School of Engineering graduate students who are pursuing a Master’s of Science
in Project Management (MSPM) met with Mayor Joseph P. Riley, Mayor of
Charleston, on 22 March, 2012 in Grimsley Hall.
The students were enrolled in PMGT 672 - Applied Leadership Concepts. One of
the features of this class was to conduct interviews of successful executives.
Mayor Riley has been Mayor of Charleston for 37 years, and has been recognized
nationally for his exceptional vision and leadership. His impressive record of in-
novation in public safety, housing, arts and culture, the creation of park and other
public spaces, and economic revitalization and development has transformed
Charleston into one of the most well-known and livable cities in the United
States.

2012 Summerall Guard Engineering Students
A Message from the New Dean of the School of Engineering
The Citadel School of Engi-
neering continues to assist
current and future Lowcoun-
try professionals in attaining
the skills which are desired in
many industries and market
sectors. Currently, we do this
through our Master of Science
in Project Management
(MSPM) degree, which was
chartered in January 2010.
This new Masters of Science
degree was a result of the
rapid growth of our Technical
Project Management Gradu-
ate Certificate program that
started in 2005. Our 30 credit
hours MSPM offers technical
and non-technical options to
accompany the core require-
ments in project management
and leadership. These op-
tions include civil and environ-
mental engineering, electrical
and computer engineering,
leadership, and systems engi-
neering management. We
currently have other options
under development, including
information assurance, cyber
security, and critical infra-
structure management.
The Citadel is dedicated to
providing the critical educa-
tion opportunities that will
enable current and future
project and program manage-
ment professionals to posi-
tively influence their work-
place. The economic land-
scape of the Lowcountry and
our Nation will continue to
depend heavily on the availa-
bility of intellectual capital
and the leadership and man-
agement abilities of its work-
force. The Citadel’s MSPM
degree program is structured
to provide the desired
knowledge, skills and abilities
required to lead this neces-
sary change. I would like to
emphasize that the faculty
and staff of The Citadel School
of Engineering are prepared
to provide the same outstand-
ing instruction at the graduate
level that the Lowcountry has
grown to expect from its oth-
er educational programs.

The Summerall Guard is
named for Gen. Charles P.
Summerall, former chief of
staff of the Army and President
of The Citadel from 1931-53.
The Summerall Guards exem-
plify the skill and precision of
military education. The 61
members and two alternates
each year earn a place on the
platoon through rigorous com-
petition during spring of their
Junior Year. Guard members
are selected by the outgoing
guards, and membership in the
platoon is considered a high
honor.

In January 2012 Dr. Plemmons
stepped down as Director of
Graduate and Professional
Studies, and Dr. Skipper as-
sumed the duties of leadership,
marketing, recruiting, and pro-
gram development. In Academ-
ic Year 2011-2012, the program
reached 180 course enroll-
ments. Students and employ-
ers continued to find great val-
ue in this program, and enroll-
ment continued robust growth.
Plans are underway to add ad-
ditional full time faculty, and
offer courses in Program Man-
agement. This very unique pro-
gram is the only Master of Sci-
ence in Project Management
(MSPM) in the State of South
Carolina.

gram this year. 2nd Lt. Miller was
joined at his commissioning cere-
mony by Colonel Charles O. Skip-
per, USMC (Ret), 71’. Dr. Skipper is
a Visiting Professor in the School of
Engineering and the only Marine
Corps faculty member at The Cita-
del. Dr. Skipper was also the only
Noah M. Miller was commissioned
into the Marine Corps as a 2nd
Lieutenant on 4 May, 2012 in a
ceremony at Summerall Chapel at
The Citadel. Cadet Miller was the
only 2012 Civil Engineering gradu-
ate who took a Marine Corps com-
mission. He was also the only Civil
Engineering senior who successfully

The Citadel is a four-year, public college in historic
Charleston, South Carolina. The Citadel offers a classic
military college education for young men and women

the military but about 30 percent of each class commis-
sion as officers in every branch of U.S. military service.
