Subject: Equines presented for Slaughter for Human
Consumption
[This Trader Notice repeals and replaces TN MH 17/2011]
Background:
Equines presented for slaughter for human consumption must be identified and their
medication history checked to ensure that it conforms with EU legislation on
maximum residue limits of veterinary medicinal products (Regulation (EC) 2377/90).
With effect from 1st July 2009 all equines identified with a passport must be
implanted with a microchip by a veterinary practitioner. The number of the implanted
microchip must be recorded on the passport and on the DAFM Central Equine
Database. This ensures an unequivocal link between the animal and the identification
document.
Current legislation governing the identification of equidae is Commission
Implementing Regulation 262/2015, which came into effect on 1st January 2016.
This EU Regulation was transposed into national law by S.I. 62 of 2016 (as
amended).
In addition to microchipping, current legislation requires that all equines shall be
given a UELN (Unique Equine Life Number) which remains with the animal for its
lifetime and which, along with the microchip number and the individual markings, is
recorded on the animal’s passport.
CR 262/2015 sets out a new passport format in respect of all equine passports issued
by approved PIOs in the EU from 1st January 2016. The medicinal records will appear
in Section II (Part III) of these passports. Exclusion of an equine from the food chain
will be documented at Part 11 of Section 11.
Equines issued with a passport between 1st July 2009 and 31
st December 2015 were
required to be identified within six months from the date of their birth or by 31st
December of the year of birth, whichever date was the later. Late identification (i.e.
first identification outside that timescale) automatically excludes an equine from
being slaughtered for human consumption.
With effect from 1st January 2016, keepers have 12 months within which to identify
an equine with a passport. Any equine first identified outside of this timescale is
automatically ineligible for slaughter for human consumption and must be issued with
a duplicate/replacement passport only.

In addition to equines identified outside the relevant timescales, all equines for which
duplicate and replacement documents have issued are ineligible for slaughter for
human consumption. There must be an indication to this effect (entered there by the
issuing body) in Section 11, Part II, of the passport.
Scope:
All equines intended for human consumption
Role of Food Business Operator (FBO):
It is the responsibility of the plant management in each slaughterhouse to advise
equine owners of the requirements for all presented equines to:
(a) be properly identified,
(b) have all relevant registration data recorded on the DAFM central database,
(c) have a valid passport1, and
(d) have the relevant part of Food Chain Information document (EQFCI-1)
(Appendix 2) completed
before they can be accepted into the slaughterhouse.
The FBO must have a documented procedure, describing intake of equines to the
slaughterhouse, which must include at a minimum, the following points;
1. At intake, the FBO must ensure that, in respect of each equine presented;
the equine has been moved from a premises registered with the
Department of Agriculture, Food and the Marine (DAFM),
the equine has a valid passport and is properly identified (See Appendix
1),
written confirmation has been received from AIM Division in DAFM,
confirming that the required registration details of the equine are recorded
on the central equine database in DAFM and, based on the data notified to
the central equine database, the animal is eligible for slaughter for human
consumption;
parts 1 and 2 of EQFCI-1 document have been completed. (See Appendix
2)
the equine does not come from a holding or an area subject to a movement
prohibition or other restriction for reasons of animal or public health,
except when the competent authority so permits;

the equine is clean;
the equine is healthy, as far as the food business operator can judge; and
the equine is in a satisfactory state as regards welfare on arrival at the
slaughterhouse
2. In the event that an equine is not recorded on the central database, the keeper
must contact an appropriate approved Passport Issuing Organisation to notify
the required information to the central database. Under no circumstances must
an equine be presented for slaughter where the required registration data are
not recorded on the central equine database in AIM.
3. The security features of all passports must be checked on presentation. The
security features of passports issued by Weatherbys Ireland, Horse Sport
Ireland and Leisure Horse Ireland are detailed at Appendices 4, 5 and 6
respectively and these Appendices should be referred to as required.
4. If, when scanned, more than one microchip is found in the horse, or more than
one microchip number is entered in the passport of the horse the OV should be
informed.
5. If the slaughter house representative is satisfied that the horse is fit to be
presented to the VI/TVI to have an ante mortem inspection carried out, then
they must sign part 3 of the EQFCI-1 document indicating this.
6. The FBO must then present the equine with passport and the EQFCI-1
document to the veterinarian carrying out the Ante Mortem Inspection (AMI).
7. Where
- there is no passport,
- the passport presented is invalid,
- the passport presented is a duplicate or replacement,
- the passport presented contains a declaration confirming that the
equine is not eligible for the food chain, or
- the registration details of the equine are not recorded on the central
equine database
the equine is ineligible for slaughter and must not be accepted into the
slaughterhouse by the FBO for presentation to the (T)VI for ante mortem
examination.
8. Animals presented to and accepted into a slaughterhouse by the FBO may not
leave alive for any reason other than that of a line breakdown (and in such an
event may only be transferred to another slaughterhouse). Therefore once in
the slaughterhouse, it is the responsibility of the FBO to make arrangements
for the welfare of the equine, including if necessary transport to another
premises (in the event of a line breakdown), or euthanasia and disposal, if the
equine is not fit to be slaughtered for human consumption.

9. Only equines that have passed ante mortem examination may be slaughtered.
10. The FBO must only slaughter equines when satisfied that the TVI/VI has
signed part 4 of the EQFCI-1 document indicating that the equine has not
failed AMI.
11. The FBO should put a system in place to ensure that all microchips, where
present are removed from carcases and destroyed
12. The FBO must give all passports of horses slaughtered to DAFM on the day of
slaughter.
Unregistered Equines
The issue of unregistered equines is particularly relevant in the case of foreign-
registered horses and horses introduced into the State from another Member State of
the EU. Such imported horses must be recorded on the Central Equine Database
before they can be slaughtered in Ireland.
In the future, limited access to DAFM’s Central Equine Database will be provided to
FBOs to check if an equine is registered on the database and if it is excluded from the
food chain. Until this facility becomes available, confirmation or otherwise that the
required details are recorded on the Central Equine Database can be obtained by e-
mailing [email protected] and referencing the animal’s UELN, as recorded
on the passport.

for slaughter.

Appendix 1 Validating Passports
To ensure validity* of all passports please follow A ,B or C below depending on
when passport issued.
[* From a public health point of view a valid passport is defined as one that
complies with the relevant legislation and meets the specifications as detailed in
these instructions.]

2009:
1. Horses should be scanned for microchips (if present) and the read-out cross
checked to that on passport. If more than one microchip is identified the FBO
should notify the OV.
2. The markings of the equine should be checked against the passport markings.
This should include looking at the diagram and reading the written description
to ensure they correspond.
3. The passport should be checked to ensure that it is not marked as unfit for
human consumption and that there is no record present of a prohibited
substance being given to the animal in question. (Each page should be
examined with particular emphasis on Section A and Section B).
4. In addition, all passports should be checked by the slaughter plant FBO as
detailed in this instruction document as regards passport security and follow
protocols detailed in this instruction document with differing Issuing Bodies to
verify the authenticity of the passports.
B: PROCEDURE FOR EQUINES WITH PASSPORTS ISSUED BETWEEN 1ST
JULY
2009 AND DECEMBER 31ST
DECEMBER 2015:
1. All equines identified from July 1st 2009 must be micro chipped by a veterinary
practitioner. Therefore, all such horses must be scanned and the read-out cross
checked to the microchip number recorded on the passport. If either no
microchip is detected or more than one microchip is identified the FBO should
notify the OV.
2. The markings of the presented equine should be checked against the markings
on the corresponding passport. This should include looking at the diagram and
reading the written description to ensure they correspond.
3. Section IX, Part II of passport should be checked to ensure that this equine is
intended for human consumption. (This part indicates if the horse is/ or is not
intended for human consumption). All equines issued with passports during
this time are required to have been identified with a passport within six months
of their date of birth or by 31st December of their year of birth, whichever
occurred later. Any passports issued outside these dates record late registrations

and the equines to which they refer are automatically excluded from slaughter
for human consumption. Also, all pages of passport should be checked to
ensure that there is no other reason indicating the equine is unfit for human
consumption and that there is no record present of a prohibited substance being
given administered to the horse. Any indication of a prohibited substance
having been administered , or any declaration that the horse is not intended for
human consumption will render the associated horse as not fit for slaughter for
the food chain.
4. In general, horses born in 2008, with passports issued after 1st July 2009
must not be accepted for slaughter. The only exception to this is where
horses which have been registered prior to 2009, are reissued a passport
because the horse was being named. The original passport is modified by the
issuing body, to include the updated information and the new issue date is
recorded onto the passport. Such passports may be accepted subject to meeting
the other requirements of this instruction document. The slaughter house FBO
must verify this passport by contacting the issuing body.
5. Section IX, Part III of passport should be examined to see;
If the equine has received any medicine in accordance with Article
10(3) of Directive 2001/82/EC or
If the equines status as being fit for human consumption has been
suspended for six months in accordance with Article 16(2) of
Regulation (EC) 504/2008 (If a date has been entered in Part III, then
the equine must not be accepted by the FBO unless more than six
months has elapsed since that date.)
6. In addition all passports should be checked by the slaughter plant FBO as
detailed in this instruction as regards passport security.
C: PROCEDURE FOR EQUINES WITH PASSPORTS ISSUED ON OR AFTER 1ST
JANUARY 2016: 1. As with all equines referred to at paragraph B above, equines identified on or
after 1st January 2016 must be micro chipped by a veterinary practitioner.
Therefore, all such horses must be scanned and the read-out cross checked to
the microchip number recorded on passport. If either no microchip is detected
or more than one microchip is identified the FBO should notify the OV.
2. The markings of the presented equine should be checked against the markings
on the corresponding passport. This should include looking at the diagram and
reading the written description to ensure they correspond.
3. Section II, Part II of passport should be checked, to ensure that this equine is
intended for human consumption. (This part indicates if the horse is/or is not
intended for human consumption.)
4. All equines identified on or after 1st January 2016 are required to be identified
with a passport within one year of their date of birth. Equines presented with
passports (issued on or after 1st January 2016) that were not issued within 12
months from the date of the animal’s birth are automatically excluded from the
food chain and can only be issued with a duplicate or replacement passport. All
equines presented with a duplicate/replacement passport are automatically
ineligible for slaughter for human consumption.

5. Section II, Part III of passport should be examined to see:
if the equine has received any medicine in accordance with Article
10(3) of Directive 2001/82/EC or
if the equines status as being fit for human consumption has been
suspended for six months in accordance with Article 16(2) of
Regulation (EC) 504/2008 (If a date has been entered in Part III, then
the equine must not be accepted by the FBO unless more than six
months has elapsed since that date.)
6. All pages of presented passports should be checked to ensure that there is no
other reason indicating the equine is unfit for human consumption and that there
is no record present of a prohibited substance being given administered to the
horse. Any indication of a prohibited substance having been administered , or
any declaration that the horse is not intended for human consumption will
render the associated horse as not fit for slaughter for the food chain.
7. In addition, all passports should be checked by the slaughter plant FBO as
detailed in this instruction as regards passport security.
NB Any substance that has no Maximum Residual Limit (MRL) for horses may not as
a general rule be used on horses destined for food production. However there are
some substances that are regarded as essential for the medicinal treatment of horses,
which do not have an MRL for horses, but do have MRLs for other food production
species. These are known as essential substances and are listed in Regulation (EC)
1950/2006;

Appendix 4:
Security features of passports issued by Weatherby’s Ireland to be checked by
FBOs prior to accepting the associated equine into a slaughter plant
Specifications on security Features of Weatherbys issued passports
Security checks that should be undertaken by the FBOs when verifying the
Weatherbys passports of equines for slaughter are detailed below.
Every passport issued by Weatherbys from January 2002 is rivet bound.
Ensure the rivets have not been interfered with and carry the letters WBYS
imprinted on the front.
Passports issued in 2010 onwards will have numbered pages. Each passport
has 44 pages. Page numbering begins from page 5 to page 44. From 2015
onwards, the page number format is changed. Each page is numbered as 1 of
44, 2 of 44, 2 of 44, etc. Please ensure no pages have been removed and the
numbering is sequential.
Micro chipping has been compulsory for all Weatherbys registrations since
1999. The horse should have a microchip number implanted starting with the
sequence 98510. The microchip number and bar code should be on the front
page of the passport as well as on the markings page.
Passports issued in 2004 onwards will have a 15 digit UELN number. The
beginning sequence of the UELN number should read 375IRE which is
followed by the last 8 digits of the microchip number implanted at time of
registration. The UELN number will end with either the letter T or N. For
passports issued in 2015 onwards the UELN number will appear on the top of
every page of the passport.
Since 2012 all passports issued carry a silver security hologram on the first
page and the signature of the Stud Book manager.
Since 2012 all passports have been printed on security paper. Every page
(excluding the markings diagram) should have a faint background with the
word WEATHERBYS repeated.
Every year the colour of plastic cover of the passport changes. The colour of
the passport cover must correspond with the colour outlined in the table
relevant for that year. (Summary table attached below). If the year and colour
do not correspond then the passport may have been tampered with. Also, from
2013 the word Weatherbys should be embossed on the cover between the
rivets. From 2016 onwards the word Weatherbys is embossed on the clear
plastic front page cover with the Weatherbys logo.

Appendix 5 :
Security Features of Horse Sport Ireland Issued Passports and Procedure for
Verifying Horse Sport Ireland Passports by FBO prior to accepting them in to a
slaughter plant
Specifications on passports issued by HSI:
The marking page is glued/riveted into centre or beginning of the passport
There should be an emboss on the top right quadrant of Section 1 of the
passport.
All passports issued since 2001 should a have a 15 digit UELN number on the
top of the first page of the four markings page. This will always start with the
8 digits: 37241400 and will be followed by the horses unique 7 or 8 digit
registration number.
The microchip number incorporates the 7 or 8 digit registration number in the
majority of HSI passports.
There is always a label put on the top right of the medicine page with a red
horse shoe shaped stamp stamped onto it.
Specifications on passports issued by HSI:
The following procedure is to be incorporated into the FBO documented procedures
relating to intake of horses.
The FBO must carry out the following steps The FBO must check the passports as per instructions (paying particular
attention to the HSI specifications as detailed above).
If the passport is not genuine then it should be retained and given to the
Official Veterinarian. The equine should not be accepted onto the slaughter
premises. If the equine has been unloaded then it must be slaughtered
humanely and disposed of as Category 2 material.
If the FBO cannot decide on the authenticity or otherwise of the passport then
they should contact Norah Byrne in Horse Sport Ireland on 045 850800 to
verify the authenticity of the passports.
Only when the passport is verified should the FBO sign the FCI document
stating that the horse is to be presented for ante mortem examination by the
official veterinarian

The FBO is to implement documented procedures to ensure that the following
security features are present on LHI /IPSA issued passports:
Black:

Red (Introduced last quarter 2011 approx):

o IPSA & LHI : Irish Donkey Supplementary Studbook Passports
Introduced last quarter 2011: Numbered & tamperproof foil hologram label
should be present on horse details page adjacent to UELN in centre of
passport.
All horses issued a passport since 2002 by IPSA have a microchip

On page, over owners name (passport issued to), will be embossed
The ID number is last 7 digits of microchip number and should always be
quoted on centre page (back of marking page) and should correspond to
number;
o on reverse of front page,
o on marking page under name of horse and
o on medical treatment section page
LHI /IPSA always use a blue stamp. This is always present on Section IX of
the passport and on back of marking chart usually over signature.
If any of these features are not present on LHI / IPSA passports presented at slaughter
plants or there is anything unusual then the PIO must be contacted by FBO to verify
the authenticity of the passports prior to accepting the horse for slaughter.

Appendix 8 General Irregularities that indicate that the passport is not
authentic:
The following apply to passports from any issuing body and should be viewed as
irregularities. They should be detailed in the FBO documented procedures:
Any text that is of a different type, style, font from the rest of the passport
Different colour marking page from rest of document
Any use of Tippex on the passport
Any changes to dates in the passport
o Year of foaling on pedigree page must correspond to same information
on markings page
o Date of issue on pedigree page and date of examination on markings
page should not be altered.
Diagram on markings page of horse and written description must match. If
altered stamp from a relevant authority should be on the page. In general
where any alterations are made to either the pedigree page or markings page
should show a stamp by a relevant authority.
Please also note that while migration of microchips may occur in very rare instances
in general microchips do not migrate. The absence of locating a microchip that is
stated on a passport should be treated with suspicion and very close inspection of the
passport is required to accept the horse.
