UK Atomic Energy Authority

The UK Atomic Energy Authority (The Authority) is one of the world’s leading research

organisations supporting the development of fusion energy. Its primary mission is to advance

fusion science and technology to the point of commercialisation of fusion energy and to position

the UK such that it has a significant role in the fusion energy market. This is done through the

Culham Centre for Fusion Energy (CCFE).

The Authority has 1000 staff and agency supplied workers, including world-leading scientists and

engineers, fostering close links with international partners, industry and academic institutions; it

also supports the development of the Culham Science Centre and Harwell science, innovation,

technology and business campus. It is a Non-Departmental Public Body sponsored by the

Department for Business, Innovation and Skills (BIS).

Following a number of restructurings, the ongoing activities of the Authority include:

operating the Joint European Torus (JET), Europe’s premier fusion facility, under a 5-year contract (to December 2018) with the European Commission;

the UK fusion research programme, including a major upgrade to the Mega Amp Spherical Tokamak (MAST) device, funded by a grant (to March 2017) from the Engineering and Physical Sciences Research Council (EPSRC);

ownership and management of the Culham Science Centre, freehold ownership of most of the Harwell campus and a share in the joint venture (with STFC and a private sector partner) to continue the development of the campus as a vibrant science, innovation, technology and business campus;

development of new facilities on the Culham site, such as RACE (Remote Handling in Challenging Environments), MRF (Materials Research Facility) and other facilities linked to the transition of the Authority from the physics of fusion research to the technological applications and design of new nuclear materials, reactors and demonstration fusion reactors;

a business development programme, in both fusion and fission related areas such as materials, neutronics, tritium handling, advanced computing and modelling, as well as work for ITER (see below), and

management of historic liabilities, and of the Authority’s pension schemes.

ITER is a global scientific collaboration to prove the feasibility of energy from fusion on an

industrial scale. Construction of the ITER facilities is underway at Cadarache in the south of

France. Europe’s ITER agency, Fusion for Energy, allocates grants and contracts to fusion

laboratories and industry to complete the research and design for specialist ITER systems and

construction of major components and CCFE has been successful in winning a number of these

grants or contracts.

The Authority manages an overall budget of around £105m, with income primarily received

through Euratom and EPSRC programme funding.

RACE RACE (Remote Applications in Challenging Environments) is a business unit, based at Culham,

within the UK Atomic Energy Authority specialising in remote handling and automated systems.

As part of the global programme for fusion, RACE is developing remote handling systems for the

next generations of power stations. RACE is also at the centre of the UK effort to apply novel

technologies to all challenging and harsh environments for the protection of people and

advancement of industry. RACE designs, procures, commissions, operates and maintains the

wide range of equipment used for maintenance and implementation of enhancements of the

JET Tokamak and is active in the design and development of remote maintenance systems used

in ITER and DEMO fusion reactors.

A purpose-built facility for RACE on the Culham site will open early 2016. When fully

operational, it will conduct research and development into remote handling and robotics

applications and will offer access to state-of-the-art facilities, remote handling equipment and

expertise to design, implement, train and operate complete solutions. End users and their

supply chains will be able to develop technology for operations in hazardous environments that

include nuclear, oil and gas, sub-sea, space and construction.

RACE is part of the UK Government’s Robotics and Autonomous Systems Strategy (RAS) and is

one of the initiatives that is supporting development and growth in remote handling, paving the

way for the UK to be a world leader in this area. The RACE facility brings together a broad range

of expertise from the UK Atomic Energy Authority and its partners the National Nuclear

Laboratory, TWI, the National Physical Laboratory and the Nuclear Advanced Manufacturing

Research Centre.

Dr Rob Buckingham FREng is a Director of the UK Atomic Energy

Authority, reporting to the CEO, with responsibility for RACE.

Rob is co-chair of the Robotics and Autonomous Systems

Special Interest Group that developed the RAS strategy

published in July 2014. He has spent his entire career in

robotics, firstly as a sponsored undergraduate with UKAEA, then

as an academic in the University of Bristol, before co-founding

OC Robotics in 1997. His return to Culham to head up RACE

closes a circle.

The Remote Handling Operations Group

The remote handling operations group is responsible for operating and maintaining the remote

handling equipment, comprising a wide range of electromechanical devices varying in size from

small hand tools up to a 400kg capacity robotic arm with a reach of 10 metres. All hardware is

operated and maintained by the RACE engineers with workshop support.

The remote handling operations group is responsible for the operation and maintenance of the

remote handling equipment used to maintain JET. The equipment used has been developed at

Culham over the past 25 plus years. Within the Operations Group is the Implementation Section.

This section is responsible for the development and execution of remote handling tasks. This

expertise is in demand from various organisations with a remote handling requirement, ITER,

Eurofusion and the European Spallation Source.

The role of the operations engineer is key to the success of RACE. For RACE to be able to design

and or build novel remote handling equipment and tools, first it needs to know how they will be

used. The RH operations engineer will provide this valuable input to this process, drawing on

their experience of operating the systems used to maintain inside the JET Torus. They will be

involved in the whole process from concept through to operation. This philosophy is also taken

forward into the design of remotely handled components. This unique knowledge is in demand

on all of the projects that RACE is currently and is also aiming to be engaged in.

Overall Purpose:

The remote handling operations engineer will directly supervise three equipment operators when deputizing for the remote handling operations engineer in accordance with the prescribed task & equipment operating procedures. They will also assist in the responsible for ensuring safe and efficient remote handling operations.

Special Requirements

The appointee may be required to work in Beryllium and Radiation controlled areas. All necessary training and registration for this will be provided by United Kingdom Atomic Energy Authority.

The JET shutdown operations are staffed in shifts and the appointee must be prepared to work shifts or be on call as required. However this is only during shutdown preparation and operation. (Not full time shift work. On average about 25% of the year). Typical shift pattern when in remote operations are 06:00–15:30 for 2 weeks, one week on base hours (37.5 hours) and 15:15-01:15 for 2 weeks.

Annual Leave

The Annual Leave entitlement for employees is 25 days (pro rata for part-time employees) rising to 28 days after five years of service and then to 30 days after ten years of service. In addition employees are entitled to 10.5 holidays (including bank holidays and privilege days). Employees work a revised working week to cover the days that fall between Christmas and New Year when the site is closed. This means that no annual leave needs to be saved to cover these days. Employees are able to carry over up to ten days annual leave to the next leave year, if they wish. There is also the opportunity to accrue time off in lieu of extra work carried out as overtime, instead of receiving a payment, subject to line manager's discretion.

Pensions

The final salary pension scheme is available to members of staff. Employees who choose to join the Scheme will be required to contribute a percentage of their salary each month.

Relocation

Part-time working

Emergency family leave (Time off for dependants)

At discretion a member of staff can request time off work to deal with an emergency involving a dependant. Maternity leave

Where an employee qualifies for contractual maternity pay (at least one year's effective service), she will receive her normal rate of pay during the 26 week ordinary maternity leave period.

Following this the first 13 weeks of additional maternity leave will be paid at the appropriate statutory rate of SMP. The remaining 13 weeks of additional maternity leave will be unpaid.

Childcare vouchers

Eating and drinking

At UKAEA, catering outlets such as shops, a sandwich bar and a restaurant have a great range of food and drinks for staff to choose from throughout the day. The majority of the food is made in-house.

There is also a Costa Coffee outlet offering fresh coffee and cakes.

Social clubs and events

There is a social club (CSSA) which organises discounted theatre trips to various London theatres for its members, as well as supporting a wide range of clubs and societies. This winter, colleagues have been challenged to a Winter Triathlon which includes a pub-style quiz, a skittles tournament and traditional Aunt Sally game. The final was played at a CCFE Fun Day where 1,100 employees, contractors and their families enjoyed a wide range of free events, music and a traditional hog roast.
