performance of the examinations in ItemE1.11 of Table IWE-2500-1 must beexamined using the VT-3 examinationmethod. Flaws or degradation identifiedduring the performance of a VT-3examination must be examined inaccordance with the VT-1 examinationmethod. The criteria in the materialspecification or IWB-3517.1 must beused to evaluate containment boltingflaws or degradation. As an alternativeto performing VT-3 examinations ofcontainment bolted connections that aredisassembled during the scheduledperformance of Item E1.11, VT-3examinations of containment boltedconnections may be conductedwhenever containment boltedconnections are disassembled for anyreason.

Paragraph (b)(2)(ix)(1). This paragraphrequires that the UT examinationacceptance standard specified in the1997 Addenda, 1998 Edition, 1999Addenda, and 2000 Addenda of IWE-3511.3 for Class MC pressure-retainingcomponents also apply to metallic linersof Class CC pressure-retainingcomponents.

Paragraph (b(2)(xi). This paragraphextends the applicability of the existingregulation on the use of IWB-1220 tothe 1997 Addenda, 1998 Edition, 1999Addenda, and 2000 Addenda of SectionXl of the ASME BPV Code. Licenseesusing editions and addenda later thanthe 1989 Addenda of Section XI areprohibited from exempting componentsfrom volumetric and surfaceexamination as allowed by IWB-1220. I

Paragraph (b)(2)(xii). This paragraph cprohibits the use of the irradiated Imaterial underwater weld provisions in tthe 1997 Addenda, 1998 Edition, 1999 iAddenda, and 2000 Addenda of IWA- c4660. Licensees must obtain NRC cauthorization in accordance with§ 50.55a(a)(3) of the method used toweld irradiated material underwater. ;

Paragraph (bX2)((iv). This paragraph Iallows 8 hours of annual practice as Ydescribed in VII-4240 of Supplement cVII of Section XI, 1999 Addenda and S2000 Addenda, to be performed in place pof the existing hands-on training rrequirement in paragraph (b)(2)(xiv),provided that the supplemental practice e:is performed on material or welds that ricontain cracks, or by analyzing r(prerecorded data from material or welds Ithat contain cracks. In either case, Atraining must be conmpleted no earlier Bthan 6 months prior to performing o:ultrasonic examinations at a licensee's rcfacility. rc

Paragraph (b)(2)(xv). This paragraph asextends the applicability of the existing Aregulations on Appendix VIII specimen li:set and qualification requirements to the u!

1997 Addenda, 1998 Edition, 1999Addenda, and 2000 Addenda of SectionXI of the ASME BPV Code. Licenseeschoosing to use these modifications arerequired to apply all the modificationsunder paragraph (b)(2)(xv) except forthose in (b)(2)(xv)(F) which are optional.

Paragraphs (b)(2)(xv)(A), (A)(1J, and(A)(2). These paragraphs update the UTexamination coverage criteria to includeexamination coverage criteria fordissimilar metal piping welds whenusing personnel, procedures andequipment that are qualified inaccordance with Supplement 10 ofAppendix VII to Section XM. Dissimilarmetal welds must be examined axiallyand circumferentially. Whereexamination from both sides is notpossible on dissimilar metal welds, fullcoverage credit from a single side maybe claimed only after completing asuccessful single-sided Appendix VilIdemonstration using flaws on theopposite side of the weld. Dissimilarmetal weld qualifications must bedemonstrated from the austenitic side ofthe weld and may be used to performexaminations from either side of theweld.

Paragraph (b)(2)fxv)(G)(4). Paragraph(b)(2)(xv)(G)(4) is removed. Thisrequirement is redundant given therequirement in paragraph(b)(2)(xv)(G)(3) and is unnecessary. As aresult, this revision involves nosubstantive change.

Paragraph (b)(2)(xv)fK)(1)(i). Thisparagraph clarifies that flawsperpendicular to the weld located in theouter eighty-five (85) percent of theweld are not required to be included inhe qualification test sample. Theevision neither increases nor decreasesurrent requirements, but clarifiesconflicting requirements that currentlyexist.Paragraph (b)(2)(xv) M). This

paragraph clarifies that only theprovisions in Supplement 12 toAppendix VIII that are related to theoordinated implementation ofSupplement 3 to Supplement 2performance demonstrations areaequired to be implemented.Paragraph (b)(2)(xvii). This paragraph I

xtends the applicability of the existingrgulation on reconciliation of qualityrquirements to the 1997 Addenda,998 Edition, 1999 Addenda, and 2000Addenda of Section XM of the ASME rPV Code. Licensees using IWA-4200 sf this edition and these addenda are cequired to procure replacement and cipair items under its approved quality r;surance program required byppendix B of 10 CFR 50. The Pmitation does not permit licensees to ese IWA-4200 to procure repair and E

replacement items to be used in ASMECode safety-related applications that aremanufactured under a non-nuclear codeor non-nuclear standard without anapproved quality assurance program.

Paragraph (b) (2)(x viii) (A). Thisparagraph requires that Level I and IINDE personnel be recertified on a 3-yearinterval in lieu of the 5-year intervalspecified in IWA-2314.

Paragraph (b) (2Kx vi ii) (B). Thisparagraph requires that IWA-2316 mayonly be used to qualify personnel thatobserve for leakage during systemleakage and hydrostatic tests conductedin accordance with IWA-5211(a) and(b).

Paragraph (b) (2Kxviii)(C). Thisparagraph requires that when qualifyingVT-3 examination personnel inaccordance with IWA-2317, theproficiency of the training must bedemonstrated by administering aninitial qualification examination andadministering subsequent examinationson a 3-year interval.

Paragraph (b)(2)(xix). This paragraphprohibits the use of the provisions inIWA-2240 and IWA-4520(c] whichwould allow alternative examinationmethods, a combination of methods, ornewly developed techniques to besubstituted for the methods specified inthe Construction Code during repair andreplacement activities.

Paragraph (b)(2)(xx). This paragraphsupplements the 1997 Addenda.1998Edition, 1999 Addenda, and 2000Addenda of IWA-5213(a) to require a10-minute hold time after attaining testpressure for Class 2 and Class 3components that are not in use duringnormal operating conditions, and nohold time for the remaining Class 2 andClass 3 components provided thatsystem has been in operation for at least4 hours for insulated components or 10minutes for uninsulated components.

Paragraph (b)(2)(m )(A). Thisparagraph requires that licenseesperform pressurizer and steam generatornozzle inside-radius inspections ofTable IWB-2500-1, ExaminationCategory B-D, Items B3.40 and B3.60(Inspection Program A) and Items33.120 and B3.140 (Inspection Program3) of the 1998 Edition. The 1999Addenda and the 2000 Addenda ofSection XM are not permitted to be used.A visual examination with enhancedmagnification that has a resolutionensitivity to detect a 1-mil width wireir crack, using the allowable flaw lengthriteria in Table IWB-3512-1, may beerformed in place of a UT examination.Paragraph (b)(2)(xxi)(B). This

aragraph requires that the CRD boltingxaminations of Table IWB-2500-1,Examination Category B-G-2, Item

(1) Piping must be examined in twoaxial directions, and when examinationin the circumferential direction isrequired, the circumferentialexamination must be performed in twodirections, provided access is availableDissimilar metal welds must beexamined axially and circumferentially

(2) Where examination from bothsides is not possible, full coverage credimay be claimed from a single side forferritic welds. Where examination fromboth sides is not possible on austeniticwelds or dissimilar metal welds, fullcoverage credit from a single side maybe claimed only after completing asuccessful single-sided Appendix VIIIdemonstration using flaws on theopposite side of the weld. Dissimilarmetal weld qualifications must bedemonstrated from the austenitic side oithe weld and may be used to performexaminations from either side of theweld.* * * * *

(I) For detection, a minimum of fourflaws in one or more full-scale nozzlemock-ups must be added to the test set.The specimens must comply withSupplement 6, paragraph 1.1, toAppendix VIII, except for flaw locationsspecified in Table VIII S6-1. Flaws maybe either notches, fabrication flaws orcracks. Seventy-five (75) percent of theflaws must be cracks or fabricationflaws. Flaw locations and orientationsmust be selected from the choicesshown in paragraph (b1(2)(xv)(K)(4) ofthis section, Table VIII-S7-1-Modified, with the exception that flawsin the outer eighty-five (85) percent ofthe weld need not be perpendicular tothe weld. There may be no more thantwo flaws from each category, and atleast one subsurface flaw must beincluded.* * * * *

(M) When implementing Supplement12 to Appendix VIII, only the provisionsrelated to the coordinatedimplementation of Supplement 3 toSupplement 2 performancedemonstrations are to be applied.* * * * *

(xvii) Reconciliation of QualityRequirements. When purchasingreplacement items, in addition to thereconciliation provisions of IWA-4200,1995 Edition through the latest editionand addenda incorporated by referencein paragraph (b)(2) of this section, thereplacement items must be purchased,to the extent necessary, in accordancewith the licensee's quality assuranceprogram description required by 10 CFR50.34(b)(6)(ii).

(xviii) Certification of NDEpersonnel.i (A) Level I and II nondestructive

examination personnel shall berecertified on a 3-year interval in lieu ofthe 5-year interval specified in the 1997Addenda and 1998 Edition of IWA-2314, and IWA-2314(a) and IWA-2314(b) of the 1999 Addenda throughthe latest edition and addenda

it incorporated by reference in paragraph(b)(2) of this section.

(B) Paragraph IWA-2316 of the 1998Edition through the latest edition andaddenda incorporated by reference inparagraph (b)(2) of this section, mayonly be used to qualify personnel thatobserve for leakage during systemleakage and hydrostatic tests conductedin accordance with IWA-5211(a) and(b), 1998 Edition through the latest

Fedition and addenda incorporated byreference in paragraph (b)(2) of thissection.

(C) When qualifying visualexamination personnel for VT-3 visualexaminations under paragraph IWA-2317 of the 1998 Edition through thelatest edition and addenda incorporatedby reference in paragraph (b)(2) of thissection, the proficiency of the trainingmust be demonstrated by administeringan initial qualification examination andadministering subsequent examinationson a 3-year interval.

(xix) Substitution of alternativemethods. The provisions for thesubstitution of alternative examinationmethods, a combination of methods, ornewly developed techniques in the 1997Addenda of IWA-2240 must be applied.The provisions in IWA-2240, 1998 IEdition through the latest edition and Iaddenda incorporated by reference in Iparagraph (b)(2) of this section, are notapproved for use. The provisions inIWA-4520(c), 1997 Addenda through Ithe latest edition and addendaincorporated by reference in paragraph(b)(2) of this section, allowing the Lsubstitution of alternative examhinationmethods, a combination of methods, or vnewly developed techniques for the Emethods specified In the Construction ACode are not approved for use. t]

(xx) System leakage tests. When- itperforming system leakage tests in (aaccordance IWA-5213(a), 1997 aAddenda through the latest edition and vaddenda incorporated by reference in pparagraph (b)(2) of this section, a 10- fiminute hold time after attaining testpressure is required for Class 2 and a]Class 3 components that are not in use seduring normal operating conditions, and 0no hold time is required for the piremaining Class 2 and Class 3 Cacomponents provided that the system Ahas been in operation for at least 4 hours PT

for insulated components or 10 minutesfor uninsulated components.

(xxi) Table IWB-2500-1 examinationrequirements. (A) The provisions ofTable IWB-2500-1, ExaminationCategory B-D, Full Penetration WeldedNozzles in Vessels, Items B3.40 andB3.60 (Inspection Program A) and ItemsB3.120 and B3.140 (Inspection ProgramB) in the 1998 Edition must be appliedwhen using the 1999 Addenda throughthe latest edition and addendaincorporated by reference in paragraph(b)(2) of this section. A visualexamination with enhancedmagnification that has a resolutionsensitivity to detect a 1-mil width wireor crack, utilizing the allowable flawlength criteria in Table IWB-3512-1,1997 Addenda through the latest editionand addenda incorporated by referencein paragraph (b)(2) of this section. maybe performed in place of an ultrasonicexamination.

(B) The provisions of Table IWB-2500-1, Examination Category B-G-2,Item B17.80, that are in the 1995 Editionare applicable only to reused boltingwhen using the 1997 Addenda throughthe latest edition and addendaincorporated by reference in paragraph(b)(2) of this section.

(C) The provisions of Table IWB-2500-1, Examination Category B-K,Item B10.10, of the 1995 Addenda mustbe applied when using the 1997Addenda through the latest edition andaddenda incorporated by reference inparagraph (b)(2) of this section.

(3) As used in this section, referencesto the OM Code refer to the ASME CodeFor Operation and Maintenance ofNuclear Power Plants, and include the1995 Edition through the 2000 Addendasubject to the following limitations andmodifications:

(ii) Motor-Operated Valve testing.Licensees shall comply with theprovisions for testing motor-operated'alves in OM Code ISTC 4.2, 1995:dition with the 1996 and 1997Lddenda, or ISTC-3500, 1998 Editionhrough the latest edition and addendaaicorporated by reference in paragraph[)b(3) of this section, and shall establishprogram to ensure that motor-operatedalves continue to be capable oferforming their design basis safetyinctions.(iii) Code Case OMN-1. Recommendations

* Examination requirements should not be morestringent for a BWR units, that are examined fromthe outside surface, than it is for PWR units.

* Application of ineffective techniques to fulfillinappropriate requirements defeats our efforts tomove toward performance based inspectionrequirements.

A02 ARTICLE 1-3000EXAMINATION COVERAGE

1-3100 EXAMINATION

Components identified in 1-2110(a), 1-2220, and I-2300 shall be examined as follows.

1-3200 PIPING

(a) The required piping examination volume shallbe examined in two axial directions. When examinationin the circumferential direction is required, the circum-ferential examination shall be performed in two direc-tions.

(b) When examination of ferritic welds from bothsides is not possible, procedures and personnel qualifiedfor single-side examination in accordance with Appen-dix VIII, Supplement 3 shall be used to examine therequired volume. When examination of austenitic weldsfrom both sides is not possible, procedures and personnelqualified for single-side examination in accordance withAppendix VIII, Supplement 2, with all flaws on theopposite side of the weld, shall be used to examinethe required volume.

I-3300 REACTOR PRESSURE VESSELSHELL WELDS

(a) The clad-to-base-metal interface and the adjacentvolume to a depth of at least 15% of the vesselthickness, T, shall be examined from four directions,using procedures and personnel qualified in accordancewith Appendix VIII, Supplements 4 and 6. The vesselthickness, T, shall be measured from the clad-to-base-metal interface. The examination shall include scansparallel and perpendicular to the weld.

(b) If access is not available, the required examinationvolume shall be scanned to the extent and in thedirections allowed by the physical restrictions. Thelimitations shall be documented in the record of exami-nation. Examination coverage of the inner 15% T isacceptable provided

(1) the required volume is examined in one direc-tion parallel and one direction perpendicular to the weld;

(2) the procedure and personnel are qualified forsingle-side access in accordance with the requirementsof Appendix VIII, Supplement 4, 2.3, and AppendixVIII, Supplement 6, 2.3; and

(3) the initial examination shall be performed usinga procedure qualified to detect flaws with a tilt angleof 45 deg relative to the weld centerline. Subsequentexaminations may be performed using procedures quali-fied for a tilt angle of at least 10 deg.

(c) The remaining 85% of the vessel thickness shallbe examined in four directions using procedures andpersonnel qualified in accordance with Appendix VIII,Supplement 6. The examination shall include scansparallel and perpendicular to the weld.

(d) As an alternative to (c), the outer 85% of thevessel thickness may be examined in one directionparallel and one direction perpendicular to the weld,using procedures and personnel qualified for single-side access in accordance with the requirements ofAppendix VIII, Supplement 6, 2.3.

1-3400 REACTOR PRESSURE VESSELNOZZLE-TO-SHELL WELDS

1-3410 EXAMINATIONS CONDUCTEDFROM THE INSIDE

(a) The clad-to-base-metal interface and the adjacentexamination volume to a depth of at least 15% T(measured from the clad-to-base-metal interface) shallbe examined from four orthogonal directions, usingprocedures and personnel qualified in accordance withAppendix VIII, Supplements 4 and 6.

(b) When the examination volume defined in (a)cannot be effectively examined in all four directions,the examination shall be augmented by examinationfrom the nozzle bore, using procedures and personnelqualified in accordance with Appendix VIII, Supple-ment 7.

1-3420 EXAMINATIONS CONDUCTEDFROM THE OUTSIDE

(a) The clad-to-base-metal interface and the adjacentexamination volume to a depth of at least 15% T(measured from the clad-to-base-metal interface) shallbe examined from one radial and two opposing circum-

ferential directions using procedures and personnel qual-ified in accordance with Appendix VIII, Supplements4 and 6, for examination performed in the radialdirection, and Appendix VIII, Supplement 5, for exami-nation performed in the circumferential directions.

(b) The remaining 85% of the required examinationvolume shall be examined in at least one radial directionusing procedures and personnel qualified for a single-side examination in accordance with Appendix VIII,Supplement 6.

1-3500 BOLTS AND STUDS

Bolts and studs shall be examined using proceduresand personnel qualified in accordance with AppendixVyi, Supplement 8. The volume specified in IWB-2500 or IWC-2500 shall be examined.
