Teir website www.isi.gov.ie gives good information on the 3 insolvency options available. Te early m onths ha ve been spent on getting organised, getting the infrastructure in place to operate and issuing guidelines etc. Ap plicatio ns are b eing taken since early September from Personal Insolvency Practitioners (PIPs) on behalf of insolvent persons. Tere has been some controversy regarding the guide issued on a reasonable standard of living and reasonable living expenses and more recently comments by a PIP on the needs of an insolvent professional person above those of a PAYE person. Hopefully the next few months will see this new body assisting many insolvent people back on the road to solvency. Autumn Leaves Te City Council is improving the collection of leaves this A utumn/Winter . Te Council knows the priority areas and these will b e targeted by Council stasupported by voluntary eort from residents grou ps who assist. Te p riority areas such as Grith Ave and parts of Raheny, Clontarf and Marino all have mature trees with heavy leaf fall, high pedestrian usage and at risk of ooding from blocked shores etc. It’s a dicult and slow job, particularly when the leaves get wet and mulch ed up. Hopefully we will see an improvement. Battle of Clontarf 1014 Next year is the Millennium of the Battle of Clontarf and Brian Boru. Many local group s will be celebrating the event in what will be a very special year for the people o f Clontarf. Dublin City Council will commence their event schedule with the launch of a special ly commissio ned book by Prof. Seán Duy on Brian B oru and the Battle in Clontarf Castle on the 23rd October. Te Central Bank will issue a sma ll gold limited edition collector coin, probably next May, to mark the Millennium of the Battle of Clontarf. Website - I launched my website earlier in the year . Winter 2013

City of NeighbourhoodsLocal North Central area awards in this CityCouncil event, co-sponsored by Coolock Artane Credit Union, were recently presented.Winners included Rathmore Park; St. Anne’sAllotments; Harry Byrne’s Pub and RahenyTidy Village Group. Citywide, RahenyTidy Village Group were overall winners inthe residential competition. This is a major achievement. Harry Byrne’s Pub won bestshop front. Rathmore Park won the 1 – 150houses category. Congratulations to thewinners and well done to all who participated.

Dublin Bike SchemeDublin City Council’s bikes scheme has

 been a huge success over the last 4 years.Currently the scheme has 31,000 long termsubscribers and the bikes are used between5,000 to 7,000 times daily. It is now theintention to expand the scheme with anadditional 58 new stations, 950 new bikesand some 2,000 new stands, mainly in theHeuston and Docklands areas. The expansionworks are due to be completed by next July/August.

Clanmoyle RoadPlans on the proposed ood alleviationscheme are almost complete. Communicationcontinues with those residents directlyaffected by the works. Clontarf Golf 

Club, Irish Rail, City Council (and their consultants) are all involved, as well as theOPW, which, as the funding authority, mustapprove nal designs.

Water ChargesAs previously advised, the Governmenthave decided that water charges will apply to households from October 2014. Telegislation has been put in place and a new State agency, Irish Water, will take overresponsibility for provision of water supply.

Te installation of water meters is due tocommence locally in early October withcharges to apply from October 2014 and therst bill to arrive in January 2015. Te nextmove is to decide on the quantity of the freeallowance before charges apply. I believe thisfree allowance must be based on the numberof people living in the dwelling and not a at

charge per house or based on house size.

CY Pitch & Puttalks continue regarding the future of thepitch and putt club. Lease and annual rentalissues still in dispute.

Raheny 

Dublin City Council have given formal noticeof their intention to add Raheny House ( excl.modern extensions) 476 Howth Road andformer Edenmore House, St. Joseph’s Hospital,Raheny to the record of Protected Structuresin the City Development Plan. Submissions/observations can be made to the ConservationOce up to 23rd October aer which a naldecision will be made.

Fianna Fáil RecruitmentFianna Fáil has recently carried out a majorrecruitment drive in third level collegesaround the country. Membership has soaredby up to 200% in some colleges. Frank Du 80; Te other suggestions in thelast 10 were Abbey Teatre, James Connolly,George Sigerson, WB Yeats, Ernest Walton.Rosie Hackett was a trade unionist and 1916

 veteran who encouraged women to join the1913 Lockout. Tis is the rst bridge over theLiey to be named aer a woman.

Te Central Bank has issued a limited editionof a €15 silver proof coin commemorating thecentenary of the 1913 Dublin Lockout(cost €44).

Richmond AveTe unnished apartment development atnumbers 21 and 27 – 29 Richmond Avenueremains an unsightly mess for local residents. Icontinue to pursue the issue with City Councilocials who say the original planning approvalhas now expired and the site is regardedas abandoned. It has been examined by Dangerous Buildings Section, is on the DerelictSites Register and the Unnished HousingRegister, has been issued with a warning noticebut there has been no response from the siteowner or nancial institutions.

GoCar Car ClubOperating under the City Council’s new byelaws, GoCar recently became the rst carclub operating 50 cars from 31 pay & display 

locations in the city. GoCar is a membersonly car sharing service allowing members torent by the hour. Tere is a one o joining feeplus charge per hour and Kilometer for use.Members using GoCars are not charged forparking at pay & display parking spaces as thisis covered by the permit fee paid by GoCar tothe Council. Local locations include Raheny,Clontarf, Killester and Drumcondra but the 30

locations are well spread around the city. Seewww.gocar.ie. Car clubs like GoCar have beenhugely successful in many European & UScities.

Adopt a StreetOver the Summer the City Council initiateda number of ‘Adopt a Street’ schemes to seta new high standard of street cleaning withhelp from local business and residents. DCCprovide ‘Adopt a Street’ bibs, sweeping brushes,litter pickers, gloves, bags etc. and will arrangeremoval of any litter collected. Te rst schemestarted on Killester Ave where residents andbusiness working with DCC meet at 7pmuesdays for 20 minutes to keep the area clean.Other schemes include Killester (meet outsideBeachcomber Mondays at 6pm) and also alongthe Clontarf Road on Wednesdays at 7pm. Tecurrent main focus is streets with high footfall.If you wish to get involved and ‘Adopt yourStreet’, you can contact me for further details.

DriversSince the new plastic driving licences wereintroduced earlier in the year about 2,000 a day (400,000 in total) have been issued. Existinglicences will be replaced with plastic as they expire. Te Government have also publishednew road trac legislation which will

1. Introduce the concept of novice driversdisplaying an ‘N’ plate for 2 years

2. Set the disqualication level for learner & novice at 6 penalty points

3. Allow roadside tests to check on drug taking

4. Increase penalty points to 3 & 5 (previously 2 & 4) for speeding, mobile phone use and

non-wearing of seatbelts.

Flood ForumDublin City Council has set up a Flood Forumwhich will provide support and informationto communities that have been ooded or areconsidered to be at risk of ooding. Te forumwill work with communities and householdsin giving ood plan and property protection
