Fleet Management: Background In April 2002, OMB asked Agencies to review
their fleet management programs with emphasis on reducing fleet size
OMB and GSA followed up on this request with revised regulations and recommendations
DOI Fleet Manager and the Deputy Budget Director were chosen to lead Departmental initiative to improve the fleet management program
DOI restructured its fleet management program to effectively manage the fleet and comply with statutes, regulations, and executive orders 4
Overview of Federal Fleet Requirements
Statute or Executive Order Requirement
PRIMARY FEDERAL REQUIREMENTS AFFECTING FLEETSGHG reduction
E.O. 13514Sets a percentage reduction target for reductions of scope 1 and 2 GHG emissions from FY 2008 to FY 2020
Petroleum reduction
E.O. 13514Requires 2 percent annual reduction from FY 2005 to FY 2020
E.O. 13423Requires 2 percent annual reduction from FY 2005 to FY 2015
EISA §142Requires 20 percent total reduction from FY 2005 to FY 20159
SUPPORTING FEDERAL FLEET REQUIREMENTSAgency Sustainability Plan
E.O. 13514Establishes the fleet component of an overall agency plan to achieve E.O. 13514 sustainability goals and targets for FY 2011 to FY 2021
Alternative fuel use increase
E.O. 13423Requires 10 percent annual increase (from previous year), starting from the FY 2005 baseline through FY 20159
EISA §142 Requires 10 percent total increase from FY 2005 to FY 20159 Alternative fuel use
EPAct 2005 §701 Requires all dual-fueled AFVs to use alternative fuel unless waivered
Alternative fuel infrastructure
EISA §246Requires every Federal fueling center without renewable fuel availability to install a renewable fuel pump
Vehicle acquisition
EPAct 1992 Requires 75 percent of LDVs acquired in MSAs to be AFVs
EISA §141 Prohibits agencies from acquiring vehicles that are not low-GHG-emitting vehicles
E.O. 13423Requires agencies to use plug-in hybrid electric vehicles (PHEVs) when commercially available at a cost reasonably comparable to non-PHEVs
Agency fleet plan
EISA §142Establishes an agency plan to meet required petroleum reduction and alternative fuel use increase requirements
ReportingEPAct 1992, ECRA 1998
Requires agencies to report to Congress annually on their compliance with the Federal fleet requirements (by February 15 of each year)

Implementing the DOI Corrective Action Plan
AS-PMB signed the fleet memorandum that: Directed bureaus to establish a Fleet
Manager (ADA or equivalent) who has the overall authority for the budget, operation, and management of their fleet
Established a Portfolio management approach to fleet management including:
Designation of fleet vehicle portfolio manager Development of Investment Review Boards
(IRBs)
6
Implementing the DOI Corrective Action Plan
AS-PMB signed the fleet memorandum that: Identify the minimum number and type of
vehicle needed to accomplish the mission Outline a strategy for using the alternative
fuel in AFVs Prepare justifications for each vehicle
7
Key Areas Addressed in DOI’s Fleet Improvement Strategy Require baseline authorizations that
establish fleet size and composition Develop appropriate performance
measures Develop senior management support Dispose of vehicles on an more regular
schedule After useful life
8
Key Areas Addressed in DOI’s Fleet Improvement Strategy (Cont’d) DOI strategy to place AFVs in areas
where the fuels are available Acquisition planning for AFVs Increase the use of alternative fuel
9
DOI Motor Vehicle Fleet Composition - per the FY 2014 Annual Fleet Report DOI has 33,495 fleet vehicles in
over 2,400 locations throughout the Nation 23,819 DOI-owned vehicles 9,670 vehicles leased from the
General Services Administration 9 vehicles leased from commercial
vendors
10
DOI Motor Vehicle Fleet Composition - per the FY 2014 Annual Fleet Report DOI’s Fleet is comprised of –
2,719 - Light-duty sedans 16,789 - Light-duty 4x2 and 4x4
trucks 9,929 - Medium-duty vehicles 3,250 - Heavy-duty vehicles 677 - Ambulances and buses 131 - low-sped electric vehicles
11
DOI Motor Vehicle Fleet Composition - per the FY 2014 Annual Fleet Report 10,354 alternative fueled vehicles
(AFV), including: Hybrid Electric Compressed Natural Gas (CNG) Liquefied Petroleum Gas (Propane) Liquefied Natural Gas (LNG) Biofuel (Biodiesel, Ethanol)
12
PERFORMANCE MEASURES
Mileage was the only performance measure used prior to the fleet management initiative
This metric proved to not be appropriate in all circumstances
13
Vehicle Performance Measures
Additional performance measures were established, including: Days used Miles per day Number of passengers transported Fuel used
14
Vehicle Inventory
2005: 37,155 vehicles2014: 33,495 vehicles 15
Alternative Fuel Vehicle Inventory
2005: 1,362 AFVs2014: 10,354 AFVs – including hybrids (1,271) 16
DOI Fuel Consumption
2005: 22,028,256 gge2014: 17,449,819 gge 17
Alternative Fuel Consumption Compared to Overall Consumption
18
Federal Fleet Requirements
Reduce petroleum consumption 2% each year through FY 2020 compared to a FY 2005 baseline (Executive Order 13423,13514)
Increase annual alternative fuel use 10% each year through FY 2015 compared to a FY 2005 baseline (Energy Independence and Security Act of 2007)

Meeting Federal Fleet Requirements
How did DOI reduce its fleet and increase its number of AFVs? Renewed DOI emphasis on Fleet
management Program Senior-level support Establishment of DOI internal goals to
meet Federal fleet mandates Developed DOI and Bureau-level fleet
management plans to address emerging fleet related issues 23
Meeting Federal Fleet Requirements
How did DOI reduce its fleet and increase its number of AFVs? Implemented a DOI Fleet
management information system (Financial and Business Management System) to assist with data analysis
Work to right-size the fleet Mandate that all acquisitions are the
smallest, most fuel-efficient vehicle, which will meet the DOI mission
24
What In Store for the Future? Integration with the Financial and
Business Management System (FBMS) Increase use of FBMS as an analytical tool
Increased data quality from Charge/Fleet Card Automate processes and procedures
Vehicle pooling/Co-location Consolidations (w/ GSA and internally)
