Background

To cater to the local, domestic and international corporate market for their meeting andconference needs i.e. MICE (Meetings, Incentives, Conventions & Exhibition) activities

To cater to the demand of high-end tourists and business visitors i.e. major thrust to touristarrivals and tourist spends in Odisha

World Trade Center Association has also evinced interest to set up a World Trade Center inBhubaneswar

The Government of Odisha is contemplating to develop a Convention cum Trade Zone(herein after referred to as CTZ) on approximately 24.30 Acres site at Janta Maidan a centrallylocated land parcel in Bhubaneswar.

Odisha Industrial Infrastructure Development Corporation (IDCO) is the state nodalagency for implementing and managing the project on behalf of Government of Odisha.

For implementation of the project IDCO intends to prepare Master Plan and Architectural plansof the CTZ for which IDCO wishes to engage a Reputed Experienced Architectural & PlanningFirm having hands on experience

Site AssessmentJanta Maidan is located majorly in Samantapuri Mouza andpartly in Jaydev vihar mouza.

The site measures total area of 24.3 acres.

As per the CDP Map, 15 acres of the site is demarcated asPublic and Semi-Public Use Zone and the rest is demarcated asOpen Space Use Zone of 9 acres area.

Out of 9 acres of Open Space Use Zone, Mahatma GandhiPark covers an area of 4.418 acres.

Mahatma Gandhi park is actively used as city level landmark .

The site is located along one of the most rapidly developingcorridors of the city which is proposed to be directly linked to theairport in the near future.

Owing to the fast track growth along (majorly IT/ITeS,Industrial, Institutional) the Nandankanan road and a risingdemand for quality international space in the city, the site isproposed to be developed as an Convention Centre.

Mini Convention Halls -Ability to host 12-16 functions simultaneously 1 nos. of hall of seating capacity 1000 pax, divided into two parts. 1 nos. of hall of seating capacity 500 pax, divided into two parts. 2 nos. of hall of seating capacity 100 pax and 2 nos. of hall of seating capacity 50 pax and 4 nos 25pax.

These halls are required for various seminars, committees, meetings etc. Flexibility to merge few halls to form a combined large halls to accommodate

STAGE-1

Finalisation of the Components of the CTZ .

Preparation of Conceptual Layout Plan of the CTZ.

Preparation of the Master Plan of the CTZ.

Conceptual Architectural Design & Drawings of the ConventionCentre Facility.

Project Cost . STAGE-II

The consultant shall provide Architectural Services for theConvention Center Facility proposed as approved in the MasterPlan in the Stage-I of the assignment .

- Eligible Firm: The Firm must have been rendering Consultancy service in same name and style for last five years providing services in the field of Architecture and Planning.

- In the last five years from 31st March 2013 the firm by its own singly or as a lead member in case of a consortium should have undertaken and completed at-least one Eligible Project.

- Eligible Project shall mean preparation of Master Plan and detailed Architectural Designs for a Convention facility with a Stand Alone Convention Centre with minimum seating capacity of 1500 persons which has been constructed or is under construction.

- Financial eligibility criteria: The Applicant should have average turnover of at least Rs.3.00 crores (Rupees Three Crores only) per year from professional fees in the last 3 (three) financial years i.e. 2010-11, 2011-12 and 2012-13.

Eligibility Criteria and Selection Parameters

Bidding Process

Evaluation will be carried out in these stages.Stage-1: Credential scores (CS) of 100marks. 60marks- Relevant project

experiences and 40marks- proposed key personnel. Those scoring above 60 shall be considered for Stage-2 evaluations.Experience in Convention center & preparation of Master Plans (60)Key Personnel (40)

Stage-2- Project concept score (PS) The project concept proposal as required in RFP to be submitted in technical bid will be opened and evaluated and will be called for presenting the proposal before the selection board. Maximum best 3(three) proposals shall be selected for opening of Financial proposal Financial Score (FS)- Those qualified in both stages their financial bid will

be opened in the presence of the bidders. Final Selection- 0.20*CS+ 0.60* PS+0.20* FS will be combined score for

selection of the consultant.

• Envelope-1- Firms Credential and other information.

• Envelope-2- Firms Project concept.

• Envelope-3- Commercial proposal.

Bid Security – Rs 100,000 /- (Rupees One Lakhs in favour of IDCO

Bid Processing fee: 10,400 /- in favour of IDCO

All these to be sent in a sealed envelope with required markings as per the RFP.

Last date of receipt of bids is 10th May 2013, 1700 hours.
