    NATIONAL CONFERENCE ON NON-STATE ACTORS ROLE IN

    DECENTRALIZED FINANCING IN KENYA

    KICC, 6-8 OCTOBER 2010

    COMMUNIQUE

    The following resolutions were reached by Non State Actors that participated in the National

    Conference on Non-State Actors Role in Decentralised Financing held in Nairobi, Kenya from 6 th

    to 8th October 2010.

    With regard to Governance, Accountability and Oversight of decentralized funds

    participating organizations resolve to:

    Non State Actors resolve to push for harmonization of the existing structures indecentralised financing and streamline their interventions to the new constitutional realities

    Benchmark against other countries having a devolved system of government Form action groups to engage with decentralised financing units in an effective, structured

    and sustained manner

    Vet individuals aspiring for public office and elective positions at the county level Actively participate in units and processes critical in fund management Form county monitoring units

    Identify structures that will ensure sustainability of interventions to build good governanceand community participation

    Effectively hold duty bearers accountable

    Consolidate efforts and seek positive, structured engagement in mutual areas of focus

    Create channels to facilitate bottom-up feedback on reports

    With regard to citizen participation in the management of decentralized financing, the Non-

    State Actors resolve to:

    Advocate for legislation to entrench citizen participation in planning, implementation and,monitoring and evaluation

    Mobilize citizens to seek leadership positions at the county level to ensure that positions arefilled by people with the relevant and sufficient capacities that will promote efficiency and

    integrity in service delivery

    Empower the community to engage in decentralised units and all processes ofdecentralisation

    Facilitate and empower the community to demand accountability Empower communities to internalize the Bill of rights to enable them to seek their

    enforcement

    Organize communities to develop scorecards and manifestos to engage the local leadership Empower communities through innovative strategies such as art and drama Facilitate media programmes to provide opportunities for community participation Liaise with the media to accommodate communities to participate and air their views Facilitate civic education to raise awareness and understanding on devolved governments

    and decentralised financing

    Work with technocrats to further empower the community

    With regard to planning, implementation, monitoring and evaluation of decentralized

    financing, the Non-State actors resolve to:

    Strengthen the monitoring and evaluation of projects and interventions benefiting fromdecentralised funds

    Standardize tools used in social audit to facilitate effective assessment of interventions andcomparative analysis

    Enable the community to participate in envisioning as part of joint community planning Set standards for the implementation, monitoring and evaluation of interventions and

    projects facilitated by decentralised funds

    Advocate for a legal framework to make community participation in planning mandatory Build the capacity of communities to effectively participate in planning, implementation,

    monitoring and evaluation

    Participate in the formulation of county plans to national priorities Monitor the public procurement processes by decentralised funds units

    Partnerships

    The participants agreed to strengthen existing networks at National and Local Levels and more

    specifically participate in the Taskforce on Devolution at the Ministry of Local Government. Theparticipants are keen to ensure that both legislative and policy frameworks are right but also that

    citizens are meaningfully engaged.

    Background information on the conference

    The conference was organized by the Institute of Economic Affairs (IEA) in partnership with other

    like minded organizations, with funding from Diakonia.

    The conference was held with the aim of coordinating, acknowledging and extensively documenting

    previous efforts of Non-State Actors (civil society, community based and faith-based organizations)in decentralized financing countrywide so as to understand their impact in various parts of Kenya.

    Participating organizations had the opportunity to showcase their work related to decentralized

    finance by highlighting their thematic area, devolved funds addressed, level of intervention,

    geographical area of operation, success stories, experiences, lessons learnt and challenges.

    This information will form the contents of a publication detailing the role and experiences

    (successes and failures/challenges encountered, lessons learnt) of these organizations over time, theextent of intervention, and draw out lessons for the devolution process in Kenya.

    And as the country forges ahead with the implementation of the new constitution, partner

    organizations will jointly advocate for the incorporation of these lessons into the new devolution

    legislation and policy framework to avoid the recurrence of past mistakes while building on the

    positive experiences.

    ABOUT IEA

    IEA is a civic forum that seeks to promote pluralism of ideas through open, active and informed

    debate on public policy issues. The IEA is independent of political parties, pressure groups, lobbies

    and any other partisan interests. Through its Futures Program, IEA seeks to facilitate increased

    utilization of futures methodologies i.e. vision building, scenarios thinking and strategic planning in

    decision making to enhance development in Kenyas constituencies.
