Why join the Government Communication Service? Alex Aiken, Executive Director, Government Communication Service

The work of the government communication service International team is testament to the strength of British diplomacy and our communication offer. Over the past four years the team has worked in 50 countries to support the Foreign Office in its work to build relations, increase prosperity and international security. I watched the GCSI team develop from the original project to support the government of Tunisia to running a wide portfolio of communication campaigns for allied nations around the world. It is important to recognise that this work is guided and overseen by our diplomats and is there to support our national objectives. GCSI have supported NATO to deter hostile states and are helping the OECD to strengthen the communication offer for democratic nations. They have helped the Baltic states counter disinformation; worked with government in Jordan and Lebanon to support economic reform; and with the government of Nigeria to try and stop modern slavery. It is a tribute to the strength of the UK government communication offer we are trusted to work at the heart of friendly governments to improve the connection they make with their people and strengthen their civil societies. As we develop the work of this team which now comprises 80 staff working in countries around the world (and often virtually), the time is right to recruit a Director to lead the team. We are looking for a leader who fulfils the criteria of the civil service leadership statement. Someone who can inspire confidence because their deep professional knowledge; someone who inspires because they have a clear mission and goals for the team and the candidate who will empower colleagues particularly when you are working in a international and federated model to give their best on behalf of the UK civil service. The ability to craft communication solutions in conjunction with the relevant Ambassador and for the governments we are working with is clearly a crucial part of this role. The successful candidate will also have to demonstrate business acumen as this is now a substantial business unit in its own right and needs to demonstrate value for money for the government and for the people we serve. I also expect this leader to be an integral part of the Government Communication Service helping bring best practice, new ideas and learning back into the UK. During the Covid crisis many GCS side colleagues have been deployed on helping us respond to the crisis and their enthusiasm and knowledge of working in different environments is be part of this set part of the success of the cross government. I expect UK civil servants to wish to work for GCSI and the colleagues in our international work to return and strengthen teams in domestic ministries over time, so the director must place a big emphasis on professional development and working with government departments.

The successful candidate will be required to develop this team, expand our projects and continue to build our international digital Academy. I believe that we will broaden and deepen the scope of the work that we undertake and make the case for turning this unit into a GovCo in due course. This is not a team that can afford to stand still and will need to be at the cutting edge of professional communication practice in order to succeed. It is a great model for innovative creative and effective modern public service and I hope and expect that we will find a leader to live up to the ambition of making UK government communication the standard that other public services around the world look to emulate. Salary

External applicants should expect a salary between £92-120k per annum, depending on the successful candidate’s particular skills and experience. Existing Civil Servants will be appointed in line with the Civil Service pay rules in place on the date of their appointment.

Contract Type This role is offered as a two-year appointment. At this point your contract will be reviewed with the possibility of an extension.

The Role

The role involves leading a growing 100 strong, highly diverse team across 35+ countries, including fragile states. The Director will need to ensure that all programmes of activity deliver significant effect in support of Her Majesty’s Government (HMG) security, trade and governance objectives while ensuring our people are kept safe in complex environments and the unique model of the unit is sustainable now and in the longer term within a challenging funding context.

This role is equivalent to the Chief Executive of a small business and our medium-term intention (over 1-2 years) is to turn GCSi into a GovCo (a company owned by the government).

Key Responsibilities

• Leading and growing an effective and highly delivery focused team including: - prioritising and managing

resources within the team and across internal and external priorities;

- assuring delivery of a portfolio of complex projects;

- attracting, developing and retaining talent of the highest calibre; and

- leading through Cabinet Office values of trust, collaboration and respect.

• Working with senior international partners to facilitate HMG’s overseas objectives. This will include Heads of Government and give confidence to senior UK government stakeholders including Ambassadors, Ministers and permanent secretaries.

• Delivering a complex project portfolio across international boundaries, working with HMG’s key partners as well as multilateral organisations.

• Managing a budget of up to £20m involving 100 staff, significant grant and other income and assuring value for money in up to 50 projects annually.

• Inspiring innovation on ways of working including the digital delivery of international communications and capability.

• Shaping the organisational culture, developing an inclusive and diverse environment and fostering collaboration, trust and respect.

• Building international operating structures and processes to ensure our team are kept safe, working closely with HMG colleagues from across international departments.

Selection Process

Kevin Woods, a Civil Service Commissioner, will chair the process. The Civil Service Commission has two primary functions:

• Providing assurance that selection for appointment to the Civil Service is on merit on the basis of fair and open competition. For the most senior posts in the Civil Service, the Commission discharges its responsibilities directly by overseeing the recruitment process and by a Commissioner chairing the selection panel.

• Hearing and determining appeals made by civil servants under the Civil Service Code which sets out the Civil Service values – Impartiality, Objectivity, Integrity and Honesty - and forms part of the relationship between civil servants and their employer.

Shortlist

Assessment
