• O processo de desenvolvimento local implica uma visão comum, articulando as iniciativas de dimensões económica, social, cultural, política e ambiental. “O desenvolvimento local (DL) é antes de mais uma vontade comum de melhorar o quotidiano; essa vontade é feita de confiança nos recursos próprios e na capacidade de os combinar de forma racional para a construção de um melhor futuro” (Melo, 1998:5).

Desenvolvimento Comunitário• Holdcroft definiu, em 1978, o Desenvolvimento
Comunitário como sendo um “processo, método, programa, instituição, e/ou movimento que: a) envolve toda a base da comunidade na solução dos seus próprios problemas, b) promove o ensino e insiste no uso de processos democráticos para a (re)solução de problemas comum à comunidade, e c) estimula e facilita a transferência de tecnologias para que a comunidade possa solucionar, de forma efectiva, os seus problemas comuns. Unir esforços para resolver, de forma democrática e científica, os problemas comuns da comunidade foi visto como sendo um dos elementos essenciais ao desenvolvimento comunitário” (Holdcroft, 1978:10).
