Anyone not able to attend the CoA meeting are to forward a copy of their report to the State Adjutant office to be read at the CoA meeting. Please make sure that you notify the State Adjutant that you wish to be excused for the CoA meeting. The VFW National Representative will be Senior Vice Commander-in-Chief Keith E. Harman. Banquet ticket order form is attached to this General Orders. 3. Installing Officers: Installing officers will see that the provisions of Section 216 of the National By-Laws and the Manual of Procedure are properly carried out and that all officers are members in good standing and qualified to hold office prior to installing Post officers for the current year. Post officers shall not be installed or assume the duties of their office until proof of eligibility has been submitted and properly reviewed. Post Election Reports must be submitted following Post election of officers in April and no later than June 1 to the National Headquarters. We highly encourage all Post Quartermasters to use the online Election Report process featured in the Online Membership System (OMS). Post Election Reports received electronically will be forwarded to the Department Headquarters. NOTE: Any Post not having computer access are asked to file their election report on the election form and forward it to the State Adjutant office for filing with National.

4. Attention of Post Commanders: Are directed to Section 222 of the National By-Laws and the Manual of Procedure, which provides that each Post will pay, in advance, a National Convention registration fee of twenty-five dollars ($25) which shall entitle the Post to a packet of convention information and materials and one identified registered delegate for the National Convention. Each additional delegate attending the National Convention will pay a ten dollar ($10) delegate fee. Posts are encouraged to register their Post delegate online through the Online Membership System (OMS) or by submitting their National Convention Post and Delegate Registration form that was mailed to all Posts as part of the Election Report/Convention Registration mailing that went out in February. Advanced registration for the 118th National Convention should be mailed with each delegate’s name and address to: Convention Registration, 406 West 34th Street, Kansas City, MO 64111.

5. District Convention: Pursuant to Section 403 of the National By-Laws and the Manual of Procedure, each District shall hold an annual District convention for the purpose of electing District officers, such convention to be held not less than ten (10) days nor more than seventy-five (75) days prior to the convening of the Department convention. District officers shall not assume the duties of their office until the Department Commander is installed. District officers shall not be installed or assume the duties of their office until proof of eligibility has been submitted and properly reviewed in accordance with Section 416 of the Manual of Procedure. 6. Loyalty Day and Memorial Day Observance: Section 223 of the National By-Laws and the Manual of Procedure provides that each Post shall make the necessary arrangements for proper observance of Loyalty

Day and Memorial Day. Officers should see that suitable grave markers, wreaths and flags of the United States are placed on the graves of deceased veterans. 7. Buddy Poppies Distribution: The distribution of VFW “Buddy” Poppies will be conducted according to the provisions set forth in Section 711 of the National By-Laws and the Manual of Procedure. Department, District, County Council and Post Commanders should arrange now for the distribution of “Buddy” Poppies in their respective areas. NOTE: As the upcoming Memorial Day approaches, and given the daily hazards confronting our military on a daily basis during operations in Afghanistan, it is appropriate that we direct as many VFW resources as possible to supporting our troops and their families. In the ongoing effort to provide as much assistance as possible to those serving in the military, we recommend that proceeds or portions from this year’s annual poppy distribution be designated for the purpose of providing VFW support to our military. Posts and Departments now have the opportunity to assist qualified military personnel through the VFW Veterans and Military Support Programs. In keeping with the intent of Sections 219(a)(c) and 704(a)(c) of the Manual of procedure “Relief Fund.” This year’s poppy campaign can play a direct role in demonstrating to those who are charged with protecting and defending our way of life that we appreciate and value their sacrifice. Post Commanders: Is directed to Section 213 of the National By-Laws concerning any Post in arrears for any financial obligations to County Council (if applicable), District, Department and National for fees, dues, poppy money, supply money, failing to have the office of Quartermaster properly bonded in accordance with Section 703, failing to ensure that the Post is properly insured in accordance with Section 709, failing to submit properly completed quarterly Post Trustees Report of Audit, Post Election Report for the ensuing year, or other obligations, shall be deprived of all representation in District meetings, County Council meetings (if applicable), District, Department and National Conventions. Such representation shall be restored promptly upon proper adjustment of such deficiencies.

9. Memo from Veterans Benefits Administration: Dear VA Beneficiary; We want to provide you with some important information about VA benefit payments. VA Compensation, Pension, and Survivor’s benefits are paid on a monthly basis one month in arrears. This means that benefits for a particular month are paid the first business day of the following month. When the first business day of the month falls on a non-business day or a holiday, VA benefits will be distributed on the last business day prior to the first of the month. Provided below is the payment schedule for upcoming VA benefit payment distribution: Benefit Period Benefit Payment Date March 2017 March 31, 2017 April 2017 May 1, 2017 May 2017 June 1, 2017 June 2017 June 30, 2017 You can check your latest VA benefit payments online at www.eBenefits.va.gov. If you are not receiving benefit payments from VA, but know someone who is, please share this information with them. We hope you this information useful. Great job! Who will be the next Post or District to join them?? I hope all of you have recovered from the many storms we have had. Now that winter is coming to a close, make sure you are careful moving around as the snow melts. Everything tends to get slippery when things get wet and the mud sets in. We need all of you to be 100% as we finish out this VFW year. As many of you know, we lost a valuable member of our team, Louis “Sandy” Peterson. He was a great supporter of Veterans and their families. As a past Department Commander, Sandy continued to serve as the Veterans Service Office and the Beal’s House Chairman. This was unexpected and Sandy will be missed by all. I ask that all of you please keep his family in your thoughts and prayers. I want to bring to everyone’s attention that there are many purposed legislative bills out there right now that will help Veterans. I ask that all of you get familiar with them. You can support them by contacting your local politician and ask that they support them. Too many times, we sit back and do nothing, than we complain about how we get no support. Make your voice be heard and stand up for your fellow Veteran. I would like to congratulate the following teachers for being selected Teacher of the Year at the Department Level.

Great Job! I wish all of them the best of luck as they go forward to compete at the National level. They are truly great Americans that shape our youth into being patriotic citizens of our communities. I know everyone gets sick of us talking about Membership but it is the backbone of our organization. I need all of you to step up and make this happen. We are way behind where we were a year ago and there is no excuse for it. Commanders, you need to reach out to your fellow Officers and the Members for some help! We all need to start working as a team! There is no reason why we have so many Posts that need 10 or less Members. Please pick up the phone or knock on their door to find out why they are not renewing their dues. Commanders put together teams to do this. I along with a few volunteers are going to start calling these Members in addition to your calls. Our current status is 92.60% and need 660 more Members to reach our goal of 100%. We have 22 Posts with less than 10 Members needed. There are 15 Posts and 2 Districts at 100% or higher. Who is going to be the next Post or District to join the Commander’s 100% club? Remember that everyone is a recruiter and we all must do our part to help grow our Posts, Districts and Department. Once again please check the Community Activities Report in these General Orders. If there is something wrong please contact the Chairman so it can be fixed. Hello comrades: This is the continuing of the New Year, so keep up the good work and move forward. Just a note to remind you again that it is INSPECTION time! Please get YOUR reports in ASAP. All District Commanders have their inspection report forms. WHERE ARE THE DISTRICTS STANDING WITH INSPECTING THE POST, HAVE WE STARTED? Inspections have started to roll in so keep up the good work. District Commanders, please get your District Inspectors on the job and get the Posts and Districts inspected. To date; 39 Posts and 7 Districts have been inspected as listed on the C/A spreadsheet. Please get them done ASAP so that we can have the Department 100% inspected as we have little time left to get them all done.

AMERICANISM/LOYALTY DAY Darald M. Mitchell

For all of you who are unaware, the closeout for the 2016-17 for Community Activities is 30 April 2017. Every Post is asked to make sure that they forward their April report NLT 5 May in order to make sure that you qualify for the “All State Community Activities Post”. The deadline of 30 April has been established VFW National Headquarters and is not a date established by the Department of Maine. Please make sure that you report all of your activities, it would be a great shame that you’re Post missed on the awards because it was not reported. Another issue that has been noticed in the reporting via the Department of Maine website is that some Posts are not putting the dollar value on the form, thus is it impossible to track what the Posts has done monetary wise. Please make sure that you report your $ dollar value on the form. Again as a reminder, as you are all well aware, our State Commander SanPedro has asked our State Adjutant to monitor the C/A program and make sure that all of the Posts are reported on the spreadsheet until my recovery. For those of you, who are doing the reporting by hard copy of the report, please mail it to Andre L. Dumas, State Adjutant, 64 Washburn St., B-1, Caribou, ME 04736-2125. On this month C/A spreadsheet, all of the information was carefully reviewed from the reports as provided by the respective Chairman. If you have any questions on it, please contact the chairman or send an email to this office and the C/A spreadsheet will be annotated as such. Remember that the respective Chairman is the one who controls each program, not the State C/A Chairman.

Remember to check all your Officers DD-214 to make sure they are eligible to be an Officer or a member for that reason. Required to have proof of eligibility for all Officers! Trustees Reports: Make sure you look in the Community Activities report and make sure your checked off for each Quarterly report, if not you need to get them in ASAP or if you turned them in and your Post did not receive credit, let me know so I can correct the issue. Poppies: All Post should have made their orders by now, however it is never to late to order them. Some Posts have made multiple orders. A portion of all poppy orders benefits the Department which in turns helps keep everything running smoothly. Also, if and when you have your Poppy days, send me pictures and results to get your Post in the running for Poppy Award. Bonds: VFW By-Laws require that all Posts, Districts and Departments be bonded. Rather you are bonded through the Department of Maine or have you own bonding company (you need to send a copy if you have your bond through another company). Any one submitting a bond to me will be pro-rated for the remainder of the year. Budgets: If you are holding a State Office that requires funding, remember I need a budget request. If I do not receive a request form, then I will fund it with last years’ numbers and if there was no request last year, then you will not have any amount for next year until you ask for it. Spring is in the air. Look forward to seeing many of you at our upcoming Meetings and Testimonial in Portland Maine this month

Things are going slow with donations coming in for the National Veterans and Military Services at this time but looking at the checklist, there are a lot of Posts still out there to donate. We are getting closer to the end of our year and we need to get these donations in so we can get them recorded without any mistakes so everyone gets reported. Remember to go by the book in making the checks out and there won't be any delays in recording them or having to mail them back. VAVS: The donations for VAVS and fall frolic are still coming in fairly steady and made out properly. It is great to see a lot of the Posts donating numerous times and large donations as these go to help other Comrades at the hospital and are much appreciated. I was able to attend Richard O ‘Ben’s funeral, it was very well done for a great man that will be greatly missed by all that had the privilege of knowing him. Membership: Hello Comrades: At the time that I am writing this, the Department of Maine is at 92.60%. So far this month we have picked up 147 members (new, reinstated or members paid their dues). We need 217 for the month so that means we need 70 more in just 4 days, we can do it. On the down side, we still have 300 plus members who have let their membership expire. Quartermasters, you need to keep up on your membership list and talk to these members before they expire, Commanders you need to insure the Quartermaster is going through the membership list and have your membership team call these members. Just a simple call to the member, letter or email just to remind them that it’s that time of year again to keep

According to Healthfinder.gov, Drinking too much alcohol increases people’s risk of injuries, violence, drowning, liver disease, and some types of cancer! The good news! We can all do our part to prevent alcohol misuse or abuse. Spread the word about strategies for preventing alcohol misuse or abuse and encourage communities, families and individuals to get involved. We can use this month to raise awareness about alcohol abuse and take action to prevent it, both at home and in the community. Here are just a few ideas: 1.) Encourage friends or family members to make small changes, like keeping track of their drinking and setting limits. 2.) Share tips with parents to help them talk with their kids about the risk of alcohol use. 3.) Ask Drs. And nurses to talk to their patients about the benefits of drinking less. What I didn’t read in this report is on the high level of alcoholism amongst Veterans and the high divorce rates and family abuse this can create. Safety & Drug Abuse*Blood: Safety and Blood reports are coming in, but coming in slow. Keep those reports coming in! If you have done it, report it. If you have done it more than once and haven’t reported it, report it and report it all.

Greeting Comrades: We feel ready for spring? We have had our moments this past winter. We truly have paid our dues, shoveled our share of snow and ice, and if the winter has been more internal in our lives, maybe we feel we have shed enough tears and it is time for things to start looking up already! What we have learned in our winter experiences is carried forward into springtime. We have new energy to do what spring asks of us: break up fallow ground, shed layers, get out and do something, take hold of opportunities that come our way rather than burrowing under the blanket, as it were. In spring, we often clean house and de-clutter, make way for the warmer air to blow through our spaces. As Veterans, we can do the same internally. We can let go of things that may be weighing us down or holding us back whether they be worries, grudges or physical stuff. Spring is a time ripe for growth outside and in. Spring also has much to teach us about God. In one of the most well-known Biblical stories of Noah’s Ark, after the terrifying destruction of the flood, the rain does stop, the sun comes out and there is even a dazzling rainbow. In the midst of this, God promises "While the earth remains, seed-time and harvest, cold and heat, summer and winter, day and night, shall not cease." God promises seasons! This means that life will go on. And it is all leading somewhere, whether we can see it or not. In the book of the Prophet Isaiah, God speaks through the prophet saying “For as the rain and the snow come down from heaven and do not return there but water the earth, making it bring forth and sprout, giving seed to the sower and bread to the eater, so shall my word be that goes out from my mouth; it shall not return to me empty, but it shall accomplish that which I purpose, and shall succeed in the thing for which I sent it. I think when spring bursts forth; it is easier for us to remember that everything has a place and a

purpose. As human beings, we tend to want to create order in our environments and we often tend to gravitate towards people like us. But in creation, God seems to love variety and diversity. Did you know for instance that there are hundreds of varieties of heirloom tomatoes passed down through three generations in different parts of the world? All of different colors, textures or even varying in beauty! Some of the most delicious ones are ugly as sin, all lumpy and disproportionate. Human industries try to make them more attractive and uniform, yet on the natural level, we can see that God does not necessarily demand perfection. Springtime reminds us of our own smallness in the best possible way. Watching things grow and come to life year after year humbles me because I had very little to do with any of it. And gardeners or farmers can do all the right things, and still so much depends upon forces beyond their control like rainfall and temperature. One gardener shared a thought-provoking reflection on how he thinks about God in his own garden. When he is there working, he is not alone. He is joined by creatures of all kinds, but especially birds. He sees them singing and feeding, but also sometimes fighting! He felt a touch of indignation at them fighting over food that he had provided---it was not theirs so how could they fight over it? They do not “Thank” him for providing it. They seem to forget that it never came from them. And the gardener wondered if God feels that way watching us in the world we did not create, living in it as if we owned the place, as if we were running things. VETERANS’ CEMETERY SOUTH LEGISLATIVE ASSISTANT (AUGUSTA) James E. N. Bachelder, PSC/Chairman

Homeless Veterans: The Betsy Ann Ross house of hope will have a ribbon cutting on April 8th at 3:30 pm. This is at 8 Summer Street in Augusta. We are still waiting for the final numbers from the Homeless Point in Time Survey. We are collecting items for the VA2K Walk and Roll that will be held on May 17th this year. The documents related to this event have been emailed on March 26th. Please take time to gather large boxes, like the case paper towels come in, and put the Wish List and Statewide Info Flyer on the box so individuals will know what is needed and how it will be used. Plan to pick-up the donations and deliver them to the closest VA location participating in the VA2K Walk and Roll. Maine has the collected the most donations for this event since it started. Let’s continue this support. We are planning for the Stand-Down. This includes gathering the documentations for the DOL $7,000 grant, planning the services to provide at the event and start planning the number of providers that can attend. We

have been improving this process each year. The Stand-Down will be on the third Saturday of October (the 21st) There is a lot going on in the Homeless Veterans group. Let’s help them resolve this tragic situation many of our Brothers and Sisters find themselves in. Veterans’ Cemetery South: The trees have been removed from the area in Phase 2 and 3. We now have three years to develop the area before the vegetation grows back and will need to be cleared again. This is a major project and opens the remaining land for use. The Patriot Riders have a ride to raise funds for the POW/MIA Memorial. The “Honor in Stone” ride will start at Iron Tales in Acton Maine on May 21st. Registration starts at 9:00 AM. This is a fee free ride with donations accepted and appreciated. We have received donations from a couple local towns $1,000 from Shapleigh and $750 from Arundel for the Memorial. It would help if members attended their town finance meetings when the cemetery request is being discussed and voted on. Check with your town hall and see when these meetings are held. We meet on the second Thursday at 9:30 AM at the Southern Maine Veterans Cemetery beginning in September. Assistant Legislative Chairman (Augusta): There are a lot of bills being heard in Augusta. Andy has been forwarding the information. Anyone that can attend the hearings should do so. Contact Adrian Cole for more information and to coordinate the testimony.

Well Comrades, with Spring upon us, it’s time to get out and meet with your local members of the State of Maine 128th Legislature and ask them to explain to you their views if they support and/or not support “Real ID”. At the current time, the State of Maine is one of five (5) States nationwide that is not complying with requirements of “Real ID”. During the period of 10-21 April 2017, members of the 115th Congress will be on their “Easter” break. I am asking all of you to contact our entire Congressional Delegation and ask them to explain their views on President Trump’s Budget in regards to the Department of Veterans Health Care and issues associated with the “Budget”. As a Past State Commander (1987-1988), I am offering a special cash award to the Post Commander whose Post Recruits and Reinstates the most members between 1 April-31-May 2017. The special award will be presented at the Department Annual Convention to be held in Bangor. Another area that I would like to discuss is this year’s Membership Program. All of us have to get behind Commander SanPedro and support this year Membership Program. Again, we can't forget our Women Veterans, remember they are just as equal as we are, they worn the same uniform, that we wore, they are “Comrades”. As I stated in previous General Orders, don’t forget our Housebound Comrades and those who are residents of various nursing homes. Congress Passes Legislation Honoring Vietnam War Veterans: The House of Representatives passed a bill which would amend the flag code to include National Vietnam War Veterans Day on the list of days that Americans should fly the U.S. flag. March 29 of each year is the designated day. The bill, which cleared the Senate in February, now goes to the President’s desk for signature. National Vietnam War Veterans Day: The president signed into law this week a VFW-supported bill that officially designates March 29 as National Vietnam War Veterans Day. The legislation was sponsored by Sen. Pat Toomey, R-Pa., and Sen. Joe Donnelly, D-Ind., to recognize the service and sacrifice of a generation of American patriots. March 29 marks the anniversary of when combat forces departed South Vietnam in 1973, even though some troops remained until their final departure in 1975. According to Department of Veterans Affairs, there were 8.7 million Vietnam Era veterans, with 3.4 million deployed downrange. There were 47,434 combat deaths, 10,786 in-theater deaths, and 153,303 non-mortal wounding, which also include casualties from the ill-fated SS Mayaguez rescue attempt in 1975. The number of unaccounted-for Americans from the war is 1,614, of whom 1,260 are MIA in Vietnam, 298 in Laos, 49 in Cambodia, and seven in China. Greetings comrades: Our social media campaign continues to be a success. Over the last 28 days, our page has interacted with over 480 viewers. Our conventional media efforts continue to be successful as well. As we head into Memorial Day planning, don’t forget to maximize your public relations efforts. Send event invitations to local media with plenty of notice, usually 2-3 weeks in advance of the date. Send your press releases for public involvement on the same timelines. Build event notices on your Facebook or other social media platforms to alert your extended network of friends. Take pictures during the event, and get a quote or two for press releases if the media outlets ignore your invitation. Submit the releases to the outlet, and print them in your Post newsletter and on your Facebook page. Use #VFWPostPride to share your images with National. From a state legislative standpoint, we have plenty of issues concerning Veterans that are moving at a rapid pace. The days when we were safe and policy moved slowly are over. The Governor just vetoed a bill that would help our Comrades in southern Maine get passport cards to gain access to the VA facility on Pease. By the time this reaches you, the vote to repeal his veto will have taken place. It will be close. I will keep everyone posted on the status of these issues via our Facebook page. I do not have time to reach out to everyone individually. That is part of why it is important for everyone to get set up with an account, and to start participating. There are several more bills of importance to us that we will want to mobilize support for, like elimination of property tax for disabled veterans and streamlining the professional licensure process for veterans exiting the service. I am currently tracking submissions of newspaper articles from Burlington 1605, Sanford 9935, Winslow 8835, Bath 7738, Topsham 2197, Washington 9437, Windham 10643, and Auburn 1603. In comradeship!

Scouts must be 15 years of age and have demonstrated practical citizenship in school, scouting and the community. Scouts must be enrolled in high school at the time of selection. Note: All applicants still in high school who reach their 18th birthday during the nomination year remain eligible if otherwise qualified. How To Enter: Scouts should download and submit a completed VFW Scouting Scholarship form, resume of high school activities, scouting record, community service record and letters of recommendation to a local VFW Post no later than March 1. Memo from Quartermaster General [mailto:[email protected]] Subject: Use of VFW Name and Emblems TO: All Department Officers (Please share this information with your Post and District Officers) I request your cooperation in addressing an ongoing matter regarding the use of the VFW trademarked name, emblems, and logos. Per Sections 801-805 of the VFW By-Laws, the VFW Logo is trademarked and owned by VFW National Headquarters. No Member, Post, District, County Council or Department has authority to grant the right to manufacture, reproduce or deal in items bearing the name, and/or emblem of the Veterans of Foreign Wars of the United States, without the written consent of the Quartermaster General. (This applies to eight additional trademarks to include VFW Auxiliary, Buddy Poppy, Voice of Democracy and Patriot’s Pen.) It is the duty of the officers at all levels to enforce the laws and usages of the organization, to include proper usage and protection of the name and emblems. Please refer to the Manual of Procedure Sec 218, 418, 518, Officers: Duties and Obligations. The VFW STORE and its LICENSED VENDORS are the only authorized sources to use the VFW name and Cross of Malta on apparel, caps and other merchandise. Your first line of contact for merchandise is the VFW Store, 1-800-821-2606. There is a Custom Consultant on staff that can assist with quantity, custom items that are not in the catalog. If the VFW Store is unable to assist, you may request authorization to use a third party vendor from the Quartermaster General. Manufacturing and selling of unauthorized products is not only in violation of the VFW By-Laws and Manual of Procedure, but it is also a federal offense. And, it impacts our ability to serve our nation's veterans, military service members and their families by taking resources from the National Organization and each Department and putting it directly in the offending commercial vendor’s pockets. When you purchase through the VFW Store all the money stays in the organization; a portion is rebated back to the Departments and the rest is used for programs that further the mission of the VFW. There may be times when the VFW Store cannot produce the merchandise requested. There may also be times the logo use is requested to be used in written communications through (or in partnership with) another organization or business. In these cases, authorization should be requested of the Quartermaster General by emailing the Authorization Request form to [email protected].
