The Mandate of the DoC is informed by the relevant legislation such as, amongst others, the Telecommunications Act No. 103 of 1996, related government policies and National directives.

The core functions of the DoC are;

• To develop ICT policies and legislation that stimulate and enhance the sustainable economic development of the South African 1st and 2nd economy and positively impact on the social well being of all our people

• To evaluate the economic social and political implementation impact, outcomes and processes of the said policies

• To exercise oversight on SOE’s

• To fulfill South Africa’s continental and international responsibilities in the ICT field

In cascading the mandate from National Government the Department of Communications has developed key performance areas (KPAs)  aligned to the national imperatives.

Pursuant to the formulation of the KPAs, an organisational structure has been developed to meet delivery objectives.
