    ANSWER - No. NATO rounds are not interchangeable

    with SAAMI specifications identified in the

    Statement of Work (SOW) paragraph 2.2, page 48.

    3.QUESTION - Part D, Page 51 Paragraph 3.6

    Accuracy: How will FLETC evaluate the accuracy

    requirement? Will test barrels or firearms be

    utilized?

    ANSWER - The contractor will perform their own

    testing and certify product meets the SOW

    specifications. That certification is part of

    the technical proposal submission identified on

    Page 61, Federal Acquisition Regulation (FAR)

    Clause 52.212-1 Instructions to Offerors

    -Commercial Items, Addendum to paragraph (b)

    Submission of Offers.

    4.QUESTION - Part D, Page 50 - Paragraph 3.2.2:specifies quantity requirements for packaged

    rifle and shotgun ammunition but allows for an

    exception to the requirements, provided that the

    actual quantities are clearly marked on the

    package. Paragraph 3.2.1 specifies quantity

    requirements for handgun CLTA (50 per box) but

    does not explicitly provide for the same sort of

    exception. Several of our products, which

    otherwise meet or exceed the requirements of this

    specification, are packaged 25 rounds to a box.

    Q: Will the government accept handgun CLTA in

    packaging other than 50 round boxes if the actual

    quantity is clearly marked on the package, in thesame manner as specified for rifle and shotgun

    CLTA in paragraph 3.2.2?

    ANSWER - No. For clarification we are purchasing

    training rounds only and not duty rounds as

    specified in Part D, SOW paragraph 1.0.

    5.QUESTION - Part D, Page 50 - Paragraph 3.5,

    Reliability: This paragraph discusses reliability

    but specifies only that CLTA must perform in a

    satisfactory manner in any training weapon,

    regardless of the manufacturer. Paragraph 3.8.2

    states that "The training field failure rate for

    CLTA attributable to the CLTA is not more than 1

    failure per 10,000 rounds". At the same time, all

    of the ammo sought under this solicitation is

    manufactured in accordance with SAAMI

    reliability.

    Q: Will the government require submissions to

    comply with SAAMI standards for reliability and

    rank each manufacturers submission according to

    their degree of adherence to that standard?

    ANSWER - SAAMI ensures reliability by setting

    uniform standards for consistency in the

    manufacturing process. The `failure rate'

    standard of 1 failure per 10,000 is specified by

    FLETC for CLTA. Bidders will be evaluated on

    their technical submission and certifications

    attesting to the adherence to the specifications

    outlined in the solicitation which includes

    manufacturing according to the reference SAAMI

    specifications.

    6.QUESTION - Part D, Page 50 - Paragraph 3.6,

    Accuracy:Paragraph 3.6 and subsequent sub-paragraphs

    define the procedures for accuracy testing. For

    each category of CLTA (with the exception of 12

    gauge shotshell) a single group of rounds will be

    fired. In our experience, a single group of

    rounds is an insufficient sample from which to

    determine the inherent accuracy of any particular

    round, unless those rounds are fired from an

    accuracy test barrel and fixture.

    Q: Will accuracy testing be conducted from a

    fixtured accuracy barrel? If testing is to be

    done from the shoulder, will the government

    consider firing multiple groups for testingpurposes?

    ANSWER - See response to Question #3, above.

    7. QUESTION - CLIN XX09, Page 3: CLIN XX09 calls

    for a 12 GA Target #7, 2 3/4 inch. To our

    knowledge no one currently makes a 12 GA #7

    target load. Several manufacturers do make a 12

    GA #7 Target load.

    Q: Can the government clarify whether it is

    seeking a 12 GA #7 Target load or a 12 GA #7

    Target load?

    ANSWER - CLIN XX09 should read 12 GA #7 (or

    7.5) Target Load. Make pen and ink change to the

    affected Schedule B pages provided for

    information purposes only.

    ANSWER - Bid according the schedule unless a

    substitute item is identified by amendment or by

    a change in the schedule. However, Step 1

    Technical proposals is not to contain any pricing

    information.

    9.QUESTION: Can we leave out shotgun ammo?

    ANSWER - Reference solicitation paragraph

    F.4.c.2, page 53, which states "No bidder is

    required to submit a bid on all line items nor is

    the Government required to order all types of

    CLTA as shown on any resultant contract(s)."
