As we are taking about operational wind speed and design wind speed then defenitely we are taking about BS 8100 code.In BS8100 we have two input in MSTower PSF-V 1.15 (Partial safety factor for wind peed) PSF-M 1.1 (Partial safety factor for material) Case 1 to design members:=========================If we made load combination using 1.0*DL + 1.0WL then we are using factored load combination to design members.Case 2 to foundation sizing, deflection /tilt / twist checking : ===============================================================And if we made load combination using 1.0*DL + 0.76WL then we are using un-factored load combination to foundation sizing, deflection /tilt / twist checking. NOTE: (1/PSF-V)^2 = (1/1.15)^2 =0.76Both case above ues design wind pseed (which is 44 for u). Then question arises when we shall use operational wind speed (31m/sfor u)? Actually its not good practice to use operational wind speed. But it's a long tradition in Telecom industry to useoperational wind speed. Roughly operational wind = 0.7x design speed.Actually need for operational wind speed is to foundation sizing, deflection /tilt / twist checking which can be easily obtained fromcase 2.And 076*44 = 33.44 which is closer to 31.Now we think its clear.Solution for u r problem: =========================Make combination same as case 1then make some other combination using 1.0*DL + 0.705WLCONCLUSION==========Example added as per u r need. Read the twr file very well.Bolt====M16-4 GR4.6 D 16 AS 201 FY 235 FU 392 X 24 Here X 24 means bolt edge distance is 1.5*16mm = 24mm
