Those services include multiple dining options, a bowling center, fitness center, golf course, and many others. Linda Hinkle, 78th FSS mar- keting director, and Joyce Brannon, Arts and Crafts Center director, said that due to some of the reductions made during the past few months, customers have been inquiring if services will continue. The answer is yes. Brannon said many cus- tomers have walked in and asked when Arts and Crafts would close. She pointed out that staff is available to continue providing the same service for framing, trophies, personalized gifts, engraving and woodwork- ing. “We want to convey that even though some think we might be closing, it’s not an immediate problem,” she said. “We’d like to assure our customers we’re here to do the same great service we’ve been doing.” Hinkle agreed. “We’re open; we’re ready to serve, and want to do so to the best of our ability. That’s what we’re here for.” Hinkle said questions had poured in regarding base bowl- ing leagues, and if folks should start looking downtown for recreation. “The bowling center is thriv- ing and doing very well, and will continue to do full leagues with great enthusiasm,” she said. Bottom line, nothing has changed, she said. Everyone is encouraged to take part and use services available across the base. John Kubinec, Warner Robins Air Logistics Center vice commander, will assume com- mand of the 377th Air Base Wing at Kirtland Air Force Base in New Mexico Dec. 19. His last day at Robins was Dec. 7. Kubinec’s family moved to Middle Georgia in July 2011; his previous assignment was to Al- Udeid, Qatar. Prior to leaving Robins, the Air Force Academy graduate reflected on his brief, yet memo- rable time here. He emphasized the base has much to be thankful for with its one-of-a-kind community sup- port that rivals any other he has seen in his career. The quality of the Robins workforce and the strong community support are the two biggest impressions he will leave with as he makes his way west. “It has been a pleasure for me to get to know some of the lead- ers in the community and under- stand the challenges they have, and to also see how much they support this base,” said Kubinec. On the workforce, he added, “As leadership here, we owe it to them to give the resources and tools they need and the environ- ment they need to do the job. The people here do that day in and day out to support our warfighter.” Kubinec’s stint here was the second opportunity he had to work with Maj. Gen. Robert McMahon. Through the com- mander, Kubinec stressed the biggest takeaway he would have was re-learning the lesson of servant leadership. “It’s all about enabling the workforce to do the mission. It’s never about the leader,” he said. Another important area was horizontal integration, and the role each person plays in anoth- er’s successes. He emphasized the incredible amount of work it took to begin fiscal 2012 with zero late aircraft, compared to the 26 at the start of fiscal 2011. “The performance improve- ments we’ve made are the greatest single testament to hor- izontal integration,” he said. “Everyone is focused on mak- ing each other successful. When you have an organization that’s like that – there’s no limit to how good you can be.” Kubinec said he was also proud to see the collaborative approach being made to change the culture of occupational safe- ty and health, and taking part in the Center’s continuous process improvement. BY JENNY GORDON [email protected] Two C-130H model aircraft at Robins are the first to undergo modification at Robins in the Avionics Modernization Program and are also the first two under Low Rate Initial Production contract. The first plane is currently in functional testing, while the sec- ond is about 85 percent complete through the program. The AMP package, working in partnership with Boeing, will not only make the aircraft Global Air Traffic Management- compatible, but will upgrade its avionics and defensive system suite. Upgrades will be made to communications and DC power distribution systems, with com- plete navigation upgrades to its global positioning and instru- ment landing systems. The new cockpit configura- tion, analog indicators and flight instruments on the main instru- ment panel have been removed and digitally modified, resem- bling a computer screen with six multi-functional displays for flight data. “There is a tremendous amount of modification required to take the plane from where it see AMP, 7 see SERVICES, 7 78th ABW sites move up VPP status BY JENNY GORDON [email protected] It can’t be said that safety isn’t everyone’s responsibility on base. Since August of 2011, the 78th Air Base Wing has seen signifi- cant progress in pro- moting Voluntary Protection Program par- ticipation. As of mid- November, it had 48 green, 10 bronze, 23 sil- ver, and 17 gold sites. According to Allen Quattlebaum, 78th ABW VPP program manager, 16 sites with- in the 78th Civil Engineer Group, 78th Medical Group and 78th Mission Support Group are scheduled to concurrently advance from green to bronze, and bronze to silver in December and January. A recent example of a similar VPP journey involves the 78th CEG horizontal office, which is responsible for pave- ment work on base. The shop, in Bldg. 1342, progressed from green to silver status in mid-November, skip- ping bronze altogether. Since August, partic- ipation in VPP has grown to include the vehicle maintenance and fuels shops, ento- mology, and 78th CEG operations sections, to name a few. Fire Station 1, locat- ed on Robins Parkway, was designated a VPP Gold Safe Site Nov. 3, bringing all three fire stations to gold. The Occupational Safety and Health Administration’s VPP initiative here empow- ers workers to take ownership of their per- sonal safety and the safety of others. Through compre- hensive, effective work place safety and health management systems, nine separate VPP “Star” application areas have been designated at Robins – one of which is the 78th ABW. To follow up lastweek’s announcementregarding Robins comingoff DoD’s Top 40 LostTime List, it would beappropriate to re-empha-size what a huge under-taking that was, and thepartnership exhibited bythe 402nd MaintenanceWing, AmericanFederation of

Government EmployeesLocal 987, Directorate ofPersonnel, InjuryCompensation Office and78th Medical Group.

During a recent inter-view, Roger Hayes,402nd MWX safety chief,spoke passionately of theincredible teamwork dur-ing the past year thatwent into changing thesafety culture on base.

One only has to listento Hayes for a few min-

utes before “catchingsafety fever,” and realiz-ing the energy and com-mitment he has in helpingpeople.

“Twelve is our year,”said Hayes, referring to2012. “We have a greatstart in the safety arena.Our reportable mishapnumbers are way down. Ithink with continuingpartnership and educationwith our employees andstandardizing our

Changing the way peo-ple think about safety,investing in the workforce, responding toneeds in a timely manner,and taking the time to lis-ten to concerns, have allcontributed to the journeyduring the past year.

tives, investment in newequipment across indus-trial shops, safety aware-ness campaigns, andbriefings to VPP repre-sentatives, to name a few.

Hayes also pointed outhe’s particularly excitedabout uniting with unionstewards, who are an inte-gral part of the Center’snew Safety ManagementSystem ImplementationTeam, which replaced theWorkplace Safety and

Health Team.“I believe we’ve come

together for a commongoal and that’s to protectour workers,” he said.“We are all standingtogether.”

Today’s safety andhealth management sys-tem that is in place willgo a long way.

According to Hayes,the goal of the system iscontinuing to keep safetyon everyone’s mind.

WASHINGTON(AFNS) – I have alwaysenjoyed reading about thecomments and experi-ences of our Airmen in thefield. Recently, a HurlburtField “Tip of the Spear”spotlight caught my atten-tion. It highlighted StaffSgt. Erin McLoughlin, a4th Special OperationsSquadron AC-130U load-master instructor.

As a member of the AirForce Development Teamat the Pentagon, I thinkabout mentoring everyday. This Airman’s storystruck a chord with mebecause of her enthusiasmfor the mission and theadvice she received duringher career ... “Lead thosewho need your guidance,follow those you can learnfrom, and make happenwhat is missing betweenthe two.” If all Airmentook to heart the adviceMcLoughlin received, itcould have a big impactnot only in their lives buttheir careers as well.

One of our team’sgoals is for everyone todrive and improve career-long Airmen develop-ment. Most important, wemust ensure the tradition

of mentoring future lead-ers and prepare ourAirmen to meet the everchanging and dynamicmission of the Air Forceof today and tomorrow.Some may know this astalent management, but inthe Air Force we know itas deliberate force devel-opment.

The Force Develop-ment Continuum ofLearning ensures Airmenpossess the appropriateleadership and functionalcompetencies at all levelsof their careers.

That approach allowsthe Air Force to continuetransforming while meet-ing new challenges.

Mentors are an essen-tial ingredient to ensureAirmen excel. Thatinvolves education, train-ing and experientialopportunities seasonedwith ongoing mentoring.

Throughout my career,Airmen have used theterm mentoring to cover aspectrum of actions. Thisincludes information forpersonal growth andcareer developmentthrough performancefeedbacks, life lessons andtips to improve relation-ships and communication.

One of the most impor-tant lessons is how to be abetter follower and leader,as well as simple ways to

improve the system. Mentoring opportuni-

ties present themselvesevery day, and recogniz-ing the different kinds ofmentoring is a key step intaking advantage of theseopportunities. These men-toring opportunities areimportant life and careerlessons worth getting right– whether it’s with ayounger Airman or just agood friend.

Air Force mentoring isan active engagementprocess vital to supportcareer and personal devel-opment and includes fourdistinct roles: adviser,coach, facilitator, andadvocate.

As an adviser, the men-tor initiates two-way com-munication with feedbackand helps the mentee for-mulate career goals. Acoach helps to identifydevelopmental needs andimparts competencies.

The facilitator assists infinding resources forproblem solving andcareer progression. As anadvocate, the mentor pro-vides opportunities formore challenging projects,thereby allowing others toobserve positive capabili-ties of the mentee.

To be a successfulmentor and help Airmenachieve their goals, men-tors should serve in all

four roles. I believe mostof us in the Air Force are24/7 mentors withouteven noticing, and that’sOK. That indicates ourtraditions are healthy andalive.

However, we may bemissing some criticalopportunities to developleaders. Ask yourself, areyou choosing who youmentor? Who is yourmentor? Are you execut-ing the four roles as partof the mentoring process?

The Air Force presentsmany key events forengaged mentoring andone is through the devel-opment team process.

A career field develop-ment team meets, at mini-mum, twice a year andassesses the education,training and experiencesneeded to meet missionrequirements and pro-vides feedback to offi-cers, civilians, seniorraters and commanders.

A development teamsurvey sent to officers iscurrently underway, andpreliminary results showfeedback as one of the

most valued parts of theprocess. A recent enlisteddevelopment team pilotfound that senior NCOsoverwhelmingly wel-comed and applauded thefeedback.

I’m not surprised, Ithink most Airmen arecompetitive and goal ori-ented. They share a dedi-cation to reaching a goalor objective in the mostefficient means possible.

A successful part ofthis formula is providingfeedback and mentoring.I encourage you to active-ly participate in the devel-opment team process. Itcreates a fantastic men-toring opportunity.

come guests – stress and depression. And it’s no wonder. In an effort to pull off a

perfect Hallmark holiday, you might find your-self facing a dizzying array of demands –work, parties, shopping, baking, cleaning, car-ing for kids on school break or elderly parents,and scores of other chores.

However, with some practical tips, you canminimize the stress and depression that mayaccompany the holidays.

Holiday stress and depression are often theresult of three main trigger points.Understanding these trigger points can help

you plan ahead.Here are the three issues that commonly

trigger holiday stress or depression:�Relationships – Relationships can cause

turmoil, conflict or stress at any time. Familymisunderstandings and conflict can intensify –especially if you’re all thrust together for sever-al days. Conflicts are bound to arise with manyneeds and interests to accommodate. On theother hand, if you’re facing the holidays with-out a loved one, you may find yourself espe-cially lonely or sad.

�Finances – Like your relationships, yourfinancial situation can cause stress at any timeof the year. Overspending during the holidayson gifts, travel, food and entertainment canincrease stress as you try to make ends meetwhile ensuring everyone on your shopping list

is happy. �Physical demands – The strain of shop-

ping, attending social gatherings and preparingholiday meals can make you feel wiped out.Feeling exhausted can increase your stress, cre-ating a vicious cycle. Exercise and sleep –good antidotes for stress and fatigue – maytake a back seat to chores and errands. Highdemands, stress, lack of exercise andoverindulgence in food and drink – these arethe ingredients for holiday illness.

Remember, the key to minimizing holidaystress and depression is knowing the holidayscan trigger them.

Accept the fact things aren’t always goingto go as planned. Make a budget and follow it.Take time for yourself and don’t over-schedule.And, seek support when necessary.

Afteryou’ve dropped off thefurniture and supplies atDRMO, you look at yourwatch. It’s lunch time, andyou’re hungry.

You decide sinceyou’re already in a vehicleand down the road fromthe food court, you’ll con-veniently stop in forlunch; perfect you’re sav-ing time and gas.However, you just com-mitted GovernmentVehicle Misuse. AFI 24-301, Vehicle Operations,identifies vehicle misuseas, “providing a govern-ment vehicle solely orprincipally to enhance thecomfort or convenience ofa member(s).”

Consider if you haveever stopped at theATM,BX, or Airman’s Attic;even if you’re in the areafor official business.

If it’s of personal bene-fit and you’re in a GMV,then the act is consideredvehicle misuse and isn’tpermitted.

There are a few excep-tions – for example, TDYaircrew or security forcesAirmen getting lunchwhile on call – which areapproved on a case-by-

case basis.It’s our duty as military

members and DoDemployees, to stop and, ifnecessary, report vehiclemisuse.

The work package isplanned for approximately23,000 labor hours and oneyear, though the aircraft cur-rently in flight test status hasbeen on station for about 15months.

“It is understandablebecause what we are really try-ing to do at this phase is vali-date and verify that these kitsare usable,” explained Odell.

During each phase of theprocess, changes were made to

blueprints for structural modi-fications. Identifying issuesand problems during this timeallows for tech data to beupdated for future aircraft.

“It’s a painful process and itslows everything down, butthat is our primary mission forour first two aircraft – to fix allof our processes,” he said.“We have to get all of thislooked at before moving for-ward and going into the nextphase of full-rate initial pro-duction.”

Aircraft undergo severalphases, including strip, struc-tural modifications, wiringinstallation, connector termina-tion, continuity and finalOperational Acceptance TestProcedures testing.

“We have a lot of talented

structural mechanics and elec-tricians working on this,” saidOdell, referring to the crew of28 men and women.“Consider-ing the environ-ment, they’ve worked throughone of the hottest summers,and have still gotten the jobdone.”

“Even the wiring number-ing systems were different,” hecontinued. “This has been abig learning curve for thecrew. What AMP is doing isgiving one configuration thatwill standardize the fleet.”

The second AMP plane isscheduled to be powered upand begin test procedures inmid-January.

Two additional C-130s arescheduled to arrive at Robinsin fiscal 2012.

“We’ve been able to establishan organic capability to train ourworkforce on Lean concepts andfundamentals – that’s very impor-tant for us to do to sustain CPI.That will pay dividends down theroad,” he said.

With recent restructureannouncements, a near-term chal-lenge would be ensuring successin each organization, and throughfuture transition, not losing anygains that have been made.

On that point, he remarked hewas proud of the way thoseannouncements were handled, andparticularly the work done before-hand to help shape how to addressconcerns.

“We spent a lot of time work-ing on our plan for the announce-ment,” he said. “I think we did itright in making sure everyoneunderstood that leadership wasconcerned and involved in everyaspect of it.”

Kubinec shared that his nextassignment happened more quick-ly than expected, but he’s lookingforward to the challenge of work-ing with the 377th’s more than100 mission partners.

“I am much better prepared towalk into this job having spent sixmonths here than I would havebeen before. I’m very grateful forthat,” he said. “There’s no higherhonor in our military than to havethe title of commander, and tohave responsibility forAmerica’sfinest young men and women.”

Flooding on base is anundesirable commonoccurrence during largerain events.Stormwater infrastruc-

ture installed in the 1940sand 1950s is still in usetoday, well beyond itsexpected design life. Ourcontinued development ofbuildings, aprons, parkinglots, etc. has resulted in astormwater managementsystem that’s not alwaysadequate to conveyincreased runoff generatedfrom rain.The base, with the

assistance of consultants,recently conducted a base-wide stormwater drainagestudy to address thoseflooding issues and strate-gically plan for futuredevelopment.The goal of the study

was to help Robins predictwhich base stormwatermanagement structuresmay experience floodingin certain rainfall events,and develop conceptualsolutions for drainageimprovement projects toprevent or minimize theflooding.For the study, a com-

puter model was devel-oped to simulate floodingon base. The model con-sidered existing conditionsat the base, proposedfuture development at thebase, and inflow from the

City of Warner Robins.Data from a monitoring

program was used to cali-brate the model results.Based on those results,

project designs weredeveloped, which general-ly consisted of piperemoval and replacement,pipe size upgrades, newpipe installation or openchannel modifications.Designs include con-

cepts such as plugging andreversing flows within thestorm drain network, orreconfiguring slopes tosteepen pipes.A total of 28 concept-

level designs were devel-oped during the study.The designs were devel-oped into projects and pri-oritized based on the dura-tion of flooding, locationof critical mission opera-tions, and the extent ofwork required.Due to the size, poten-

tial operational impacts,and cost involved, the basehas programmed the proj-

ects to be accomplishedduring the next 30 years.The actual work sched-

ule will be affected byfunding availability. Witheach project constructed,the base will be lessimpacted by flooding.Stormwater master

planning efforts willensure continued reduc-tions in the occurrence offlooded areas, enhancedquality of stormwater dis-charges, and will supportcompliance with existingand new regulations.Questions or comments

The 116th MedicalGroup earned a perfectscore in its recentHomeland ResponseForce ExerciseEvaluation – OperationSunrise Rescue – atCamp Blanding JointTraining Center, Fla.The joint force exer-

cise in Novemberinvolved the 116th MDGfrom Robins, the 165thMedical Group fromSavannah, and otherGeorgia Guard assets.The purpose of the

exercise was to test theirreadiness as a NationalGuard Joint Task ForceCommand and Controlelement and to test thesubordinate units whichmake up the Chemical,Biological, Radiological,Nuclear, and High YieldExplosive (CBRNE)Enhanced ResponseForce Package (CERFP).After the Sept. 11,

2001 attacks, HomelandSecurity put measures inplace to ensure robustsupport is available torespond to those types ofincidents. The role ofNational Guard elementsis to support the effortsof local and state firstresponders until thearrival of federalresponse during a disas-ter.“It’s great because the

military works with localhospitals, firefighters,paramedics, doctors andnurses,” said Maj.Patricia Hood, 116thMDG assistant chiefnurse administrator.“During an incident,local resources can getoverwhelmed, and we’rethere to fill the gap.”The Georgia Guard

team received two per-fect scores in previousevaluations leading up to

Operation SunriseRescue.The exercise, graded

by the Joint InteragencyTraining and EducationCenter, was the final stepin receiving validation asan asset for the NationalGuard CBRNE enter-prise.“The Georgia Guard

team sets a standard forall the teams I’ve seen inthe United States,” saidCapt. Billie Jo Hoffman,JITEC lead medicalinspector. “We have whatwe call best-practices,and almost every avenuehere for the medical sec-tion has a perfect bestpractice.”The week-long opera-

tion included a series ofcrawl and walk simula-tions leading to the finalevaluation at full speed.Using local residents

as simulated victims,complete with moulage,the evaluation began dur-ing the early hours ofNov. 18 and ran non-stopfor 36 hours.

After the simulatedCBRNE disaster, and the“medical time has start-ed” call went out, themedical group had 90minutes to get in place,unload equipment, set uptents, and be operational.“To be operational

means we have oxygenset up, electricity in thetent, and the capabilityof treating one patient,”said Lt. Col. JulieChurchman, 116th MDGchief nurse administrator.“During the scored eval-uation, the minimumstandard was far sur-passed.”“That doesn’t happen

by accident, it’s one ofthe things we practice,”added Col. Louis Perino,116th AerospaceMedicine chief. “It lookslike a lot of runningaround, but it’s a verywell-orchestrated dance

that’s happening as weback those trailers up,drop the doors, and setup the site.”Throughout the eval-

uation, patients werecontinuously triagedthrough decontaminationtents, assessed for med-ical urgency, and trans-ported to the appropriatetent for medical atten-tion.The CERFP teams

worked as one seamlessunit supported by theHRF Operations Center.“It’s an amazing

team. Even thoughthey’re different units,they’ve integrated reallywell,” said Hoffman.
