USDA RURAL HOUSING SERVICEProgram Obligation Reports Through August FY 2020Summary

The Housing Assistance Council (HAC) presents this month’s report on Fiscal Year 2020 USDA Rural Housing program obligations.

As of the end of August, USDA obligated 134,422 loans, loan guarantees, and grants totaling about $21,648,687,151. This is $7,336,182,568 higher than obligation levels from this time last year. At that time, there were 99,751 loans, loan guarantees, and grants obligated totaling $14,312,504,583.

The agency operated under several continuing resolutions and a 35-day government shutdown last year and obligations have come back to a more normal level in FY 2020. The FY 2020 Consolidated Appropriations Act was signed into law on December 20, 2019 which provided funding for the rest of this fiscal year. As of March 20, 2020, USDAoffices began operating from remote locations due to the COVID-19 virus.

Single Family Housing Program Highlights

The Section 502 Guaranteed loan program, the largest of the Single Family Housing programs, obligated $20,256,101,074 (121,671 loan guarantees) up from$13,222,126,638 (88,947 loan guarantees) last year.

For the Section 502 Direct program, loan obligations totaled $990,442,826 (5,738loans), an increase from $837,677,325 (5,211 loans) this time last year. About 40 percent of the loan dollars went to Very Low-income (VLI) applicants. VLI loans represented nearly 45 percent of the total number of Section 502 Direct loans.

The Section 504 Repair and Rehabilitation programs obligated 2,376 loans representing$14,413,454. Loan volume was up from this time last year (2,244 loans representing$14,010,365.) There were also about $27,665,054 (4,248 grants) obligated in theSection 504 grant program compared to $19,780,017 (3,132 grants) last year.

USDA’s Section 523 Self Help Housing Grant program funded 35 grants and contractstotaling $29,327,416 up from last year’s 19 grants and contracts totaling $15,700,787.

USDA funded 4 credit sales representing $471,052. Multi-Family Housing Programs USDA’s Section 538 Multifamily Housing obligated 136 loan guarantees totaling $216,926,034, higher than last year’s 75 loan guarantees ($130,325,220.) In the Section 515 Rural Rental Housing program, there were 29 loans totaling $31,700,420 (including disaster assistance) obligated compared to 38 loans totaling $52,490,339 last year. There have been 38 loans obligated in the MPR program totaling $44,022,897 so far this year compared to 50 loans representing $12,609,364 last year.

The Farm Labor Housing programs funded 14 loans and 6 grants totaling $19,794,577 and $6,235,855 respectively. Last year at this time, 5 loans and 2 grants were obligated ($3,587,261 and $1,400,000, respectively.) There were 103 Section 533 Housing Preservation grants obligated so far this year totaling $11,214,384. USDA obligated funds for 186,940 rental assistance units under the Section 521 Rental Assistance program totaling $1,073,121,541. This compares to about 188,314 units ($978,956,845) obligated same time last year. There were also 6,693 Rural Housing Vouchers totaling $30,877,533 compared to 6,483 vouchers representing $28,470,146 this time last year. * The Rural Housing Service (RHS) monthly obligation reports are produced by the Housing Assistance Council (HAC) 1025 Vermont Ave., NW, Suite 606, Washington, DC 20005.
