Special Mailing: A special mailing will be conducted by the State Adjutant office to all Council members & Post Quartermasters which will contain the following information: 2016-17 Directory, Membership and Community Activities program, Department By-Laws and many forms (i.e., Buddy Poppy, Bond, Graves Registration, etc.) that must be used for the year 2016-17. Post Quartermasters are requested to make sure that this information is passed on to their respective Commanders and Adjutants as soon as the package is received by you. They will also be required to reply by e-mail and/or USPS that the information has been received and passed out to their Commanders and Adjutants. 13. Attention Post Commanders/Quartermasters: For the year 2016-17, the Commander-Quartermaster Leadership pamphlet is now available on line at www.vfw.org. Again this year, for those Posts who do NOT have a computer, if you wish a copy of the pamphlet, please notify this office and a copy will be mailed to you. (NOTE: This only pertains to Posts who do not have a computer) 14. State Commander Special Visit Request: As was announced at the recent CoA meeting, any Posts wishing to have the State Commander attend Post functions (This includes any type of functions, i.e., cook outs, awards presentations, etc.) to contact the State Adjutant Office at least 4 weeks in advance to give him time to schedule it. 15. CoA and Committee Members: District Commanders are reminded that in case you are unable to attend the CoA meeting that a representative is sent in your place. All CoA and Cmtee members are advised that you must notify both the State Commander and the State Adjutant if you are unable to attend a Council of Administration (CoA) meeting for the year 2015-16. Also, a copy of your report MUST be forwarded to the State Adjutant prior to the CoA meeting for presentation at the meeting. (CoA members are reminded not to purchase the 2016-17 By-Laws/Manual of Procedures book as they will be purchased by the Department.) 16. District/Post Commanders: Attention is called to the provisions of Section 703 of the National By-Laws: Each officer accountable for funds or property pursuant to any provision of these By-Laws shall be bonded with an indemnity company as surety in a sum at least equal to the amount of the liquid assets for which, so far as can be anticipated, he may be accountable. The bond premium shall be paid from the funds of the Veterans of Foreign Wars of the United States, Department, District, County Council or Post, as the case may be, to which each officer is accountable. The bonds of such accountable officers, in amount and as to surety, shall be approved by their respective units and held by their respective Commanders. The Commander of each unit shall be responsible for the proper and adequate bonding of all accountable officers in his unit. 17. Post Commanders: Attention of incoming Post Officers is directed to Section 218 of the Manual of Procedure which outlines the duties of various Post Officers. Please make sure that you provide a copy of the duties to these Officers so that you may have a successful year.

18. 2017 VFW National By-Laws and Manual of Procedures: Each and every Post in the Department should order the 2016 edition once published after the National Convention. Much information as revised will be published. Contact the VFW Supply Store for your book. (NOTE: A copy will be provided by the Department to all Council members).

19. Maine Officers Leadership Development (MOLD) Training: Will be held on 20 August at Bangor Post 1761, 1368 Hammond St, Bangor, ME and 21 August at Portland Post 6187, 687 Forest Ave, Portland, ME. All District/Post Commanders, Quartermasters, Adjutants, Inspectors, Chaplain and Trustees are invited to attend. Dear Comrades I want to thank everyone for your trust and confidence in me to be your Department Commander. I am truly honored and will give nothing but 100% in all that I do. I look forward to meeting more of our Membership and visiting our Posts throughout the Department. I would also like to congratulate all of the elected and appointed officers for the year 2016-2017. I look forward to working with all of you and I know we will have a great year together. Congratulations to President Kim Baldwin, and all of her Officers and Appointees. I wish you nothing but success this year and pledge my support to you! We always talk about the importance of Membership & Community Activities and don’t get me wrong, I believe that they are a very important piece to a successful year, however, this year; I want to refocus the Department towards legislative issues and telling our story through social media and local news. I feel we have missed some opportunities to show our support for legislation that supports Veterans and their families. I feel that my Legislation Team will represent us very well at the state and federal levels. I have asked Adrian Cole to join the Team and I feel he will give us a new view from a current conflict Veterans perspective. I have asked them to let us know when they need our support and I hope that you will join me as we give it. We have to hold our Legislators, at all levels, accountable.

I encourage all the Posts, District and the Department to tell their story to our communities. We need to start letting people know that we are valuable assets to them. Spread the word that we are so much more than “old people drinking, smoking and telling war stories.” By getting involved with community events, we can show people what we are really all about. The Department recently launched a Facebook page! You can view it by searching VFW Department of Maine. This is to be used for Members to tell each other what their Post is doing, to keep you up to date on issues facing Veterans, and to communicate events that support Veterans. This is not a place to go air your complaints!! If you have issues, I ask that you please use the proper channels and not the Facebook page. Thank you, Adrian Cole, for getting this up and running. We also have another great resource available to us, and that is the Department webpage. There is a lot of information, forms, reports, and links on this page that can help all of you in the normal day to day business of running a Post.

I want to congratulate Commander Francis on reaching 100% in Membership this year. As a team, we made this happen for him, and our Department!! I expect the same to happen this year because we can’t, and won’t, move backwards!! We have the momentum moving forward and we need to keep it going. I ask that all Posts and District plan out your Membership goals for the year. Set monthly goals and track them so that you can easily meet them. Utilize your Membership Teams to reach out to your Members to show them you care about them and their families. We can have an outstanding year but it can’t be done without your help. I ask for your support this upcoming year!

I would like to attend your Post and District events, so please notify my Adjutant or me as soon as possible so I can request the time off from work. This is my opportunity to see the great things all of you are doing for your Posts and our community.

I know everyone knows this, but just to remind you, that everyone needs to work together and make this a great year for Commander SanPedro. I would also like to “Thank” all of the Department of Maine for having the confidence in me to be your Department Surgeon. As I have done in the past, doing 100%, I will also strive to do the same for Commander SanPedro and the Department of Maine and for each and every one of you. Membership: The membership year 2015-2016 has ended with IPSC Gerald L. Francis obtaining 100.01% in membership (CONGATULATIONS Gerry) and a new year 2016-2017 has now begun. Let’s all hit the road running and get out there to obtain new members. QM’s, keep an eye on your roster to make sure everyone is in good standings (paid up to date). Also, make phone calls to your members whose membership has lapsed and get your members who can be reinstated. Posts should already have their membership teams ready to go and new members coming in. When you have scheduled and completed a membership recruiting event make sure you send me a completed Recruiter Event Form so you will get credit for the event. If you take pictures of your recruiting event, please send me copies of your pictures. Remember, every member is a recruiter, so District Commanders and Post Commanders, pass this onto your members over and over. To stay strong within the VFW, we always have to be recruiting. ALWAYS REMEMBER…RETAIN, RECRUIT and REINSTATE!!! Now here is the BIG question…Which Post will be first one to reach 100%? Safety & Drug: It’s now Motorcycles season and they are on the road everywhere. Always be aware of them. They could be on your blind side and it’s possible you won’t see them, so before turning, don’t only depend on your mirrors, turn your head to be sure there is not one right there when you turn and stop and always check for bikes at intersections (look both ways). Keep a safe distance between you and them. Also motorcycle riders, this goes for you too. Keep a safe distance between you and all other vehicles. Remember motorcyclist that it takes almost twice the distance to stop than it does in cars or trucks. I don’t want to see any of our members involved in an accident involving motorcycles, and seeing that I ride, I definitely don’t want to be involved in one. Please remember IT IS AGAINST THE LAW TO DRINK AND DRIVE and this also includes be OVER MEDICATED!!! You need to use good judgment. If you ever think you might be over the limit or unsafe to drive YOU ARE!!! DO NOT GET BEHIND THE WHEEL OR PUT YOUR BUTT ON THE SEAT OF YOUR BIKE!!! It could be your life saving.

Greetings Comrades: As we gather this month to celebrate the birth of our great nation, here are some things to think about. It will probably sound like I’m preaching. We must never forget what God has done in the past for America. We must have our eyes opened to see what God is doing for America in the present. Then we must realize what God will do to America in the future. GOD HAS DONE TWO THINGS AMERICA: First; God Birthed America. We sing, “The Stars Spangled Banner” and “My County Tis of Thee”. Looks at the words to these two songs 1. First colonies – Jamestown, Va.First community bldg was a church. Only bldg with wall still standing. 2. Puritans first act at Plymouth Rock = kneel, praise and dedicate new colony 3. Roger Williams (Bapt. Minister) est. Rhode Island. 4. Lord Baltimore held church service in establishing Maryland. 5. William Penn a (Quaker) est. Penn, NY, DEL, Conn, NC, SC, Georgia. When you read their writings you see no doubt that God birthed America. William Penn in writing gov’t policies for PA made sure “all treasurers, judges, and all elected officials professed faith in Christ.” Our Founding Fathers consistently spoke of the need for utilizing the Bible and Judeo-Christian values in defining and preserving this nation: Twelve of the original 13 colonies incorporated the entire Ten Commandments into their civil and criminal codes. President John Adams stated, "The law given from Sinai was a civil and municipal code as well as a moral and religious code. These are laws essential to the existence of men in society and most of which have been enacted by every Nation which ever professed any code of laws. Vain indeed would be the search among the writings of secular history to find so broad, so complete and so solid a basis of morality as the Ten Commandments lay down." President George Washington said, "It is impossible to govern the world without God and the Bible. Of all dispositions and habits that lead to political prosperity, our religion and morality are indispensable supporters." In 1782, the U.S. Congress voted in favor of a resolution recommending and approving the Bible for use in the schools. Henry Laurens, fourth president of the Continental Congress, stated, "I had the honor of being one who framed the Constitution. In order effectually to accomplish these great constitutional ends, it is especially the duty of those who bear rule to promote and encourage respect for God and virtue." Patrick Henry, first governor of Virginia and a member of the Continental Congress, stated, "It cannot be emphasized too strongly or too often that this great nation was founded, not by religionists, but by Christians; not on religions, but on the Gospel of Jesus Christ." God birthed America but…God also has Blessed America American history--tons of stories of God’s miraculous intervention. But most history books written by humanists who deliberately keep true facts out of textbooks. British commander William Howe was moving 30,000 Veteran British soldiers to take NY. Gen. George Washington only had 18,000 inexperienced troops. It was 1776. British troops outflanked Washington. Washington lost 1,000 men and 2 top Generals. Washington’s troops discouraged. Without any reason British halted their troops. Had they kept on pressing in they would have destroyed Washington and troops. Yet still they were trapped on Long Island. Only route of escape was treacherous East river. Weather very bad and seemed impossible to cross. Washington called for a prayer meeting to ask for God’s guidance and help. Decided to attempt to cross river! Storming, then suddenly 11 pm wind died and rain stopped. River was as smooth as glass. Started crossing and gentle breeze came up behind them to push them along. Even with this miracle still would be impossible to get all troops across to Manhattan Island before daybreak. Just before daybreak, thick fog draped over them and

hiding them from British troops. When fog lifted British commander Howe was shocked. Washington troops had escaped. Washington and men recognized God’s blessings on America. You and I don’t take our freedom for granted. We have not all paid the same price. We have all contributed in one way or another and some of our Comrades have paid the ultimate price. Allen Star of Arkansas erected monument to the 241 servicemen killed in bombing of Marine headquarters in Lebanon. With $2000 and used bricks built 8X4 ft monument with bronze plaque that says, “Lest we forget that peace has a price.” Our freedom is not free – just ask a parent who lost a son or daughter in a war. Ask a child who lost a father or mother. Ask a man or a woman who lost a leg, arm, or was injured for life. - What has God done? Birthed America and Blessed America. God is presently beholding America. He sees how far we have come since our birth in 1776. In God’s eyes are we better to Him or bitter to Him to look upon? Homeless Veterans: Congratulations to all the newly elected and appointed Officers. Thanks to Commander San Pedro for appointing me to these three Chairmanships this year. Congratulations to the Department of Maine for being 100% in Membership last year. We had a very successful VA2K Walk and Roll this May. The VA Maine topped the list for the amount donated. We are not only the highest for a facility of our size; we are on top of all the other VA Healthcare Systems that participated. The total includes the CBOCs that also participated. Thanks to everyone that donated or assisted with this important program. The Stand-Down will be on Saturday, October 22nd and the planning is in high gear. The clothing order is being finalized. If you’re making a financial donation to the Stand-Down, make the check out to the “Department of Maine, VFW” with “Stand-Down in the memo line” and sent it to James E.N. Bachelder, 2973 Milton Mills Rd, Acton, ME 04001-5018. This will insure the funds will be spent as needed. What does the Homeless Veterans Committee need? We need your help locating Veterans in need. When you find a Veteran who is homeless or living in substandard housing, let us know so we can improve their way of life. There will be little progress to report but you will be kept up to date. Our Gardening Chairman has been diagnosed with terminal cancer. He is in hospice care. We are all saddened to hear this career Marine that was unstoppable is now fighting a difficult battle. Please keep him in your prayers We meet on the second Thursday at 9:00 am at the Southern Maine Veterans Cemetery beginning in September. Assistant Legislative Chairman (Augusta): Adrian Cole and I have been appointed this year. We will be meeting and looking at all the state legislation pertaining to Veterans and will ask the Council of Administration for their opinion on the bills.

2017. To Past Commander, Department of Maine, VFW 2015-2016, Jerry all the ''BEST" and Welcome to the Past Commander's ranks ,you paid your dues. Having recently attended the Department of Maine, VFW 96th Annual convention which was hosted by the Comrades of Deering Memorial Post 6859; the Convention was one of the better Department Convention that I have attended in several years. To Department Chaplain Sivret and PSC Lussier, "Thanks" for the Outstanding Memorial Program, couldn't get any better. I would be remiss, if I didn't "Thank" Department Adjutant Andre, "Job Well Done" for his involment with the Committee. All four (4) Members of the State of Maine Congressional Delegation were invited to attend the Convention, but only Congresswomen Pingree and Congressman Poliquin attended and spoke to the Comrades attending the Convention. Both Senators Collins and King were invited to attend but their schedules prohibited them from attending. There are several issues that as Veterans that we should focus on and that there is several members of Congress, who are doing everything in their power to do away with the Department of Veterans Affairs Health Care Program. Comrades, I don't have to tell you what would happen if we as Veterans, we were to lose the Department of Veterans Health Care Program. Once again Comrades, I am asking all of you to unite and contact the entire State of Maine Congressional Delegation, do not support the program to do away with the Department of Veterans Affairs, Health Care Program. Comrades; I recently was invited to attend a local Republican Party Candidates event. To my surprise, I was shocked that any of the candidates that I talked with had no idea of any Veterans Programs, such as Department of Veterans Affairs, Health Care Programs, location of the Caribou VA clinic, etc. Again Comrades, we owe it to ourselves to get out and educate our local candidates of the issues that affect our Veterans today. Whatever happens, don't wait, as the General Election which is schedule for 8 November 2016. Audit & Finance: The Finance and Audit Committee along with Department Quartermaster Williams presented to the Council of Administration the 2016-2017 Budget which was approved by the Council of Administration. As Chairperson of the Finance and Audit Committee, Quartermaster Dave put together a Budget together that we can live with. The Finance and Audit is scheduled to meet during July 2016 to finalize and close out the Department's 2015-2016 Budget.

Social media will be a focus for our Public Relations strategy this year. We are a large State and this platform is a force multiplier. It enhances our capacity to recruit without costing us a dime, and is easy to use. It is also the location most of our new recruits will first encounter our organization. I have built a Department Facebook page and started linking it to some of the Post pages. When we “Like” your page, it allows us to view your events in our timeline and makes it easier to link to you, and share your events or posts. It is also why we suggest you “Like” our page at www.facebook.com/VFWDepartmentofMaine. Setting up a Facebook account is free and is easier than building a website. It can be a great way to conduct outreach to new segments of the community, but needs to be managed correctly. In setting up your account, it needs to be compliant with the National guidelines. I am working my way through the pages currently built, and only one or two have been compliant at this point. Don’t panic, this is easy to fix. Everyone’s page should be set up as a non-profit entity, not a person, group or club. Your URL (web address) should read www.facebook.com/VFWPost####. This format helps with the search engine systems, and should be the most efficient way of finding your post if someone is looking. At this time, I am tracking media submissions from Bath 7738, Topsham 2197, Washington 9437. If you give me a heads up about news coverage of your event, I can usually find it online and post it to our page. If you update your website or Facebook page, please send me a message. Changing of the Guard: After almost 17 years of faithful service to Maine veterans, we bid a fond farewell to Rene A. Deschene! We wish him well as he goes off to pursue his bucket list goals. Our Veteran’s will still be in good hands as Cornelius “James” Ware takes the helm. James has been the Assistant Service Officer for 6 years. James has worked diligently under Rene’s tutelage all these years. JoAnn Bolduc is new to the team, but is quickly learning the ropes. She will be attending National Veteran’s Service training in August. So although Rene is leaving, you still have a strong DSO team at Togus ready and able to our veteran’s. Rene’s Retirement Farewell: Rene’s retirement farewell was held on Wednesday 22 June at Togus. I want to “Thank” Commander Steve San Pedro and the other VFW representative that were in attendance. It was a wonderful tribute to a Service officer who has touched so many Veterans lives over the years. He will be missed. A special thank you is also in order to our U.S. Representative whose staff was also in attendance. Last but not least, “Thank” you to the VA Regional Office staff for allowing us the use of their space to host the event. Replacement Medal: Just a friendly reminder we have a variety of full size medals for Vietnam Service, Persian Gulf Service, NATO and Navy/Marine Service. Department of Maine

VFW Accountable Officers Bond

This bond is written in consideration of the safeguards with Section 218, Manual of Procedure for the handling of funds. Section 218

provides that any negligence on the part of the Commander and Trustees shall make them individually and collectively liable with any

others for any discrepancies. Every Unit should require that the Quartermaster deposit all moneys coming into their possession in the

exact form in which they are received. THE QUARTERMASTER SHOULD WELCOME A THOROUGH AUDIT FOR

HIS/HER OWN PROTECTION.

In connection with the quarterly audit performed by the Trustees, the following minimal procedures are recommended:

1. The Trustees should obtain the bank statement directly from the bank and reconcile the account themselves.

2. Amounts shown on the audit report should be obtained from, or agree to the financial records of the Quartermaster, by the Trustees.

3. Both the audit report and the financial records should be verified mathematically by the Trustees. The beginning balances shown

on the current audit report should be agreed to, the ending balances as shown on the previous report. Deposits shown on the financial

records should be compared and agreed to deposits shown on the bank statement. Checks returned by the banks should be compared,

as to amount and payee, with financial reports during the process of bank reconciliation.

In the event of defalcation, the exact amount of the shortage must be proven. Your Department Quartermaster should be notified

immediately and furnished with a certified copy of the audit showing in detail receipts, disbursements, and the amount of the shortage.

The bonding Company requires that we handle our affairs in a business like way, and there is a time limit for both reporting a

defalcation and for determining the extent thereof, after which time the liability of the Company ceases.

COVERAGES OF THE POLICY REQUIRES THAT:

1. You agree to make/or cause to be made, at least annually, an audit of your books and accounts, including complete verification of

all securities and bank balances pertaining to each “employee”. If the above is not complied with, the Surety Company will refuse to

honor claim of missing funds which cannot be proven by records. Monthly audits and reconciliation of bank statements may avoid

this denial of claim.

2. The surety Company will not pay for loss resulting from any unauthorized advances made by an “employee” to any member for

delinquent dues and assessments.

DEPARTMENT BLANKET FOR TAX PURPOSES Do to the changes in laws for Non-Profits the following information will be required to be sent to the State Quartermaster by Post and District Quartermaster's to remain on the Department Blanket. The providing of the documents will start 15 June 2016. 1. Annually: Signed letter requesting to be on Department Blanket (any Post or District that does not submit the letter will be dropped from the Blanket) letter needs to be sent to State QM between 15 June and 30 Sept 2016. 2. Annually: Copy of document filed with the IRS: 990, 990EZ, 990N and 990T when filed. (Any Post or District that does not provide the document will be dropped from the Department Blanket) by 1 Dec 2016. 3. Annually: List of all Officers and Trustee's (any changes be sure to forward up dates) 4. Annually: Copy of Annual Incorporation form sent to the State of Maine, send to state QM by 30 Dec 2016. 5. Quarterly: Quarterly Trustee reports (which is the financial proof of the unit) 6. Annually: Annual Inspection of Unit Be advised if you are dropped from the Department Blanket you will be required by Federal Law to apply for your own coverage which can be costly. If you are dropped from the Department Blanket you will not be able to reapply to it until all the IRS requirements are met. If you are dropped from the Department Blanket by the State Quartermaster, you will receive a letter stating why and will have 30 days to correct or the drop will stand. Federal Law requires that all Post and Districts submit a 990, 990EZ or 990N annually. In 2007 the laws where changed requiring each subordinate unit to file on their own. Otherwise the funds from the subordinates would have to be added to the Department total to be declared on the annual report. This would create a major issue on filing on time and declaration for the Department. The old law before 2007 anyone under $25,000.00 per year did not need to file. However that law was changed, now all units must submit a 990, 990EZ or 990N. It is the responsibility of all Quartermaster to keep up on the changing tax laws. For those that have not been filing since 2007 and have received letters from the IRS stating their non-profit status has been revoked. Contact the State Quartermaster and have your computer on and we can walk you through the fundamentals to get you moving back on track. If at any time there are 3 consecutive years of non filing your non-profit status is automatically revoked by the IRS.

The Blanket is proof to the IRS that we all meet the requirements as a non-profit Veterans organization.
