Delaware State Arts Council Meeting December 8, 2010 11:00 a.m. – 2:00 p.m. Biggs Museum of American Art Kent Draft Minutes Attending: Steve Boyden, Louellen Braithwaite, Richard Givens, Margaret Johnson, Gail Lear, Lise Monty, Cathy Walls, Mack Wathen, Debbie Wicks, Carson Zullinger (from staff: Gwen Henderson, Kristin Pleasanton, Terry Plummer, Sheila Ross, Roxanne Stanulis, Paul Weagraff) Absent: Joann Browning, Elisabeth Poole, John Ranney, Ruth Sokolowski, Joyce Hill Stoner (from staff: Susan Salkin) State Arts Council Chair Lise Monty called the meeting to order at 11:00 a.m. Minutes from the June 16, 2010 meeting were approved unanimously by voice vote. Chair’s Report Ms. Monty reported that three members of the Council are slated to rotate off— Steve Boyden, Joyce Hill Stoner, and Debbie Wicks—pending appointment of replacements. Ms. Monty asked for a small nominating committee to review current applications from the Governor’s office to make recommendations. Gail Lear offered to head that committee. Delaware First Media, a relatively new electronic media initiative, is interested in establishing an arts desk for their electronic news coverage. The Division facilitated focus groups in late November and early December, including participation by Council members Lise Monty and Cathy Walls, to share with DFM the media coverage needs of the arts community. Ms. Monty commended the staff on their organization of the Governor’s Awards for the Arts. From the selection process to the final event, everything was professionally handled and shed a very positive light on the arts in Delaware. Reporting on the 2010 National Assembly of State Arts Agencies conference, Ms. Monty noted that many participating council members from other states shared the work they are doing in arts advocacy. This challenges Delaware’s Council to explore ways that they might become more active in advocacy, both individually and collectively. Ms. Monty will be asking a few council members to serve on an Advocacy committee.

Programs

The Division and State Arts Council coordinated the 2010 Governor’s Awards for the Arts, honoring four

awardees: Winterthur/UD Collaboration for Art Conservation program; Music School of Delaware; William

Shea; and Michael Kalmbach.

The Division will again be coordinating the statewide Poetry Out Loud Competition in preparation for the

national finals to be held in Washington DC in April 2011.

The Division has commissioned a five-year study of the creative economy sector in Delaware to serve

both as an advocacy tool, and to help the Division more effectively target its resources in support of the

arts in Delaware. Council members requested copies of information about CVI work to learn more about

its scope and how it can be used in Delaware.

launch an “arts desk” as part of their Delaware-specific news coverage.

The Division is partnering with Serviam Media in the creation of twelve digital stories about the arts, to

serve as advocacy and public relations tools in promoting the arts. An extensive RFP process will

culminate in the selection of twelve stories to produce as three-minute digital stories to be used by the

Division, Serviam Media on their new ContentDelaware site, and by the organizations featured in the

stories.

Biggs Museum Presentation Following the Director’s report, Ryan Grove, Curator, made a brief presentation about the history of the Biggs Museum, and then took the Council members on a tour of the ground floor spaces, now under renovation to accommodate the expansion recently acquired from the State of Delaware. Artist Fellowship Review After lunch, Kristin Pleasanton presented the results of the 2011 artist fellowship adjudication process, along with recommendations for funding. Recommendations for recipients in the emerging and established categories motioned, seconded, and approved unanimously. Council members were then asked to review three candidates for the masters fellowship, score them, and then make a final recommendation for funding. Council motioned, seconded, and approved a masters fellow. Letters will go out to the awardees, honorable mentions, and non-winners in December, with initial awards going out to recipients in the new year. At the conclusion of the review process, Council members expressed the desire in the future to have more time and guidance in reviewing masters fellowship candidates.

Delaware Arts Alliance Presentation Guillermina Gonzalez presented on behalf of the Delaware Arts Alliance. She updated the Council on the advocacy work the Alliance has been doing, including partnership with the Delaware Association of Nonprofit Agencies and other nonprofit organizations in developing a pamphlet outlining the political candidates’ positions on the nonprofit sector during this past election season. She also encouraged working closely with the Council to develop advocacy strategies in which the Alliance and Council could capitalize on the different levels of connections that members of the two organizations have in the business and political communities. All agreed that clear talking points, uniform messages and coordinated strategies are critical to a successful advocacy campaign. All agreed that further follow-up between the Council and Alliance is necessary and beneficial. 2010-2011 Operational Plan Paul Weagraff called attention to the 2010-2011 Operational Plan that had been sent out in advance for review. General consensus was in support of the document moving forward, suggesting two minor editing changes: 10 Ensure consistency in language and terminology, and 2) spell out acronyms for clarity. New/Old Business Council requested a listing of upcoming meeting dates for 2011. The meeting was adjourned at 2:20 p.m.
