I am pleased to provide the Public Audit Committee with the latest report on Major Capital Projects up to the period ending March 2016 and fulfilling the Scottish Government’s commitment to report every six months to the Committee. This report follows the format as agreed between the Public Audit Committee, Audit Scotland and the Scottish Government.

Annex A

Annex A provides information on major capital projects with a value of more than £20 million where the Scottish Government has a lead role in procurement or funding. It also includes school projects which are being delivered through Scotland’s Schools for the Future Programme and those health projects being taken forward through the Scotland-wide 'hub' initiative which form part of the Scottish Government's current NPD/hub investment programme. Links are once again provided within the Annex to information on unitary charge payments relating to those revenue funded NPD/hub projects which are in construction and where costs have been finalised for publication.

ONS Classification Since the previous report was provided to the Committee, the Deputy First Minister advised Parliament on 26 November 2015, that the ten school and two health projects which form part of the revenue funded hub programme and which were delayed due to changes with Office of National Statistics (ONS) classification, could proceed to financial close as soon as possible. This followed ONS’s review of proposals developed by the Scottish Futures Trust which now supports a private sector classification for these types of projects. At time of writing, eleven of these twelve projects have subsequently reached financial close and eight are now in construction. The last of these projects is anticipated to reach financial close shortly. Infrastructure Investment Plan The 2015 Infrastructure Investment Plan was published on 16 December 2015. The plan builds on the achievements delivered through our previous infrastructure plans and sets out a refreshed programme of long-term investment. The plan sets out why the Scottish Government needs to invest; how it will invest; and what strategic, large scale investments it intends to take forward within each sector over the next 20 years. The annual progress report relating to the IIP which outlines key achievements over the course of 2015 was published on 15 March 2016. The report confirmed that during 2015, projects totalling over £1.5 billion completed construction and are now operational. I trust that the Committee finds this update and additional information helpful. I am copying this update to the Clerks of the Infrastructure and Capital Investment and Finance Committees, as well as to the Auditor General for Scotland for their information.

Notes relating to the updated IIP Project Pipeline 1. The ‘IIP - Project Pipeline’ relates to those projects with a capital value of £20 million or more where the Scottish Government has a lead role in procurement or funding. It also includes school projects which are being delivered through the Scotland’s Schools for the Future Programme and those health projects being taken forward through the Scotland-wide 'hub' initiative which form part of the Scottish Government's current revenue funded £3.5 billion NPD/hub investment programme. The majority of the information relates to that as of 25 February 2016. However if there has been a significant change in the status of a project between this date and 15 March 2016, then information relating to that project has been updated as is relevant. 2. Inverclyde Continuing Care Beds for Mental Health – Financial close was reached in February 2016 on this project and on-site construction is planned to commence on 16 May 2016.

Contracts worth circa £58 million have been awarded to local entities, and it is anticipated that a large proportion of the remaining will be sublet to local Subcontractors and Suppliers. During each year of construction, the FRC will deliver 45 vocational training positions, 21 professional body training places and 46 positions for the long term unemployed, as well as providing further scope to maximise Modern Apprenticeship opportunities. As of 29 January 2016, 691 places for vocational and professional body training and the long-term unemployed have been generated so far by the construction.

Edinburgh Glasgow Improvement Programme EGIP

The FBC published in January 2014 outlines that the cost of the first phase of the programme is £742 million and that it will be delivered by March 2019. On 5 November 2014 Network Rail announced the award of £250 million EGIP alliance contracts which will deliver the Edinburgh-Glasgow Electrification by December 2016. Contractors are on site with physical works well underway and on schedule for the introduction of the first electric services in December 2016.

NHS Lanarkshire Primary Care Health Centres

A phased occupancy of the centres is taking place from May 2015 with all centres expected to be fully operational by early 2016. The Health Centre at Kilsyth opened in April 2015 and Hunter Health Centre in East Kilbride opened in June 2015. The Wishaw Health Centre was handed over to NHS Lanarkshire on the 7 August and phased occupancy of this facility took place from 17 August 2015. All three facilities are now operational and delivering services. Work however continues to deliver a road and car parking infrastructure to support the facilities at East Kilbride and Wishaw. These works will not be fully complete until early 2016.

The phased occupancy of the centres was successfully concluded with Kilsyth opening in April 2015, Hunter Health Centre East Kilbride in June 2015 and Wishaw in August/September 2015. V&A Dundee

On-site construction activity commenced March 2015, aiming for completion by end of 2017 and opening to public June 2018. Since construction start, the project is progressing on time and on budget.

On-site construction activity commenced March 2015, aiming for completion and opening to public in 2018. The construction of V&A Dundee is managed by Dundee City Council who is the contracting authority for the build project. On completion, the building will be leased, by Dundee City Council to Design Dundee Ltd who is responsible for creating the museum experience, the recruitment of experienced staff to manage current and future programmes and exhibitions, and the museum’s ongoing financial sustainability. The Scottish Government capital grant for the project of £25 million is being provided to Dundee City Council who is the contracting authority for the construction contract.

Significant economic benefits for Dundee and surrounding region in terms of both job creation and visitor numbers and significant educational benefits for schools and universities. Building works for the museum will generate 519 net job years in the construction sector, including opportunities for apprentices. Significant economic benefits include 51 FTE (Full-time equivalent) direct jobs and 361 FTE indirect jobs, with this rising to 628 FTE jobs in the initial years after the museum is opened. An estimated £11.6 million economic boost a year would be made by the V&A Museum of Design Dundee, which is expected to generate in excess of 270,000 visitor engagements a year from year three onwards.

Notable events relating to projects within Annex B since last update in October 2015 CMAL - Two new 100 metre ferries In February 2016 the cutting of the steel ceremony took place of the two new 100-metre ‘dual-fuel’ ferries being built for the Clyde and Hebrides network at Ferguson Marine Engineering Limited (FMEL) on the Clyde. The £97 million contract which was signed in October 2015, secured around 150 existing jobs in the Port Glasgow and Inverclyde area. New jobs will also be created at the shipyard as a result of FMEL winning the contract, as part of the company’s overall growth strategy. The new ferries are earmarked for the Ardrossan-Brodick and the Uig Triangle routes, although the final decision on vessel deployment rests with the ferry operator and will be informed by further analysis of demand on all major routes. Scotland’s Schools for the Future’ programme In January 2016 it was announced that more than 6,500 pupils were set to benefit from the construction of 19 new schools across Scotland. A £230 million investment which is part of the final phase of the £1.8 billion ‘Schools for the Future’ programme will take the overall number of schools being delivered to 112. All 19 schools will be completed by 2020. Since the Schools for the Future programme began it has created an estimated 11,000 construction jobs and 230 apprenticeships. Edinburgh Glasgow Improvement Programme (EGIP) In January 2016 the Transport Minister visited the new Edinburgh Gateway station development at Gogar to review the ongoing work to construct the Tram/Train interchange. The new station is part of the EGIP which will see the electrification of central Scotland’s railway infrastructure. Engineers have been on site since January 2015 working on the new station which will serve passengers from Fife and the north accessing Edinburgh airport and interchanging onto the Tram network. The station which is anticipated to be a catalyst for future economic investment and activity remains on track for delivery by December 2016. A90 Aberdeen Western Peripheral Route/Balmedie-Tipperty In November 2015, the first bridge beam was lowered into place at the site of the new Tipperty Junction. The new bridge will carry the A90 over the realigned B9000 Newburgh to Pitmedden road. The 23 pre-cast beams weighing 20 tonnes each and measuring approximately 33 metres long have been lifted and manoeuvred into place at the new structure on what is the longest roads construction project currently underway in the UK. The beam lift at Tipperty is the first of almost 80 similar lifts which will be undertaken across the project over the course of the next couple of years.

MAJOR CAPITAL PROJECTS

~The ScottishGovernment

In my letter to you of 30 June 2009 I committed to report to the Public AuditCommittee by the end of the year on our work to strengthen the management ofmajor capital projects across the Scottish Government. I also undertook to provide,by March 2010, the Committee with further information on the work of the ScottishFutures Trust (SFT); and I thought it would be helpful if I took this opportunity todischarge both of these obligations to the Committee.

Before outlining the work in hand in responding to the Committee'srecommendations, I want to re-emphasise the Scottish Government's firmcommitment to strengthening the management of major capital projects and tosecuring maximum value for money for the taxpayer. You will be aware of thesubstantial and growing pressure on the public finances in Scotland and across theUK. The recent report by the Auditor General on Scotland's public finances showedthe scale of the challenge that we face.

We also take note of projections in the 2009 UK Pre Budget Report of realreductions in Departmental Expenditure Limits in each year of the next SpendingReview, including projected average annual reductions of twelve percent in grossinvestment spending at the UK level. We therefore attach the utmost importance tosecuring value for money from our infrastructure investment and the effectivemanagement of the Scottish Government's capital programme. We regard theCommittee's recommendations as a very helpful contribution to these efforts.

Specific workstreams in response to the Committee's recommendations

I am pleased to be able to update the Committee on our progress on the four keyworkstreams set out in the Committee's report of February 2009. These are:

i. improving project cost and time estimating for capital projects;ii. project management and governance;iii. making routine use of post project evaluation; andiv. strengthening governance of the capital programme.

Improvina proiect cost and time estimatina

We are making progress in developing the systems and procedures required tostrengthen cost and time estimates for major capital projects. Perhaps the mostsignificant development is the procurement we are undertaking of a version of thePublic Sector Projects Database; a centralised, web-based information systemdeveloped by the UK Government's Office of Government Commerce (OGC).

The Infrastructure Investment Group (IIG) meeting on 16 October agreed to adopt acustomised version of the OGC Public Sector Projects Database. We are followingthat up by working with OGC to develop an Infrastructure Projects Database to meetthe requirements of the Scottish public infrastructure landscape.

The Scottish Government's database will capture information on the status of publicsector infrastructure projects which have a capital value of at least £5 million, and forwhich an Outline Business Case has been prepared. For initial implementation, weplan to achieve coverage of core Scottish Government infrastructure projects.Projects sponsored by other public bodies will be considered for subsequent phasesof development. No plans have been made to require the participation of localauthorities.

We expect the Infrastructure Projects Database to be fully operational by June 2010,on the basis of the initial coverage noted above. The system will help to make asignificant contribution to meeting the Committee's recommendations by:• informing financial planning and procurement decisions using current information

on project progress;• helping to improve cost and time estimation for future projects, based on current

and historic data on project performance; and• ensuring maximum uptake of project governance tools such as Gateway Review

and post-project evaluation.

Proiect manaaement and aovernance

In its report the Committee asked for information on the results of the ScottishGovernment's review of the Gateway Review criteria, together with information onthe proportion of projects that would receive Gateway Review and the assurancearrangements that would be put in place for projects falling outside Gateway Review.

I can report that IIG considered these issues at its meetings in October andDecember, and that the Strategic Board also considered these issues in November.

It has been agreed that the current £5 million threshold will be retained for scrutiny ofcapital projects, with a revised assessment process to determine which capitalprojects should be supported by Gateway Review. The Scottish ProcurementDirectorate will monitor the level of Gateway Review activity and revisit the criteriafor Gateway Review engagement once the new arrangements have been inoperation for a sufficient period. As noted above, the Infrastructure ProjectsDatabase will help to ensure adoption of Gateway Review at an early stage in the lifeof major capital projects.

MakinQroutine use of post proiect evaluation

In its report the Committee recommended that the IIG should ensure greatercompliance with post project evaluation. At its October meeting, IIG affirmed thatpost project evaluation should be carried out routinely for major capital projects. IIGmembers agreed to work, within their areas of responsibility, to encourage greateradoption of post project evaluation techniques. IIG also noted that, once it isoperational, the Infrastructure Projects Database will play an important role intracking and raising the level of compliance with post project evaluation for majorcapital projects. Lastly, I can report that before the end of this year the ScottishGovernment will publish new guidance on post project evaluation in the NHS.

StrenatheninQQovernanceof the capital proQramme

As I have emphasised to the Committee, IIG has a central role in strengthening thegovernance of the Scottish Government's capital programme and in implementingthe Committee's recommendations on major capital projects. For example, IIG iscurrently working to strengthen the management of the capital programme by:

• surveying the outlook for Scotland's public finances over a short and long-termhorizon, to ensure that key capital budget holders have an accurate, sharedunderstanding of the resources available and the challenges ahead;

• scrutinising plans for major capital projects and programmes, providing anadditional level of assurance;

• directing implementation of the Public Audit Committee's recommendations,notably in relation to Gateway Review and rolling out a database of major capitalprojects; and

• sharing information on strategic issues in relation to the financing and delivery ofthe capital programme, for example in relation to market conditions, procurement,revenue finance policy and International Financial Reporting Standards.

As indicated above, IIG has met twice since my last update to the Committee; inOctober and December. Both meetings, and substantial work around them, havefocused on implementation of the Committee's recommendations.

On resourcing, in summer 2009 the Scottish Government's Finance Directorate setup a new Capital and Risk Division to look specifically at the Scottish Government'scapital budget and the planning and financing of the capital programme. The Head ofDivision reports directly to the Director of Finance. The Division now has five full-timestaff members. One of its central tasks is working across the Scottish Government toimplement the main recommendations of the Public Audit Committee and Audit

Scotland's reviews of major capital projects. The Capital and Risk Division also actsas secretariat to the IIG.

In addition to the Scottish Government's continuing processes of capital programmescrutiny and management, the Government uses the annual Budget process and thethree-yearly Spending Review cycle to set priorities and allocate resources in linewith those priorities. The Parliament's Committees will be aware that thesustainability of the capital programme over the medium-term will be central to theGovernment's considerations around the 2010-11 Budget; and this will be of evengreater significance in subsequent Budgets. More widely, notwithstanding theconsiderable uncertainty around the outcome and timing of the next UK SpendingReview, the Scottish Government is undertaking medium-term analysis of the capitalprogramme to ensure its sustainability and its contribution to achieving theGovernment's Purpose.

Scottish Futures Trust

The Committee may wish to note progress being made through SFT in helping tostrengthen the management of specific major capital projects, and related benefitsfor the management of the overall capital programme.

SFT is now fully established and making a broad contribution to the delivery of publicinfrastructure across Scotland. SFT has assembled a team with broad commercialskills to help public sector infrastructure providers to structure, finance and procurecapital projects in a range of sectors. SFT's Corporate Plan 2009-14, published on19 November 2009, sets out its strategic priorities and its aim to secure substantialvalue for money savings for the public sector.

The Scottish Government is working with SFT to strengthen capital programmemanagement in several important ways. For example:

• SFT is undertaking Key Stage Reviews and providing strategic advice on theForth Replacement Crossing, and on other projects such as Borders Railway;

• SFT is working with all 32 of Scotland's local authorities on implementation of the£1.25 billion School Building Programme;

• SFT and the Scottish Government are undertaking joint work to ensure optimumuse of Gateway Review and Key Stage Review, and to achieve complimentaritybetween both sets of tools;

• SFT is working with local authorities on a range of infrastructure investmentsincluding, at the invitation of several authorities, on the procurement of a newgeneration of waste treatment facilities; and

• SFT is working with Scotland's area Health Boards and an extensive range ofpublic sector partners to deliver the hub community partnership infrastructureprogramme. Since being tasked with the delivery of hub early in 2009, SFT hastaken the two pathfinder territories (South East and North Scotland) intoprocurement.

I hope that this update on the Scottish Futures Trust is helpful to the Committee.

My letter to you of 30 June 2009 outlined the state of progress on a range of majorScottish Government capital projects. I am enclosing an updated assessment ofprogress on these projects. The assessment, which is based on information drawnfrom our existing database, covers projects with a capital value of at least £50million. The summary does not include projects which are the responsibility of localauthorities.

In closing, I reiterate the Scottish Government's commitment to implementing theCommittee's recommendations, and those of Audit Scotland, in relation to majorcapital projects. This is a broad and long-term programme of reform. MAJOR CAPITAL PROJECTS

In my letter to you of 30 March this year, I promised to update you on the Overall Programme Management of the Scottish Government’s major capital projects by the end of June 2009 in response to the recommendation in paragraph 58 of the Public Audit Committee’s report on Audit Scotland’s Review of Major Capital Projects in Scotland (June 2008). I am writing to fulfil this commitment. In addition to this I can provide the Committee with further information on other steps we have made in response to the recommendations by Audit Scotland and by the Public Audit Committee, as set out in my 30 March letter.

Overall Programme Management (Para 58 of the Committee’s report)

Annex A provides a short commentary on each Scottish Government project with a capital value above £50 million, by portfolio. The table does not include projects which are the responsibility of local authorities. I would be happy, of course, to provide such further information as I am able in respect of these projects if the Committee has specific questions. We also have information on projects below £50m, of course, but have focused on those which might be seen as higher risk because of their scale.

This information is drawn from our existing database. We have begun scoping the work required to provide a more robust, web-enabled replacement database which would improve the quality of our information. This scoping work is designed to lead to a detailed project plan drawing on good practice from other sources. I will supply more detail about this in my next update to the Committee.

There are other developments which will be of interest to the Committee. We have reinforced our arrangements in the Finance Directorate by creating a Capital and Risk team, headed by a Deputy Director responsible to the Director of Finance. The postholder takes up post shortly and, as the title suggests, will have a specific focus on corporate oversight of

the Government’s capital programme, including working closely with the Scottish Futures Trust alongside other teams within our Finance and Procurement Directorates.

The Infrastructure Investment Group has been very active, meeting three times over the last six months with senior level representation. It is chaired by the Director General Finance and Corporate Services. I attach a copy of the remit of the Group at Annex B. As indicated below, it will be reporting back to me on questions such as whether arrangements to support Accountable Officers could be strengthened
