They will also be required to reply by e-mail and/or USPS that the information has been received and passed out to their Commanders and Adjutants. 12. Attention Post Commanders/Quartermasters: For the year 2017-18, the Commander-Quartermaster Leadership pamphlet is now available on line at www.vfw.org. Again this year, for those Posts who do NOT have a computer, if you wish a copy of the pamphlet, please notify the State Adjutant office and a copy will be mailed to you. (NOTE: This only pertains to Posts who do not have a computer)

13. State Commander Special Visit Request: As was announced at the recent CoA meeting, any Posts wishing to have the State Commander attend Post functions (This includes any type of functions, i.e., cook outs, awards presentations, etc.) are to contact the State Adjutant Office at least 4 weeks in advance to give time for the invitation to be scheduled for the State Commander. 14. CoA and Committee Members: District Commanders are reminded that in case you are unable to attend the CoA meeting that a representative be present in your place. All CoA and Cmtee members are advised that you must notify both the State Commander and the State Adjutant if you are unable to attend a Council of Administration (CoA) meeting for the year 2017-18. 16. Post Commanders: Attention of incoming Post Officers is directed to Section 218 of the Manual of Procedure which outlines the duties of various Post Officers. Please make sure that you provide a copy of the duties to these Officers so that you may have a successful year. 17. 2018 VFW National By-Laws and Manual of Procedures: Each and every Post in the Department should order the 2018 edition once published by National Headquarters. Much information as revised will be published. Contact the VFW Supply Store for your book. (NOTE: A copy will be provided by the Department to all Council members).

18. Patriot Day, September 11: Per Presidential Proclamation, September 11 is designated as “Patriot Day.” The President requests the flag of the United States be flown at half-staff (sunrise to sunset) and a moment of silence observed in honor of the individuals who lost their lives on that day due to the terrorist attacks on the United States. 19. Maine Officers Leadership Development (MOLD) Training: Will be held on the following dates and locations: 12 August 17 @ 8 am to 4 pm @ La Belle Perkins VFW Post 1605, 2 Richardson Rd., Burlington, ME 13 August 17 @ 8 am to 4 pm @ Deering Memorial Post 6859, 687 Forest Ave, Portland, ME All District/Post Commanders, Quartermasters, Adjutants, Inspectors, Chaplain and Trustees are invited to attend. Dear Comrades

I want to “Thank” everyone for your confidence in making me your Department Commander. I am honored to be your leader and am going to make sure that I give you all 100% for the entire year. We want to make sure that this is truly another great year for the Department of Maine, VFW. At this time, I want to congratulate President Nellie Farris and all of our elected and appointed officers and chairpersons and wish them great success and again another 100% in membership and programs. Well, we are now into a new year so let us getting started on a good note, we are a team and we need to work together and make the Veterans of Foreign Wars the best in the nation. How can we make this happen, we will need to work as a TEAM on many subjects, the big word for this year is membership, membership, membership. Remember that word, we need to make the State of Maine, VFW grows and makes it stronger; we need younger members and how to keep the Post growing and not closing. I realize that sometimes it is hard to find new members; we must look at our membership rosters and see where members went and why. I know you’ve heard this speech before but we have a good membership Chairman out there striving to make things better, so we need to help him. Many things are happening this year, so I think it can be a fast year. It looks like I have a lot of traveling to do and I will make all 11 Districts before the year is over and if I have time, I would like to make some Post meetings. On the sad note, I will have attended two funerals, one for an auxiliary member who was passed away, State President Janice Gaskill and in the next few days, the memorial service for Past State Commander David C. Olson. These two great members will be greatly missed. Do not forget that we are going to have two (2) MOLD schools, one at Burlington Post 1605 and the other one at Portland Post 6859. Please get the information to your Officers and Chairman so we can plan on how many we will have to work with. This is an excellent program and I recommend it for all new Commanders, Quartermasters, Adjutants, Chaplains and Trustees and any members. A great amount of good material will be given out, so please sign up as soon as possible for Burlington or Portland. Thank You. I want to congratulate Commander SanPedro for reaching 100% in membership this year. As a team, we made it happen not only for him but also the Department of Maine, VFW. I expect the same for this coming year, so let us not move backwards. Set your goals up now and work on them on a daily basis. So let's have a good year and move forward thank you. We need everyone’s help to make it happen. Any Post requesting my visit during the year is asked to notify my Adjutant or me as soon as possible so that I can plan my schedule for the year. This will give us a chance to see your members and also observe the great work that you do on a daily basis for the VFW. My Commanders Special Project will again be the “Travis Mills Foundation” which was also Commander Francis program. Let us work as a team and make the donations so that we can support the great that the “Travis Mills Foundation” does for the Veterans nationwide. My Motto this year is “May We Remember The Fallen”. We must not forget them as they served our Country so greatly, the United States of America. Our Commander-in-Chief Keith Harman motto is “Service Not Self”, let us all follow that lead and make our nation great.

The prices remain the same as last year. Poppies: Let’s get our orders in early and get them out of the way. That will be 1 less thing to worry about in the months to come. Grants: I will be taking over the Grants for the Department as Al Michaud has decided he does not want to do it any longer. I’d like to “Thank” Al for all he has done for me with the Grants and also getting me up to par with the Quartermaster stuff. The State as a whole is in good financial working order. Each of my 3 years as Quartermaster, we have finished the year in the green. I see no reason for us not to continue to strive forward in the year to come.

As we start the New Year, we are reformatting the spreadsheet for Community activities which will be published in the August GO’s. It has separated Youth/Boy Scouts and POW-MIA/WAA as they separate Chairman. C/A: Hello Comrades and welcome to a new reporting year! Thank you for electing me as your Department Surgeon for 2017-2018. The Community Activities Program for 2017-2018 has been distributed to District Commanders and will be coming in the annual Special Mailing done by Department Adjutant Andre Dumas. Please be watching your mailboxes for this important mailing! Please utilize the reporting form available on the Department website, www.mainevfw.org. To submit a report, go to the website and then go under FORMS on the top right side under the banner at the top. Then, select VFW COMMUNITY SERVICE PROGRAMS REPORT, the password is 1921. I will automatically be e-mailed the report once you hit SUBMIT after filling it out. I have already received several submissions, so I know it works. If you cannot make it work, please call me @ 207-825-3874 and I will try to help. You can also submit a paper form to me @ 15 East Bucksport Road, Orrington, ME 04474-3916. Safety & Drug Abuse: Summer is upon us and we will all be out enjoying the temperate weather and sunshine. Please exercise caution and drink plenty of water. According to the Mayo Clinic, an average man should consume roughly 13 cups of water per day and women about 9 cups. These numbers are a baseline. If you are diabetic, take diuretic medications or have other health conditions, consult your Primary Care Physician for their recommendations. In addition, when you are out enjoying the sunny weather, you need to be sure to apply broad spectrum, water resistant sunscreen with a SPF of 30 or above 15 minutes BEFORE going outside AND every TWO hours thereafter. Also, important to remember that even though it says WATER RESISTANT, you still need to re-apply sunscreen after swimming or sweating. For those who partake in “adult beverages”, it is important to remember that these do not count for your daily consumption of water and can actually cause dehydration. In addition, DON’T DRINK AND DRIVE!!! No matter how much or little you drink or how much tolerance you have for alcohol, it is much better and safer to call a taxi or friend for a ride home. It will save your life, the lives of others on the roadways and save you a ton of money on legal fees. Blood: Please report every pint of blood that the Comrades in our Posts are donating!! Maine has shortages of donated blood far too frequently. Every two seconds, someone in the United States needs blood, nearly

36,000 units of red blood cells every day. Blood transfusions are given to patients ranging from cancers patient needing it during chemotherapy to car accident victims. Please give as often as you can. Americanism/Loyalty Day: All Posts should be reported in Loyalty Day by now as Loyalty Day is May 1st. If you have not completed this requirement, please read the Loyalty Day speech from National at your next Post meeting. To receive credit for Americanism, report anything dealing with the American Flag, military funerals, the Pledge of Allegiance, helping fellow Veterans, etc.

Greeting Comrades: Respect is a very broad term when people use it! What is the definition of respect? When I looked it up in the dictionary, I found out the dictionary definition is: to show regard or admiration of something or someone. I see respect as a universal characteristic. Respect to me is a way of showing someone that you think highly of them and well, respect them! Respect is a very important part of life. If a person is respected, it makes him/her feel good and in return, he or she respects you. Rudeness and kindness are also two very big components of respect. If you are rude to people or a person, you are disrespectful. If you are purposely mean or nasty to people, you are disrespectful. Just like with yourself, when you demonstrate respect for others, you give value to their being and ideals. In addition, you’ll make someone feel good by granting them respect, provided, of course, that it’s something that they deserve. One of the best ways to show respect for someone is to truly listen to another’s point of view. Obviously, we’ll not always agree with one another on every topic (and you should never adopt a point of view with which you do not agree), but we should allow each other to have and express our own views – regardless of whether we agree with them or not. “To be one, to be united is a great thing. But to respect the right to be different is maybe even greater.” Bono Keep this in mind: you owe everyone a basic level of respect for being a fellow human being, but your level of respect for others will vary from person to person. Your level of respect for others will vary depending upon your view of them and their own self-respect. There’s nothing wrong with affording some people greater respect than others. You should be kind and polite to everyone – no question about that. But for obvious reasons, some individuals simply deserve more respect than others. For example, I think we would all agree that a consistently honest person deserves more respect than a habitual liar. So, always be kind, courteous and afford a basic level of respect for our comrade and or family member, but you shouldn’t afford beyond basic respect to those who aren’t working on ideals you believe to be important. Respect is one of mankind’s most noble sentiments. The highest levels of respect are always earned – never given. This is true of self-respect as well as respect for others. Comrades: As most of you know, the Department has suffered another loss. Past Department Commander David Olson passed away in June. As the Immediate Past State Commander, I pledge my help to all of you just please ask. First to start off with, I want to take this time to “Thank” Commander Rich Farris the opportunity to serve as Chairperson of the Department of Maine, VFW F/Y 2017-2018 Audit and Finance Committee. During the recent Department Council of Administration meeting held 12 June 2017, Department Quartermaster Williams presented to members of the Council of Administration members the 2017-2018 Department Budget. After review by Council of Administration Members, the 2017-2018 was approved as submitted. The Audit and Finance Committee is scheduled to meet 15 July 2017 to close out the 2016-2017 Department Budget at which time all bills’ will have been paid. As Chairperson of the Department of Maine, VFW F/Y 2016-2017 Audit and Finance Committee, I see no problems with closing out the Department’s Budget. As Chairperson of the Department of Maine, VFW Audit & Finance Committee, I want to take this time to say “Thanks” to Department Quartermaster Dave Williams for maintaining a “Positive Budget” for the past three (3) years. The VA2K here in Maine resulted in donations for Homeless Veterans totaling $14,581 in cash and other items. “Thanks” to all in the VFW and the Auxiliary who participated. I was in Atlanta on May 17th and attended the VA2K held at the Atlanta Medical Center which was smaller scale but very pleasant. I recently toured the Homeless shelter that is being set up in Machias. Great progress is being made on renovating the main building which will include a counseling center for Veterans and their families. Ruth and Butch Moore are heading up the project with help from local VFW members. The Maine Military & Community Network has scheduled their Annual Conference for July 20, 2017 at the Augusta Civic Center. Keynote speakers are Vice Admiral Raquel C. Bono, Director of the Defense Health Agency and Dr. John Fisher, author of “The War after the War.” Afternoon workshops include Moral injury,

Substance Abuse, Women Veterans, Deployment, and Family Issues. The conference goes from 8 am to 4 pm with a reception afterwards that includes refreshments and an art show. Registration is $40 but only $25 for active military and Veterans and includes lunch. More information and registration available at mainemcn.org. The Maine Military & Community Network has regional groups that meet monthly or quarterly. This is a great opportunity for members or Posts to interact with other groups that are serving the Veteran community. Meetings are held in Houlton, Machias, Ellsworth, Bangor, Augusta, Lewiston, Brunswick, Portland, Springvale, and Skowhegan. All of these groups are open to working with the VFW. How about a member from each Post or each District serving as a representative to the MM&CN? I know some Posts are already involved with the group, please send me a note about your activities. More information is available at their website mainemcn.org. The next Stand-down at Togus is scheduled for October 21st. Burn that date onto your foreheads. It’s happening at Togus but is a statewide event with Veterans coming from all over. The VFW makes a significant contribution to the event as a percentage of casino monies are allotted to Homeless Veterans and the VFW serves as the pass-through agency for this funding. White House/VA Veteran’s Complaint Hotline: As part of President Trump’s plan to improve service and accountability at the Department of Veterans Affairs (VA), he pledged to create a 24/7 live-answer White House hotline devoted to answering Veterans’ complaints. On June 1, 2017, VA began a soft launch with Phase 1 of the “White House/VA Veterans’ Complaint Hotline.” The hotline will collect, process, and respond to Veterans’ complaints in a responsive, timely, and accountable manner. The information shared by Veterans will be used to improve the delivery of care and benefit services to all Veterans, along with their families, caregivers, and survivors. The White House/VA Veterans’ Complaint Hotline toll-free telephone number is 1-855-948-2311. The initial hours of operation during Phase 1 are Monday-Friday 8:00 am-5:00 pm ET (excluding federal holidays). Outside these hours of operation, callers will be advised to call back during regular business hours. Project 112/SHAD (Shipboard Hazard and Defense): Is the name of the program for both shipboard and land-based biological and chemical testing conducted by the U.S. military between 1962–1973. VA will provide physical examinations to Veterans who participated in the testing. Veterans will receive medical care free of charge for conditions related to exposure. Veterans may be eligible for disability compensation if they have a service-related disability and were discharged under other than dishonorable conditions. VA does not presume by regulation that any specific disabilities are related to participation in Project 112/SHAD. Veterans’ claims are decided on a case-by-case basis. Surviving spouses, dependent children and dependent parents of Veterans who died from health problems related to participation in Project 112/SHAD may be eligible for health care, compensation, education, and home loan benefits. We are moving forward on the POW/MIA Memorial. The main stone has been ordered. The delivery lead time is months. The engraving will also take some lengthy time. We are also looking to have a Memorial Area for headstones for our MIA and buried at sea Veterans. As this develops, more information will become available. The local Masons will be laying a wreath on Veterans Day. American flags are not place in the cemetery for Veterans Day. We are working on our Wreaths Across America program. Our liaison we have had since we opened has moved on and we are looking for communications of the new person assigned to take over. Our projected income from municipalities is doubled from last years. We just passed a warrant in Acton for the $1,000.00 we requested. Thank you to all the members that are attending their city/town meetings and supporting the requests we are making. We meet on the second Thursday at 9:30 am at the Southern Maine Veterans Cemetery beginning in September. VFW Accountable Officers Bond

This bond is written in consideration of the safeguards with Section 218, Manual of Procedure for the handling of funds. Section 218

provides that any negligence on the part of the Commander and Trustees shall make them individually and collectively liable with any

others for any discrepancies. Every Unit should require that the Quartermaster deposit all moneys coming into their possession in the

exact form in which they are received. THE QUARTERMASTER SHOULD WELCOME A THOROUGH AUDIT FOR

HIS/HER OWN PROTECTION.

In connection with the quarterly audit performed by the Trustees, the following minimal procedures are recommended:

1. The Trustees should obtain the bank statement directly from the bank and reconcile the account themselves.

2. Amounts shown on the audit report should be obtained from, or agree to the financial records of the Quartermaster, by the Trustees.

3. Both the audit report and the financial records should be verified mathematically by the Trustees. The beginning balances shown

on the current audit report should be agreed to, the ending balances as shown on the previous report. Deposits shown on the financial

records should be compared and agreed to deposits shown on the bank statement. Checks returned by the banks should be compared,

as to amount and payee, with financial reports during the process of bank reconciliation.

In the event of defalcation, the exact amount of the shortage must be proven. Your Department Quartermaster should be notified

immediately and furnished with a certified copy of the audit showing in detail receipts, disbursements, and the amount of the shortage.

The bonding Company requires that we handle our affairs in a business like way, and there is a time limit for both reporting a

defalcation and for determining the extent thereof, after which time the liability of the Company ceases.

4. You agree to make/or cause to be made, at least annually, an audit of your books and accounts, including complete verification of

all securities and bank balances pertaining to each “employee”. If the above is not complied with, the Surety Company will refuse to

If you are dropped from the Department Blanket by the State Quartermaster, you will receive a letter stating why and will have 30 days to correct or the drop will stand. Federal Law requires that all Post and Districts submit a 990, 990EZ or 990N annually. In 2007 the laws where changed requiring each subordinate unit to file on their own. Otherwise the funds from the subordinates would have to be added to the Department total to be declared on the annual report. This would create a major issue on filing on time and declaration for the Department. The old law before 2007 anyone under $25,000.00 per year did not need to file. However that law was changed; now all units must submit a 990, 990EZ or 990N! It is the responsibility of all Quartermaster to keep up on the changing tax laws! For those that have not been filing since 2007 and have received letters from the IRS stating their non-profit status has been revoked. Contact the State Quartermaster and have your computer on and we can walk you through the fundamentals to get you moving back on track. If at any time there are 3 consecutive years of non filing your non-profit status is automatically revoked by the IRS. The reason the documents are required by the State Quartermaster is for IRS auditing purposes and so the Department can maintain its non-profit status while operating a Blanket. The Blanket is proof to the IRS that we all meet the requirements as a non-profit Veterans organization.
