Where we began… • Problems plagued the Diesel Locomotive Fleet
• “LIRR may have to deal with the fact that these units are lemons and proceed with a replacement program” Don Nelson, Consultant (October 2, 2007)
• Improper diagnosis of failures
• Poor failure & repair data
• Numerous “No Trouble Founds” (NTFs)
• 3 rd party consultant Booz Allen Transportation (BAT) procured to study Diesel Fleet problems.

12. Implement General Maintenance Improvements

Steps Taken Implemented BAT Recommendations with the following initiatives:
• Established new written policies and procedures for maintenance practices
• Created a Diesel Task Force with key MNR staff
• Improved interdepartmental communications
• Failure review board meets regularly
• Review of contactor maintenance, duty cycle, & application
• Improve cleanliness and organization in diesel shops
• Calibrated and organized tools
• Increased Technical Support

Long Term BAT Issues • There are no imminent premature obsolescence issues, but obsolescence remains an issue not only on this fleet but throughout the industry.
• Need to continue current inspection practices that assures structural integrity of fleet.
• At this time the LIRR plans to continue investing in the diesel fleet to maintain its performance.

Conclusions • The diesel fleet exhibits positive trends in terms of fewer delays and better performance.
• Dual Mode Locomotives and Trainsets have shown marked improvement in 2008.
• The LIRR is seeking alternative vendors to combat high part prices.
