GENERATION AND CURRENT LIFE TABLES
The mortality rates for”a specific period rna~be summarized by the life-table method to obtainmeasures of comparative longevity. There are twotypes of life tables—the generation or cohort lifetable and the current or “snapshot” life table.The generation life table provides a‘ ‘longitudinal”perspective in that it follows the mortality ex-perience of an actual cohort—for example, allpersons born in the year 1900—from the momentof birth through consecutive ages in successiveyears. Based on age-specific mortality ratesobserved during consecutive years, the generationlife table reflects the mortality experience ofa cohort from birth until no lives remain in the
group.The better known current life table may, by
contrast, be characterized as “cross-s ectional.”UnIike the generation life table, the current lifetable considers a hypothetical cohort and assumesthat it is subject throughout its existence to theage- specific mortality rates observed for anactual population during a particular period ofrelatively short duration (often 1 to 3 years).
DECENNIAL LIFE TABLES FOR 1969-71
The life tables in this report are current life:ables for the United States based on age-specific]mortality rates for the period 1969-71. With theexception of those for ages 95 and over (and to alesser extent those for ages 85-94), these mor-tality rates have been calculated from the dataof the 1970 Census of Population and deaths oc-curring in the United States in the 3 years 1969-71.In deriving life-table values at ages under 2, re-ported births for each of the years 1967 to 1971‘haVe.also been used. Mortality rates at ages 95 and
over, where the data from the census and fromregistered deaths are scanty and- unreliable, arebased on the experience of the Medicare program.They were provided by the Office of the Actuaryof the Social Security Administration, and thanksare due especially to Francisco Bayo, DeputyChief Actuary, and Steven F. McKay, Actuary.
Tables 1-12 are life tables for white persons,the population other than white, and Negroesseparately by sex and for both sexes combinedand also for the total population and for totalmales and total females.
These tables are the most recent in a seriesof life tables that have been prepared at 10-yearintervals for the death- registration States; theseries began with those for 1900-1902. Each, ofthe “tables in the series is based on a census ofpopulation and deaths in a 3-year period containingthe census year. These decennial life tables differin two main respects from the life tables preparedand published annually in Vitul Statistics of theUnited Stutes: the annual tables are based ondeaths in a single year and on postcensal popu-lation estimates rather than directly on the dataof a decennial census, and the annual tables arecalculated by abbreviated methods.
This report is the first of a series of reportscontaining life tables for 1969-71 and other in-formation related to the decennial life-tableprogram. Also included in the series will be areport containing actuarial tables based on thenational life tables, 51 reports containing lifetables for the individual States and the Districtof Columbia, a methodological report that willdescribe in detail the methods of construction “’of the national and State life tables, an analyticalreport dealing with trends and interpretationsrelated to life expectancy’ and survivorship, anda report on life tables analyzed by major groupsof causes of death.

PRELIMINARY ADJUSTMENT OF DATA
These are the first decennial life tables forthe United States in which it has not been foundnecessary to make any major ad hoc adjustmentsin the underlying data in order to avoid anomaliesin the life-table values. (For example, in the1959-61 tables, the population of races other thanwhite at ages 55-64 was reallocated by age.)
However, certain minor adjustments havebeen incorporated. In accordance with standardpractice, deaths for which age was not statedhave been aUocated proportionately among thevarious age groups. The population data useddiffer slightly from the official data published bythe U.S. Bureau of the Census. Misunderstanding.by some respondents of certain items in the self-enumeration form used in the 1970 census isbelieved to have produced (1) an overstatementof the numkr of centenarians, at the expense ofaIl other age groups, and (2) an overstatement ofthe population of races other than white or Negro,at the expense of the white population.1 Thanksare due to Jacob Siegel and Jerome Glynn of theBureau of the Census for furnishing magnetic
‘ tapes containing special population data adjustedfor these errors. These are the population dataused in the preparation of the life tables containedin this report.
MEASURES OF COMPARATIVE LONGEVITY
The life table provides a convenient tool forcomparing the longevity of different populationsor of different subdivisions of a population. Thecustomary measure of longevity is the averageduration ‘of life, also called the expectation oflife at birth. This is the average number of yearslived by the members of the life-table cohort.Based on the mortality experience of 1969-71, theexpectation of life at birth is 67.94 years forwhite males, 75.49 for white females, 60.00 forNegro males, and 68.32 for Negro females. These

values reflect the higher mortality of males overfemales and of Negroes over white persons (ex-cept at older ages starting at about 75). Expecta-tion of life at birth for white females is 7.55 yearslonger than for white maIes, and the correspondingexcess for Negro females over Negro males is8.32 years. It appears that sex has a greater in-fluence on this statistic than race, since the ex-pectation of life at birth for Negro females ex-ceeds that for white males by 0.38 years.
Expectation of life at birth ($X) is stronglyaffected by the relatively large number of deathsoccurring during the first year of life. In com-paring the longevity of different populations, itmay be desirable to consider also expectationof life at age 1 (81), since this measure is notaffected by the infant mortality rate. Indeed, asshown in tables 1-12, 81 is greater than 80 inall population groups; those persons in the hy-pothetical cohort who survive the hazards of in-fancy exhibit an increase in the average numberof years of life remaining over the number ex-pected when they were 1 year younger. The 1969-71 values of 81 are 68.33 years for white males,
.75.66 for white females, 61.24 for Negro males,and 69.37 for Negro females. The increase inexpectation of life at age 1 over age O is sub-stantial for Negro males and females (1.24 and1.05 years, respectively) but much less for whitemales and females (0.39 and 0.17 years, respec-tively); this reflects the higher infant mortalityof the Negro population.
It may be of interest for certain purposes toexamine average remaining lifetime at other ages.For example, ages 21, 62, and 65 maybe regardedas representing, respectively, the attainment ofadulthood, the minimum retirement age pre-scribed by the Social Security Act, and the normalretirement age. The 1969-71 values of expectationof life at age 21 are 49.32 for white males, 56.28for white females, 42.65 for Negro males, and50.28 for Negro females. Corresponding valuesfor age 62are 14.80,19.22,13.93, and 17.42 years;and for age 65 they are 13.02, 16.93, 12.53, and15.67 years.
The concept of expectation of life is mis-leading if it is taken to imply the notion of fore-casting. It is important to understand that ex-pectation of life values forecast average remaininglifetime only for the hypothetical cohort of the

life table. Comparable forecasts for any actualpopulation would have to take into account futuremortality trends as well as current mortalityrates.
Another possible yardstick for comparing thelongevity of different populations is the medianlength of life, or “probable lifetime,” which isthe age at which exactly half the original membersof the life-table cohort have died. When the co-hort starts with 100,000 births, this would be theage at which there are just 50,000 survivors.Easily calculated from the IX values in the lifetables, the median length of life at birth, ‘basedon the mortality rates of 1969-71, is 71.55 yearsfor white males, 79.45 for white females, 63.78for Negro males, and 72.15 for Negro females.In calculating the median length of life, it is as-sumed that deaths are evenly distributed withinthe age interval containing the median age.
A comparison of the probable lifetime withthe expectation of life at birth shows that theformer exceeds the latter for each population
subgroup. Thus’ the median length of life at birthfor 1“969-71 is 3.61 years more than the expectationof life for white males; for white females, 3.96years; for Negro males, 3.78; and for Negro fe-males, 3.83. These differences are due to theasymmetrical, or skewed, character of the statis-tical distribution of deaths in the life-table cohort;the relatively large number of deaths in the firstyear of life plays a major role in producing thisasymmetry.
Still another measure of comparative longev-ity is the number (or percentage) of persons inthe original cohort surviving to a specified age.Such data are supplied by the 1X column of thelife tables. Thus on the basis of 1969-71 mortality,the percentage of white males surviving to age 1is 98.0; of white females, 98.5; of Negro males,96.4; and of Negro females, 97.1. At age 21 thecor~esponding percentages are 96.3, 97.6, 93.7,and 95.6; and at age 65 they are 66.3, 81.6, 47.5,and 64.7.

EXPLANATION OF THE COLUMNS OF THE LIFE TABLE
(Figures used for illustration are from table 6)
Column I–Age intwwl (x@ X+ t) —Theage interval shown in column 1 is the intervalbetween two exact ages indicated. For instance,“7-28 days” means the 21-day interval betweenthe exact ages of 7 days and 28 days; and “43-44years” means the interval of 1 year between the43d and 44th birthdays. In the life tables in thisreport the age interval is always 1 year exceptin the case of subdivisions of the first year oflife.
Column 2–Propo~tion dyi~ (tqx) –Thiscolumn shows the proportion of the members ofthe life-table cohort alive at the beginning of theindicated age interval who will die before reachingthe end of that age interval (inmost instances, thenext birthday) on the basis of the mortality ratesof 1969-71. For example, for white females in theage interval 7-28 days, the proportion dying is0.00115—out of every 1,000 white female babiessurviving 7 days after birth, 1.15 will die beforereaching the age of 28 days. Similarly, for whitefemales in the age interval 43-44 years, theproportion dying is 0.00254—out of every 1,000white females reaching their 43d birthday, 2.54will die before reaching their 44th birthday. Whenthe age interval is 1 year, the symbol qX (insteadof ~qx) is generally used for the proportion dying.
Column 3—Num6ev suvvivi~ (lx) –Thiscolumn shows the number of persons, startingwith a cohort of 100,000 live births, who willsurvive to the exact age marking the beginning ofthe indicated age interval. Thus out of 100,000white female babies born alive, 98,944 willsurvive 7 days, 98,468 will complete the firstyear of life and enter the second, 97,555 will reachage 21, and 63,290 will live to age 75.
Column 4—Numbev dyi~ (tdx) —This col-umn shows the number dying in each successiveage interval out of 100,000 live births. Thus outof 100,000 white females born alive, 114 will diebetween the ages of 7 and 28 days, 1,532 will die inthe entire first year of life, and 242 in the yearbetween their 43d and 44th birthdays. Evidentlyeach figure in column 4 is the difference betweentwo successive figures in column 3. When the age

interval is 1 year, the symbol cfX(instead of ~dx )is generally used for the number dying.
Columns 5 and 6–Stationary populution(tL ~and TX.)—Suppose that a group of 100,000 personslike that assumed in columns 3 and 4 is born everyyear and that the proportions dying in each suchgroup in each age interval throughout the livesof the members are exactly those shown in column2. If there were no migration and if the birthswere evenly distributed over the year, the survi-vors of these births would constitute what is calleda stationary population—stationary because insuch a population the number of persons living inany given age interval would never change. Whenan individual left an age interval, whether by deathor by growing older and entering the next higherage interval, his place would immediately be takenby someone entering from the next lower ageinterval. Thus a census taken at any time in sucha stationary community would always show thesame total population and the same numericaldistribution of that population among the variousage intervals. In such a stationary populationsupported by 100,000 annual births, column 3shows the number of persons who, each year, willreach the exact age that marks the beginning ofthe age interval indicated in column 1, and col-umn 4 shows the numb~r of persons who will dieeach year in the indicated age interval.
Column 5, ~LX, shows the number of personsin the stationary population in the indicated ageinterval. For example, the figure shown for whitefemales in the age interval 7-28 days is 5,690.This means that in a stationary population ofwhite females supported by 100,000 annual births,and with proportions dying in each age intervalalways in accordance with column 2, a censustaken on any date would show s,690 persons be-tween the exact ages of 7 and 28 days, Similarly,the nhmber of white females in the year of age43-44 is 95,035. Thus the stationary populationdescribed would always contain 95,035 personsbetween their 43d and 44th birthdays. When theage interval is 1 year, the symbol LX, is generallyused instead of IL ~.

Column 6, Ti, shows the total number ofpersons in the stationary population (column 5)in the indicated age interval and all subsequentage intervals. For example, in the stationarypopulation of white females described in the pre-ceding paragraph, column 6 shows that therewould be at any given moment a total of 7,546,908persons who had survived at least 7 days follow-ing birth and a total of 3,363,876 persons who hadattained age 43. The population at all ages O andabove (in other words, the total white female popu-lation of the stationary community) would be7,548,810.
Column 7–Average rewini~ lifetime {$xj-The average remaining lifetime (also called ex-pectation of life) at any given age is the averagenumber of years remaining to be lived by thosesurviving to that age, on the basis of a given setof age-specific rates of dying. In order to relatethese figures to the preceding columns of the lifetable it is necessary to observe that the figuresin column 5 of the life tables can also be inter-preted in terms of a single life-table cohortwithout introducing the concept of the stationarypopulation. From this point of view, each figurein column 5 represents the total time (in years)lived between two indicated exact ages by allthose reaching the younger age among the survi-vors of a cohort of 100,000 live births. Thus thefigure of 5,690 for white females in the age inter-val 7-28 days is the total number of years of lifelived between the exact ages of 7 and 28 days bythe 98,944 (column 3) who reached the age of
exactly 7 days out of 100,000 white females bornalive. The corresponding figure (7,546,908) incolumn 6 is the total number of years lived afterattaining the age of 7 days by the 98,944 reachingthat exact age. Similarly, the figure 95,035 incolumn 5 for white females in the year of life43-44 is the total number of years lived” betweentheir 43d and 44th birthdays by the 95,156 (column 3)who reached the 43d birthday out of the originalcohort of 100,000, and the corresponding figure(3,363,876) in column 6 is the total number ofyears lived after attaining age 43 by the 95,156reaching that age.
This number of years divided by the number,of persons (3,363,876 divided by 95,156) gives35.35 years as the average remaining lifetime atage 43. A similar division of 7,546,908 by 98,944gives 76.27 years as the average remaining life-time at the age of 7 days.
Care must be exercised in drawing con-clusions from the figures in column 7. Thus inobserving that the average remaining lifetime ofwhite persons is greater than that of Negroes, oneshould not conclude that the oldest ages reachedby white persons necessarily exceed those attainedby the most long-lived Negroes. The difference inaverage length of life results from the fact that agreater proportion of Negroes die before reachingold age. For example, the proportion surviving toage 65 is far greater among white persons thanamong Negroes; yet the average length of liferemaining at age 65 is nearly the same for bothgroups.
