Detailed Tender Notice

INSTRUCTIONS TO BIDDERS REGARDING E-TENDERING PROCESS :-

i. Bidders are advised to download bid submission manual from the “downloads” option as

well as from “bidders Manual Kit”on website http//jktenders.gov.in acquaint bid

submission process.

ii. To participate in bidding process, bidders have to get Digital Signature Certificate ( DSC) as

per Information Technology Act 2000. Bidders can get Digital Certificate from any approved

vendor.

iii. The bidders have to submit their bids online in electronic format with digital signature. No

bid will be accepted in Physical form.

iv. Bids will be opened online as per time schedule mentioned in Parra 1

v. Bidders must ensure to upload scanned copy of all necessary documents with the bid.

Besides, original/photocopies of documents related to the bid be submitted physically/by

registered post /through courier before the date specified in Para 1.

vi. The details of cost of documents, EMD specified in the tender documents should be the

same, as submitted online (Scanned Copies ) otherwise bid will not be accepted .

vii. The Department will not be responsible for delay in online submission of bids whatsoever

reasons may be.

viii. All the required information for bid must be filled and submitted online.

ix. Bidders can contact the undersigned for any guidance for getting ‘Digital Signature

Certificate’’ ( DSC) or any other relevant details in respect of e-tendering process.

x. Bidders are advised to use “My Documents” area in their user on http://

jktenders.gov.in, e-tendering portal to store important documents like TIN NO ,PAN

card, VAT/GST certificate, Sales Tax Clearance certificate, Income tax certificate,

manufacturer authorization and other related documents etc, and attach these certificates

Non statutory documents while submitting their bids.

Kashmir Pavilion during IITF-2017 at Pragati Maidan New Delhi. For the

purpose of reference drawings and 3D view are to be referred .

Texture and looks of the pavilion should be as per 3D view.

Details of Structure of J & K Pavilion of IITF 2017 at Pragati Maidan, New Delhi

(Refer 3D View of the structure and drawings)

FRONT ENTRANCE PAVILION GATE

A front entrance pavilion gate to cover an area of approx. 20 ft X 20 ft. will be created

with typical regional architecture. There will be a khatamband false ceiling on under side

of the entrance pavilion. The entrance pavilion area of 20ftx 20ft will have a wooden

flooring. The front façade of the pavilion gate will have two overhanging Jharokhas

(dabs) in typical architecture with lattice work (pinjara) on back. Two Jharokhas of 8ft x

5ft 6 inch on front wall of the corridor, refer Drawing. The midpoint of the structure is

calculated to be at height of 16ft.

The front walls will be a wooden structure with a brick effect on the face, which can be

achieved by fixing 9”x3” 6mm ply pieces brick colored on ply board or by fixing brick

textured dull mica / board all over the wall. Wooden planks in specific colour will run

horizontally and vertically on the side walls. (Refer drawing and 3D).The side walls will

display back light vinyl panels depicting the theme of “Start up India Stand up India” and

be given a texture of paper machie panel which can be achieved by printing the same on

the flex and pasting it on the ply. The sample of the texture can be seen in 3D view of

the structure and the roof of entrance gate will be given wooden singles effect. Eaves

boards and soffits shall be as per design. Wooden brackets as per design shall be

provided under the soffit and under the Jharokhas (dabs) as per design. The roofs of the

Jharokhas (dabs) shall also be given wooden single effect. 9 recessed LED lights of

10watts each be provided in the ceiling of the entrance pavilion gate. The front fascia of

the pavilion gate shall display “Jammu & Kashmir” in both English and Urdu.

INTERIOR OF THE HALL:

Stalls: 16 stalls and one office of the size18x9 ft in total are to be raised in the total area

of 150 sq mtrs, and these stalls will be 8ft x 8 ft in size. The stalls shall be prefabricated

with front fascia, which is to be used as sign board for each stall, Six 8ft x 3ft iron racks

and two display tables are to be provided to each stall. Entire front façade from outside

shall display the name of the participant which will be laser vinyl cut.

Entire hall will be covered with wall to wall(in specified colour) with different

colour in aisles & office chamber.

Office chamber:

Office chamber of18’x9’ is to be raised along the back left corner wall of the hall.

The ceiling will be erected on wooden supports. The ceiling will be given a texture of

paper machie panel ceiling, which can be achieved by printing the same on the flex and

pasting it on the ply.

BOQ- (Infrastructure):

Particulars of items to be provided by the bidder/ agency. Qty.

Construction & erection of stalls. Duration of the event 14 days. Stall size shall be of 8’x 8’ height 8-9 feet. The stalls should

be well furnished. 1sale counter ,2 chairs with 02 LED lights, adequate shelves

in each stall. Proper light arrangements with power backup. The firm shall have to arrange proper security for the events

(s) 24x7 during the exhibition (8 male guards & 1 female along with metal door detector at entry points).

Drinking ( filtered water) facility & public convenience shall be made available on temporary basis during the event period.

NOC if any, required for execution/erection of temporary pavilion will have to be obtained in advance by the contractor.

High Tea on inauguration and state day for 60 persons. One Office Room (18X9ft) along with 3 seater two sofas,5

office chairs and one office table to be provided by the contractor.

Close Circuit Television (CCTV) one full set with the provision of recording shall have to be fixed along with its necessary equipment on the 8 spots and an expert for handling of the system has also to be provided by the contractor.

Entire pavilion has to be covered by fresh matting. Requisite number of planters and other related materials to

be provided for making the pavilion attractive. LED Wall 5’x7’ for J&K Pavilion during the event. One Laptop along with printer and Internet facility during the

event. Floral decoration of the Pavilion and that of Theatre on

State Day Celebration. Provision of Pantry inside the Pavilion. Printing of 1000 invitation cards on J&K State Day. Provision for a Photographer for photography/Videography

during the event. Arrangement of photographic content as per current year’s

theme for use in J&K Pavilion. Ceiling fans(10 Nos), exhaust fans(10 Nos),, halogen

lights(10 Nos),, Fire extinguishers (10 nos). along with two trained persons who can handle immediate fire fighting, emergency lights, Stall covers, back light facia for each stall, chain barricading, pedestal fan(10 Nos), flower pots(50Nos)

Eligibility Criteria:-

The firm shall be private, public, Government owned legal entity OR A registered

event Management Company of a repute or approved Government contractors/firms having executed at least two similar events at Pragati Maidan, New Delhi OR have executed at least two events of similar International Stature.

The organization shall be in the business of managing events, exhibitions,

advertising, publicity and allied services and having GST Registration with TIN No.of the company duly supported with credible documents including experience in the field of Event Management issued by concerned authority.

The organization should not have been barred or blacklisted by any State/ Central

Government Department. Terms and Conditions:

1. The technical bid should be accompanied by EMD/CDR/FDR of Rs 0.50 lakh issued by any Nationalized Bank in favour of Director Handicrafts, J&K Government, Srinagar.

2. Cost of tender document amounting to Rs 500/- (Non-refundable) in shape of Demand Draft shall be pledged in favour of Accounts Officer, Directorate of Handicrafts, J&K. The requisite documents in shape of hard copy should reach to the office of Chief Accounts Officer ,J&K Resident Commissioners Office , 5 –Prithvi Raj Road New Delhi up to23-10-2017 (2.00 PM) through special messenger/speed Post/Registered Post /Courier. The department shall not be responsible for any delay due to any reason.

3. PAN / TIN and GST details (Self attested copies) to be attached with technical bid. 4. Income tax returns of last three years shall be submitted. 5. EMD of unsuccessful applicants will be returned within one month of the final

acceptance of the tender. EMD of successful tenders shall be treated as security deposit.

6. Technical Bids shall be evaluated by the designated committee. 7. Financial bid of only those tenders will be opened who are found to be technically

qualified and suitable by the committee. 8. The rate should be clearly indicated in words and figures. 9. No conditional tender shall be accepted.

10. The execution of work shall be completed by or before 12.11.2017. 11. The Designated Committee may accept or reject any or all tenders without assigning

any reason thereof. 12. The competent authority reserves the right to reject tender or any of its part without

assigning any reason thereof. 13. No part of the contract will be sublet by the successful tenderer. 14. Additional/alternations if found necessary, at any stage shall be executed by the

tenderer as per the directions of Officer Incharge with the approval of competent authority upto 10% of contracted work.

15. The department shall not be responsible for any damage, or loss due to theft or any other reason whatsoever of any material at the venue site or during transportation.

16. The payment will be released after satisfactory/completion of work strictly as per the terms and conditions laid down in the NIT after certification of nodal officer/officers.

17. It shall be the responsibility of contractor to obtain requisite permission/NOC’s for water, electricity and other essential connections at the exhibition premises for the duration of the exhibition.

18. The successful tenderer shall have to execute an agreement with the Department before the start of execution of work. In case the successful tenderer fails to execute the said agreement, the offer made may be deemed to have been cancelled and EMD will be forfeited. The department in such eventuality shall be free to make such alternate orders/ arrangement as it deems proper.

19. All legal proceedings, if any, to be instituted by either of the parties of the contract, the same shall be lodged in courts in Jammu & Kashmir State only and not elsewhere.

20. Dustbins for bio waste and non bio waste are to be provided at various places in the exhibition. The firm shall have to take care of sanitation of the exhibition area.

21. Fire extinguishers shall be placed at appropriate places as per the norms of Fire and Emergency Services.

22. Service tax/ income tax/GST/any other taxes shall be deducted as per rules in vogue at the time of payment at source.

23. Direct or indirect canvassing on the part of tenders or their representative will lead to their disqualification.

24. These terms and conditions are illustrative and not exhaustive. In case of non-availability of any provision in these terms and conditions, recourse should be taken to relevant Codes, Acts like Financial Codes etc., of J&K Government.

25. It would be the responsibility of the contractor to get the design of the pavilion approved by the ITPO’s Architectural Division.

26. The rates quoted by the tenderer should be in lump sum and inclusive of all taxes. 27. The design team of the successful bidder will have to improve upon the design as per

the current years theme and will have to use/incorporate the requisite material for the same while erecting the J&K Pavilion .

28. The Department may or may not hold the proposed exhibition and the successful tenderer shall have no claim on this account whatsoever.
