By leveraging safe Chrysalis Community Learning
Centers , we will offer facilities, methods and
technology that shatter the isolation of poverty. These
centers will also facilitate small groups and inter-agency
collaboration at the local level, thereby creating self-
sustainable learning communities that will eliminate the
redundancies of development projects and organizations.
NE W ORGANIZATION
This document is a proposal for a new not for profit
organization startup to be established in Kenya thatwould be built and called Chrysalis Community
Learning Centers of Kenya with our selected investors
in Nairobi , Kenya. Property ownership community
development and growth would be handled under a
strategic partner during the startup launch phase. The
Centers internal operations, methods and Internet
education systems would be out-sourced to Chrysalis
Campaign, Inc a non-stock holding US company.

MANAGEMENTANDDEVELOPMENT PHILOSOPHY
ThestakeholdersinthedevelopmentandmanagementoftheChrysalisCommunityLearningCenterswillbemanaged
fromheadquartersusingCommunityDevelopmentTeamsandlocalCommunityDevelopmentChiefsandlocal
Groups.SimilarinstrategytoInternetcollaborationandfranchisedmallsthereismuchroomforflexibilitywiththe
contentandexchangeoflocalcommunityneeds.Howevertheinternaloperationsandstructureareconsistentlyfixed
betweencentersforeconomiesofscaleandmaintaininghighqualitystandardservices.Thisconsistencyisthebackbone

infrastructureandasecondteamhandlingcommunitydevelopmentandeducationpromotesasystemofcollaboration

(collaborativecommunitysystem).
ThenationalandlocalcommunityboardswillprovidefeedbacktotheChrysalisCampaign,Inc.inordertodeploycontent
andlearningcenterprocessesonanationalbasis.Thiscanbeveryhelpfulforupgradingtheskillsofcommunitymentors
andvolunteersandtheroleoutofnationaltrainingprograms.
PROPERTY OWNERSHIP
PropertyacquisitionandmanagementwillbemadebyanewKenyaentitycallChrysalisCommunityLearningCentersof
Kenya.Thisteamcanbeacollaborationwithmanagementoftheselectedpartnerinvestorteam.
ThepropertycouldbeownedorleasedbytheCCLCorganizationorselectedpartner.Thisentitywillberesponsiblefor
landacquisitionleasingandallretailsaleswithintheCCLCs.(Partofthebusinessplan)
Thiswillinclude:
FinancialManagement:TheCCLCKenyaorganizationwillalsoberesponsibleforallfeecollectionsincludingoffice/shoprentals,classrentals,cybercafrentals,facilityrentalstoNGOetc.
FundRaising:ChrysalisCampaign,IncwillteamuptohelptheCCLCKenyaorganizationwithfundraising,yetallfundswillbemanagedbytheCCLCKenyaorganizationwithChrysalisCampaign,Inc.remainingasasubcontractedoutsource
solution.
INFRASTRUCTURE AND STAFFMANAGEMENT
ThemanagementinfrastructureanddeliverysystemswillbeoutsourcedbytheChrysalisCampaign,Inc.Chrysalis
Campaign,Inc.willprovideinfrastructure,systems,contentdelivery,methodsandprocesses.Thiswillcreatecountry
wideoperationalconsistencywithothernations.
PhysicalPlants:Chrysaliswillalsoberesponsiblefortheconsistency,design,buildingandmaintenanceofthephysicalCCLCs.RealestateownershipoftheCCLCphysicalmallswillbebytheCCLCofKenyaorganization.
AdultLearningStaff:ChrysalisCampaign,Inc.willalsohandlethetraining,hiringandmanagementofstaff.Safety:
Central
control
of
systems
and
system
content
will
also
allow
us
to
maintain
both
physical
plant
safety
and
cyber
safetyaswell.AllterminalsthataccesstheCCLCcyberlibraryandlessonsystemwillbeunderaU.S.K12childsafefilter
lawsthatwillblockbothpornandviolenceonthenationalCCLCnetwork.Thisfilterwillhavedualcontrolswithan
AcademicDevelopmentTeamorpubliclibrarygroupthatcaneitheraddaccessorblockwebsitesontheCCLCsystem

AcaseinpointmaybealargebackerthathasalargefinancialinvestmentandemotionalcommitmenttoeLearningand
assessmentprogramsthat,ifallowedtodominate,wouldconflictwiththemoreimportantcollaborativecommunity
strategyofthelearningcenters.Thesesocialentrepreneurialprogramscanaddvalue,howevertheycanalsoderailsome
ourinitiativesandclashwithmethodsoflocalcontentcollaborationandlessondevelopment.
Chiefs:TheroleoftheAfricanchiefbecomesanessentialculturalresourcewithinthesecommunityadvisoryboards.The
CCLCofKenyafacilitatesallofthiswithregularlyscheduledmeetingtimesandcountrywidecollaborativesystems.Chiefs
playakeyroleintheCCLC.

CommunityAdvisoryBoardscanbedividedunderthefollowinggroupstructure.Wealsoexpectsubgroupstobe

KenyaUniversitiesandtechnicalschoolsplayacriticalroleinthestaffingoftheCCLCs.Thesestudentinternscouldbe

dividedintocategoriesandliteracylevels,anyfoundationneededforaspecificjobcanbemasteredatinthecenter.
PUTTINGTHEPIECESTOGETHER
AsmallgroupoffarmersmaymeeteveryotherTuesdaynightintheCommunityLearningCenterwithyouthintraining
thatworkintheircompaniessupportedbyCenterstaffCyberLibraryinternsandNGOaids.Thosemeetingscouldbeto
collaborateonissues,usetheinternetresourcestosolvethecommunitygroupsissuesorforanoutsidertocomeinfor
trainingthegroup.Insuchacase,automaticallyallcollaborationandtrainingis100%relevant.Atthesametime,youth
aresocially
and
financially
integrated
into
the
community.
Thesmallgrouplearningstrategyisalsoapowerfulwaytobridgethecommunitydivisionweareplaguedwithsuchas:
