A . V I S I O N 1. The rap id advan cemen ts in th e field of  

Information, Communication and Entertainment

Technologies and the resultant explosive growth of 

the information intensive services sector have

radically changed the world economic landscape.

These changes have given rise to a new society

based on knowledge. This has further resulted in

the new avenues of development, employment,

productivity, efficiency, and enhanced factors of 

econom ic growth .

2. Governm ent of Delhi recognises the enorm ous

potential of the IT and has decided to embark 

upon an ambitious journey to herald the benefits

of IT to the people of the state.

3. It en vis ions th at by th e year 20 03, Delhi sha ll have

realised th is h u ge potential an d, as a resu lt , wou ld

emerge as a premier cyber s tate in the country

with its citizens qualifying to be e-citizens.

B. ASPIRATIONS 1. Th e a sp irations of th e IT policy in th e s tat e of Delhi a re govern ed b y th e following 6 E ’s i.e.

Electronic Governance, Equality, Education,

Employment , Entrepreneursh ip an d Economy. The

objectives of th e policy ar e a s follows.

a ) E-Governance : To use e-governance as a tool

and deliver a government that is more pro-

active an d res pon sive to its citizens .

b) Equa l i ty : To u se t h e power of th e IT to ach ieve

the objectives of eradicating poverty, improving

healthcare, empowering women and

economically weaker sections of the society.

The Right to Information Act that the

government of Delhi proposes to enact will

empower the people and ult imately help to

c) E d u c a t i o n : To encourage the use of IT in

schools, colleges and educational institutions in

the s tate of Delhi so as to enable the s tudents

to improve their skills , knowledge and job

prospects and enable them to obtain

employment in this sunrise industry.

d) E m p l o y m e n t : To use IT for generating

additional employment for the new digital

economy. To facilitate localisation of software,

so th at ben efits of IT cou ld p ercolat e n ot only in

English language, but also in Hindi, Urdu, and

Punjabi.

e) E n t r e p r e n e u r s h i p : To unleash the Delhi

incubation engine, promote entrepreneurship,

earn foreign excha n ge, and increas e IT’s

contr ibution to the economic growth of the

s ta te .

f) E c o n o m y : To encourage and accelerateinvestments and growth in IT hardware,

softwar e, Int ern et, tra ining, IT enab led services,

telecom, e-commerce and related sectors in the

sta te. To u se IT effectively in indu str ies t o m ak e

them competitive and web-enabled. To provide

adequate inf ras t ructure in the s ta te so that IT

sector can flourish. To use IT for ushering

world-clas s e- tourism in th e s ta te.

C. ENABLERS

Core Group s

1. While it is essential to announce an IT policy

for the State of Delhi, it is equally important to

put together an enabling process for i ts

imp lemen tation. For this , we propose to pu t two

processes in place. A high-powered committee

under the Chairpersonship of the Chief  

Minister and formation of core-groups for

implementing the policies of the government in

respect of E-Commerce, IT enabled services, E-

governa nce an d E-Edu cation.

a ) Advisory Counci l : The government shall

set up high-powered Information

Technology Advisory Council under the

Cha irperson sh ip of Ch ief Minister of Delh i.

This advisory Council would have

representative from the industry,

government and academia. This Council

will review the implementation of the IT

policy and also advise the s tate on further

improvements as may be required fromtime to t ime so that Delhi continues to

keep p ace with t he global IT scen ar io.

b) Core Groups : To oversee the

implementation of the policy in key areas

of Information Technology such as E-

Commerce, IT enabled services, E-

Governance and E-Education, as also to

assist the Advisory Council, the

government shall set up Core Groups for

each of these key areas , which shall have

representatives from the industry,

governmen t a nd academia .

of Information Technology will be suitably

strengthened to enable i t to discharge i ts

role of acting as a single window agency for

an a l l - round implementa t ion and

monitoring of the state IT policy.

c i t y : While Govt. of Delhi is committed to

achieve its objective of transforming Delhi

int o a premier cyber ci ty by th e year 2003 ,

the government realises that i t is equally

essen tial to set up imp ortan t m iles tones on

this journey. These milestones will allow

the government to take s tock of what has

been achieved, what hurdles need to be

removed, and whether any mid-course

correction is required to reach the

destination. These miles tones are

December 2000, Ju ne 2001 an d December2001. At appropriate places this policy

document will enumerate the objectives ,

which the departments are expected to

ach ieve by these da tes .

developments of IT sector. As the government

seeks to translate its vision into reality, it expects

the private sector to continue to play its pivotal

role. However, the vision will not be realised early

without the government playing an active role in

1. The two strategies – promoting the IT sector

and inf ras t ructure and promoting e-

govern an ce – will brin g enorm ou s b enefits of IT

to the citizens of Delhi. While the government

will take a number of pro-active steps topromote the growth of IT industry and e-

governance, i t is equally conscious that these

developments do not create new division in

society – referred to as digital divide by some

people – divide between th ose who h ave access

to IT based industry and those who do not.

Government is therefore determined to see

that the benefits of Information Technology do

not remain confined to higher classes of  

society. In fact government intends to use IT

as a major ins t rument to provide new

opportunities to those segments of society who

do not see opportunities to improve their

b) The governm ent proposes to sprea d

li teracy and computer education by

initiating action under the following

broa d p olicy fra m ework.

• The government shall start a “Teach

the Teachers” programme for

upgrading the IT knowledge and skills

of teachers on a regular basis . A

Special Cell will be set up in State

Council for Education, Research and

Training to work out details of this

programme. The government intends

to take up training of at leas t 10% of 

teachers in Higher Secondary Schools

during 2000-01. There shall be an

incen tive schem e to at tract teach ers toth is programme and to encourage

them to complete it successfully.

• The government will establish

computer laboratories in al l

government schools by the year 2003

in collaboration with private sector.

About 115 schools will be covered in

the first year i.e. 2000-2001. The

Government will also encourage aided

schools to set up computer labs in

collabora tion with p rivat e sector.

• The government will launch a literacy

campaign in s lum areas using ICT. I t

proposes to start a pilot project in a

s lu m colony un der which 3 0 compu ter

kiosks will be set up with Internet

connectivity to enable the children to

learn computing skills on their own

Industrial Training Institutes for

providing training of skills for data

entry, marketing, transcription, call

centres , content creation and data

processing. This will give necessary

boost to the IT enabled services in the

Centres for the Unemployed Educated

Youths . The government aims to s tar ta t leas t 10 Centres in the year 2000-

01 .

• The government will take steps to

esta blish an IT Open University. It will

also encoura ge techn ical cou rses in its

university, schools and ITI’s. The

government hopes to take education

and l i teracy to a much larger section

of popu lation in th e next th ree years .

Library that would be a central

a) The government has already proposed sett ing

up of Citizen Service Points all over the state,

which could be used by the cit izens to access

any information about government services

from any location within the s tate and outs ide.

These CSPs will be electronically linked to

government depar tments through thei r

websites. These will be set up by the private

sector that will be allowed to recover the costs

by charging the user an affordable transactionfee.

b) The government has also proposed to set up

Suwidha Points at each of its major offices.

These Suwidha Points will be single user-

friendly window for deadline-based handling of 

applications. At this point a citizen will also be

given an ackn owledgemen t with a probable date

of resp ons e to his ap plication.

c) In ad dition th e govern m ent will en cour age the

private individuals to set up information kiosks

all over the city. The kiosks shall provide free

access to a wide ran e of cit izen-oriented

access to a wide range of citizen-oriented

information. In particular, all the e-governance

related information should be available through

these kiosks . They need not have Internet

connections. They could simply have data

stored for access to the citizens. These kiosks

will be encouraged to use touch-screens

requir ing no use of ei ther the keyboard or the

mouse. The government will ass is t the

entrepreneurs in get t ing space where demand

for kiosks could be foreseen. Some examples of 

such places are bus s tops , markets , colleges ,

community centres, resident association offices,

clubs, tourist places, airports, railway stations

and schools. In addition the government will

encour age the owners of STD / ISD booths to

convert th em to cyber ca fes a ll over Delhi.

i ii ) E d u c a t i n g c i t i z e n s a b o u t t h e i r d u t i e s

a) Internet based information delivery systems in

combination with conventional broadcast

media, TV and Radio, could act as a major

vehicle to educate citizens regarding their

duties to the nation and the s tate. This will

imm en sely help in people’s p ar ticipa tion in

program m e like fam ily welfar e, cons ervation of 

environment, and preservation of ethical ,

moral and cul tura l va lues .

b) The people could also be informed about the

rich heri tage of the capital and the need to

preserve the an cient m onum ents which dot the

city landscape and the dangers of vandalis ing

c) Th e nu isa nce creat ed by littering pu blic places,

parks , roads and places of rel igious and

tourist interests will be highlighted using IT

technology.

iv) En ablin g E-Tou rism

a) Tourism is one industry that can effectively

use IT to promote itself. The use of internet

for prom otin g tou rism is only one exam ple.

b) In n ovat ive solutions u sing IT can h elp Delh i

to at tract more vis i tors and touris ts by

providing them with information about the

m an y places of h istorical in terest in t he city.

c) To take advantage of IT in the tourism

sector the governm ent would encoura ge an d

initiat e th e followin g

• E-Tour i sm Po r t a l: There are currently

many web sites providing information

about the tourism sector of the s tate.

However, there is a need for setting up

comprehensive tourism portal for the

state of Delhi. This portal could have

comprehensive information on the

tourism industry, hotels , places of  

religious and historical interest etc. The

idea is to not only provide basic

information but also cybercasting, video

clips, and graphics etc. The portal will

ha ve cybercas ting of m ajor event s in th e

encourage e-commerce by selling local

portal will also have a revenue model of 

earning through on-line bookings,

advertisements and brokerage from e-

comm erce t ra nsa ct ions .

• M a r k e t i n g : An aggressive m ar keting

plan would be designed to market the

sta te of Delhi thr ough th e net .

v) En abl ing Wom en

a) Empowerment of women is an integral part

of the process of development of any

economy. The transition to a knowledge-

bas ed economy includes the p art icipat ion of  all sectors of the society.

b) The government of Delhi considers the role

of women to be very important in the

economic and social development. With the

increased emphasis in IT by the

government, there is a need to introduce

special scheme for providing the benefits of 

IT to the women in th e s tat e.

c) The IT can play a catalytic role in the

process of empowering women. Government

will take the following initiatives in this

regard.

b) USHERING E-GOVERNANCE

I . Cit i zen in t e r f ace1. Government of Delhi will use IT not merely

to automate i ts exis t ing procedures but

also to reinvent government processes and

to redefine the role of bureaucracy. This

would enable the government to make i ts

functioning cit izen-centr ic, transparent

and efficient.

2. The government has identified nine major

pu blic dealing depart m ent s th at will go ‘on-

line’ by the year 2002 . Thes e depa rtm ents

are revenue, transport , sales tax, excise,

education, social welfare, co-operatives,

health and labour. Of these sales tax,

excise and transport will go on-line by

J u ne 2001 . The governm ent will provide

assistance for computerisation of Local and

Au tonomou s Bodies su ch as MCD, NDMC,

DVB, DJ B etc. working u n der it.

3. In order to this, the govern m en t will set u p

the legal machinery to implement cyber law

provisions regarding recognition of digital

s ignature and electronic records and their

use in government. By December 2003, i t

sh all ena ble the cit izens to cond u ct most of  

their transactions with the government

through the Internet . Some examples of  

these transactions are: obtaining driving

licenses, registration of vehicles,

regis trat ion with employment exchanges,

regis tra t ion of bir ths a nd death s , obtaining

ration cards, payment of various bills ,

lodging of various complaints and their

redressal, delivery of pensions, tendering,

filing of tax returns and applying for

admissions . To ensure that this process is

monitored periodically some important

m ileston es h ave been fixed.

4. The hea ds of departm ent sh all be

responsible for the preparation and

implementation of their respectivedepartmental action plans. An Officer on

Special Duty will assist each head of 

depar tmen t in t his tas k. He will also act as

the nodal officer in the department for

implementing IT policy. The head of 

depar tm ent s ha ll ha ve fu ll powers to spen d

u p to 3% of his dep artm ent’s b u dget for

implemen tat ion of th is policy.

5. In a ddition, a deta iled plan for employee

training shall be implemented. The Civil

Service Training Institute shall design

new modules for IT courses for

imparting computer training and

in the government . The annual

confidential reports of the employees

shall reflect the employee performance

in implementation of this policy. The

possibility of relaxing the scheme for

loan to employees for purchase of 

computers and per iphera ls shal l be

explored. For all new employees

appropriate level of computer literacy

shal l be made an essent ia l requirement

in the recru i tment ru les .

1. By the end of December 2000, the citizens

will be able to access information relating

to transactions with the government

through the Internet . Some examples of  

su ch informa tion a re: downloading of non -

priced forms, information about eligibility,

rules , documents required to be submitted

along with various application forms,

formats of affidavits, and information

relating to t en ders . The filin g of comp lain ts

of suggestions through the Internet will

also be made possible.

Simultaneously, the government will

also put on the internet information that

ought to be in public domain. This will

enable the citizens to play the role of a

watchdog and to ensure t ransparency .

works and payments made for them,

expanded and their placement in public

domain will be made legally enforceable

1. By th is date some trans actions with th e

government will be carried using

telephones, stored-value credit or debit

cards . This will be achieved through the

intermediation of the banks. Paying billsfor govern m en t s ervices is on e exam ple. IT

will make travel to the government offices

unnecessary. The citizen will be able to

tran sa ct bu siness with a few major pu blic-

dealing depa rtm ents from on e place. These

point s – Citizen S ervice Point s (CSPs) – will

be electronically linked to these

departments. These Points will be set up

in p rivat e sector th at will recover its in itial

cost of sett ing up th ese Points by charging

th e cit izens a t ran saction fee.

2. Besides these CSPs, th e govern m en t will

se t up Suwidha Poin ts in each depar tment

to enable the citizens to interact at only a

single point called the Suwidha or single

user-friendly window for handling

applications which have to be submitted

by a certa in date. At th ese Su widh a Points

the applications will be accepted and

acknowledged and the citizens will be

given a date by which they may expect a

response from the department. The

government proposes to al lot these

Suwidha Points to senior citizens who will

be allowed to charge handling costs.

the possibility of introducing self-

certificat ion / exempt ion for IT software

ind u stry un der variou s Acts / Regulations

m en tioned in p a ra D (a) (viii) ab ove.

1. Th e third m ileston e will be reach ed when citizens

will be able to use electronic cards for accessing

services offered by different departments. The

government will consider issuing multi-purpose

cards to ci t izens that would serve the purpose of  

being a rat ion card, an identi ty card, a driving

license etc. The citizens will be required to

register their personal details only once. To begin

with, rat ion cards and a s ingle electronic card in

selected areas on an experimental basis will

replace driving l icenses by J u ne 2 001.

1. IT will also b e dep loyed t o imp rove govern m en t’s

internal efficiency. This will be done in two main

areas : in in ternal communicat ion and in data

handling.

2. In tern al com m u n ication will be im proved by

increasing use of e-mail , bullet in boards and

video conferencing in the government. Routine

circulars, meeting notices, and minutes will be

communicated through e-mail . Video-

conferencing will be used to decide urgent

matters in consultation with senior officers

without calling them over from their offices. This

will make them accessible to the people even

while being in a position to confer with other

off icers in matters which are urgent and cannot

wait for a form al m eeting to be convened.

3 . Data ha ndl ing compr ises data capture , da ta

sharing, data s torage, and data retr ieval , data

processing an d data present ation. Some exam ples

of the projects which lend themselves to data

handling are Executive Information Systems for

the departmental heads, computerisation of land

records and hospital OPDs, ICT based delivery of 

education in formal, informal and non-formal

sectors of education, data capture on violation of  

laws / ru les us ing remote cameras or o ther

recorders with online data updation and

III.  Im p le m e n t a t i o n e n a b li n g m e c h a n i s m .

1 . A mecha nism to ensu re that these miles tones are

reached is necessary. This is specially so because

at the t ime of implementation many complex

technical, legal, financial and institutional

problems will arise. Some of these will be related

to the need for process change and culture

cha nge. Th e govern m ent will, ther efore, con stitu te

a Task Force headed by the Chief Secretary to

implement this policy. It will lay down uniform

guidelines for the departments to follow so that

common issues are not handled differently by

different departments. A technical committee

compris ing representatives from IT industry and

academia will assist the task force. The Task 

Force’s first m ain resp ons ibility will be t o en su re

that a l l the major publ ic depar tments prepare

th eir resp ective plans to im plemen t th is policy.

• Sale and leasing of computers and i ts

accessories.

However in keeping with the ruling of a

uniform sales tax in al l s tates , the

government shall fix the sales tax on

hardware and software not above the agreed

Uniform Floor Rate (UFR). The state

government would however lobby for zero

sales tax on all IT products along with other

recommend to the Govt. of India to permit

software and service units to function inres idential areas subject to such reasonable

restr ict ions as may be imposed by the

governm ent in pu blic interes t .

iv) All IT software and service industries including

Services and Training Institutions in IT will be

enti t led to “Industry” s tatus . Such units shall be

eligible for all concessions and incentives

applicable to Industries. For the purpose of this

clause, accredited Training Institutions will also

be eligible to claim industry s tatus subject to

certain norms which will enable them to obtain

exempted from routine inspection by inspectors

like those for Factory, Boiler, Labour, Pollution,

Environment, Industry in l ine with the approved

th e IT software a n d Services indu str y.

vii) Th e govern m en t sh all as sist in gettin g sp eedy

clearance for Right of Way and use of 

infra str u ctu re of ut ilities like DVB.

viii) Th e govern m ent sh all s et u p a regulat ory

framework to implement cyber laws. The

intellectual property rights of creator of content

an d s oftware sh all be protected th rough vigorous

enforcem ent of relevan t copyrigh t laws.

ix) Th e govern m ent will esta blish m odern IT park s

in collabora tion with privat e sector. The pa rk will

have high speed telecom facility and plug and

play built up modules for minimising gestation

period of n ew projects. The first su ch pa rk will be

estab lish ed by th e year 2002 .

x) Th e govern m ent will encou ra ge p rivat e

companies to set up international gateway for

providing h igh-s peed Int ern et conn ectivity.

xi) A m as sive ca m pa ign will be lau n ched to

encourage e-commerce and computerisation in

the local industr ies . I t shall at tempt to increase

e-commerce activities by at least three times in

the next two years. A suitable framework to

encourage and support electronic money

transfer, electronic benefited transfers (EBT

cards) and electronic tagging like bar coding willbe es tablish ed.

xii) Th e govern m en t will initiat e an “IT for

i n d u s t r i e s ” project. Under this project, advice

will be given to the local industries to adopt use

of IT or to divers ify int o IT a ctivities.

xiii) IT en a bled se rvices like Medica l

Transcription, Call Centres, Data Processing,

Back-Office Operations, GIS, Revenue

Accou nt ing etc. are considered as niche a reas for

th e s tat e. A special sch eme will be ann oun ced to

help local industries to diversify into IT enabled

services. The benefits of the scheme would also

be ap plicab le for compa n ies set ting up IT ena bled

xiv) Th e govern m ent will encou ra ge cond u ct of 

seminars / worksh ops to d is seminate informat ion

of IT to local industries and thus work towards

increa se in u sa ge of IT in local in du str ies.

xv) With an extrem ely widesp read

telecom mu nication system, th e s ta te of Delhi can

take lead in es tablishing and serving a regional

hub for Internet, E-commerce and digital services

traffic.

xvi) State level awards will be given to IT

companies with outs tanding performance in

exports an d in d omestic segments .
