Dear Friends in Christ,

Welcome to the 44th Annual Convention of the Diocese of Southwest Florida. This year, our theme is Holy Spirit Come, taken from Hymn 513, Like the Murmur of the Dove’s Song. Written in 1969 by Carl Daw, it speaks of how the Holy Spirit should come to unite the “church in faith assembled.”

Writes Daw:

With the healing of division,with the ceaseless voice of prayer,with the power to love and witness,with the peace beyond compare:come, Holy Spirit, come.

I commend to you not only that hymn but all the hymns in The Holy Spirit section of the 1982 Hymnal. Classics such as Come Holy Spirit Heavenly Dove (Hymn 510) and Holy Spirit Ever Living (511) inspire our collective life, as the spirit is, in the words from Timothy Rees in Abbot’s Leigh, “working through the Church’s ministry; quickening, strengthening and absolving.”

Before, during and after the convention, I ask you for your prayers to help us accomplish the tasks before us as one body of Christ.

Come, Holy Spirit Come.

And we’ll continue the celebration of our Hispanic ministries with a Latin-flavored menu at the Friday night party, when our gracious hosts at Good Shepherd, Punta Gorda, welcome us.

Worship, Music and BusinessFriday evening we’ll gather for the opening Eucharist.

Our music that night will be provided by Charles Milling’s Live Hymnal, a band that Bishop Smith heard in the Diocese

of Southeast Florida and couldn’t wait to bring here. They describe their sound this way: “cross-cultural, roots-oriented band music: Think Afro-Caribe-Reggae-Brazilian-Folk-Stomp-Pop and you’d be getting warm. We play mostly old hymns. It is fun, upbeat and congregational, meaning oriented towards a group-sing as opposed to being a performance.” We can’t wait!

On Saturday we’ll gather for our diocesan business meeting: the Bishop’s address, elections and approval of the budget.

This year’s theme is “Holy Spirit, Come.” Whether it’s like the murmur of a dove’s song or in some lively, spirited music ... whether it’s in quiet prayer or in enthusiastic renewal of our congregational life ... we’re looking forward to Spirit with a Capital S in October in Punta Gorda.

What a great convention we have planned for you this year! First, our workshop lineup.

Five national leaders will be with us to continue our important work on stewardship and congregational development. We also offer opportunities to strengthen our commitment to mission and outreach, and to deepen our faith through healing prayer. We’ll connect with the wider church as we review the actions of last summer’s General Convention. And (new this year) you’ll have a chance to meet with diocesan staff to get your questions answered and learn how you can work together effectively.

Bigger Ministry FairEvery year you tell us, “We want more

tables at the Ministry Fair!” And here they are ... so many that we can’t fit them all into the concourse. So please visit the Skybox, the overflow room, where we’re placing some of our most popular tables, plus our photo booth (smile!), and the only place you can get your official convention button. Bring your wallets and checkbooks: There are many opportunities at the fair to support mission and ministry in our diocese and around the world. Your support of those who display at the fair will bring them back next year.

Our famous Friday afternoon cupcake break will be back.

Spirit Moves in Punta Gorda

St. Giles, All Souls Will Benefit from Canley Cup Donations

Each year the Diocese helps restock the shelves of parish food pantries at Annual Con-vention. Sponsored by the Deacon’s Association, this deanery competition leads to the awarding of the coveted “Canley Cup” each year.

Tables and scales to receive donations will be located at the front entrance doors of the Conference Center on Convention weekend, (all day Friday and up until noon on Saturday). In 2010 the collection of food donations totaled 2500 pounds; 2011 brought in 3604 pounds. Will our deaneries beat this record in 2012? St. Giles, Pinellas Park and All Souls, North Ft. Myers will be the recipients of this year’s Canley Cup donations.

Please ensure that all donation bags are marked clearly with your Deanery name.

• Registration for Friday is alphabetically organized from A to Z. There is no designation for clergy or lay delegate or alter-nate.

• Everyone is listed by individual name, not by congregation or city.

• You will be handed your nametag. Your tag will reflect your lunch you have preselected and your Friday night dinner party reservation.

• Once you have received these materials, enjoy continental breakfast on the Riverwalk at the north end of the building, visit the ministry fair, and locate your first workshop room.

Friday HighlightsWe offer a full day of continuing ed-

ucation that is open to anyone, not just convention delegates. This year our topics include stewardship, congregational devel-opment, Hispanic ministry, and healing prayer. Please see the full lineup of work-shops on Page 5. We ask that you register in advance so that we can provide adequate seating and materials.

At the Ministry Fair, we show off the breadth and depth of ministry in our diocese with displays from congregations, ministry groups, national organizations and businesses that specialize in church products and services.

There are shopping opportunities here, and your dollars support mission and min-istry. Every year you ask us to expand our offerings, and this year we have many new participants.

concourse and the Skybox, an overflow room just off the con-course. Please visit both!

WorshipMany people tell us how much they value the opportunity

to worship together as a diocese. We begin with Morning Prayer at 9 a.m. Friday in Hibiscus Hall A (the section closest to the stage). Our Opening Eucharist is at 5:30 p.m. Friday in Hibiscus Hall. We’re pleased to welcome Charles Milling’s Live Hymnal, a roots-reggae-Caribe-stomp-pop band that should liven things up considerably! Saturday morning we begin our work together with Morning Prayer at 9 a.m.

Some of you have asked why we don’t have our Opening Eu-charist at the Church of the Good Shepherd, where we enjoy

our Friday night dinner party after the ser-vice. Good Shepherd’s sanctuary can hold a maximum of 300 worshipers. The conven-tion Eucharist regularly attracts between 500 and 600 worshipers.

Friday NightWhat would a gathering of Episcopa-

lians be without a great party? Convention is our family reunion, the one time a year we get to be together, to relax, to break bread and to sit back, talk with old friends and meet new ones. Our hosts again this year are the congregation of the Church of the Good Shepherd and their rector, the Rev. Roy Tuff. They look forward to welcoming you to this year’s party, where our menu will have a Latin theme as we celebrate our growing Hispanic ministries. You must reg-ister in advance for this party, which is tra-ditionally a sellout. A map to get from the convention center to the church will be at a table by the doors of the convention cen-ter concourse, or set your GPS to 401 W Henry St., Punta Gorda.

MORNING SESSION:

9:30 a.m. to 12 noon

WHAT IN GOD’S NAME IS GOING ON HERE?Engaging New Audiences

About 1,000 new people a day make

Florida their home. Yet church leaders express frustration at their inability to engage new people in their faith communities. What’s going on here? We began to wrestle with this question at our Vestry Retreat this past May, where leaders started to build a congregational “toolbox” for revitalization. This workshop is a chance for you to expand on the work begun at that retreat even if you were not there.

Through the magic of technology, Bob Honeychurch, above, spoke to the Vestry Retreat from California about “partnering with God.” Recalling John 3:16, Bob reminded us that in so loving the world, God asks us whether we want to “hang out where God is.” Bob will be with us in person to continue this conversation. He is adjunct instructor in Parish Leadership at the Church Divinity School of the Pacific.

Tom Brackett, below, is missioner for new and revitalizing ministries for the Episcopal Church. He will draw on his own experience as a church planter, revitalizer of campus ministries, and renewer of congregations (both failures and successes) to engage the discussion about what works, what doesn’t, and what the cultural shifts and organizational changes in society today tell us about what we need to do to share our story in a compelling way. “We’re molting from old shells to new shells,” he says, or, to put it another way, “we’re caught between the fourth and fifth floors and we can’t get out.”

Our speakers will begin with an opening presentation, then take your questions about congregational renewal, revitalization, refreshment and redevelopment. Come prepared for a lively session where you can ask the experts, share your own successes and challenges, and hear how others around the diocese are dealing with the same issues you face.

STEWARDSHIP 1: Stewards by Design

Did you know that you were designed for blessedness and generosity? As one created in the image of God in Christ, these qualities are part of your spiritual DNA. In this workshop we will explore a theology of stewardship, best practices in steward leadership, and year-round communication planning and resources that help to create a culture of gratitude and generosity in your congregation.

Presenter: The Rev. Laurel Johnston, the Episcopal Church’s program officer for stewardship. She is a graduate of the Church Divinity School of the Pacific and was curate at St. John the Baptist in the Diocese of El Camino Real.

She was formerly director of development for CARE, the international relief and development agency, and was major gifts and public-relations officer for the Los Angeles chapter of the American Red Cross. She is based at the church’s regional office in Los Angeles.

LATINO EPISCOPALIANS: The Present and Future of Our Church

“New Generation Latinos” represent 60 percent of Latinos in the U.S. between the ages of 14 and 34, and there are 30-million.

While valuing their ties to their parents’ and grandparents’ culture, they are very different: They’re the largest consumers of iPads, 54 percent are on Facebook, and many of them don’t speak Spanish.

How can you respond to this major evangelical opportunity and enrich your own congregation by opening up God’s house to Latinos? What is going on in our diocesan Latino/Hispanic ministries?

Our speaker is the Rev. Anthony Guillen, Hispanic missioner at the Church Center in Los Angeles. He was the rector of All Saints Church in Oxnard, Calif., a bilingual/bicultural parish in the Diocese of Los Angeles, for 12 years.

He was a missionary in the Diocese of Western Mexico, where he established two missions and worked as diocesan youth coordinator.

BEYOND BROKENNESS:Workshop on Christian Healing and Reconciliation

Jesus tells us that in this world we can expect tribulation, including loss, rejection, and brokenness.

Often these experiences hinder us in our spiritual life as we seek to live the abundant life of the Kingdom of God.

Yet, as the Apostle Paul reminds us, “nothing can separate us from the love of God in Christ Jesus,” and it is this love that heals us and sets us free. So how do we as individuals live beyond brokenness? How can our congregations move beyond experiences of conflict or loss? In this workshop, we will examine the cycles of brokenness that we often experience, both in our individual lives and in our congregations. Does the brokenness we experience open us up to be grasped by the immense love of God? Through worship, teaching, and prayer ministry, we will experience anew the unconditional love of God, empowering us to live beyond brokenness.

Presenters: The Rev. Dr. Sharon Lewis, Amazing Love Healing Ministries, Sarasota; the Rev. Doug Scharf, Holy Innocents, Valrico.

1 to 2:30 p.m.

GENERAL CONVENTION: Follow-up Conversation with the Deputation

Members of the diocesan deputation will be present to discuss the work of this summer’s General Convention.

OUR LITTLE ROSES: Mission Work in Honduras

Twenty-five years ago, Diana Frade founded Our Little Roses ministries in Honduras to help girls in need: orphaned, poor, neglected, at risk of physical and sexual abuse. Since then, countless lives have been changed. Today 70 girls, ranging from one year old through age 24, receive education; nutritious meals; mental, physical and dental care; and strong spiritual support — a chance for a successful future. Mrs. Frade, wife of the bishop of the

Episcopal Diocese of Southeast Florida, will give a PowerPoint presentation and lead a conversation about how you or your congregation can be part of this ministry: by making a mission trip, or becoming an individual sponsor.

Carol Garrison, wife of our assisting bishop, the Right Rev. Michael Garrison, will share her personal involvement and her experience leading mission trips to Our Little Roses.

GREEN CONGREGATIONAL CHALLENGEWorkshop and Challenge

For several years your Diocesan Green Team has been sharing ways for all of us to become better stewards of the Earth that God has given us. Enough talk — it’s time for action! This year the Green Team is initiating a program that will not only challenge congregations to do more in the area of ecology, but will also recognize those congregations that have made strides to become more environmentally friendly.

There are three levels that a congregation can attain, so every congregation in the Diocese of Southwest Florida can be certified as a Green Congregation.

At this workshop we’ll hand out information about the Green Congregation Challenge that includes the criteria for recognition at each level. We look forward to meeting with representatives of congregations from each of the deaneries.

SAFEGUARDING TRAININGSession runs from 1 to 5 p.m. For the past few years it has

been the practice to offer Safeguarding All God’s Children. This is the standard training for anyone who has never taken “safe church training” with the Diocese. Trainees will be issued a certificate of completion which is good for five years.

AFTERNOON SESSION II:

3 to 5 p.m.

PRAYING FOR HEALING: Diocesan Panel Discussion on Healing and Prayer

A panel of speakers will address praying with others for healing of mind, body and spirit. They will share experiences and tangible teachings that empower and energize your desire and confidence to seek and offer healing prayer.

Father Hartnett will speak on prayer as the source for all healing. Pastor Lewis will explore unhealed hurts as the source of continuing pain. Deacon Koor will speak about her experiences as a Hospice volunteer and about praying for the dying and with their families. Mr. Keith will share his experience at the time of his wife’s death at Hospice. Ms. Lowrie will share her journey of healing and her call to the ministry of healing prayer through retreats, Cursillo and individual prayer.

We will end with time on “How to Pray,” with specific steps one may choose to build a prayer and use with those who desire prayer for any reason.

SHARPENING YOUR DEMOGRAPHIC TOOLS

Chuck Salter’s energetic presentation at the spring Vestry Retreat on MissionInsite – a rich database of information about neighborhoods, deaneries, cities and dioceses – opened so many possibilities, we knew we had to have him back to go deeper. Come and learn how your congregation can get a better picture of who is living around you and use that knowledge to design mission and ministry.

Bring your curiosity and your laptop: Chuck will be available for hands-on, one-on-one work to help you explore what MissionInsite has to offer and how you can tailor its resources to the needs of your congregation.

Chuck Salter is an ordained United Methodist minister.

For 10 years he worked as a business development leader at Percept Inc., provider of church demographic information and community ministry insight.

He has experience both as a church planter and denominational executive in congregational development. He is president of MissionInsite, provider of online socioeconomic and lifestyle information for congregations about their communities and the people who live in them.

STEWARDSHIP 2: RECLAIMING THE OFFERTORY

How do we understand the Offertory as more than just the seventh-inning stretch in our worship services? The Offertory is a highly participatory movement in the Eucharist when we offer the substance of our life, labor and love in praise and thanksgiving for all that has been given. Thankfulness is who we are as a Eucharistic people.

We will explore, theologically and practically, how to affirm the liturgical richness of the Offertory in preparation of a meal of gratitude that nourishes a life of gratitude. This workshop will explore giving as worship and our spiritual DNA of generosity. Presenter: The Rev. Laurel Johnston, the Episcopal Church’s program officer for stewardship. To make your time at convention even more useful, and to pack in as many offerings as we can, we’re using the rooms behind the convention business office (the “backstage” area) for one-on-one sessions with diocesan staff.

RULE I: MAJORITY VOTE REQUIRED

Unless otherwise specified, all decisions shall be by majority of the Members of Convention.

RULE II: DISTRIBUTION OF MATERIALS

(A) No items of any kind, except water and similar generic provi-sions, shall be placed on the tables on the Convention floor.

(B) Except for materials accepted for inclusion in the registration packets, no papers, including biographical data for persons run-ning for office, shall be distributed on the tables on the Conven-tion floor or to people as they register for Convention.

RULE III: OBJECTIONS TO CONSIDERATION OF A QUESTION

Objection to the consideration of a question can be made only when the question is first introduced before it has been debated. Such objection requires no second, cannot be debated or amend-ed, and must have a two-thirds vote to sustain it.

RULE IV: QUESTIONS OF ORDER

All questions of order shall be decided by the Presiding Officer without debate. If a member wishes to request reconsideration of the decision, it must be requested immediately. The Presiding Officer shall take such consultation as seems advisable and make a final decision, which is not debatable or appealable.

RULE V: RULES OF DEBATE

(A) Members of Convention intending to address the Conven-tion shall use one of the designated microphones and shall pref-ace their remarks with their name and congregation or organiza-tion.

(B) Remarks shall be addressed to the Presiding Officer and not to another Member.

(C) Debate shall be confined strictly to the subject before the Convention.

(D) Members presenting nonprocedural motions shall have the motion written out prior to making the motion, and shall imme-diately furnish the written motion to the Secretary of the Con-vention to ensure that it is accurately stated to the Convention and recorded in the journal of the Convention. Nonprocedural motions that are not written out prior to presentation shall be ruled out of order.

(E) No Member may speak longer than two (2) minutes at one time, without leave of the Convention.

(F) No Member may speak a second time to a question if any other Member who so desires has not spoken for a first time to that question.

(G) No member may speak more than twice in the same debate without leave of the Convention.

(H) Total debate on a motion shall be limited to fifteen (15) min-utes, except when extended by a two-thirds (2/3) affirmative vote of the Convention.

(I) Total debate on any one Resolution, including all proposed amendments thereto, shall be limited to forty-five (45) minutes, except when extended by a two-thirds (2/3) affirmative vote of the Convention.

RULE VI: CONSIDERATION OF RESOLUTIONS

In order for a Resolution to be presented to and considered by the Convention, it must conform to the provisions of the Canons of the Diocese of Southwest Florida. A proposed resolution that is not presented to the Convention in accordance with the Canons shall be ruled out of order.

RULE VII: MOTION TO SUSPEND THE RULES

A Motion to Suspend the Rules requires a two-thirds (2/3) af-firmative vote, is not debatable, and cannot be amended or re-considered.

I graduated from Univ. of Flor-ida in 1980, working as a home builder in Sarasota until 2008. In the community, I was active in Boy Scouts and the Home Builders Assn. I graduated from Sewanee in 2011 with an MDiv and served on its long-range planning committee. During seminary summers, I worked as a chap-lain at Naples Community Hospital, adult leader at Dayspring, and intern at St. Mark’s Venice. My wife Trish and I have two adult children Charlie, 27 and Mollie, 20.

Nominee Statement: From a lifetime of activity and leader-ship experiences within this diocese, both lay and clergy, I will bring a unique, blended perspective to the Standing Commit-tee. Prior to seminary, I served on the Standing Committee (lay) from 2006-2008, six years on Diocesan Council (three years as Chair of Finance Committee) and on the Bishop’s Nominat-ing Committee. I currently serve on the Congregational Devel-opment Committee. For the past five years, I have served as the Rector of Holy Innocent’s in Valrico. I have been married to my wife, Shannon, for almost 13 years and we have three wonderful sons, Clayton, Parker, and Grady. When not at church, I enjoy reading, hiking, playing golf, and garden-ing.

Fitzger-ald’s experience is in corporate real estate working with real estate executives around the world that have multi market assignments with limited human resources. In 2011 he served as Board Chair of NAI Global, a worldwide commercial real estate organization with 5,000 advisors in 55 countries.

Biography: John E. (Jack )Sites was born in Dayton, Ohio but moved to Florida at an early age. A cradle Episcopalian, he was raised in Winter Haven where he was an acolyte for ten years and active in church and family church-related activities at St. Paul’s Episcopal Church. Jack attended and graduated from U of F, Appalachian State University, and the University of Miami. He has spent his career primarily in higher education in faculty and administrative positions. He has served as a university presi-dent, system CEO, COO, executive vice-president, academic dean, department chair (social sciences), faculty member, and Vice President of the Southern Association (accrediting agency). Biography: Kevin M. Fitzgerald, a native of Chicago, gradu-ated from The University Of Missouri-Columbia. He and his wife Lana have been a part of St. Mark’s Episcopal Church on Marco Island since moving to Florida in 2002. Fitzgerald has served as Jr. Warden, a two term Sr. Warden, endowment com-mittee member and has lead a building capital campaign, and was Secretary of the Search Committee that called the Rev. Kyle Bennett in 2005.

Fitzgerald is also responsible for training and scheduling aco-lytes and lay readers at St. Mark’s. In addition to his leadership duties with the Brotherhood of St. Mark’s he acts as trainer for the Safeguarding All God’s Children Program. On a diocesan

JOB DESCRIPTION: The Diocesan Council is the “Board of Directors” for the corporation of the Diocese and serves as an “interim body” between Conventions. It is responsible for the oversight of the work of the Diocese including finance, property issues, diocesan policy, DaySpring, and other matters concerning the “fabric” of the Diocesan community. Council usually meets on Saturdays at DaySpring, the third Saturday of the month, about six times a year in January, March, May and August. There is an October meeting that precedes Convention. The Bishop, as President of the Corporation, chairs the meetings. Because of the need for members to communicate between meetings, Council members must have frequent access to the Internet and are expected to be able to have their own e mail address. MS Word, MS Excel and Adobe Acrobat are formats frequently used as members communicate with Staff and each other. Council Representatives serve two-year terms and may not serve longer than six consecutive years. An election to fill an unexpired term is counted as a full term. Biography: I believe that I can be of assistance to the Diocese of Southwest Florida by serving as a member of the Disciplinary Board. I have 22 years of experience as an officer in the US Army (retired as a Colo-nel). I have served as trial council, defense council, member of court martial board and president of court martial board. I have additionally more than 18 years of manage-ment experience in the business world and more than 10 years of experience teaching at the college level. I have been selected for jury duty on three occasions; served as fore-man on all three juries. I am also a husband of more than 50 years, a father and grandfa-ther. I am very comfortable with conflict resolution!

Nominee Statement: I have served St. Catherine’s as a mem-ber of the Finance Committee and the Evangelism Commission for many years. I have served as a member of the Vestry, Junior Warden and Senior Warden. I actively participate in our Chil-dren’s Chapel. I was the Senior Warden during our 12-month search process, additionally serving as the Chair of the Search Committee. I believe that, should the need arise, I can serve the Diocese well by intelligently weighing the evidence presented to assist the Bishop with maintaining discipline among the clergy in the Diocese.

Alan O. Getz St. Andrew’s, Tampa

Biography: Alumni of UMaine and Univ. of Southern Maine where I did my undergraduate and graduate studies. Cra-dle Episcopalian and I truly love it. I have been involved in church and Diocesan com-mittees for a long time, both here in Florida and also in Maine. My involvement in the Finance Committee, Diocesan Council and Congregational Committees have given me even better insight to the inner workings of the Church and the standards which must be upheld. I am very analytical in my work and I believe that I can be a good asset to the Disciplinary Board and appreciate the opportunity to serve.

Nominee Statement: As stated above I feel I will be an asset to the Disciplinary Board as I have a good insight to understand people and their actions. Following rules and maintaining the Canons and standards must be done. I would be proud to be elected to the Disciplinary Board. I have served on Vestries in Maine, Dade City and Tampa, serving as Senior Warden, Trea-surer in several of the Churches. I also served six years on our Diocesan Council and was also Chair of the Finance Commit-tee for six years in this Diocese. Biography: Dr. Virginia E. Harper is a cradle Episcopalian who now serves as Clerk of the Vestry for Iona Hope Episcopal Church. The daughter of a Navy Captain and former wife of an adventurous sail-or, she has been a faithful parishioner of over10 Episcopal churches from California to the Virgin Islands. Fort Myers has been home for over twenty years. She has taught at the university and high school levels for over 30 years and currently posts the Edu-cation blog for the Fort Myers News Press. She recently completed three years service on the Florida Gulf Coast Judicial Affairs Committee, adjudicating student Code of Conduct and Academic Violations. She has currently completed 12 hours toward a state certified paralegal beyond her doctor-ate in Education. She participates in numerous local community civic outreach activities and serves on pastoral small groups at Iona-Hope. She is the mother of two grown children.

I am a practicing attorney in Pasco and Hillsborough Counties. I have studied in the Diocesan course for clergy development.

Nominee Statement: I have been a life-long Episcopalian, and have served as a Vestryman and Senior Warden, as well as delegate to the Diocesan Con-vention. In these capacities, I have had experience with framing and enforcing issues of clergy discipline. I have been a member of the former Diocesan Ecclesiastical Court and now the Disciplinary Com-mittee, for several terms. I believe clarity and continuity is im-portant to proper Church discipline. Nominee Statement: I recently graduated from seminary, during which time I studied and completed Title IV training.

The church needs persons who are knowledgeable and able to administer the canons for ecclesiastical discipline under Title IV, should the need arise.

JOB DESCRIPTION: The University of the South, locat-ed in Sewanee, Tennessee is the only university in our country owned entirely by the Episcopal Church. Each of the owning Dioceses, located in the Southeast is represented by its bishop(s) and three additional delegates to the Board of Trustees, one of whom is to be a priest. Continuity and longevity in tenure of the office is desirable as influence tends to increase with experience and familiarity with the University’s various offices. The Trustees meet annually and have a great deal of ultimate authority regard-ing the life of the University. The Board meets once every May on a Thursday and Friday.

Nominee Statement: I feel that the position of Trustee of the University of the South is very important to the main-tenance of continuity and quality in the Church and its institutions. I am a native Floridian and cradle Episcopalian, and believe in understanding the history, and fol-lowing the traditions, of the Episcopal Church and the Anglican Communion. I have been involved in Parish and Diocesan ac-tivities as a Vestryman and Senior Warden, and member of the Ecclesiastical Court and Disciplinary Committee. I have been a Director of the USF Campus ministry, and understand student concerns. I have studied in the Diocesan School for Ministry Development. Nominee Statement: Your consideration of my candidacy for election as a trustee for the University of the South (Sewanee) would be appreciated. Education is one of the foremost respon-sibilities and concerns for all of us in the church today. I have served on various committees at my parish, on the deanery and diocesan level, as well as on the provincial and national level of the Episcopal Church. Sewanee is an educational institution where I can bring this knowledge and desire for service to the larger Sewanee community as well as help to build support for Sewanee and the ministry it provides.

Matthew StewartSt. Peter’s Cathedral

Biography: Matthew Stewart is a Florida native, born and raised in Clearwater. Currently, he is a member of St. Peter’s Cathedral in St. Petersburg. Matthew holds an undergraduate degree in Philosophy (St. John Vianney Seminary), graduate de-grees in Theology (St. Vincent de Paul Seminary) and Religious Studies (University of South Florida) and is a doctoral candidate in Curriculum and Instruction with a focus on Higher Education Administration (University of South Florida). Matthew works for St. Petersburg College, full-time in the Office of Professional Development in Human Resources and as an adjunct instructor of Religion in the Humanities Department. Over the years, Mat-

thew has worked for various non-profits, institutions of higher education and parochial schools. Additionally, he completed two units of Clinical Pastoral Education at Tampa General Hospital. Matthew is an active member of St. Peter’s Cathedral, serving as moderator of St. Aelred, lector and as a member of the Formation Committee. In previous parishes, he served as Eucharistic Minister, led small faith communities and worked with middle and high school youth groups.

Nominee Statement: I would be hon-ored to serve the Diocese and Church as a trustee at Sewanee. I believe my background in higher education, work in the church and commitment to student success would all serve me well. Additionally, my graduate education in Theology and doctoral work in Higher Education Administration would contribute to my success. I am a strong proponent of a liberal arts education. The purpose of higher education, specifically one grounded in the Episcopal tradition, is to prepare students to search for “truth, seek justice, preserve liberty under law, and serve God and humanity.”

I believe I would be able to serve Sewanee as it seeks to foster student growth and success, build a stronger campus through the Campus Master Plan and equip ministers to preach the Gospel. Presented Resolutions

Resolution 2012-x: Resolution to Give the Diocesan Council Responsibility for Considering Requests to Consider Extenuating Circumstances Made by Congregations in Arrears. Offered by the Committee on Constitutions and Canons. RESOLVED, by the 44th Annual Convention of the Diocese of Southwest Florida meeting at Punta Gorda on the 20th day of October, 2012:

That the Canons of the Diocese of Southwest Florida be amended as follows: Canon II Section 1. a. Any congregation in arrears in any amount for the immediately preceding calendar year, or any other preceding year shall be automatically denied the right to voice and vote at the Annual Convention. If the members of the congregation think there are extenuating circumstances giving rise to their arrearage(s) they may request, in writing, to have their extenuating circumstances considered by the Congregation Development Committee DIOCESAN COUNCIL FINANCE COMMITTEE. The request shall be made on or before the 15th day of April in the year of the convention. Any request not submitted in writing by the deadline shall not be heard by the Congregational Development Committee, the Diocesan Council, ITS FINANCE COMMITTEE, nor OR the members of the Convention. The Congregation Development Committee THE DIOCESAN COUNCIL FINANCE COMMITTEE shall hear the request of the congregation and make their ITS recommendation to the FULL Diocesan Council on or before their THE August meeting OF THE DIOCESAN COUNCIL. The Diocesan Council shall consider the request and the recommendation of the Congregation Development Committee ITS FINANCE COMMITTEE and make their A recommendation regarding voice and vote to the members of the convention prior to the first business of the convention requiring a vote. The decision of the convention shall be final. Explanation:

The reason for the proposed changes is that the Congregational Development Committee

and the Diocesan Council both consider Diocesan Council and its Finance Committee to be the group most knowledgeable and capable of dealing with the financial and policy considerations which this canon addresses. It also makes the de facto practice the required procedure. This canon has the support of the CDC, Diocesan Council, and the Diocesan Council Finance Committee.

2013 Diocesan Budget

* The Office of the Bishop staff communicated with a variety of diocesan leaders regarding individual line items.

* The Endowment Fund Board determined the 2013 spending rule per the Endowment Fund Policy. Funds available for distribution are determined by using a total return principle. The approved rate for 2013 is 4% of the three-year rolling average market value of the corpus. This releases a total of $231,000 from restricted and designated funds for use in 2013.

* The Finance Committee reviewed draft budgets in their July and August meetings, and made the recommendation to Council.

* Council approved the final budget at their August 18, 2012 meeting.

* The budget was presented to convention delegates and clergy at the Fall Deanery Convocations in September.

This diocesan budget is the product of a thorough, deliberate process of conversations that include the diocesan community through Council, committees and other leaders. While a year-long process, it formally begins in June and continues through final presentation in October.

The Bishop Gray Retirement Foundation, Inc. is a not-for-profit Florida corporation, organized to provide retirement support for the aged under the auspices and control of the Central, Southwest and Southeast Florida Diocese of the Protestant Episcopal Church currently through a "scholarship program" which is intended to help eligible elderly Episcopalians from the three dioceses obtain quality housing and healthcare. The Diocese elects four members to the governing board to the Bishop Gray Retirement Foundation, Inc. At 12/31/2011, the total assets of the Foundation were $8,996,507.

Episcopal Diocese of Southwest FloridaExhibit A - Apportionment Calculation Clarification

The apportionment of support that each congregation pays to the Diocese of Southwest Florida for the support of the diocese and related activities of the diocese shall be calculated as a sum of two parts: 1) operating apportionment and 2) capital apportionment. The Parochial Report figures used as the basis for these calculations shall be the report filed two years preceding the year in which the apportionment is due. For example: the 2010 apportionment is calculated using the data filed in the 2008 Parochial Report.

1) Operating Apportionment is calculated as 10% of the congregation's "Normal Operating Income", reported on SubTotal A of the Parochial Report. The 10% is based on the biblical tithe and is the default rate for every year, however the percentage amount may be adjusted as a part of the annual budgeting process. Any exceptions to the rate for a particular year would be be approved through the regular approval process of the diocesan budget for such year.

2) Capital Apportionment is calculated as 10% of the congregation's "Funds Received for Capital Projects", reported on Line 8 of the Parochial Report. These apportionment dollars are directed to the capital needs of the diocese and the support of missions.

The apportionment shall be paid on a regular monthly basis throughout the year unless other arrangements are made with approval of the Diocesan Council in advance.

Reports to Convention 2012Bishop Gray Retirement Foundation, Inc.

The Bishop Gray Retirement Foundation’s financial assistance program continues to provide financial aid to low-income elderly Episcopalians from the Southwest, Southeast and Central Dioceses of Florida seeking help with the high costs of retirement community living and medical expenses. We do still gratefully receive donations from individuals and parishes from the three dioceses. The board of trustees would like to preserve the endowment fund as much as possible, using only the income from investments for distributions. During 2012, we helped 30 Episcopalians living in retirement communities, assisted living and senior facilities in the three dioceses. Approximately $350,000 was distributed for financial assistance this year, mostly in the form of monthly housing grants.

Retirement/ALF/Senior Living Facilities housing BGR Foundation financial aid recipients were The Riviera, Holly Hill; The Crossroads, Davenport; Spring Haven, Winter Haven; Winter Park Towers; Orlando Lutheran Towers; Psalms Care ALF, Orlando; SpringHills Lake Mary ALF; Trinity Towers South, Melbourne; The Barrington, St. Petersburg; St. Giles Manor II, St. Petersburg; Lake Forest Park, Ft. Pierce; The Crossings, Lake Worth; Lake Worth Towers; St. Andrews Residence, West Palm Beach; St. James Residence, West Palm Beach and Lesly’s Leisure Living, Tamarac.

Ginger Van Valkenburgh, Exec. Director

Christian Formation2011-12 has been an exciting year for Formation ministries.John Roberto, the keynote speaker for the last Clergy

Conference, challenged us to lifelong formation through our homelife, education, and online resources. During the year the School for Ministry Development has shared in the training and presenting of three diaconal candidates for ordination: Keith Backhaus, Micheal Sircy, and (soon) Kevin Mort. Summer Camp 2012 was a great success with more young people than ever attending.

Mid 2012 has seen the addition of the Rev. Michelle Ortiz on the diocesan staff as Coordinator for Youth and Family Ministries, which will provide much greater communication and coordination among the diocesan and parish programs. This year also marks the 50th anniversary of the USF Chapel Center where the event will be marked with a great celebration in November. Anyone who has been involved in this ministry is

invited to participate in the festivities.The end of 2012 and 2013 are shaping up to be as active! The

SMD is now offering courses for lay licensure as well as diaconal studies. Dr. Bill Stafford, Dean of the seminary at the University of the South, is the presenter at the annual Clergy Conference; and we are beginning a joint project for student ministry at Florida Gulf Coast University.

Clergy Spouse AssociationThe Clergy Spouse Association (CSA) of the Diocese of

Southwest Florida continues its mission as its members give support to their significant others and to one another. The membership meets twice a year: once at the annual diocesan convention and again in the spring for a retreat at DaySpring in Ellenton.

We were honored last year to have Karen Carroll, Mission Team Coordinator for the church in the Dominican Republic, speak at the annual luncheon held at the Isles Yacht Club in Charlotte County. She spoke highly of the support given to the church in the DR in the form of Maintenance and Construction teams, VBS teams as well as Field Medical assistance. In March, our retreat leaders were Fran and Diana McKendree. Through song and discussion, this husband and wife team lifted our spirits and gave us attainable goals for the work we undertake as clergy spouses. In addition to their wisdom, we were blessed to have Bishop Dabney join us for a Friday night concert and to have Mary Ellen Smith in attendance as well. It was an evening not to be forgotten.

Companion Diocese/ Dominican Development Group

Again during 2012 the Companion Diocese mission teams (deanery and individual parish) to the Dominican Republic continued our missional commitment with the Dominican Episcopal Church by sending over 120 persons in 12 teams.

Individual Parish Teams: The Church of the Ascension spearheaded the collection of 53 scholarships for children in San Matías School and sent a combined construction/VBS team to work at San Matías during the summer. The Cathedral sent its annual VBS team to San Lucas and La Anunciación. The Church of the Redeemer sent an adult construction team to work at San Gabriel, and St. John’s, Naples sent a team to work at Espíritu Consolador in Dajabón on the Haitian border.

Deanery Teams: The Tampa Deanery raised over $84,000 and sent 4 teams to close in the first floor of the new Santa Cruz church in Santa Fe; over the past year the Naples Deanery sent some $40,000 in program support to El Buen Samaritano Shelter/School; the Venice Deanery raised almost $19,000 to finish the 3rd floor of San José school plus paid their own airfare and lodging; and the Clearwater Deanery raised some $34,000 to build a church for San Bernabé and sent a combined construction and VBS team. The Venice and Clearwater Deaneries also raised scholarships for San

Tomás Children’s Nutrition program helping supply the food for the Saturday morning children’s Bible study and hot lunch program initiated by the women of Santo Tomás, Gautier, a very poor settlement on the edge of Santo Domingo.

Missionaries: Karen Carroll, long-term appointed missionary, now heads up the coordination of the more than 60 mission teams that served in the DR this year. Bob Stevens continues as an appointed missionary under special assignment with the Episcopal Church, heading up the Dominican Development Group headquartered at DaySpring.

Overall, the Dominican Development Group continues to mature as an organization, as it touches so many people for mission around the diocese and beyond.

Above is a litany of mission efforts coming out of Southwest Florida. The Companion Diocese Committee, the DDG’s local arm, continues strong, and a variety of SWFL leaders have emerged to help give direction to our companion relationship. Notably, and based on the very successful Tampa Deanery model, Bill Kunkle (St. Mark’s, Tampa) worked with the three dioceses of Lower Peninsula Michigan to help close in the first floor of a new church for San Simón just outside of Puerto Plata.

Commission on Liturgy & MusicThe Commission on Liturgy and Music for the Diocese of

Southwest Florida is appointed by the Bishop and serves under his guidance and direction. The Commission is responsible for the planning and execution of the liturgies for Diocesan Convention, as well as other diocesan events as needed. We also are responsible for providing and keeping current the customaries for confirmation and ordination.

Our goal is to serve the Bishop and diocese by providing well-planned, beautiful liturgies expressive of the faith of the People of God and of the very best in Anglican worship, and our intention is to involve many persons from throughout the diocese and indicative of our great and growing diversity.

Commission on MinistryThe Commission on Ministry continues to enjoy its vital

role in walking with people as they continue to discern their various calls. It remains a blessing and a privilege to journey with people in these transformational spiritual times. Currently, the Commission is composed of three lay people: Sherre Henley, Chuck Henry and Patrick Whelan; two deacons: The Rev. Marcia Tremmel and The Rev. Keith Backhaus; four priests: The Rev. Chip Connelly, The Rev. Dewey Brown, The Rev. Bill Burkett, and The Rev. Bryan O’Carroll; and The Rev. Canon Michael Durning, Standing Committee Liaison The Rev. Ann McLemore, and the COM Chair: The Rev. Dr. Ellen Sloan.

During this past year, the Commission hosted one Bishop’s Advisory Panel at DaySpring. This full day consisted of an early working breakfast for the Commission, Morning Prayer and a  spiritual formation “workshop” for the COM and aspiring postulants, and in-depth interviews with those discerning ordained ministry - in the areas of spiritual, educational, and vocational formation. Following another two-hour work session

of the COM, a social gathering was held with interviewees, their families, the COM and the Standing Committee. Next year the Commission plans to have two BAPs – one in the fall and one in the spring.

Each year the Commission offers a full-day program for anyone in the diocese desiring to learn more about spiritual discernment, how they are called as Baptized Christians, how they might be being called in a different way, and how the discernment and formation process works in this diocese. The COM has renamed these former “vocation information days” as “ A Sacred Time Between Times: Reflections and Discussion on Discerning God’s Call.” Approximately 15 people attended our last session.

The COM is currently preparing a guide to assist new deacons as well as those still in the process, as they learn and participate in specific diaconal responsibilities. We hope this will also be an aide to each deacon’s mentoring priest. The COM also continues to work closely with the Diocesan School for Ministry – not only to increase awareness of the school’s particular role and responsibilities, but also to ensure a smoother process for those aspiring to the diaconate as well as to licensed roles. Another change that has added continuity and clarity for both the COM and those in discernment is the appointment of a COM liaison to every person in the process. This liaison connection is made after the COM receives an aspirant’s letter of interest.

It remains my hope that the COM can continue to listen well to where those “still small voices” are speaking to their congregations, to the Bishop, and to the COM as we together enable people to actualize their God-given gifts and skills for the work of the church, and we raise up both lay and ordained ministries in this Diocese.

Committee on Constitution & Canons

The Committee on Constitution and Canons had another relatively quiet year. Our main focus was to work with the Congregational Development Committee and Diocesan Council in reassigning certain responsibilities. The proposed resolution effecting the changes will be before the 44th Diocesan Convention. The Committee on Constitution and Canons is pleased to work with those affected by the canons to find mutually agreeable ways to improve the ministry of the Diocese.

Congregational Development Committee

The 2011-2012 Congregational Development Committee (CDC) of the Episcopal Diocese of Southwest Florida has been very busy since the last convention.

The CDC includes 1 clergy and 1 lay representative from each deanery in the Diocese. The Chair and committee members are appointed by the Bishop. There are four sub-committee within the CDC. There is the Leadership and Revitalization sub-committee, the Church Planting sub-committee, the Assisted Congregation subcommittee and the Mission Insight sub-committee. Each group has a leader who makes regular reports to the committee as a whole

at our meetings every other month.The CDC is committed to focusing its efforts going forward

on the “development” of our parishes and their leadership. Having developed formulas and solutions as they relate to past due apportionments, we can now turn our focus to the development aspects of the committee’s canonical charge. Our goal is to involve the deans of each deanery to act as our first line of notification. If something needs to be addressed in a particular deanery it will be the joint effort of all involved to bring a swift, equitable and spiritual conclusion to the situation. Providing new resources for parishes to utilize when the need arises is a constant focus of the committee. The goal of the CDC is that parishes and their leadership look forward to interaction when needed with the committee.

Council of DeaconsThe primary function of this council the past two years has

been the receiving and analyzing Episcopal Charities Grant applications for recommendations to Diocesan Council and Bishop. Last year they reviewed 10 applications and this year 12 grant requests have been received. Initial discussions have taken place between the Council on Deacons and the School for Ministry Development Dean to design a series of Continuing Education programs for our Community of Deacons.

Cursillo CommunityIn the past year, there have been some significant changes made

within the Cursillo Community. The Cursillo weekends went from three events per year to two. The Holy Eucharist, which was celebrated at the closing of the weekend, is now celebrated prior to the closing at St. Thomas’ Chapel at Dayspring. This change allows for a shorter, more personal time with the new pilgrims and has resulted in positive feedback from those traveling long distances.

The Secretariat has worked hard at updating the by-laws and the weekend “Workbook.” Director Pete Soto is very pleased with the variety of new talent on the secretariat. That talent includes a strength in Parliamentary procedures, generating and implementing new ideas and the addition of two new spiritual directors, Fr. John Hartnett and Fr. Jim Hedman. Director Pete Soto’s term ends this October and he was quoted as saying, “I have learned many things, especially to ‘let go and let God.”’

Daughters of the KingThe Order of the Daughters of the King in the Diocese of

Southwest Florida is composed of thirty-five active senior chapters with 634 members and one junior chapter. By reaffirmation of the promises made at Baptism and Confirmation, a Daughter pledges herself to a life-long program of prayer, service and evangelism, dedicated to the spread of Christ’s Kingdom and the strengthening of the spiritual life of her parish. A new chapter, “Faith,” was established at St. Martin’s Episcopal Church in Hudson, April 2012.

Our chapters regularly visit and offer prayers for the sick and shut-ins, participate in quiet days, healing services, as well as book and Bible studies. We support “Safe Passage,” a non-

profit organization working in Guatemala City to bring hope, education, and opportunity to the children and families living in extreme poverty around the city’s garbage dump. We have pledged to continue financial support to Heidi, the student we sponsor, until she graduates. We also support the Dominican Republic project as well as the funds of the order: Endowment Fund, Master’s Fund, Self-Denial Fund and the Alpha Fund.

The Daughters of the King Chapters in the Diocese of South-west Florida are committed to the Lord, our parishes, the diocese and each other.

DaySpring Development Steering Committee

The committee did not meet in 2012 as of this printing. We have been waiting on the results of the survey taken earlier in the year to ascertain the direction the committee should take according to the wants and needs of the diocese. We will have a meeting before this convention with or without the survey results.

One very important item is the completion of the new Diocesan House at DaySpring. The project was completed in a timely fashion after the rigorous process of obtaining permits. We should be very proud of our new facilities as the offices are not only functional but provide much more space for meetings and other activities. The committee will be quite active in the ensuing year as we will focus on the priorities as expressed in the survey results.

Diocesan SchoolsThere are seven larger Episcopal schools in the Diocese and

numerous smaller, but strong, parish-based schools, often for ages three through six. In this academic year St. Paul’s School in Clearwater welcomes a new full time Chaplain, the Rev.Oliver Butler, while they thank the Rev. John Hiers of Ascension Church in Clearwater who has been their part-time Chaplain for years. Also in this academic year: 1.) A number of chaplains and faculty will travel to Baltimore in November to present workshops for the National Association of Episcopal Schools’ convention. 2) Berkeley Preparatory School in Tampa will host the national chaplains’ conference in February.

Diocesan Stewardship CommitteeThe Diocesan Stewardship Committee offered two Diocesan

Stewardship Workshops during the summer of 2012. The two workshops were well attended from 33 congregations with registrations of 130 laity and clergy. The material covered included a review of fall stewardship programs, exploration of theological and biblical understanding of stewardship, handouts for Vestry Stewardship Statements, stewardship bible study materials, and lay stewardship witness outlines.

The Rev. Chris Gray, Canon for Development, worked with congregations in the diocese in all areas of stewardship education and development throughout the year. He visited 35 individual

congregations during the year, with some receiving multiple visits which included preaching and teaching on stewardship. He also attended Deanery Clericus Meetings and services as a liaison between the diocese and The Episcopal Network for Stewardship (TENS). The Episcopal Network for Stewardship made a major change this year and is no longer sending the bi-monthly publication by surface mail to every congregation in the diocese. TENS material is now sent electronically to the diocesan office where it is forwarded electronically to each congregation. All congregations have access to TENS material through our diocesan membership, which is renewed each spring. Login information and password can be obtained by contacting Canon Gray.

This past winter the Committee worked very closely with the diocesan staff to create and produce the Second Annual Bishop’s Appeal, which was drop shipped to congregations in the diocese. A special thank you is extended to all congregations for including this annual appeal on a given Sunday during Epiphany. We are also grateful to the diocesan staff for their labor of love as together we strive to fulfill one of Bishop Smith’s visions for the future of our diocese. The proceeds from the Bishop’s Annual Appeal benefit the Episcopal Charities Endowment Fund and the DaySpring Endowment Fund.

The Committee also worked closely with the Episcopal Church Foundation to assist congregations with their Planned Giving needs. Ken Quigley from the Episcopal Church Foundation presented a Planned Giving Workshop at the 2012 Convention. The Rev. Laurel Johnston, Program Officer for Stewardship for the Episcopal Church, was set to present a Stewardship Workshop at the 2012 Convention. Additional stewardship workshops on various aspects of stewardship and planned giving are projected for 2013. Please contact Canon Gray with suggestions for future workshops.

Disciplinary BoardOn behalf of the nine members of the Disciplinary Board,

I am pleased to report that all Canonical requirements have been satisfied. On November 8, 2011 the Disciplinary Board, conducted an organizational meeting as required. During this meeting, as subsequently confirmed and approved by both the Standing Committee and the Bishop, John Goldsmith was selected as the Church Attorney, and Sam George was selected as Clerk for the Board. Since this was the first year when our Church was governed by the new Title IV disciplinary procedures (which had become effective July 1, 2011), we began our meeting by joining with Bishop Smith, the Chancellor and with the Chair of the Diocesan Committee on Constitution and Canons, for instruction about our new process, since we now operate as a Disciplinary Board instead of as an Ecclesiastical Court.

However, the best news to report is that the Board, other than our organizational meeting, did not have to come into session this year to consider any disciplinary proceedings. Our prayers are that the same will hold true for the year ahead. I would also like to thank all of the other members of the Board who were willing to allow themselves to be nominated as members, and who willingly stepped forward to serve as potential panel members at one point where it looked like that might be necessary. Three members of the Board have terms which expire at this Diocesan Convention – Father Doug Remer, Larry Crisp

and David McCallister. While they are allowed to and hopefully will choose to run again, I especially appreciate their willingness to serve for the first year in this new format.

Education for MinistryEducation for Ministry is a program of theological study,

by extension, from the University of the South, Sewanee, Tenn. There are several active groups in our diocese, including three in Naples, one in Punta Gorda, one in Venice, one in Sarasota, one in Tampa, one in Clearwater and two in St. Petersburg. There are nine active mentors/co-mentors, and a total of sixty plus students.

The academic year runs generally from September through May, so that as this is being written, groups are making plans to re-form for the year ahead. In addition, there is a training session for mentors being offered September 27 – 29 at St. John’s Episcopal Church, Clearwater. Current mentors needing recertification and new mentor candidates are welcome.

Episcopal Church WomenIn November 2011 the Episcopal Church Women of the

Diocese of Southwest Florida elected a new Board at their Annual Meeting at DaySpring. The role of the Diocesan Board of ECW is to:

1. Model and share best practices in communication, programming, leadership, and governance.

2. Develop, support, and inspire leaders at all levels: Branches; Diocesan; Provincial; National, and

3. Represent and build support for Episcopal Church Women in every church in the Diocese of Southwest Florida.

The ministry of the Episcopal Church Women of the Diocese of Southwest Florida continues to remain strong and active in: Church Periodical Club, Mission & Ministry, United Thank Offering, Sara Howell Memorial Fund and DaySpring Episcopal Conference Center. In February 2012 the ECW Diocesan Board collaborated with Women’s Ministry and held an event celebrating all women’s ministries in the Diocese of Southwest Florida. The event theme was “The Miracle Continues a Day of Inspiration” combining the “Believe A Miracle” concept with the annual ECW Day of Inspiration. The event was very successful, with around 200 attending.

As your newly elected President of the Episcopal Church Women for the Diocese of Southwest Florida I would like to tell you how much the Board and I look forward to the next three years as we work together serving our Lord in our Branches and beyond. Over the past three years as your ECW President Elect I have witnessed Episcopal Church Women’s Leadership, Commitment to Christ, and Dedication to their Churches. For many women using their God given gifts has been a lifelong process and for some the adventure has only begun, but our common thread continues….We are the Women of the Episcopal Church joined together to do God’s work. Our vision for all women in the Diocese is that we become a vibrant blend of all ages coming together as a peacemaking, healing part of the church. Our mission statement for the next three years is: “Many Women, Many Ministries; together we worship Christ, we serve, and we support our churches and God’s Kingdom.”

Episcopal Relief & DevelopmentEpiscopal Relief & Development continues to follow the

mandate set in Matthew 25, as well as address The Millennium Development Goals. These are eight international development goals that all 193 United Nations member states and at least 23 international organizations agreed to achieve by the year 2015. Our diocese has been working toward sending 10,000 malaria preventing nets to Sub-Sahara Africa. As each net can save 3 lives, it represents the 30,000 Episcopalians in the Diocese of Southwest Florida. As of August 1, $82,000 of the $120,000 has been received by Nets for Life from this diocese.

Other areas of development and need are also being addressed. The Gifts for Life Catalog lists a variety of ongoing projects that are of importance, such as clean water, agriculture, food security, health and education. As part of the United States Disaster Preparedness Initiative, Episcopal Relief & Development is building a database of volunteers who are ready and willing to respond in the event of a disaster. The application form for “Get Involved” is at www.er-d.org.

Episcopal Relief & Development is offering Christian Formation programs for children, youth and families. These resources will support congregations as they “continue in the apostles’” teaching and fellowship,” “proclaim by word and example the Good News of God in Christ” and “seek and serve Christ in all persons.”

Children’s programs include Abundant Life Garden Project, Rita Mosquito (Nets for Life Inspiration Fund), Rogation Days: Blessing of a Garden, A Special St. Francis Day Module: Blessing of the Animals and Children’s Chapel Modules for Advent. For youth and young adults, there is Act Out. For adults, there is an Adult Education Discussion Guide for the Nets for Life Inspiration Fund.

Evangelism CommitteeWith our continued mandate to share the Gospel with

others, the evangelism committee is continuing to seek ways to introduce Christ to others. One way is in sharing what others are doing. We hope to communicate this to you as we strengthen our efforts in communicating Evangelism activities. 

Our committee once again sponsored a youth outing to Youth Quake, which is now under new management, and hoping to become an even bigger winter event in the mountains of North Carolina. This year many first-time decisions for Christ were made at this event. We are also pleased that Deacon Gary Cartwright has joined the committee and will be working with us in our efforts. The greatest joy we could ever experience is that of a life changed in Christ Jesus. We look forward to serving you this coming year.

Finance CommitteeThe Diocesan Finance Committee is the first fiduciary filter

for all financial issues in the life of the Diocese. The Committee reviews and analyzes financial information and when appropriate recommends action to the Diocesan Council which is the final

fiduciary body for the Diocese. The Finance Committee works hand in hand with Chief Financial Officer of the Diocese. In 2012 in brief the Finance Committee:

• Carried out a review of the DaySpring Conference Center finances at every monthly meeting.

• Proposed and approved an incentive program to parishes that paid their Diocesan assessment in a timely fashion.

• Worked with parishes to achieve timely financial reporting and then providing a financial snapshot with information provided.

• Assisted various parishes through our Revolving Loan Fund.• Supervises Diocesan investments through the Endowment

Green TeamFor several years the Diocesan Green Team has been sharing

ways for all of us to become better stewards of the Earth that God has given us. The time for talk has come to an end; it is now time for action !! This past year the members of the Green Team have been seeking ways to encourage more congregational involvement in the stewardship of all of the natural resources with which we have been blessed.

After considering a program that was begun by the Massachusetts Conference Environmental Ministries entitled Green Congregation Challenge, the Green Team is initiating a program that will not only challenge congregations to do more in the area of ecology but will also recognize those congregations who have made strides to become more environmentally friendly. There are three different levels that a congregation can attain making it possible for every congregation in the Diocese of Southwest Florida can be certified as a Green Congregation. It is our fervent prayer that all of our congregations will accept “The Challenge.”

Hispanic/Latino MinistriesToday 778,107 documented Hispanic/Latinos reside in our

diocese and that number is expected to increase by 12% in the next 5 years. With this rapidly growing dynamic in mind, a team of 14 dedicated Spanish-speaking clergy and lay leaders from interested churches have met on a regular basis this year to develop a strategy for establishing Hispanic/Latino congregations within our existing churches. Helped by a grant from The Episcopal Church’s Hispanic Missioner, we established a part time Diocesan Hispanic Missioner, the Rev. Mario Castro to help us in our church communities.

Our work has been fruitful and we see great promise for the future. The diocese has 2 mature Hispanic/Latino Congregations (St. Francis, Tampa and Redeemer, Sarasota), 2 newly established congregations this past year (St. Giles, Pinellas Park and St. Edmund’s Arcadia), and one offering a Vacation Bible School this summer with an eye to offering regular Spanish Services this fall (St. Mary’s, Palmetto).

The opportunities for establishing new Hispanic/Latino congregations are great, as we look at deanery demographics: Hillsborough (356,538 Hispanics/ 22.6% of the population); Ft. Myers (156,783/21.8%); Manasota (80,463/13.8%); Clearwater (75,603/8.7%); and Naples (63,897/21.9%).

Jubilee MinistriesIn 2010 we reinstituted Jubilee Ministry Center Ministries in

our diocese by establishing a network of churches recognized for their existing Leadership and Outreach programs in response to the Jubilee Ministry Mandate of the Episcopal Church:

“To be a ministry of joint discipleship in Christ with poor and oppressed people, wherever they are found, to meet basic human needs and to build a just society.”

This year we are proud to announce the addition of three new churches to our Network. They are All Souls, N. Ft. Myers; Christ Church, Bradenton and Holy Spirit, Safety Harbor. The other Jubilee churches are Church of the Ascension, Clearwater; Church of the Redeemer, Sarasota; St. David’s, Englewood; St. Giles, Pinellas Park; St. Mark’s, Marco Island; St. Mark’s, Venice; St. Mary’s, Bonita Springs; St. Peter’s Cathedral, St. Petersburg; St. James House of Prayer, Tampa

Recovery MinistriesThe primary work of our committee is to offer four Spiritual

Retreats per year. Each retreat is based upon Three Steps of the Twelve Steps of the Alcoholics Anonymous program. Three of these gatherings are held at Dayspring and the fourth is held at a beach setting in the area between St. Petersburg and Clearwater. Almost half of the persons attending are new to Recovery and they attend on scholarships. They are individuals who are primarily residents of half-way houses. Eighty per cent of our annual budget is allocated to provide the opportunity to invite these men and women to relax in an atmosphere cloaked in the Love of the Lord Jesus Christ and form a solid basis for their Recovery.

The secondary work of our committee is to serve as a resource to the Parishes and Missions of the Diocese of Southwest Florida. We do this by scheduling a Twelve Step Eucharist that is celebrated as the primary service so that the Twelve Steps of Alcoholics Anonymous can be explained to the members of each congregation. Alcoholism and Addiction are considered the most prominent diseases of our society. Unfortunately, not enough  is  done either to  discuss the problem or  to present a method of healing that can lead to the arrest of this disease. We look forward to offering this presentation during the sermon in your parish.

• The Rev. Ann McLemore was appointed as the Standing Committee’s representative to the Commission on Ministry.

• The Rev. Douglas Zimmerman was appointed as the Standing Committee’s representative to the Safe Church Committee.

• The Rev. Scharf and The Rev. Ann McLemore already serve on Congregational Development Committee.

• The Very Rev. Kathryn Schillreff – Canon X Representative.• Gave consent to the Bishop elections held in the following

dioceses: Alabama, New York, Central Florida, and Haiti.• Approved the ordination of Roy Allison (diaconate and

priesthood) • Approved the ordination of Michelle Ortiz (diaconate and

priesthood) • Approved the ordination of Jean Hite (diaconate and

priesthood) • Approved the ordination of William Daniel (diaconate)

Women’s MinistriesThe Miracle Continues……….Believe In A Miracle

presented its eighth annual event in February at Dayspring. Once again, hundreds of women enjoyed a day of Praise, Prayer, Fellowship, Learning, and Laughter. Rev. Gigi Conner, former Canon of St. Peter’s Cathedral, now Vicar of St. Gregory’s in Woodstock, NY was the Chaplain for the day; Katerina Whitley presented beautiful enactments of women of the bible, and Fran McKendree led the group in Praise music. The day was co chaired by Lana Fitzgerald and Jackie Robe and hosted by Episcopal Church Women, Diocese of Southwest Florida. The purpose continues to be to inspire, motivate, and teach women to go out into the world to spread the Word and Name of Jesus Christ.

Believe In A Miracle has been presented at the women’s conference in Kanuga, N.C., for the past three years, and is being considered as a ministry in many of the 20 dioceses of Province IV. It was presented as a workshop at Triennial Mtg. in 2009. Many mini miracle days (half day programs) are held in churches around the diocese every year. The next annual day will be held at St. Peter’s Cathedral in February of 2013. And so the miracle continues under the capable and loving guidance of Lana Fitzgerald, who is taking over the leadership of the ministry. I say thank you to my teams, to the attendees, and to those who offered their talents, and to Bishop Smith and the diocese for their continued support.

39 Holy Spirit Come

The Diocesan Shield dates from 1969, when the Diocese commissioned St. Petersburg artist Miss Amie Medary to design it. Me-dary, a native of Groton, Conn., was a commercial artist who was educated at the Pennsylvania Academy of Fine Arts and the School of the Museum of Fine Arts, Boston and was known locally for her watercolor portraits and landscapes.

In 2012, the Diocese created new versions of the shield with corrected colors and more detailed features in various digital formats. We encourage you to use the new, corrected version available for download at www.episcopalswfl.org.

Medary described our shield in 1969 as follows:The Seal is placed in a “vesica piscis” or pointed oval, conventionally representing a fish. The fish as one of the earliest symbols for

Christ, the letters of the Greek word for fish, ICHTHUS, being the initials of an ingenious rebus for the Greek words meaning “Jesus Christ, Son of God Saviour.” Thus the Church began to use a most appropriate symbol for its Lord in an area of the world where fish-ing was and is also a way of life.

In the upper right of the shield (and it is always the shield’s own right) appears none other than our Suncoast friend, the pelican. He has been curiously glorified by early monks into a common symbol of the sacrifice of Christ feeding us with His blood, or of Mother Church feeding her young with the life blood from her breast. This symbol is found so carved in many churches throughout Christendom.

Next, on a blue field, we have the star from the shield of the Diocese of South Florida, interpreting it to represent Canopus, brightest star of the Southern Cross, and visible in the United States only from the southernmost locations.

In the lower half of the shield, the wavy lines of white and blue heraldically represent the Gulf of Mexico, with a flaming sun slipping below the horizon in a golden sunset sky. Around this is a border showing the red cross and quartered colors from the arms of the mother Dio-cese of South Florida, indicating our common background.

Above the shield is the conventional bishop’s mitre (termed “precious” because it is jew-eled) resting upon crossed keys showing ecclesiastical authority and also the traditional symbol of St. Peter.

As for the colors used in the shield, all of these go back to the Norman French of the Age of Chivalry.
