I am pleased to present the Statement of Strategy for the Department of Foreign Affairs and Trade for the 2017-2019 period. The document sets out our priorities, how the Government will deliver on our commitments to our citizens, and how we will grow our influence around the world.

Key to our work is our leading role in Ireland’s response to Brexit, working with the Department of the Taoiseach and other Departments to ensure the promotion and protection of Irish interests, in particular the peace process in Northern Ireland. We will continue our efforts to deliver the best possible political, economic and cultural relationship between Ireland and Britain and between Britain and the European Union. We remain firmly committed to strengthening Ireland’s position at the heart of the European Union, to the benefit of our citizens.

Our foreign policy is an increasingly important avenue to deliver security and prosperity for our country and our citizens. The international context in which we operate remains challenging and is constantly evolving. As a country we need to meet those challenges with ambition and purpose. Our Missions abroad are charged with promoting Ireland, identifying new markets and opportunities for Irish business, and protecting and supporting Irish citizens. Our international development work, a hallmark of Ireland’s international engagement, also remains a priority, reinforced by the Government’s commitment to reaching our goal of 0.7% of GNI on overseas development cooperation, and our work to implement the Sustainable Development Goals.

Our foreign policy says a lot about us as a people and that is why I am committed to securing a seat on the UN Security Council for the 2021-2022 session. Our commitment to peacebuilding, human rights, disarmament, sustainable development and a rules-based international environment have been at the heart of policy building and will drive our campaign.

I am looking forward to working with my colleagues, Ciaran Cannon, T.D., Minister of State for the Diaspora and International Development, and with Helen McEntee T.D., Minister of State for European Affairs, with colleagues across Government and with the talented staff of my Department at home and abroad to deliver on these priorities over the coming years.

The coming period presents new challenges and opportunities, as well as new priorities, for the Department. This Statement of Strategy reflects those priorities and how we will deliver on our Programme for Partnership Government commitments, including our key role in Brexit negotiations and on Government ambitions for Ireland’s Global Footprint.

Our people are our greatest resource and we recognise that they will be the key to achieving these goals. Whether they are providing emergency consular assistance to Irish citizens abroad, arguing for our vital interests and values at the EU or UN, supporting Irish companies to explore new opportunities, or promoting Ireland’s reputation internationally, the hard work, capability and resilience of our staff around the world continues to be a source of pride for the Department. As Secretary General, I am committed to ensuring that we support and develop our staff to maximise their potential.

The period ahead poses a number of unique international and global challenges and the Department will continue to play a vital role in supporting the Government and the Oireachtas, not least in moving into the next phase of Brexit. Furthermore, the Government’s intention to increase our Global Footprint and a commitment to open 6 new diplomatic Missions in the period 2018-2019 place considerable responsibility on the Department and will require innovation and flexibility.

In 2019, we will celebrate 100 years of Irish foreign policy and the foundation of this Department. It will be a unique moment to reflect on our contribution and on our desire to be the most effective small foreign service in the world. It is a challenge, but one that we embrace.

DFAT works with all relevant Departments and Agencies to implement ‘Ireland

Connected’, the whole-of-Government trade and investment strategy and supports

enhanced whole-of Government trade co-ordination through inter-departmental,

agency and intra-DFAT groups chaired by Trade Division, as well as through input at

Cabinet Committee A and related SOG, and contribution to other relevant inter-

Departmental Working Groups and Committees. DFAT also provides the Secretariat to

the Export Trade Council (ETC).

Missions abroad lead Local Market Teams, which bring together key personnel from the

Department and State Agencies to deliver coherent approaches to trade, tourism and

investment promotion.

DFAT coordinates with all Departments and relevant State agencies on key promotional

messages in overseas markets, in particular around St. Patrick’s Day. DFAT also plays a

coordinating role in delivering Enterprise Ireland led Trade Missions. The Department

and its Missions will play an important role in supporting the implementation of the new

International Education Strategy, as well as the international aspects of FoodWise 2025.

Through the NSMC Secretariat in Armagh, DFAT also supports economic cooperation

promoted by the North South Ministerial Council and by the six North South

Implementation Bodies and the all Ireland tourism strategy promoted by Tourism

Ireland.

The Department liaises with the Irish Naturalisation and Immigration Service on visa

applications.

DFAT will participate actively in Public Sector Reform initiatives and Civil Service Renewal,

through its participation in the Civil Service Management Board and other reform

networks. Statutory and policy obligations under the Corporate Governance Standard for

the Civil Services will continue to be observed.

DFAT will continue to work to ensure that we meet our obligations under the Official

Languages Act 2003 and promote the Irish language in our services and in our public

diplomacy.

A Programme for Partnership Government

This Statement of Strategy sets out how the Department of Foreign Affairs and Trade implements the commitments assigned to it under the Programme for aPartnership Government. The Department of Foreign Affairs and Trade is responsible for delivering on commitments relating to our relationships with our EUand international partners, reconciliation and cooperation on the island of Ireland, the economy and delivery of Ireland’s overseas aid programme. A full listof Commitments is available at Annex 5.

In the coming years, the work of the Department will be strongly focused on delivering Government policy relating to the United Kingdom’s decision to exit theEuropean Union, whether that be in defining Ireland’s role in the new EU context or safeguarding and strengthening our unique bilateral relationship with the UKacross the range of our engagement. In the area of the economy, commitments will complement the Government’s Action Plan on Jobs, with a view to increasingexports, and supporting innovation and helping Irish companies tap into new markets overseas. The promotion of peace and reconciliation on the island ofIreland, advancing North-South cooperation and ensuring the full implementation of the Good Friday Agreement and related agreements remain central prioritiesfor the Department. The Department is also responsible for implementing Ireland’s commitments to the fight against global hunger and poverty, including theprovision of humanitarian assistance. Implementation of Agenda 2030 (the Sustainable Development Goals) internationally and nationally will be to the forefront.Our Mission network has particular responsibilities to support all Government Departments and agencies implementing Programme for Partnership Governmentcommitments with an international dimension and to maintain Ireland’s reputation as a respected global partner.

The Global Island: Ireland’s Foreign Policy for a Changing World and One World, One Future: Ireland’s Policy for International Development

The Government’s Foreign Policy Review The Global Island: Ireland’s Foreign Policy for a Changing World, published in January 2015 and the Government’s newpolicy for International Development One World, One Future, published in May 2013, remain core policy statements which inform this Strategy Statement.

Human Rights and Equality Assessment and Considerations

Under the Irish Human Rights And Equality Commission Act (2014) this Department must have regard to the need to eliminate discrimination, promote equality ofopportunity and treatment of staff and customers, and protect the human rights of staff and customers. The Department will launch its first assessment of thehuman rights and equality issues relevant to our functions in early 2018, as set out in the Act. This assessment, based on a whole of organisation review, willidentify concrete actions to be taken forward in 2018 in line with our commitments under the Act.

This Statement of Strategy will set the high-level goals for annualBusiness Plans and Risk Registers across all Business Units in theDepartment of Foreign Affairs and Trade in 2017, 2018, 2019 and2020. This applies to Lead Divisions and Units at headquarters as wellas the Mission network. The relevant high-level goals and high-leveloutcomes will be reflected in individual Business Plans which areapproved by the Department’s Management Board to ensurecoherence across the work of the Department. Goal-setting andperformance management and development for all officials in theDepartment is based on these Business Plans.

The Management Board will receive regular reporting on BusinessPlanning and strategy and on the implementation of the StrategyStatement. Business Units are required to submit mid-yearimplementation reviews on their own implementation of the high-level Goals and Outcomes which apply to their Unit. The Departmentthen produces an Annual Report which communicates what has beendelivered each year in terms of the Outcomes identified in thisStatement of Strategy.

The Department of Foreign Affairs and Trade produces keyperformance indicators which relate to many of the high levelOutputs in this Strategy Statement. Some of these are published inthe annual Estimates for the Department’s votes, others are includedin regular publications and press releases such as on consular,passport and trade statistics published each year. The Departmentwill continue to work to refine this comprehensive set of keyperformance indicators, both quantitative and qualitative. TheDepartment is committed to ensuring accountability and an openapproach in its engagement with the Oireachtas and with the public.Full details on this, and on the structures and assignment ofresponsibilities for the Department of Foreign Affairs and Trade, canbe found in the Department’s Corporate Governance Framework,first published in April 2016.

The preparation of this Statement of Strategy was informed by consultationsacross all Government Departments and with members of the Oireachtas. TheManagement Board of the Department was closely involved in drafting and allstaff were given an opportunity to contribute during the development period.Stakeholders were also invited to provide views during the preparatory period.Full public consultations, including with civil society, took place for the productionof the policy documents The Global Island and One World, One Future.

We will actively fulfil the Irish Government’s mandate as a co-guarantor of the Good Friday Agreement and, building on the substantial progress alreadymade, will honour commitments under subsequent agreements including the 2014 Stormont House and the 2015 Fresh Start Agreement, which togetherprovide a new political, social and economic framework for Northern Ireland.

We will continue to work with the British Government and the US Administration to support the Executive Parties in Northern Ireland in theimplementation of their commitments under these Agreements.

Maintaining the needs of the victims and their survivors at the core of our approach, we will build on the progress made in recent talks to establish the newinstitutional framework on the past, as agreed under the Stormont House Agreement.

We will actively pursue the implementation of the All-Party Dáil motions of 2008 and 2011 relating to the 1974 Dublin and Monaghan bombing atrocities.

We will continue to support victims’ groups and to promote reconciliation among communities on both sides of the border, which were particularlyaffected by conflict, through the Government’s Reconciliation Fund and through ministerial engagement with representatives of different communitytraditions.

We will support efforts to implement the unfulfilled commitments under previous Agreements, including the establishment of a North-South ConsultativeForum; the establishment of a public inquiry into the murder of Pat Finucane; and the promulgation of a Bill of Rights for Northern Ireland.

Building on the successful state visits of 2011 and 2014, we will continue to enhance Ireland’s relationship with the United Kingdom, including under theGood Friday Agreement, through the British-Irish Council and the annual summits between the Taoiseach and British Prime Minister. We will strengthencooperation with all devolved administrations.

We will increase the number of joint North-South trade missions to create new job opportunities for people on both sides of the border.

We will deliver on the Irish Government commitments made in the Stormont House and Fresh Start Agreements which will aim to boost economic growthin the North West through the North West Gateway initiative, the upgrading of the A5 road and the further development of the Ulster Canal. We willcontinue to develop further cross-border Greenways and Blueways.

Working with the Northern Ireland Executive, we will undertake a review of the Narrow Water Bridge project to identify options for future development.

We will continue to advance North South cooperation, particularly through cross-border bodies and the North South Ministerial Council (NSMC) andharness the potential of the Stormont House Agreement to develop new areas of cooperation in areas such as trade, health, tourism, sport and security.

Recognising that women and girls are disproportionately affected by violent conflict, we will ensure the timely implementation of Ireland’s second NationalAction Plan on Women, Peace and Security and support international efforts to protect women and girls in conflict zones.

We will continue to play an active role at the European Union Foreign Affairs Council, the OSCE and through the UN, in seeking diplomatic resolutions tocrises and conflict, with particular reference to Syria, Iraq, Libya, and the Ukraine.

We will continue to play a role in advancing a stronger role for the EU in the Middle East Peace Process, having regard to the stalled nature ofthe process at present, and honour our commitment to recognise the State of Palestine as part of a lasting settlement of the conflict.

Radicalisation and terrorism pose a threat to our safety and our value system. We will support EU and UN efforts to tackle radicalisationoutside the EU’s borders by measures such as working with third countries to stop the advance of brutal terrorists.

We will promote fundamental rights, the rule of law and religious freedom and support efforts by the EU and UN to stop the persecution ofethnic and religious minorities. We will continue to protect and promote human rights through multilateral fora and to support the work ofHuman Rights Defenders.

Our active membership of the UN is an important aspect of our foreign policy. We will campaign for Ireland’s election to a non-permanentseat on the UN Security Council for the 2021-2022 term. We will advocate for UN Security Council reform to ensure greater regional balancein membership.

Continuing Ireland’s proud legacy, we will ensure Ireland continues to play a leading role in nuclear non-proliferation and arms controlthrough the UN and OSCE.

We will continue to deliver record numbers of minister-led trade missions. We will continue to take a robust position to defend our offensiveand defensive interests in relation to trade negotiations.

We will develop a new cross-sectoral, whole-of-government Asia-Pacific Strategy, recognising the strengthening relationship betweenIreland and many Asia-Pacific countries.

We will develop a new cross-sectoral, whole-of government Strategy for the Americas, taking account of Ireland’s strong links to countriesright across the American continent and the opportunities to enhance our relationships with countries in Central and South America and theCaribbean in particular. We will also further develop trade with countries in Africa.

We will evaluate the diplomatic mission network to ensure that its breadth and depth is consistent with Ireland’s strategic priorities, with aview to expansion in line with the proposed strategies for Asia-Pacific and the Americas.

We will continue to closely partner with international and Irish NGOs to ensure that Irish aid funding effectively reaches those in need andhas the flexibility to deal with emergencies whilst prioritising long-term outcomes from development programmes in line with theGovernment’s 2013 international development policy, One World, One Future.

Ireland, along with Kenya, co-facilitated agreement of the new SDGs at the UN. We will work to implement the SDGs and to promote theirimplementation around the world.

We will continue to make progress towards achieving the UN target of 0.7% of gross national product for ODA, as resources allow.

We will ensure robust oversight of Ireland’s ODA budget.

We will continue the innovation agenda that led to the introduction of the Passport Card in 2015.

maidir le cur le scála an mhaoinithe do chúrsaí aeráide.

Beidh an Roinn, idir an Cheanncheathrú agus ár líonra Misean, ag cuidiú le hiarrachtaí tras-Rialtais

chun freagairt láidir ar an ngéarchéim imirce a chinntiú.

Tá an Roinn ag obair leis na Ranna agus na Gníomhaireachtaí go léir lena mbaineann chun 'Ireland

Connected', an straitéis trádála agus infheistíochta uile-Rialtais, a chur i bhfeidhm agus tacaíonn sí le

comhordú feabhsaithe na trádála ar fud an Rialtais trí ghrúpaí idir-rannach, grúpaí gníomhaireachtaí agus

grúpaí inmheánacha de chuid na Roinne faoi chathaoirleacht an Rannáin Trádála, mar aon le hionchur ag

Coiste Comh-Aireachta A agus ag an nGrúpa Oifigeach Sinsearach cuí, agus cuidiú le Meithleacha Oibre agus

Coistí ábhartha idir-Roinne eile. Soláthraíonn RGET an Rúnaíocht don Chomhairle Trádála Easpórtála freisin.

Bíonn Misin thar lear i gceannas ar Fhoirne Margaí Áitiúla, ina dtugtar le chéile daoine tábhachtacha ón

Roinn agus ó Ghníomhaireachtaí Stáit chun cur chuige comhtháite a ghlacadh i dtaobh chur chun cinn na

trádála, na turasóireachta agus na hinfheistíochta.

Comhordaíonn RGET teachtaireachtaí bolscaireachta leis na Ranna ar fad agus le gníomhaireachtaí cuí Stáit i

margaí thar lear, go háirithe i rith thréimhse na Féile Pádraig. Tá ról comhordaithe ag RGET freisin maidir

leis na Misin Trádála faoi stiúir Fhiontraíocht Éireann. Beidh ról tábhachtach ag an Roinn agus a cuid Misean

maidir le tacú le cur chun feidhme na Straitéise Oideachais Idirnáisiúnta nua, chomh maith leis na gnéithe

idirnáisiúnta de FoodWise 2025.

Trí Rúnaíocht na Comhairle Aireachta Thuaidh-Theas in Ard Mhacha, tacaíonn RGET freisin le comhar

geilleagrach arna chur chun cinn ag an gComhairle sin agus ag na sé Chomhlacht Forfheidhmithe Thuaidh-

Theas, agus leis an straitéis turasóireachta uile-Éireann atá á cur chun cinn ag Turasóireacht Éireann.

gcuirfimid an dea-chleachtas i bhfeidhm i dtaobh seirbhís do chustaiméirí.

Beimid ag obair leis an Roinn Airgeadas lena chinntiú go gcloífear le rialacha fioscacha agus uasteorainneacha

caiteachais arna leagan síos faoin gcreat fioscach.

Léireoimid ceannaireacht agus dea-shampla maidir le cuspóirí náisiúnta agus idirnáisiúnta fuinnimh agus

aeráide trí fheabhas a chur ar éifeachtacht fuinnimh sa Roinn agus a bheith ag obair ar mhaithe le

comhlíonadh Straitéis Éifeachtúlachta Fuinnimh na hÉireann don Earnáil Phoiblí

Beidh páirt ghníomhach ag RGET i dtionscnaimh maidir le hAthchóiriú na Seirbhíse Poiblí agus Athnuachan na

Státseirbhíse, trína rannpháirtíocht ar Bhord Bainistíochta na Státseirbhíse agus i líonraí eile a bhíonn ag plé le

hathchóiriú. Leanfar ag cloí le hoibleagáidí reachtúla agus oibleagáidí beartais faoin gCaighdeán Rialachais

Chorparáidigh don Státseirbhís.

Leanfaidh RGET ar aghaidh ag obair lena chinntiú go gcomhlíonaimid ár n-oibleagáidí faoi Acht na dTeangacha

Oifigiúla 2003 agus go gcuirfimid an Ghaeilge chun cinn inár gcuid seirbhísí agus inár dtaidhleoireacht phoiblí.

I gcomhlíonadh an dualgais atá ar an earnáil phoiblí fáil réidh le leithcheal, comhionannas deiseanna a chur

chun cinn agus cearta an duine a chosaint, tabharfaidh an Roinn Gnóthaí Eachtracha agus Trádála aghaidh ar

chomhionannas inscne, ar chomhionannas agus ar éagsúlacht ina pleanáil straitéiseach, a beartais agus a

cleachtais agus ina tuarascálacha bliantúla de réir mar is cuí dá feidhmeanna.

Clár don Rialtas Comhpháirtíochta

Leagtar amach sa Ráiteas Straitéise seo conas a chuireann an Roinn Gnóthaí Eachtracha agus Trádála chun feidhme na gealltanais a sannadh di faoin gClár donRialtas Comhpháirtíochta. Is í an Roinn Gnóthaí Eachtracha agus Trádála atá freagrach as comhlíonadh na ngealltanas a bhaineann leis an gcaidreamh eadrainnféin agus ár gcomhpháirtithe san Aontas Eorpach agus ár gcomhpháirtithe idirnáisiúnta, le hathmhuintearas agus comhar ar oileán na hÉireann, leis anngeilleagar agus le cur chun feidhme chlár na hÉireann um chúnamh thar lear. Tá liosta iomlán na nGealltanas in Iarscríbhinn 5.

Sna blianta amach romhainn, beidh obair na Roinne dírithe go mór ar chur chun feidhme bheartas an Rialtais maidir leis an gcinneadh a rinne an Ríocht Aontaitheimeacht as an Aontas Eorpach, cibé acu ról na hÉireann a shainiú i gcomhthéacs nua an Aontais nó an caidreamh déthaobhach ar leith idir muid féin agus anRíocht Aontaithe a chosaint agus a neartú ar fud raon ár rannpháirtíochta. I réimse an gheilleagair, beidh na gealltanais ag teacht le Plean Gníomhaíochta anRialtais do Phoist, d'fhonn onnmhairí a mhéadú, agus tacú leis an nuálaíocht agus cuidiú le cuideachtaí Éireannacha dul i bhfód ar mhargaí nua thar lear. Tá sé fósina thosaíocht lárnach ag an Roinn an tsíocháin agus an t-athmhuintearas a chur chun cinn ar oileán na hÉireann, an comhar Thuaidh-Theas a chothú agus achinntiú go ndéanfar feidhmiú iomlán ar Chomhaontú Aoine an Chéasta agus comhaontuithe a bhaineann leis. Ina theannta sin, tá an Roinn freagrach as cur chunfeidhme ghealltanais na hÉireann maidir le cur i gcoinne an ocrais agus na bochtaineachta ar domhan, lena n-áirítear cúnamh daonnúil a thabhairt. Leagfar béimar Chlár Oibre 2030 (na Spriocanna Forbartha Inbhuanaithe) a chur chun feidhme sa tír seo agus ar fud an domhain. Tá freagrachtaí áirithe ar líonra na Misean idtaobh tacaíocht a thabhairt do na Ranna Rialtais agus na gníomhaireachtaí ar fad atá ag comhlíonadh na ngealltanas a bhfuil gné idirnáisiúnta acu faoin gClár donRialtas Comhpháirtíochta, agus i dtaobh an dea-cháil atá ar Éirinn mar chomhpháirtí uasal domhanda a choimeád.

An tOileán Domhanda: Beartas Eachtrach na hÉireann maidir le Domhan atá ag Athrú agus Domhan Amháin, Todhchaí Amháin: Beartas na hÉireann maidir leForbairt Idirnáisiúnta

Is lárnach go fóill iad an tAthbhreithniú ar Bheartas Eachtrach an Rialtais An tOileán Domhanda: Beartas Eachtrach na hÉireann maidir le Domhan atá ag Athrú, afoilsíodh i mí Eanáir 2015, agus beartas nua an Rialtais ar Fhorbairt Dhomhanda, Domhan Amháin, Todhchaí Amháin, a foilsíodh i mí na Bealtaine 2013, agus chuirna ráitis bheartais sin bonn eolais faoin Ráiteas Straitéise seo.

Measúnacht ar Chearta an Duine agus Comhionannas agus Saincheisteanna ina dtaobh

Faoin Acht fá Choimisiún na hÉireann um Chearta an Duine agus Comhionannas (2014), ní mór don Roinn seo aird a thabhairt ar an ngá atá le fáil réidh leleithcheal, cur chun cinn a dhéanamh ar chomhionannas deiseanna agus ar chomhionannas sa chaoi ina gcaitear le baill foirne agus custaiméirí, agus ceartadaonna na mball foirne agus na gcustaiméirí a chosaint. Go luath in 2018, seolfaidh an Roinn an chéad mheasúnú dá cuid ar na saincheisteanna i dtaobh ceartadaonna agus comhionannais a bhaineann lenár bhfeidhmeanna féin, mar atá leagtha amach san Acht. Sa mheasúnú sin, a bheidh bunaithe ar athbhreithniú ar aneagraíocht go léir, aithneofar gníomhaíochtaí praiticiúla a rachfar chun cinn leo in 2018 ag teacht leis an gceangal atá orainn faoin Acht.

Leagfar amach sa Ráiteas Straitéise seo na spriocanna ardleibhéil lehaghaidh Pleananna Gnó agus Cláir Rioscaí bhliantúla ar fud nanAonad Gnó ar fad sa Roinn Gnóthaí Eachtracha in 2017, 2018, 2019agus 2020. Tá feidhm aige sin maidir le Rannóga agus Aonaid Tosaighsa cheanncheathrú agus i líonra na Misean. Léireofar na spriocannaardleibhéil agus na torthaí ardleibhéil cuí i bPleannana Gnó aonairarna gceadú ag Bord Bainistíochta na Roinne lena chinntiú go mbeidhcomhleanúnachas le sonrú ar fud obair na Roinne. Is ar bhonn nabPleananna Gnó sin a leagtar síos spriocanna agus a thugtar faoibhainistíocht agus forbairt feidhmíochta i gcás na n-oifigeach ar fadsa Roinn.

Gheobhaidh an Bord Bainistíochta tuairiscí rialta ar phleanáil agusstraitéis ghnó agus ar chur chun feidhme an Ráitis Straitéise. Éilítearar na hAonaid Ghnó athbhreithnithe feidhmithe a chur i láthair i lárna bliana maidir lena bhfeidhmiú ar na Spriocanna agus na Torthaíardleibhéil a bhaineann leo féin. Ansin ullmhaíonn an RoinnTuarascáil Bhliantúil ina gcuirtear in iúl an méid a baineadh amachgach bliain ó thaobh na dTorthaí a aithníodh sa Ráiteas Straitéise seo.

Soláthraíonn an Roinn Gnóthaí Eachtracha agus Trádálaphríomhtháscairí feidhmíochta a bhaineann lena lán de na hAschuirardleibhéil sa Ráiteas Straitéise seo. Foilsítear roinnt de na táscairí sinsna Meastacháin bhliantúla do vótaí na Roinne, áirítear roinnt eileacu i bhfoilseacháin thráthrialta agus i bpreaseisiúintí amhail cinn arstaitisticí consalachta, pasanna agus trádála a fhoilsítear gach bliain.Leanfaidh an Roinn ar aghaidh ag obair chun an tsraith chuimsitheachpríomhtháscairí feidhmíochta sin, idir chainníochtúil aguscháilíochtúil, a bheachtú. Tá an Roinn tiomanta dá chinntiú gombeidh cuntasacht agus cur chuige oscailte i réim agus í ag plé leis anOireachtas agus leis an bpobal. Tá sonraí iomlána ina leith sin, agus ileith struchtúr na Roinne Gnóthaí Eachtracha agus Trádála agussannadh na bhfreagrachtaí di, i gCreat Rialachais Chorparáidigh naRoinne, a foilsíodh ar dtús in Aibreán 2016.

Chuathas i gcomhairle le daoine ar fud na Ranna Rialtais agus le baill den Oireachtas chunbonn eolais a chur faoi ullmhú an Ráitis Straitéise seo. Bhí dlúthbhaint ag BordBainistíochta na Roinne le dréachtú na straitéise agus tugadh an deis do gach ball foirneionchur a bheith acu ina leith agus í á hullmhú. Tugadh cuireadh do pháirtithe leasmhara adtuairimí a thabhairt le linn na tréimhse ullmhúcháin freisin. Chuathas i mbuncomhairliúchán poiblí iomlán, lena n-áirítear leis an tsochaí shibhialta, nuair a bhí nadoiciméid An tOileán Domhanda agus Domhan Amháin, Todhchaí Amháin á n-ullmhú.

Comhlíonfaimid go gníomhach sainordú Rialtas na hÉireann inár gcáil mar chomhráthóir ar Chomhaontú Aoine an Chéasta agus, ag cur dúinn leis an dul chun cinnsuntasach atá déanta cheana féin, comhlíonfaimid gealltanais a rinneadh faoi chomhaontuithe ina dhiaidh sin lena n-áirítear Comhaontú Theach Stormont 2014 agus anComhaontú um Thús Nua 2015, atá ina gcreat nua polaitiúil, sóisialta agus geilleagrach do Thuaisceart Éireann.

Leanfaimid ar aghaidh ag obair le Rialtas na Breataine agus le hÚdaráis Stáit Aontaithe Mheiriceá chun tacú leis na Páirtithe Feidhmiúcháin i dTuaisceart Éireann maidir lecomhlíonadh na ngealltanas faoi na Comhaontuithe sin.

Agus aird againn i gcónaí sa chur chuige a ghlacaimid ar riachtanais na n-íospartach agus na marthanóirí, tógfaimid ar an dul chun cinn a rinneadh sna cainteanna le déanaíchun an creat institiúideach i dtaobh an ama atá caite a bhunú, mar a leagadh síos faoi Chomhaontú Teach Stormont.

Féachfaimid go gníomhach le feidhmiú a dhéanamh ar na rúin Uile-Pháirtí Dála a ritheadh in 2008 agus 2011 maidir leis na heachtraí uafásacha buamála i mBaile ÁthaCliath agus i Muineachán in 1974.

Leanfaimid ar aghaidh ag tacú le grúpaí íospartach agus ag cur chun cinn an athmhuintearais i measc na bpobal ar an dá thaobh den teorainn ar ghoill an choinbhleacht gomór orthu, trí Chiste Athmhuintearais an Rialtais agus trí rannpháirtíocht na nAirí le hionadaithe ó thraidisiúin na bpobal éagsúil.

Tacóimid le hiarrachtaí comhlíonadh a dhéanamh ar na gealltanais a rinneadh faoi Chomhaontuithe roimhe seo agus nár cuireadh chun feidhme go fóill, lena n-áirítearFóram Comhairliúcháin Thuaidh-Theas a bhunú; fiosrúchán poiblí a bhunú faoi dhúnmharú Pat Finucane; agus Bille Ceart a fhógairt do Thuaisceart Éireann.

Ag tógáil ar na cuairteanna stáit ar éirigh go geal leo in 2011 agus 2014, leanfaimid ar aghaidh ag feabhsú an chaidrimh idir Éire agus an Ríocht Aontaithe, lena n-áirítearfaoi Chomhaontú Aoine an Chéasta, trí Chomhairle na Breataine-na hÉireann agus trí na cruinnithe mullaigh bliantúla idir an Taoiseach agus Príomh-Aire na Breataine.Neartóimid an comhar leis na húdaráis chineachta go léir.

Méadóimid líon na misean trádála comhpháirtíochta Thuaidh-Theas chun deiseanna oibre nua a chruthú do dhaoine ar an dá thaobh den teorainn.

Comhlíonfaimid na gealltanais a rinne Rialtas na hÉireann i gComhaontú Theach Stormont agus sa Chomhaontú um Thús Nua a mbeidh sé ina aidhm leo dlús a chur faoinbhfás geilleagrach san Iarthuaisceart trí thionscnamh Thairseach an Iarthuaiscirt, uasghrádú an bhóthair A5 agus tuilleadh forbartha a dhéanamh ar Chanáil Uladh.Leanfaimid ag forbairt Glasbhealaí agus Gormbhealaí trasteorann eile.

Ag obair dúinn le Feidhmeannas Thuaisceart Éireann, tabharfaimid faoi athbhreithniú ar thionscadal Dhroichead Chaol Uisce chun roghanna a aithint i ndáil leis anbhforbairt amach anseo.

Leanfaimid ar aghaidh ag cothú an chomhair Thuaidh-Theas, go háirithe trí chomhlachtaí trasteorann agus tríd an gComhairle Aireachta Thuaidh-Theas, agus tapóimid andeis a thugtar faoi Chomhaontú Theach Stormont chun réimsí nua comhair a fhorbairt i gcúrsaí amhail an trádáil, an tsláinte, an turasóireacht, an spórt agus an tslándáil.

Is eol dúinn go n-imríonn an choimhlint fhoréigneach tionchar díréireach ar mhná agus ar chailíní, agus dá bhrí sin cinnteoimid go gcuirfear chun feidhme go tráthúil andara Plean Gníomhaíochta Náisiúnta de chuid na hÉireann ar Mhná, Síocháin agus Slándáil agus tacóimid le hiarrachtaí idirnáisiúnta chun mná agus cailíní a chosaint ilimistéir choimhlinte.

Coinneoimid leis an ról gníomhach atá againn ag Comhairle Gnóthaí Eachtracha an Aontais Eorpaigh, san Eagraíocht um Shlándáil agus Comhar san Eoraip agus trí naNáisiúin Aontaithe, agus muid ag iarraidh réitigh thaidhleoireachta a aimsiú ar ghéarchéimeanna agus ar choimhlint, go háirithe sa tSiria, san Iaráic, sa Libia, agus sanÚcráin.

Leanfaimid orainn ag tacú go gníomhach le ról níos láidre don Aontas Eorpach i bPróiseas Síochána an Mheánoirthir, próiseas nach bhfuil dul chun cinn ar bith á dhéanamhina leith faoi láthair, agus seasfaimid leis an ngealltanas atá tugtha againn i ndáil le haitheantas a thabhairt do Stát na Palaistíne mar chuid de réiteach buan ar angcoimhlint.

IARSCRÍBHINN 5 – GEALLTANAIS A RINNEADH FAOIN GCLÁR DON RIALTAS COMHPHÁIRTÍOCHTA

Tá an radacú agus an sceimhlitheoireacht ina mbagairt ar ár sábháilteacht agus ar ár gcóras luachanna. Tacóimid le hiarrachtaí an Aontais Eorpaigh agusna Náisiún Aontaithe chun dul i ngleic leis an radacú lasmuigh de theorainneacha an Aontais trí bhearta ar nós a bheith ag obair le tríú tíortha chun stop achur le réim na sceimhlitheoirí brúidiúla.

Cuirfimid cearta bunúsacha, smacht reachta agus saoirse reiligiúin chun cinn agus tacóimid le hiarrachtaí an Aontais Eorpaigh agus na Náisiún Aontaithestop a chur leis an ngéarleanúint ar mhionlaigh eitneacha agus reiligiúnacha. Leanfaimid ar aghaidh ag cosaint chearta an duine agus á gcur chun cinn trífhóraim iltaobhacha, agus ag tacú leis an obair a dhéanann Cosantóirí Chearta an Duine.

Tá ár mballraíocht ghníomhach sna Náisiúin Aontaithe ina gné thábhachtach dár mbeartas eachtrach. Rachaimid i mbun feachtais agus muid ag iarraidhgo dtoghfaí Éire chun suíochán neamhbhuan ar Chomhairle Slándála na Náisiún Aontaithe don téarma 2021-2022. Labhróimid amach ar son leasú adhéanamh ar Chomhairle Slándála na Náisiún Aontaithe d'fhonn cothromaíocht réigiúnach níos mó a bhaint amach i measc na mball.

Agus muid ag cloí le hoidhreacht uasal na hÉireann, cinnteoimid go mbeidh príomhról ag Éirinn go fóill i dtaobh neamhleathadh arm núicléach agus rialúarm trí na Náisiúin Aontaithe agus san Eagraíocht um Shlándáil agus Comhar san Eoraip.

Leanfaimid ar aghaidh ag cur misin trádála nua faoi stiúir aire ar bun. Leanfaimid ar aghaidh ag glacadh seasamh láidir chun ár leasanna ionsaitheachaagus cosanta a chosaint maidir le caibidlíocht trádála.

Forbróimid Straitéis thras-earnálach nua ar fud an Rialtais i leith Réigiún na hÁise-an Aigéin Chiúin, trína dtabharfaimid aitheantas don neartú ar an ngaolidir Éire agus a lán tíortha sa réigiún sin.

Forbróimid Straitéis do Chríocha Mheiriceá – straitéis thras-earnálach uile-rialtais nua – agus aird againn ar an gceangal láidir idir Éire agus tíortha ar fudmhór-roinn Mheiriceá, agus ar na deiseanna chun feabhas a chur ar an gcaidreamh eadrainn féin agus tíortha i Meiriceá Láir agus Meiriceá Theas agus iRéigiún Mhuir Chairib go háirithe. Cuirfimid borradh faoin trádáil le tíortha san Afraic.

Déanfaimid measúnú ar líonra na misean taidhleoireachta lena chinntiú go bhfuil a leithead agus a dhoimhneacht i gcomhréir le tosaíochtaí straitéiseachana hÉireann, d'fhonn leathnú a dhéanamh air ag teacht leis na straitéisí atá beartaithe do Réigiún na hÁise-an Aigéin Chiúin agus do Chríocha Mheiriceá.

Leanfaimid orainn ag obair i ndlúthpháirt le heagraíochtaí neamhrialtasacha in Éirinn agus thar lear lena chinntiú gur furasta a shroichfidh cistiú cúnaimhna hÉireann iad siúd atá i ngátar agus go mbeidh an tsolúbthacht ann ina leith chun déileáil le héigeandálaí agus tús áite á thabhairt an tráth céanna dothorthaí fadtéarmacha na gclár forbartha ag teacht le beartais forbartha idirnáisiúnta an Rialtais a foilsíodh in 2013, Domhan Amháin, Todhchaí Amháin.

Rinne Éire, in éineacht leis an gCéinia, comh-éascú ar an gcaibidlíocht faoi na Spriocanna Forbartha Inbhuanaithe nua ag na Náisiúin Aontaithe. Beimid agobair chun na Spriocanna Forbartha Inbhuanaithe a chur chun feidhme agus a bhfeidhmiú ar fud an domhain a chur chun cinn.

Leanfaimid ar aghaidh leis an dul chun cinn i dtreo sprioc na Náisiún Aontaithe a bhaint amach i ndáil le 0.7% den olltáirgeacht náisiúnta a thabhairt marchúnamh oifigiúil forbartha, faoi réir fáil a bheith ar acmhainní.

Cinnteoimid maoirseacht láidir ar bhuiséad na hÉireann don chúnamh oifigiúil forbartha.

Leanfaimid ar aghaidh leis an gclár oibre nuálaíochta ba chúis le tabhairt isteach an Chárta Pas in 2015.
