment is required for storm days

C payment is required for sick days; centres may negotiate analternate arrangement in cases of extended sick leave

C some centres allow a fixed number of vacation days per child peryear; advance notice is usually required

C two weeks’ notice is required if a child is to withdraw from thecentre; if notice is not given, payment of two weeks’ tuition isrequired

C full day rates (child care centres) average $170 per week for birthto 22 months, $140 per week for 22 months to 3 year olds and$135 per week for 3 year olds to school entry.

Politiques du centre d’apprentissage et degarde des jeunes enfants

En général, les politiques des centres d’apprentissage et de garde desjeunes enfants ont tendance à être relativement semblables. Lesparents peuvent s’attendre aux conditions suivantes :

C le paiement est requis pour tous les jours fériés

C le paiement est requis pour les journées de tempête

C le paiement est requis pour les journées de maladie; les centrespourraient négocier une autre entente lorsqu’un enfant s’absentepour des raisons médicales pendant une période prolongée

C certains centres permettent un nombre fixe de journées devacances par enfant par année; un préavis est habituellementexigé

C un préavis de deux semaines est requis si un enfant ne va plusfréquenter un centre; en l’absence de préavis, un paiement dedeux semaines est exigé

C les frais (garderie) à temps plein s’établissent, en moyenne, à170 $ par semaine pour naissance to 22 mois, à 140 $ parsemaine pour 22 mois de 3 ans et à 135 $ par semaine pour 3 ansà entrée à l'école.

PEI Preschool Excellence Initiative

The Preschool Excellence Initiative marks a fundamental shift inGovernment’s policy focus in the early years from child care to earlylearning, highlighted by the introduction, implementation andpromotion of newly established Early Year Centres. This new visionin early education continues to support a nurturing, child centered,family supported approach for children and families.

The goal of the Preschool Excellence Initiative is to create an earlylearning system for Prince Edward Island that is of high quality,accessible (available and affordable) and sustainable. Theimplementation time frame is 5 years from May, 2010 and there arecurrently 46 Early Years Centres across PEI. These centres willhave trained staff, provide an early year’s curriculum, have parentadvisory committees, and daily rates that are currently limited to $34per day for children under 22 months of age, $28.00 per day forchildren 22 months - 3 years of age, and $27.00 per day for childrenfrom 3 years to school entry.

Parents are encouraged to ask centre staff if their centre is an EarlyYears Centre.

Initiative préscolaire d’excellence

de l’Î.-P.-É.

L’Initiative préscolaire d’excellence a marqué un changementfondamental dans l’objectif stratégique du gouvernement, passant dusoin des enfants à l’apprentissage des jeunes enfants, et mettant envaleur l’introduction, la mise en oeuvre et la promotion des toutnouveaux centres de la petite enfance. Cette nouvelle vision enmatière d’éducation précoce continue à appuyer une approcheattentionnée, axée sur les enfants et soutenue par les familles, et ce,pour le bien des enfants et des familles.

Le but de l’Initiative préscolaire d’excellence est de créer un systèmed’apprentissage précoce de qualité, accessible (disponible etabordable) et durable à l’Île-du-Prince-Édouard. Le calendrier demise en oeuvre est fixé à cinq ans à partir de mai 2010; à l’heureactuelle, il y a 45 centres de la petite enfance d’un bout à l’autre de laprovince. Ces centres emploient du personnel formé, offrent unprogramme éducatif destiné à la petite enfance, ont des comitésconsultatifs de parents ainsi que des taux quotidiens de 34$ par jourpour les enfants de moins de 2 ans, de 28$ par jour pour les enfantsde 2 et 3 ans, puis de 27$ par jour pour les enfants de 3 ans jusqu’àl’âge d’entrée à l’école.

Les parents sont encouragés à s’informer auprès des membres dupersonnel pour voir si leur établissement est un centre de la petiteenfance.

Child Care Subsidy Program

The Child Care Subsidy Program is administered by the Departmentof Social Development and Housing in order to assist parents withthe cost of licensed early learning and child care. Full or partialsubsidy is available.

Subsidies are used to pay tuition costs for early learning and childcare centres licensed by the Early Learning and Child Care Board.This includes early childhood centres, preschool centres, familyhome centres, and school-age child centres.

Any Island family needing a licensed centre may apply. Reasons forplacement include:C Parents employed or attending training programsC Diagnosed special needs of the childC Children in need of protectionC Medical needs of parents

The amount of subsidy, however, depends on the net monthly familyincome, and is determined by a Sliding Scale Income Test based onfamily size.

If your child is already enrolled and attending a licensed earlylearning and childcare program, you may still be eligible for subsidy.Application does not have to be made before a child enrolls at acentre.

Application for subsidy may be made at your nearest Department ofSocial Development and Housing office. Verification of income isrequired. For more information, contact the Child Care SubsidyCaseworker whose name may be found on the first page of yourcounty listing.

Programme de subvention pour la

garde d’enfants

Le Programme de subvention pour la garde d’enfants est administré par le

ministère du Développement social et du Logement. Dans le cadre du

programme, les parents peuvent recevoir une subvention couvrant une partie ou

la totalité des coûts liés aux services d’apprentissage et de garde des jeunes

enfants offerts dans les centres agréés

Les subventions servent à couvrir les frais de garde des centres d’apprentissage

et de garde des jeunes enfants ayant été accrédités par le Commission de

l'apprentissage et de la garde des jeunes enfants. Il peut s’agir de programmes

d’apprentissage et de garde des jeunes enfants, de garderies en milieu familial et

de centres Centre d'enfants en âge scolaire.

Toutes les familles de l’Île ayant besoin d’un centre accrédité peuvent présenter

une demande. Les motifs de placement comprennent notamment :

C le travail ou la formation des parents

C les besoins spéciaux diagnostiqués de l’enfant

C les enfants ayant besoin de protection

C les besoins médicaux des parents

Le montant de la subvention, cependant, dépend du revenu familial net mensuel

et est déterminé par une évaluation à échelle mobile des revenus, établie en

fonction de la taille de la famille.

Si votre enfant est inscrit à un programme d’apprentissage et de garde des jeunes

enfants et fréquente déjà un centre accrédité, vous pourriez encore être

admissible à une subvention. Il n’est pas nécessaire que la demande soit faite

avant l’inscription d’un enfant à un centre.

La demande de subvention peut être présentée au bureau du ministère du

Développement social et du Logement. La vérification du revenu est exigée.

Pour plus de renseignements, veuillez communiquer avec l’agent chargé du

première feuille de votre comté.
