The message of “Universal Brotherhood”, ingrained in the culture of our ancient civilization, flows from our

pious land and shows the path of peaceful co existence to the world. This is the secret of the assimilation of

more than two crore people of Indian origin in to about 160 countries of the world where they have decided to

dwell, far away from their native land and have effectively contributed toward the social, economical and

cultural progress of their chosen land.

The ratio of Gujaratis is high among the people of Indian origin who reside in other countries for generations.

Adventurous, expert traders and pragmatic Gujaratis have never left their unique identity, cultural heritage

and spiritual tradition. They are the living embodiment of “Jya jya vase ek Gujarati tya sadakal Gujarat”.

Geographically, Non Resident Gujaratis are staying thousands of miles away from their native land but in their

hearts and soul the heritage of Gujarati language, literature and culture is kept alive. Whenever there is a call

from their native, they have responded munificently.

Gujarati is not only a word, it is a sentiment.

Gujarat does not exist merely in physical form, it throbs with its cultural heritage.

I present herewith a scheme named “VATAN SEWA” the concept of which is to express the sentiment for

Gujarat in Gujaratis. I am confident of your positive response.

every Non Resident Gujarati. The eagerness for extending support remained unfulfilled due to lack of proper

information. Therefore, it is our pleasure to put a nice informative booklet before you, prepared by N.R.I.

Division, Gujarat State containing all information on the avenues and ways of extending your heartiest

support to your state and native place.

This booklet covers all information on various public-private partnership schemes launched by the State

Government like Jyoti Gram Yojana, Mid-day Meal Scheme for school children, Gokul Gram Yojana, Sardar

This ambitious scheme has been introduced with the objective of equipping every village of the state with basic amenities to make them beautiful and clean. There are 18242 villages in the state and 65.51% population of the State dwells in the villages. It is, therefore, not only essential but inevitable to achieve comprehensive development of these villages. Normally, various government projects and schemes take care of developmental works in the villages. However, the basic concept of this scheme is entire development of villages through people's participation and complete decentralization of power.

All of you must be visiting your respective native villages quite frequently and directly or indirectly that must have developed a strong bond between you and your village. Now you can actively participate to make your village more equipped.

In order to ensure comprehensive development of the villages, various developmental works have been divided into three categories and each work is undertaken keeping in view the specific requirement of a particular village. On the basis of the following details, you will be able to choose the kind of work you would like to participate in .The details include the nature of work, its brief description and the cost involved.

How the scheme is implemented?

A Project Implementation Committee is formed under the Chairmanship of the village SARPANCH. It will look after the implementation of works undertaken at the village level. The Constitution of the Committee will be as under:

1. Sarpanch of Gram Panchayat Chairman

2. Two Members from the concerned Gram Panchayats Committee Member

(one of them shall be a Lady member and other one will be

3. Head Master of the Village Primary School Member

4. President of Milk Producers' Society or Member

Cooperative Service Society

5. A Representative from the Donors Member

6. A respected person in the village who is known to take initiative Member

for community works, to be nominated by the State Government

7. Two prudent persons known for taking interest in the development Member

works of the village, to be nominated by the Gramsabha

8. Two Lady group leaders from amongst the groups formed under Member

Rural Women & Child Development Programme

10. GRAM MITRA to be appointed by the GRAM SABHA Member secretary

'GRAM MITRA' to be appointed by the GRAM

SABHA will play a useful role in integrating the

local people with the different schemes launched

by the Government. Therefore, the GRAM SABHA

will select a person who is a local resident,

educated and interested in the development

process of the village. The person so elected will

play an important role as a Member on the

Programme Implementation Committee. GRAM

MITRA will be acquainted and trained in respect of

various Government schemes. The expenditure in

this regard will be borne by the Government.

The Village Implementation Committee to be formed at the Village level will prepare a development plan for

its own village. The Committee at the village level will take stock of the prevailing situation as regards

availability of facilities. It will also discuss about the lack of the facilities envisaged under Gokul Gram Yojana

by the State Government and the priority to be given to deficit works, keeping in view the funds available for

the scheme. The committee will chalk out a final plan for village development and forward it to District Rural

Development Agency for necessary approval. Once the District Rural Development Agency gives approval,

the implementation committee would take up the works on the given priority basis and within the limit of the

funds as suggested in the plan. The expenditure incurred on such works by the implementation committee

will be audited by the Chartered Accountant officially appointed by the District Rural Development Agency of

the district.

How will you donate?

Where to remit your Donations ?

1. You can donate by issuing crossed cheque/demand draft or even account payee cheque drawn in favour

of “Gokul Gram Vikas Fund”.

2. The donation will be duly acknowledged.

3. Gokul Gram Vikas Fund is registered under Bombay Public Charitable Trust Act.

4. The amount of donation is exempted from Income tax under section 80G(5) of the Income Tax Act,1961

5. The donors are required to fill up the consent form as per proforma.

6. If the amount of donation is Rs 5 lacs or more, the Gram Panchayat of the village will put up a plaque

mentioning 'The Village is adopted by _____________(the donor) at the office of Panchayat'. Moreover,

if the work suggested by the donor is completed from his donations, the plaque carrying the donor's name

shall be put up at the place of the completed work.

7. Any asset created through donations shall remain the property of the Gram Panchayat and the Panchayat

shall look after the repairs and maintenance of the said asset.

Mid-day Meal SchemeEducation with Meal

The scheme has been implemented with a view to

increase the attendance and reduce the drop out rate

by providing supplementary nutritions to the students

in the primary schools of the State progressively.

About 35 lakh students are covered daily under the

scheme. They are supplied fresh food stuff containing

minimum 300 calories alongwith 8 to 12 grammes of

proteins. It has been planned to give the benefit of the

scheme to the students for atleast 200 days in an

academic year. It has been planned district wise to

A scheme of “Tithi Bhojan” has been introduced with

a view to implement the scheme effectively by

people's participation as well as to improve the

quality of food stuff served to the students. Some

dates or tithi may be more important to you. We plan

to serve the children with sweets on that date on your

The State Government has made plans and estimates for the design of kitchen cum store in a manner that

may be useful in the programme of mid-day meal scheme.

From among 27,000 centres in the State, about 14,500 centres require kitchen sheds. Estimated cost of

each kitchen shed is Rs.52,000. You may contribute to the construction of kitchen shed as per your desire.

It is very essential to have tapelas, lids, kathrots, buckets and a set of small sized utensils.. There are

27,000 centers in the State and most of them require utensils. Each set costs Rs.5,000 (Rupees five

thousand) approximately

About two lakh children have availed the benefit of “Tithi Bhojan” till to-date. We received donation of

Rs.42.90 lakhs towards food and Rs.80.54 lakh towards equipments till date. The flow of donation

continues. A total 3.5 lakhs of students of various primary schools in Gujarat have availed the benefit of the

scheme. Daily expenditure per student is Rs.3.00. Taking into account the above expenditure, you may

calculate the cost by multiplying the number of students you wish to give “Tithi Bhojan”. The calculation is

Implementation of Mid-day Meal scheme

Commissioner, Mid day Meal the is the administrative head of the entire scheme at the state level. In order to

implement the scheme effectively, he keeps control over administration and finance.

The scheme is being implemented by the District Collector at district level and it is duly monitored by the

Municipal Commissioner in Municipal Corporation areas. Similar duty is performed by the Mamlatdar at

taluka level.

We can claim to have achieved genuine progress

only if we ensure that the modern technology is

applied for the welfare of people at large instead

of being confined to only laboratories. The

Government aims to apply modern technology

not only to sachivalaya or district offices but at the

village panchayat level also. The concept has

been successfully materialized by e-gram

panchayats.

The gram panchayats issue various types of

certificates viz certificate in respect of land

E-Gram

property, birth and death, agricultural holding, domicile etc. It has now become possible to issue such

certificates to you at any place in the world.

The scheme envisages to computerize all the records of gram panchayats in order to make the information

readily available to the concerned persons, institutions and Government whenever required. Necessary

softwares for the scheme have been developed by N.I.C. and are to be made available to e-gram panchayats

to ensure uniformity throughout the state in maintaining and processing the data.

At present, E-Gram Yojana is being implemented with peoples participation. No grant is provided by the State

Government or the Central Government for the purpose. The village panchayats carry out such works from

their own funds or through the people's contribution. Gram panchayats which are not financially sound look up

to the donors for resources.

Estimated requirement to convert a gram panchayat into e-

gram panchayat is Rs.70,000/- as shown here below:

of Management, (IIM) Ahmedabad, a world

renowned institute, was entrusted the work to

examine the effectiveness of the scheme and

also to give suitable suggestions after

studying the administrative, technical,

economical, social and environmental aspect

of the scheme in order to make an

independent evaluation of the scheme. After

elaborate discussion on the findings of the

study report and the results achieved through

the scheme, it seems that the scheme should

be accorded top priority and all the required resources to achieve greater success because it has the potential

to solve the water crisis of the state on permanent basis and it is immensely beneficial since it involves

people's participation. Further, emphasis is laid on constructing check dams on a large scale because they

can go a long way in reviving the ground water table.

The scheme is implemented with 40% contribution from the people and 60% contribution from Govt. The

scheme has received unprecedented response from the people. As a result, check dams have been

constructed in large numbers. You may participate in constructing check dams in the areas of your choice by

contributing 40 % amount.

Keeping in view the local conditions, the State Government has prescribed various technical criteria for check

dams. Actual cost of a check dam cannot be determined till the site is selected. If we take into account the

number of check dams constructed and the expenditure incurred thereon up till now, average expenditure per

check dam comes to Rs.2.50 lakh. Powers to accord administrative and technical sanction under the scheme

are restricted as shown below:

1. Dy. Executive Engineer of Works up to Rs. 1.00 lac

Criteria for selection of

repair works are also under taken on the 60:40 sharing basis.

Provision has been made vide Govt. Resolution, Narmada, water Resources and water supply Dept. No.

prc/2003/35/1359/I, dated 29/5/2003 to deposit the amount of public contribution, received to construct check

dams under Saradar Patel Sahabhagi Jalsanchay Yojana, into the Chief Minister's Relief Fund. It has been

ensured that the donation received for the construction of check dam is set aside and spent for that purpose

only. The amount so earmarked is allocated to Narmada, Water Resources and Water Supply Department

whenever required. The amount donated under the scheme is exempted from Income Tax. If any donor wants

to contribute to the work, he may send a cheque or demand draft drawn in favour of Chief Minister's Relief

Fund, Gujarat State, Gandhinagar.

In view of the increasing spread and cost of

medical Aid and medical Education, the Govt.

has adopted the approach to encourage people

to donate more apart from making rigorous

efforts on its own part to make these services

more beneficial and accessible to people at

large. Therefore, a guiding policy for accepting

the donations is decided vide resolution No.

PARCH/1095/2808(98)B dt.25.1.2000 adopted

by Health & Family Welfare Department of the

State Government.

Scheme for accepting Donations for

Govt. Hospitals, Dispensaries, Health Centres

and Institutions for Medical Education.

The type of Medical purposes for which donation can be offered:

1. To construct building for Medical Institutions;

2. For complete renovations of existing wards;

3. For construction of additional ward or operation theatre at the institution run by the Government or set up

from the donation received earlier.

4. For associating one's own name with the Medical Institution or any part there of constructed by the State

Government.

5. Donating for complete repairing of the Medical Institution.

6. Donating to adopt a ward, a department or

an institution with the intension to keep it

running and developing.

7. To purchase an Ambulance van or Hearse

for General Hospital or Primary Health

Centre.

Normally the amount of donation for such

purpose is large and the Govt. is committed to

ensure that the amount of donation is used

effectively and meaningfully. Therefore,

prior sanction of the Govt. is expected

before accepting the donation. However no

prior sanction of Govt. is necessary if the

donor has not laid any condition for giving

the donation and no recurrent or non

recurrent expenditure is required to be

borne by the Govt. on the work, e.g.

donation given to distribute cots, quilts,

blankets, fans, water cooler, tables, chairs,

gas-stove or utensils.

Rules for putting up a plaque of the Donor

Competent Authority for accepting the Donations

1. Name of the donor person/ institute may be put up, if possible, on materials-equipments etc. received

from them.

2. A plaque displaying donors name, as per their choice, can be put up at the building or any part of its ward

under construction.

3. A list of donors may be displayed at an appropriate place in the newly constructed building, if there are

more than one donors.

4. Donors, who have donated towards the construction of a Hospital or a Health Centre are entitled to

propose names of any two persons of their choice to be nominated as permanent invitee Member on the

Advisory Board of the Institution.

5. The Institution accepting donation shall keep two beds for the patient recommended by the donor if the

number of beds in the institute is 30 or more.

To ensure optimum and meaningful use of all types of donations received, the schedule of activities

undertaken through such donations will be reviewed on quarterly basis by the Commissioner for Health,

Medical aid and Education. Similarly, Additional Secretary Health and Family Welfare Department will review

the activities on yearly basis.

Till recently power supply in rural areas for agriculture and domestic purposes was provided from single-

phase line. This used to hamper uninterrupted power supply for the domestic purposes. Jyotigram Yojana has

been introduced in rural areas of the state to provide round the clock power supply. The original scheme

envisaged to provide electricity to 400 villages, having population of more than three thousand, in the first

phase. However, it was suggested that villages with population of less than 3000 as well as those located near

sub-stations should also be covered and accordingly necessary changes have been made in the scheme.

Now, 'Jyotigram' scheme is implemented keeping in view the population served under a sub-station or a

feeder instead of the earlier criteria of population of 3000. Actual distance from a sub-station or a feeder vary

in the case of each village and accordingly therefore is a scope for variation in actual cost. Average cost of

works carried out under Jyotigram Yojana till date is Rs. 7.00 lakh. If 30% amount of the estimated cost of the

work can be raised through contribution from local people, the state Govt. makes provision for the remaining

70% fund in the state budget to ensure electrification of that village.

Gujarat Electricity Board has been entrusted the responsibility to implement the scheme. To participate in this

scheme, 30 % contribution may be made in favour of Gujarat Electricity Board.

The fund has been created with the objective of providing financial assistance on specific events. There are various schemes in force under various departments of the State Government. However, help is given from Chief Minister's Relief fund in cases where it is not explicitly provided under any rules or where it is not possible to determine in advance but is quite inevitable to help on human grounds.

Whenever, you desire to do your bit for the State, you are requested to donate any amount to the Chief Minister's Relief Fund. Persons suffering from serious illness viz. cancer, heart diseases or disease of kidney and living below poverty lines are regularly provided aid from the Chief Minister's Relief fund. Moreover, the fund is utilized for the following purposes as well as in various catastrophes. In other words, your help will be used for welfare activities in the State.

1. Calamity arising on account of partial or total failure of rain.

2. Problems arising on account of excessive rains.

3. Communal riots.

4. Injury/death as a result of fatal accident.

5. Injury/martyrdom embraced to be helpful in national crisis.

6. Assistance to physically handicapped.

7. Assistance for medical treatment in diseases like Cancer Heart surgery and Kidney problems.

8. Assistance in exceptional cases to affected persons in natural or man made calamities taking place out side the state.

Donations in cash or kind are accepted for the Chief Minister's Relief Fund. When the proposal to donate is subject to any condition, the committee decides whether donation should be accepted. Unconditional donation is accepted directly. Donation given to the Fund in cash is entitled for tax exemption under the provision of section 80(G) (2)(6) of the Income Tax Act, 1961.

Various officers have been authorized to accept donation for Chief Minister's Relief Fund (Gujarat). However, Non Residential Indian donors may pay donation directly to the Secretary of the Fund in the proforma enclosed for administrative convenience.

Do you want to form a trust and get

developmental work done through a

Non Government Organisation?

Contributions by non-government organizations have been significant at every stage in the development of

the State. It has been universally acknowledged that non government organizations have done wonderful

work during various calamities in Gujarat by extending full cooperation to the Government.

Adequate information and method of participation have been shown earlier to contribute to various schemes

to serve the native land. However, if a donor wants to get the works done through a non government agencies

managed under him/her and if he/she has a representative in the native land and if he/she wants to undertake

such work through his / her Non Government Organization, such approach is welcomed by the State

Government. Following information is given for guidance to start such organization:

If a donor wants to undertake any activity in his/ her the native place by forming a Non Government

Organization, he /she will be required to register the organization under Mumbai Public Trust act, 1950.

The Charity Commissioner and Asstt. Charity Commissioner have been appointed as competent officer

to register Public Trust at the state and district level respectively.

Any person desirous of registering such organization is required to apply in the prescribed application

form. It is further required on his part to submit Memorandum of Association and Articles of Association as

documents narrating the objective of setting up the organization, its area of work, proposed rules and

regulations etc.

The Organization will legally come into existence only after the Charity Commissioner issues Certificate

of Registration.

The organisation is required to maintain its accounts in the form as may be prescribed by the Charity

Commissioner. They should be audited by the Chartered Accountant every year and submitted to the

Charity Commissioner.
