    Jean-louis Chaussade. We continued to implement our long-term strategy of being a pure player in the water and waste industries, with a strong and selective presence in Europe and internationally. This strategy has once again demonstrated its value, because we have been able to deliver excellent operating performance, and both areas of activity have delivered solid performance.

    how do you go about deploying this strategy?

    J.-l. C. We believe that being efficient means being open and working with partners to build joint successes at every level of our business. We base our continued international growth on local partnerships that allow us to gain a much better understanding of the countries and regions in which we work.

    So in China, for example, we have been working with the Chinese group New World since 1985. In terms of innovation, we are building partnerships with universities, industry and start-up companies to accelerate the pace at which we develop new solutions. At local level, we are committed to meaningful dialogue with all stakeholders through sustained contact and discussion with our Foresight Advisory Council (FAC) and in our stakeholder sessions. Working with all our stakeholders to create the water solutions of tomorrow is our unifying thread for green growth.

    how do you see the groups long-term challenges?

    J.-l. C. The world develops through step changes. The first was the revolution in hygiene and public health at the end of the 19th century that marked the birth of our business. The second - urban comfort and convenience - came nearly a century later, and enabled our expansion. We are now experiencing a third step change: the increasing scarcity of resources. Our areas of activity are central to these challenges, and have the potential to be part of the solution. We want to help our customers to become leaders in environmental performance. Our ability to reinvent our areas of activity, our traditional markets and the ways in which we are rethinking our relationships with all stakeholders firmly establish us as a positive contributor to green growth.

  • how did the group and Degrmont perform in international markets in 2011?

    thierry mallet. SUEZ ENVIRONNEMENT generated 28% of its revenue from international markets in 2011 and intends to increase this proportion to one-third. In the water sector, the Group has the benefit of a very strong base in Europe, but it also has a substantial presence on the continent of America, China, Australia, North Africa and the Middle East, all of which offer strong growth potential for future development. Degrmont already generates 77% of its revenue outside France through its presence on every continent. The company achieved some important successes in 2011, with particularly strong performance coming in the Czech Republic, Algeria, Brazil, China and Australia. Nevertheless, its performance was significantly impacted by delays on the Melbourne desalination plant construction site, which suffered from extremely damaging weather conditions and employee relations issues in 2011. By 28 June, physical progress on the site had reached 94%. Commissioning of the reverse osmosis plant began in May and desalinated water production began at the end of June.

    what international market opportunities has the group identified for future years?

    t. m. The markets in Europe are more mature, but our excellent results in North Africa and the Middle East encourage us to press ahead with growth and capitalise on those experimental models that have proved so successful. We are also well placed in growth countries like Australia, which offer the added benefit of being excellent laboratories for sustainable development. We are also committed to becoming a major player in the key emerging markets of the world, beginning with India and Brazil. This will require us to develop new models for these countries, which have significant requirements in terms of environmental services and, like other countries, are also having to cope with increasingly scarce resources.

    against that background, how does the integration of ondeo is contribute to Degrmont?

    t. m. This integration is absolutely logical, because the two companies are almost a perfect complementary fit. Ondeo IS brings substantial industrial expertise to the table, whilst Degrmont contributes its knowledge and experience of international markets.

This challenge is one of the four priority strategic action areas identified by the Group, with an annual revenue growth target of 10% for industrial water services.

    what are the potential growth areas for Degrmont?

    r. l. In a fast-changing world on a quest to find a more balanced way of capitalising on its resources, new geographical opportunities are opening up right in front of our eyes. To begin with, we are investing heavily in the industrial services market, which represents a dynamic source of growth, and in which we are the standard bearers for the industrial ambitions of SUEZ ENVIRONNEMENT in the water sector. The oil, gas, energy, mining, paper making and fine chemicals markets also offer significant opportunities that we can respond to with customised solutions, from mobile units to specialised high-technology equipment and operational services.

    Then theres the water treatment equipment market, which offers us another opportunity to increase our presence and extend our range of services. Lastly, we are continuing to develop our policy of partnership with local stakeholders in the municipal market, in exactly the same way as in the industrial market.     bot: build, operate, transferWhether it is signed with a local authority, a province, a nation state or an industrial company, a BOT contract involves Degrmont in every stage of the project, from funding to building and operation. For these contracts, Degrmont is represented by a company dedicated solely to the project. In return, the customer pays a fee covering the operating costs and depreciation on the capital invested. At the end of the contract, the facility is transferred to the customer.

    Drinking water productionAs they are faced with serious difficulties in accessing water, developing countries are seeking reliable and affordable production solutions. At the same time, the industrialised world is setting new standards to improve comfort and public health. The diversity of technologies developed by Degrmont (sand filtration, flotation, ultrafiltration, etc.) offers major advantages in order to respond effectively to these multiple challenges, regardless of water resource origin and quality.

    DesalinationAs part of combating water stress, Degrmont has developed technologies that can produce fresh water from seawater. As demand for water grows from domestic and industrial users, desalination offers an effective and proven alternative. Degrmont offers original and efficient processes at every stage of treatment, with particular emphasis on preliminary purification upstream of the reverse osmosis desalination stage. In practical terms, the preliminary purification stage governs the efficiency, reliability and durability of membrane-based systems.

    proDuCtioN CapaCity tripleDDar es salaam, tanzaniaExtension of the Lower Ruvu drinking water production plant in Dar es Salaam. Working as part of a consortium with Kenyan civil engineers Spencon, Degrmont was awarded this 26 million contract to triple the treatment capacity of the existing plant from 90,000 cu. m per day to 270,000.

    sustaiNaBle partNershipadelaide, australiaThe State of South Australia awarded the partnership formed by Degrmont, SUEZ ENVIRONNEMENT and Transfield Services the Alliance contract to operate and maintain the water and sanitation services for Adelaide and its surrounding area. This 10-year, 840 million contract will provide services to around 1.1 million residents, and covers six drinking water production plants, six water treatment plants, 16,000 km of pipelines and wastewater re-use systems.

    eNViroNmeNtal performaNCenice, franceThe urban community of Nice Cte dAzur has renewed its contract with Degrmont to operate and maintain the Haliotis wastewater treatment plant for a further 10 years. This plant is one of the most efficient in France, and treats around 220,000 cu. m of wastewater every day. The 100 million contract also includes the development of a wastewater recycling system and carbon balance monitoring.

    ultrapure waterohio, usaDegrmont has acquired Ameriwater, the US specialist in ultrapure water production systems, which provides the biomedical and industrial markets with cooling tower filters, reverse osmosis and deionisation systems, water filters and water softeners.

    Coastal CoNserVatioNgozo, maltaThe Gozo plant now treats 80% of the islands wastewater. With a capacity of 60,000 cu. m per day, the plant occupies a 4-hectare site and contributes to reducing pollution in the Mediterranean, as well as serving 500,000 Population Equivalent.

  • hiGhl iGhtsresourCe proteCtioN Doha west, qatarHaving won the design, build and 10-year operation contract for the Doha West wastewater treatment and recycling plant in 2005, Degrmont has now been appointed to extend the facility. This $50.5 million contract will boost plant capacity from 135,000 cu. m per day to 175,000.

    loNG-term operatioNciudad Jurez, mexicoThe Ciudad Jurez water treatment plant operating contract has been extended by a further fifteen years. The water savings made will enable the city to remain self-sufficient in drinking water for the next thirty years, with a daily volume of 311,000 cu. m.

    expert maNaGemeNt of the water CyCle punta pereira, uruguayDegrmont has won the 43 million contract to design and build the industrial water treatment, drinking water production and industrial wastewater demineralisation treatment facilities that will manage the industrial water cycle of the Montes del Plata paper pulp production plant. The plant capacity is 360,000 cu. m per day.

    ethiCal poliCy aCCreDiteDcorporate As the first company in its industry to have been granted GoodCorporation certification in 2009, Degrmont has received a new certification in recognition not only of its ethical management of employees, suppliers and shareholders, but also of its environmental protection initiatives and contribution to the community.

    maNaGemeNt system CertifiCatioNauditDegrmont is the first company in the Group to receive certification for its Design and Build activities right across the business, following an audit conducted in six of its entities: Degrmont Construction Nord, Degrmont Construction Sud, Degrmont France Assainissement, Degrmont Limited Inde, Degrmont Sudamrica and Degrmont SA.

    iNNoVatiVe solutioN tianjin binhai, chinaDegrmont Technologies-Innoplana has signed a third major contract in China, and has also installed two Innodry 2E lines in the New Economic Area in the north-east of the country. The new lines will treat 200 tonnes of wet sludge from the surrounding regions four water treatment stations.

    New CoNtraCtalgiers, algeriaThis design, build and commissioning contract covers phase 2 of the Baraki municipal wastewater treatment plant serving 900,000 Population Equivalent. The plant as a whole will serve 1.8 million Population Equivalent.

    europeaN staNDarDs CompliaNCele havre, franceOfficial opening of Edelweiss, the new water treatment plant for Le Havre. With a capacity of 415,000 Population Equivalent, it meets European requirements for nitrogen and phosphorus treatment, enabling treated water to be discharged directly into the Seine estuary. This is the largest implementation in Europe of Cyclor, the compact wastewater treatment process that treats carbon, nitrogen and phosphorus pollutants.

    eNerGy effiCieNCyinnovationThe Greenbass innovation from Degrmont has been adopted by two local authorities: Dijon in France and Tournus in Belgium. Nominated for the European Environmental Press Awards, this system optimises the most energy-hungry plant process - aeration - on the basis of fair energy use. By reducing energy consumption, it also reduces energy costs and the carbon footprint.

    iNGeNious proCesspartnership

    An innovative partnership agreement has been signed with the Swiss company Bucher Unipektin for the development and marketing of a new sludge dewatering solution known as Dehydris Twist. Applied to water treatment sludge, this automatic press system delivers higher dewatering quality than so-called traditional processes. maJor reNoVatioN

    Degrmont is currently contributing to the refurbishment of the biological treatment process in operation at the Seine aval municipal wastewater treatment plant in Achres. The plant capacity is 2.3 million cu. m per day, and the contract value is 165 million.

    smaller eNViroNmeNtal footpriNtangers, franceDegrmont and Lyonnaise des Eaux have won the 6-year contract to manage the La Baumette plant: the contract value is nearly 20 million. This water treatment plant processes the wastewater generated by local industries and residents (285,000 Population Equivalent). The plant will be operated by a joint venture company called Valomaine, which has a target to reduce the plants environmental footprint by 1,100 tonnes of carbon equivalent per year.

    Quality assureDprague, czech republicIn responding to European Union targets requiring water quality to be reinstated in a particularly sensitive area before 2015, the City of Prague has awarded Degrmont and other consortium members (SMP, Hochtief and WTE) a 257 million contract to design, build and operate the capitals wastewater treatment plant. With a daily treatment capacity of 350,000 cu. m, it will serve 1.1 million Population Equivalent.

    teChNoloGiCal prowessmelbourne, australiaBuilding work has been completed on the Melbourne desalination plant project, which began in 2009 and is designed to provide drinking water for one-third of the citys residents (4 million people with a plant capacity of 450,000 cu. m per day).

    eNerGy reCoVeryadeje arona, canary islesThe Canary Isles government has awarded the contract for phase two of its Adeje Arona water treatment plant construction project to the consortium of Degrmont, Satocan and Canaragua. The plant will use a membrane bioreactor treatment process to maintain bathing water quality. The biogas produced by this new 413,000 Population Equivalent plant will be used to generate electricity.

    syNerGy of expertisewuhan, chinaThe Wuhan Sino French company has been formed to manage the 30-year build and operate contract for the wastewater treatment plant of the Wuhan industrial and chemicals site. This joint venture involves Sino French Water Development (SUEZ ENVIRONNEMENT), Wuhan Chemical Industry Park, Degrmont and Shanghai Chemical Industry Park. The plant capacity is 60,000 cu. m per day.

    GhG measuremeNtnew systemThe Lifecarbontool website designed by Degrmont is now available online. It uses the carbon calculator developed in conjunction with PricewaterhouseCoopers and is designed to enable local authorities and industrial customers to evaluate the greenhouse gas emissions generated by their water treatment plants.

    suCCess iN the freNCh oVerseas DepartmeNtscontractsAt Matiti in French Guiana, the Communaut de Communes du Centre Littoral authority has awarded the Degrmont France Rgions-Sogea consortium a 16.2 million contract to build a drinking water production plant with a capacity of 10 million m per year. At Leblond, the same consortium will build a water treatment plant with a capacity of 90,000 Population Equivalent under a contract worth 21 million. In Guadeloupe, Degrmont France Assainissement has won the contract to provide the wastewater treatment plant at Baie-Mahault.

  • what is your view of Degrmonts achievements in 2011?

    Jacques Blein. 2011 was marked by a number of major international events and a serious economic crisis that continues to affect nation states, the public, the global financial system and a few of our customers. Some have already put in place precautionary measures to guard against any economic slowdown. In this difficult environment, we have once again demonstrated our ability to secure renewal of our contracts and win new business in our markets thanks to the suitability and competitiveness of our bids and the quality of the services we provide. Damaging weather conditions and industrial relations issues together resulted in a 6-month delay in the Melbourne desalination plant construction schedule. Nevertheless, our teams spared no effort to achieve the lead times set, and the new plant will be operating at full capacity by the end of 2012.We have therefore had a difficult year of transition and I would like to take this opportunity to pay a tribute to the commitment shown by our employees, who have effectively ensured continuity of our business despite all these difficulties.

    supporting the expansion of Dar es salaam Degrmont was awarded the Design & Build contract to extend Dar es Salaams Lower Ruvu drinking water production plant in June 2011. The expansion of this major port in Tanzania and the associated increase in demand for drinking water made it essential that the capacity of this plant should be increased. The work to be carried out by Degrmont will triple its capacity to a level sufficient to supply half the citys population, i.e. 1.5 million people. The treatment line includes robust high-performance technologies that are particularly well suited to the local climate: Pulsatube (settling) and Aquazur V (sand filtration).

Designed and built by Degrmont in only 21 months, the plant occupies a site that is restricted to 4 hectares in order to protect the sensitive coastal environment. it features two of the companys flagship processes: Densadeg 4D for flocculation and settling, and biofor for biological treatment. the biogas generated by sludge digestion is re-used directly on-site to power its gas engines. biological deodorisation is also provided to limit any risk of odour nuisance to local residents. lastly, this new facility also makes a significant contribution to reducing pollution in the mediterranean.

    our ageing plant was no longer able to meet european standards for river discharge and a feasibility study showed that it would be more cost-effective to build a new wastewater treatment plant. so we put the project out to tender and specified a number of non-negotiable requirements: since the facility was to be located on a restricted site in an urban business environment, we needed a compact plant to deliver very high performance in terms of deodorisation and low sound levels, as well as the ability to produce high-quality treated water for return to the river. we also wanted to be able to re-use treated water in spraying systems. Degrmont addressed all these criteria with a membrane-based solution and built the plant, which became operational in July 2011. since then, weve found that the deodorisation and production systems work extremely well, and that the water discharged into the river is of very high quality. were now examining how the treated water can be re-used.

BOT contracts draw on every Degrmont area of activity and its range of products and services.

    complementary expertise BOT contracts are based on the provision of overall support and assistance to cus-tomers, from the design stage right through to plant transfer. Within this framework, all project participants contribute their own expertise and commitment. Degrmont agrees to build the plant, operate it and provide the financing required. The civil en-gineering partner supplies the skills needed to build the plant. The financing partners provide the budget required to deliver the project. The customer gradually repays the operating costs and depreciation on the capital invested over the contract period up to the point where the facility is transferred.

The successes of this strategy have included seven government contracts in Mexico since the beginning of the 1990s, when the goal was to encourage private investment to supply equipment and infra-structures, at the same time as protecting the environment. Since 1996, Degrmont has provided operational management of the Prospect drinking water production plant that supplies 3 million cu. m of water every day to residents of Sydney in Aus-tralia. This filtration unit is the largest in the world and removes sediments and micro-particles to ensure that the treated water is completely free of all microorganisms and meets every requirement of the regional public health authority.

This type of contract provides customers with four key benefits: project financing costs spread over a long period, transfer of all the associated risks to the private sec-tor, the ability to retain control of the asset and the water service, and a stable price per cubic metre treated.

    Thirty years of BOT in China2011 saw the creation of the Wuhan Sino French Waste Water Treatment joint venture. Owned 43% by Sino French Water Development, 25% by Wuhan Chemical Industry Park, 22% by Degrmont and 10% by Shanghai Chemical Industry Park, the new company has won a major contract to build a 60,000 cu. m per day plant to treat effluent from the Wuhan industrial and chemicals site. The joint venture is responsible for the design, build and thirty-year operation of this wastewater treatment plant. It will also build a 300,000 cu. m per day water production plant beginning in 2013.

    enhanceD performance identifying good as well as weaker practices is an excellent way of creating a flow of practical feedback. Run by the engineering-innovation Department for several years now, ReX (the in-house acronym for the feedback process) has become an effective and unifying method for analysis that is being rolled out across the Group. it is also essential for avoiding the repetition of substandard practices and failures and capitalising on successes.

    in 2011, we increased the proportion of disabled

    employees working for the company from 0.7% to 2.7%, and negotiated framework agreements to increase the amount of purchases we make from the organisations with high numbers of challenged staff. we also conducted a survey amongst 400 women to try and identify those factors that inhibit equality of opportunity in the workplace. we used the results of that survey to put together an agreement on gender equality across all our career opportunities, and that agreement was signed during the year. we have also offered employees aged between 45 and 55 career appraisals to prompt discussion on inter-disciplinary mobility. lastly, we have begun consulting on quality of life in the workplace to evaluate the challenges we face in working conditions. the results will form the basis for a precise action plan in 2012.
