(ii) changes to the Terms of Reference of the Finance and Budget
Committee as specified
(iii) a change to the composition of the Vice-Chancellor’s Performance
Review Committee as specified.
5. Council Delegations
The Council received a memorandum from the Registrar & Secretary to the
Council, dated 6 December 2018, including Delegations emanating from
the Education and Crown Entities Acts (Schedule 1), Delegations
contained in Statutes established by the Council (Schedule 2) and the Key
Retained Responsibilities of Council (Schedule 3).

6. University Calendar
The Council
RESOLVED (i) that the Statutes and Regulations printed in the 2019 University
Calendar be confirmed as an accurate statement of the Statutes and
Regulations of the University in force at the time of printing the
Calendar.
(ii) that the Common Seal of the University be affixed to a copy of the
Calendar as evidence of this confirmation of the Statutes and
Regulations of the University printed therein.
7. Senate The Council received Communications from the Senate, which met on 28
November 2018.
8. Sesquicentennial Distinguished Chair (Poutoko Taiea) Awards
The Council received a memorandum, dated 5 December 2018, from the
Deputy Vice-Chancellor (External Engagement) and the Deputy Vice-
Chancellor (Academic), and noted the introduction of the Sesquicentenial
Distinguished Chair (Poutoko Taiea) awards which will highlight the work
of the University’s highest-achieving professors, while raising the profile
of the University’s work to enhance the understanding, development and
well-being of individuals, society and the environment.
9. Finance and Budget Committee
The Council received
(i) Part 1 of the Minutes of the meeting of the Finance and Budget
Committee held on 3 December 2018
(ii) the Financial Statements for the period ended 31 October 2018.
10. Treaty of Waitangi Committee
The Council received Part 1 of the Minutes of the meeting of the Treaty of
Waitangi Committee held on 28 November 2018.
The Chancellor commented on information from the Office of Māori
Development which highlights statistics relating to Māori students at the
University of Otago, including enrolments and iwi affiliations.
In association with the 150th celebrations the Office of Māori Development
is producing a list of 150 Maori words and phrases to encourage increasing
usage of Te Reo in the University.
The Council noted that the Memorandum of Understanding with Ngai
Tahu is due for renewal in 2019.

11. Vice-Chancellor’s Business
The Council received a report from the Vice-Chancellor, dated 5 December
2018, highlighting topical issues, Divisional updates, volunteering, events,
speaking engagements and awards and recognition received by staff and
students. In addition the Vice-Chancellor commented on:
Hart Family Donation
The Vice-Chancellor expressed the University’s gratitude for the generous
$10 million gift from Dr Graeme and Mrs Robyn Hart and their family to
be used for the new dental teaching facility in South Auckland.
QS Quality Ranking
The University of Otago has been re-accredited in December 2018 with the
maximum ‘Five Stars Plus’ rating under the QS Stars university quality
mark system. Just over 200 universities are rated under the QS Stars
system at present, with 11 holding the maximum Five Plus rating.
12. Chancellor’s Business
The Chancellor acknowledged the work of the University academic and
professional staff and the excellent leadership during what has been a very
busy year for the University in 2018.
He commented on a number of recent events he has attended including an
Otago Mayoral Forum held in Dunedin on 16 November, the 2018
McKinlay Oration and launch of the Otago Global Health Institute on 28
November, and the memorial service for the late Emeritus Professor Keith
Hunter on 29 November.
On 6 December the Chancellor attended the joint Chancellors and Vice-
Chancellors meeting held in Christchurch which included a farewell to
retiring University of Canterbury Vice-Chancellor Dr Rod Carr. Dr
Somerville noted the University’s gratitude to the University of Canterbury
under Dr Carr’s leadership, for its generosity in the post-earthquake period
in the provision of support for and hosting of University of Otago staff at
research laboratories and in other areas.

VICE- CHANCELLOR’S REPORT TO THE UNIVERSITY COUNCIL (Part 1)

Topical Issues New Year Honours 24 Otago Alumni and staff received New Year Honours in 2019, including two Knight Companions (KNZM): Dr Ian Hassall (for services to the welfare of children) and Dr Rob McLeod (for services to business and Māori); and one Dame Companion (DNZM): Ms Diana Crossan (for services to the State). Current staff recognised were Professor Pat Langhorne, Department of Physics (New Zealand Antarctic Medal (NZAM)), Professor Andre Van Rij, Department of Surgical Sciences, Dunedin School of Medicine (ONZM for services to health, particularly vascular surgery), and Professor Peter Crampton, Kōhatu, Centre for Hauora Māori, Dunedin School of Medicine (CNZM for services to education and health services). Deputy Vice-Chancellor, Academic Professor Vernon Squire will retire from his position as Deputy Vice-Chancellor, Academic in April 2019, after nine years in the role and over 30 years of outstanding service to the University of Otago. Associate Professor Pat Cragg, former long-standing academic in the Department of Physiology, has risen to the University’s challenge of stepping into this key role during our very busy 150th year, and will take up the position of Acting Deputy Vice-Chancellor, Academic from 15 April 2019 until the end of the year. QS Stars Rating System The University of Otago has retained its 5-star rating in the latest release of QS Intelligence Unit’s world university performance statistics, announced in December 2018. Otago gained the maximum 5-star rating in all of the eight categories; teaching, employability, research, internationalisation, facilities, innovation, inclusiveness, and life sciences & medicine. Overall, Otago reached the maximum possible rating of 5 Stars Plus and is one of only five universities across Australia and New Zealand to hold the 5 Stars Plus rating. Otago was first accredited under QS Stars in 2016. The QS Stars ranking has particular value in the international market, as it provides an independent validation of the quality of the University. Woolshed Bay Property Naming Ceremony On 5 February 2019 a naming ceremony was held on-site at the stunning four-hectare Woolshed Bay property which was donated to the University of Otago’s Foundation Trust by the Jardine family in 2016. The name, Hakitekura, was gifted to the Jardines by Ngāi Tahu and is a highly valued Taonga. Hakitekura was a local tipuna whose life was filled with courage and bravery. She was strong in both body and spirit. She made her own rules and took risks – qualities shared by both Dick and Jillian Jardine. The

use of this name is another manifestation of the University’s very important relationship with Ngāi Tahu. Hands-On at Otago In addition to the University’s 150th anniversary, 2019 marks the 30th anniversary of Hands-On at Otago (Whai Wheako i Ōtākou). The programme has grown significantly from its first year when 138 students attended the inaugural Hands-On Science (Pūtaiao ā-ringa) event. This year, nearly 400 Year 12 and 13 students spent a week at Otago to experience a taste of student life. Each student had a tailored programme for the week including one of 35 academic projects on offer, social activities and a presentation by Hands-On Otago and University alumnus Matt Carter, maritime archaeologist and a presenter of the television series Coast New Zealand. Thousands of teenagers have now experienced Hands-On Otago over the 30 years, including the Prime Minister of New Zealand, the Right Honourable Jacinda Ardern. Rainbow Tick In December 2018 Otago formally became a Rainbow-Tick certified employer, reflecting the University’s strong desire to be a place where every employee feels valued and respected no matter how they identify. The Rainbow Tick is an independently verified quality improvement standard designed to make an organisation a safe, welcoming and inclusive place for lesbian, gay, bisexual, takatāpui, transgender, intersex, queer/questioning (LGBTTIQ) staff. Ongoing certification is granted annually upon review and training delivered by the Rainbow Tick organisation will be available on an ongoing basis for University of Otago staff. Gender Diverse Options for Students The University of Otago enrolment form has been updated to provide a range of gender identity options for students to specify their gender identity, including male, female, female-to-male, transgender, male-to-female and non-binary transgender. “Mx” and “Ind” have been added to titles students can select from, in addition to Mr, Mrs, Miss or Ms. Students are also able to change their student details without having to provide any supporting paperwork. Tā Mason Durie Pae Ora Master's Scholarship A new scholarship in honour of a leading Māori Otago alumnus, Sir Mason Durie, has been confirmed as part of a new partnership between the University of Otago and a Māori health provider. Te Rau Matatini, the National Centre for Māori Health, Workforce Development and Excellence, signed a Memorandum of Understanding with the University of Otago on 13 December 2018. The scholarship recognises Sir Mason’s significant leadership contribution over a period of 40 years to the knowledge of Māori development, hauora (health), indigeneity and the future of Te Ao Māori. Leith Flood Protection Scheme – Dundas Street Bridge Closure The final stage of the ongoing Otago Regional Council programme of flood protection along the Water of Leith will require the closure of Dundas Street Bridge from 11 February 2019 for approximately six months. During the closure, vehicular access to the University Clocktower will be via Clyde Street, Dundas and Leith Street Central. No work will be undertaken on nine key dates during the 150th anniversary celebrations with the bridge being re-opened on these dates.

Volunteering Although the majority of students are still to arrive for the year, 1,300 students from our residential colleges have already signed up with the University Volunteer Centre to help Dunedin’s community groups. This is the highest number of signings at the start of a year since the establishment of the Volunteer Centre. Historic University Bell The historic University of Otago bell has come “home” to the Dunedin campus and sits in the courtyard between the Clocktower and Geography buildings. The bell, ordered for the city in 1863 was initially part of the New Zealand Exhibition in 1865. It was moved to the Post Office building in Princes Street in 1868 which housed the University of Otago from 1871 to 1877. For many year the bell disappeared into obscurity until resurfacing to be placed in the Meridan Mall food court in 1997. We are delighted that it has been returned to the University in our sesquicentennial year. Divisional Updates Health Sciences • The completion date for Stage 1 of the new Dental School building has been delayed
by the Contractor and hand-over to the University is now expected to be in late February or March. Students will continue to train and work in the Walsh Building until the new clinical services building is operational.
• In December 2018, the Division hosted the Vice-Chancellor and Pro-Vice-Chancellor, Strategic Development and International from the International Medical University (IMU).
Sciences • Professor Ricky Yada from the University of British Columbia, Canada has been
named as the second Harraways 1867 Visiting Professor. Professor Yada is a world-renowned expert in food structure and health relations and will visit Otago’s Department of Food Science in June / July 2019.
Humanities • On 1 February 2019 the Division of Humanities / Te Kete Aronui moved to a new
structure, comprising seven Schools: the Schools of Arts, Performing Arts, Geography, Social Sciences, the College of Education, the Faculty of Law, and Te Tumu, School of Māori, Pacific and Indigenous Studies.

Professor Gauld’s research into areas such as comparative health policy, clinical governance, primary care and health information technology has had tangible outcomes for New Zealanders and has made a strong impact in the international academic community. Professor Gauld received the award and spoke at Victoria University’s graduation ceremony on 13 December 2018. Robinson Award, New Zealand Medical Association University of Otago, Christchurch’s Professor Doug Sellman (Department of Psychological Medicine) received a prestigious New Zealand Medical Association award in December 2018 in recognition of his work to help obese patients lose weight and have a better quality of life. The Robinson Award is given for excellence in medical writing and for a clinically relevant manuscript. Japanese Literature, Culture and Art Award On 9 November 2018, Associate Professor Roy Starrs from the Department of Languages and Culture, was awarded the 2018 Inoue Yashushi Award for Outstanding Research in Japanese Literature, Culture and Art in Australia and New Zealand. The award was presented in Sydney by the Consul-General of Japan. Division of Sciences Awards In December 2018 the Division of Sciences celebrated the success of its staff with its annual award ceremony, marking the end of another successful year in teaching and research. Amongst the awards were: Researcher of the Year - Professor Cliff Abraham (Psychology); Early Career Researcher of the Year – Dr Danny Baillie (Physics); Senior Teacher of the Year – Dr Elaine Hargreaves (Physical Education, Sport and Exercise Sciences); and Early Career Teacher of the Year – Dr Robert Smith (Marine Science).

2018 Translational Research Grant Winners In December 2018 two winning teams were recognised as part of the University of Otago’s Translational Research Grant Competition – an initiative to assist Health Sciences researchers in the pursuit of research which translates into societal benefits. The winners were: a team from the University of Otago Christchurch led by Professors Tony Kettle, Mark Hampton, Richard Gearry and Dr Nina Dickerhoff, who are developing a lab test to sensitively detect inflammation or infection in patients with a range of medical conditions; and a team from Dunedin led by Dr Phil Heyward, Matt Hall and Professor Dirk de Ridder for their work on developing new treatments based on particular features of brain activity. Audio-Visual (AV) and Educational Technology Award Late last year, Rebecca Ottley from Information Technology Services received the Outstanding Contribution to Innovation Award at the AV and Educational Technology Management annual conference, which was held in Adelaide. The award was made in recognition of her work in creating dual language AV management systems that operate in Māori and English - a world-first in AV technology. Centre for International Health Graduate Success The first PhD student to graduate from Otago’s Centre for International Health has been named as Africa’s most influential woman in Business and Government. Dr Onalenna Seito-Kgokgwe, who is now the Country Director in the Institute of Development Management in Botswana, studied at Otago from 2008 – 2012. She received the award of 2018-2019 country winner for the South African Development Community, North from South-African based company CEO Global. Kiwibank Local Hero Awards In December 2018 Dr Lynnette Jones from the School of Physical Education, Sport and Exercise Sciences was recognised with a Kiwibank Local Hero Award for "everyday people who do exceptional things''. After a friend died of breast cancer, Lynette founded an on-campus gym for women battling the disease, which now has 140 members and is a place for the women to learn more about exercise and health. Professor Jacinta Ruru from the Faculty of Law, was recognised for her successes as Otago’s first Māori Law Professor and teaching excellence, and Tanya Findlater from the OUSA was recognised for her work with the OUSA Welfare Committee, Rape Crisis and Alphabet Soup (a support group for queer youth).
