EU-SysFlex overall objective

EU SysFlex objective is to contribute to developing a market design and regulation framework able to foster the

development of innovative flexibility approaches to address the technical shortfalls of a European system with high RES.

These innovative approaches cover both the technical capability for providing the right flexibilities and system services

and the ability of TSOs to integrate these into system and network operation.

DEMONSTRATION OF A MULTI-SERVICE FRAMEWORK FOR COORDINATION OF CENTRALISED

AND DECENTRALISED FLEXIBILITIES LED BY EDP (1/2)

▪ Demonstration of solutions in a real environment in Portugal led by EDP CNET

▪ A total of 10 partners (incl. 5 third-parties) working on WP7 from Industry (EDP,

Siemens, EDF), R&D (EDP CNET) and Academia (INESCTEC)

▪ Focus is on the coordination of flexibility from centralised and decentralised sources

towards the provision of services to the transmission system;

▪ Portuguese Utility EDP participates with 5 different business units:

• - EDP CNET: R&D Center

• - EDP Distribuição: Portuguese DSO

• - EDP Renewables: Renewable energy operator and developer

• - EDP Produção: “Conventional” energy (excl. wind) operator and developer

• - EDP SA – UNGE: Energy trading unit

▪ Demonstrate in a real-environment the coordination of centralised and decentralised flexibility for the

provision of services to the transmission system, through the development of two concepts:

▪ - Virtual Power Plant: Flexibility provided by combined large-scale generation, large-scale storage and RES

power plants via the optimized operation of a variable speed pumped storage power plant

▪ - Flexibility Hub: Flexibility provided by the DSO, through control of DSO-owned resources

▪ Develop solutions that enhance grid-friendly RES, explore large-scale storage, making RES more predictable

and dispatchable whilst also contributing to improve the information exchange and control actions between

distribution and transmission systems;

▪ Demonstration will take place in Portugal, in the

area of the Venda Nova III Hydro Plant (756MW) +

6 nearby wind farms + 7 other (smaller) pumped

storage hydro plants + other “flexibility assets”

(capacitor banks, On-load Tap Changers, etc.
