World Teachers’ Day October 5, 2007

The Toronto Catholic District School Board is pleased to join in the celebration of World Teachers’ Day by thanking our teachers for the valuable contribution they make to Catholic education in the City of Toronto. We take great pride in our Catholic school system, which is rooted in our Catholic faith and in the rich traditions of our Catholic Church. Our teachers are called to serve a diverse student population, from a variety of backgrounds and each with unique needs and talents. Our teachers are called upon to influence young people by both word and action, to inspire them to learn and to develop spiritually and intellectually, ultimately guiding them on their journey as they develop into caring and responsible citizens. World Teachers’ Day is a chance for us to acknowledge the commitment of our teachers not only to our school system, but also to our communities. Through their dedication, and with the support of our parent and parish communities, our Catholic schools continue to thrive in an increasingly secural world. A MONTHLY SUMMARY OF BOARD HIGHLIGHTS AND DECISIONS

September 2007

TCDSB EQAO results released The Board received the results of TCDSB student achievement on the 2007 EQAO Assessments of Reading, Writing and Mathematics, Primary Division and Junior Division and the Grade 9 Assessment of Mathematics. Over the past five years, the percentage of Grade 3 students across the Toronto Catholic District School Board who performed at or above the provincial standard increased from 49% to 60% in reading, from 58% to 69% in writing and from 54% to 68% in mathematics. The gains of TCDSB students are consistent with students across Ontario and in some areas they exceed those observed in the Province. Over the same five year period, the percentage of Grade 6 TCDSB students who performed at or above the provincial standard increased from 57% to 63% in reading, from 58% to 64% in writing and from 51% to 58% in mathematics. These improvements have been carried forward into secondary school, with the number of grade 9 students performing at or above the provincial standard in mathematics increasing from 58% to 65% in academic courses and from 16% to 27% in applied courses. Safe Schools Advisory Committee established The Board has established a Safe Schools Advisory Committee with the following membership: two Trustees, two Parents, two Students, one CUPE 1280 representative, one CUPE 1328 representative, one APSSP representative, two Principals, two Vice-principals, one TSU member, one TECT member, one Superintendent (Chair), one Facilities staff member. The Board has nominated Trustees Catherine LeBlanc-Miller and Sal Piccininni to the committee, which will be convened in October 2007. The committee’s initial work will be to review the Board’s Interim Code of Conduct Policy. Committee meeting date changed The next meeting of the Administrative and Corporate Services Committee was originally scheduled for October 10th. Because this date coincides with the provincial election, the Board approved rescheduling the meeting to Thursday, October 11th at 7:00 p.m. Education Development Charges By-law amended Trustees approved an amendment to the Education Development Charges By-law, 2003 – No. 153, which would increase the charge from $402.00 per dwelling unit to $422.00 per dwelling unit for residential development, and from $0.22 per square foot of gross floor area to $0.24 per square foot of gross area for non-residential development. The amended By-law comes into force on September 24, 2007 and expires on August 26, 2008.

Enrolment update As of September 11th, TCDSB’s (per pupil count) enrolment was 62,102 elementary students and 29,739 secondary students for a combined total of 91,840. This was an increase of more than 4,000 students from the first day enrolments of September 4th, 2007. Trustees approve the administration of HPV vaccine in elementary schools Following a presentation by Dr. David McKeown, medical officer of health with the Toronto Public Health, Trustees approved a motion that would allow Toronto Public Health access to all TCDSB elementary schools in order to administer the Human Papilloma Virus (HPV) Gardasil vaccine to grade 8 female students who have signed parental consent for participation in the vaccination program.

The administration of the vaccine by Toronto Public Health nurses will be held at all TCDSB elementary schools as requested by the Toronto Public Health on the same days as the Hepatitis B and Meningococcal C grade 7 students’ vaccination clinic.

Schools will be directed to distribute, to all grade 8 female students, a parental package containing information material provided by Public Health, a copy of the letter from the Ontario Conference of Catholic Bishops regarding HPV Gardasil vaccine and a covering letter from the Board stating that the Board is simply providing parents relevant information and the opportunity to make an informed decision.

The Trustees further approved a motion that the TCDSB request that the Federal and Provincial governments expand this program and provide the vaccine free to all girls in secondary schools. Use of additional funding to address the accumulated deficit On August 14, 2007 the Ministry of Education announced additional funding for school boards. Subject to any major issues arising throughout the year, the additional grant allocation of $7.1M for 2007-08, will be held in reserve and applied to address the accumulated deficit of $18.4M in 2008/09. Subject to any major issues arising throughout the year, the additional grant announced for 2008-09 estimated at $4.8M plus the increase in the grant base from 2007-08 of $7.1M for a total of $11.9M in 2008/09, will be applied to the accumulated deficit of $18.4M. The $11.9million that will be received in 2009/10 be held in reserve until the Board can take a look at the needs of the Board and how the monies could be best put to use. Board approves new trust funds The Board has approved the establishment of the following trust funds: Christina Walters Endowment Fund for the Arts (Policy F.F.16), which will be used annually to subsidize and

encourage the exposure of junior division students of Canadian Martyrs Catholic School to the arts, which may include theatre, dance, music, photography, crafts, visual or media arts.

Sister Anita Albert Memorial Fund (Policy F.F.17), which will provide an annual award to an eligible student graduating from Senator O’Connor college School, who is planning to pursue studies in a post-secondary institution in Canada.

Pay It Forward Award (Policy F.F.18), which will provide for an award to be granted annually for the next 10 years to an eligible student graduating from Monsignor Fraser College. The award is intended to assist students in planning post-secondary pursuits.

Transportation Services Consortia plan endorsed The Board has approved the existing Student Transportation Services Consortia plan. The plan is being submitted to the Ministry of Education, which is basing the transportation funding formula on the current effectiveness and efficiency reviews, which will only be granted to those Boards who have established an approved transportation consortium. Based on the scoring in the reviews, Boards may receive up to 100 per cent of their current deficit but there is no indication that there will be funding to address equity throughout the province.

Waste Reduction Week October 15 – October 21, 2007

Recycling in our schools is an important practice that helps to promote positive

environmental stewardship in our staff and students. The Recycling Council of Ontario (RCO) has requested that once again

our schools participate in Waste Reduction Week to illustrate their commitment to reducing waste.

In the next few days you should be receiving an envelope from the RCO with Waste Reduction Week literature. The key component in this package is the link to

Waste Reduction Week (http://wrwcanada.com/schools.htm), which allows schools to choose how they wish to participate during the week, by

providing various resources.

Please take the time to encourage your staff and students to get involved in waste reduction week, which could translate into a lifelong commitment to

environmental stewardship.

This could be the first step in your school becoming a future EcoSchool!

2007/08: TCDSB ECOSCHOOL CERTIFICATION!

The EcoSchool team is getting ready to send out the first edition of the TCDSB EcoSchool Certification binder next week. We have the 12 Certified schools from last year back on board, and presently have 21

new schools that have committed to trying to become EcoSchool certified. And it seems as though

we are getting more requests each week. It’s not too late to sign up, but you will need to get

an EcoTeam organized with staff and students involved.

“WATTS”UP? CORNER. Hopefully everyone has had a month to adjust to the computer shut-down, and have become used to their computers being off when they arrive each morning. Early figures suggest that approximately 6000-7000 computers are being shut-down each night. As a reminder the shut-down time is 8pm. Thank you for your participation and continued support. This is making a significant impact by reducing our energy consumption, operating costs, and most importantly a large Greenhouse Gas reduction, which means a smaller TCDSB EcoFootprint! OCTOBER EDITION: Get out and Environmentally Active this Fall!

The Energy Drill is Continuing - Last year, four schools participated in this Ontario Power Authority (OPA) funded energy conservation initiative. The results were terrific. The program is hopefully going to be expanded, and perhaps additional schools can be added. The Energy Stewardship Program is looking for volunteer schools to reduce their energy consumption. 3Rs Recap: Waste Reduction Week Oct 15-21: All Schools will be receiving a package from the Recycling Council of Ontario (RCO) in the 1st week of October. It’s up to you to get involved! City of Toronto Parks Clean-up Oct 15 – Nov 2: All schools are encouraged to sign-up for a fall Parks Clean-up. Please complete the attached form to participate. The Human Rights and Race Relations Centre in partnership with the Toronto Catholic District School Board and Toronto District School Board presents the Annul Essay Competition on the subject of Racism and Bullying in schools. The major sponsors for this year’s project are CTV Globe Media and Eli Lilly Canada. Cash Prizes are given at the special Awards Ceremony held on March 25, 2008 within the City of Toronto. This Essay Competition is designed to challenge young Canadians to develop ideas to eliminate Racism and Bullying in schools. This year’s topic is: “ WHAT PROGRAMMES DO STUDENTS FEEL NECESSARY FOR SCHOOLS TO ADDRESS RACIAL DISCRIMINATION AND BULLYING ” The essay should not exceed 500 words and the competition is open to all students (ages 6 to 19 years) within the Toronto Catholic District School Board and Toronto District School Board. Award of Excellence The Canadian Race Relations Foundation (CRRF) Award of Excellence recognizes public, private or voluntary organizations whose efforts represent excellence and innovation in combating racism in Canada. A minimum of $20,000 in cash prizes and awards are available for the winners of this initiative. Categories There are six categories in the Award of Excellence. They are based on the following sectors: Aboriginal, Community, Corporate, Education, Government/Public, and Youth. You must apply your Best Practice to one sector only. Award of Excellence Categories

The Aboriginal Sector is determined as: Aboriginal-led and Aboriginal-driven organizations and initiatives that address racism (systemic & individual). The Youth Sector is determined as: Youth-led and youth-driven organizations and groups that address racism (systemic & individual). This includes programs and projects that involve a majority of youth in their design and implementation. The Youth Sector category applies to a youth group or youth collective, that may not be affiliated to any formal organization. The CRRF considers the age of youth to be 29 years and under. Prizes One cash prize of $10,000 and a prominent Award of Excellence trophy will be presented to the overall winner. Up to six Awards of Distinction and cash prizes (total amount distributed will be a minimum of $10,000) will be awarded to the winners in each category. The Jury can award a lesser number of Awards of Distinction. Located near Toronto Pearson International Airport, the school serves a multicultural community with many families of Eastern European, Asian, African and Central or South American heritage. The majority of children speak English as a first language, but many speak a language other than English in the home. The student population is fairly transient. St. Maurice uses EQAO and other data to inform school planning. To meet its goals of improving overall literacy and numeracy skills and move 75% of Grades 3 and 6 students to Level 3 or 4, St. Maurice has implemented a comprehensive system for tracking student progress. Data walls and running records are key strategies at St. Maurice. As well, all data are uploaded onto the school board’s data integration platform, including results from EQAO assessments; Canadian Achievement Tests, third edition (CAT3) which is used for Grades 2, 5 and 7; the Canadian Cognitive Abilities Test (CCAT), which is used for Grade 4; and those from diagnostic assessments such as Comprehension, Attitudes, Strategies, Interests (CASI). Teachers meet formally three times a year to discuss tracking results and strategies for building on strengths and addressing needs in the classroom.

Numeracy and literacy are considered the responsibility of the whole school. Teachers integrate EQAO support resources, such as rubrics and exemplars, into class material and their practice. Much emphasis is placed on professional development, and board coverage allows teachers to attend school-board learning centres, where teachers may observe strategies in action in the classroom. Both the primary and the junior divisions at St. Maurice have their own resource rooms.

St. Maurice considers mentoring by teachers and students part of its everyday life, and it’s not surprising that the school eagerly welcomes many student teachers as well as local high school students who operate a popular homework club for primary-division students several times a week.

More than 200 Toronto students may have a bright future after putting pen to paper and telling Toronto Community News what their goals for the 2007 to 2008 school year are. It’s a family matter at John Paul II By: Tianpei Ma www.tobserver.centennialcollege.ca Filed September 19, 2007, from the HP Science and Technology Centre Steve Gazmin and Sam Moncada are not only coaches on the basketball court at Pope John Paul II, they are also parents. Both of their daughters, Stefanie Gazmin and Anna Moncada, are on the senior girls basketball team, striving for this year’s OFSAA provincial championships. Training began the first week of school. “Gain speed,” Sam shouts to Anna, who sprints across the court. “You are the slowest.” Right on cue, Anna begins to pick up her speed. Anna has been playing with the seniors for three years, and she says being coached by her own father doesn’t mean she can get away easily. “Sometimes he would be harder on me, but I know it’s for my own good,” says Anna. Steve says the same thing is happening with his daughter Stefanie, a new recruit from the juniors this year. “It’s not easy. Sometimes when I correct her, she will think I’m only correcting her, but I’m actually correcting the whole team,” he says. “I was coached by my father, so I know what she’s going through. “I tried to watch that.” Their expectations are high. After the Panthers won the 2004 TDCAA league title, the team didn’t earn a chance to compete at OFSAA in the following two years. In 2005, the Panthers made it to the finals but were defeated the following year in the semi-finals because their core player, Angela Sullivan, broke her ankle. “This year we are ready to go,” says Sam. “We’ve got a core of girls well-trained from last year; and we’ve got the junior girls’ team who won the TDCAA championship last year. “All these girls, they all know how to play basketball.” Coach Moncada says with the graduation of last year’s captain Andrea Bobadilla, the club is looking for new leadership. Two potential candidates are Sullivan and Anna. “They both played since they were in Grade 10. So we are seeing which one can step up and lead the team, which one can take charge,” he says.

Senator O'Connor primed for strong year in new citywide football league Thursday, September 27, 2007) , Town Crier By Carmine Bonanno Senator O'Connor Blues are not new to top tier football, but they are sometimes overlooked as potential division winners. Head coach Noel Carrabs is hoping to change that in 2007. The Blues are part of the East division in the new citywide league format this season and at least one coach from another school considers O'Connor a dark horse. All Carrabs wants is a successful season, but a division crown would be nice. "We are cautiously optimistic," he said about the Blues' chances this season. "Our junior team made the (regional) championship last year and we have a lot of those guys playing with us now and a couple of returning seniors that are good players, so weÍre looking to be pretty competitive. The fourth-year coach added that a championship is "always the main goal". "It takes a lot of hard work and it's something we haven't done in a while, but that's always our goal to win every game, play hard, improve and win our league." If their final exhibition game is any indication, O'Connor should be a force. They destroyed Chaminade College 37-7 on Sept. 20. The Blues made plays on offence and worked hard on defence, not allowing Chaminade to control the flow of the game. "It's important to see what you have in a real game as opposed to a scrimmage," said Carrabs about playing well in the final tune-up before the regular season. "It was also nice to come back and play Chaminade like we used to in the old Catholic school league." Carrabs said the backfield is the Blues' backbone this season, led by Ron Lee King-Fileen who is fast and tough to take down. On his first touch against Chaminade, King-Fileen broke six tackles en route to what would have been a 70-yard touchdown run, only to be denied by a holding penalty. Quarterback Mike Lamanna and receiver Johnny Aprile are strong complements to the O'Connor running game, as both appear to have early season chemistry. "We do have a lot of guys with a lot of competitive ability," said Carrabs about another team strength. "We have a lot of good athletes who are hopefully going to make some plays for us by the end of the year." Defensively, Carrabs says there isn't one main superstar, but rather a strong cohesive unit. But with such a young team, the coach says his team's main weakness is inexperience playing senior football, something he hopes will be alleviated as the season progresses. O'Connor is joined by Birchmount Park, Malvern, Cedarbrae, West Hill and Sir Wilfrid Laurier in the East division. The Blues need to finish in the top four to advance to the Tier 1 playoffs; if not, they will be dropped to the Tier 2 postseason. "We're competitive every year with the best and that's our great challenge," said Carrabs about playing in the citywide league. "That's our motivation, playing the big schools, and we look forward to it."

On June 6, Child and Youth Workers from the Toronto Catholic District School Board, gathered to recognize and celebrate the profession. They were invited to spend an afternoon together at Villa Columbo in Toronto's central region. The theme, "Building Community within the CYW Profession" certainly came to life with the impressive number of CYWs that came out and with the numerous community organizations that were represented. The key note speaker was no stranger to Child & Youth Workers. Dr. Carol Stuart who currently heads the Bachelor of Applied Arts in Child and Youth Care at Ryerson University and who is also Editor for the Child and Youth Care Journal delivered an inspiring and motivating presentation. The central theme, "striking the Balance" spoke to the demands

of the work and the need for self care. And, what would an event like this be without the OACYC's Director, Dennis McDermott. Dennis' presentation was brief but, it definitely carried a powerful message about unity and the profession of child and youth work. He challenged the CYWs, not registered with the association, to join their colleagues build an even stronger professional association. After his presentation, there appeared to be quite a stir around the OACYC table.

The TCDSB Child and Youth Workers spent the afternoon networking, exchanging stories and reconnecting with colleagues. There was a definite buzz of excitement in the air. These occasions, where CYWs gather, are truly infrequent. Most work in isolation and rarely have opportunities to connect with their professional peers. The Toronto Catholic District School Board covers a large geographical area from Markham to Mississauga and as far north as York region. The Board employs about 160 CYWs who service over 200 schools. It is therefore to the credit of the TCDSB's CYW Steering Committee that such an event was possible. In addition to this ground-breaking event, the CYW Steering Committee was instrumental in developing, in collaboration with school board administrative staff, a CYW pamphlet which was launched at this event. Congratulations to the committee for organizing a very successful event. Hats off to Ontario's largest employer of school-based CYWs, the TCDSB, who clearly demonstrated an appreciation for their Child and Youth Workers. As the new school year kicks off, the CYW Steering Committee has already started planning. They welcome new members and exciting, innovative ideas for this year's event. THE BRYAN BONSER MEMORIAL VOLLEYBALL TOURNAMENT

for school senior girls’ volleyball teams

Bryan Bonser, former teacher for the TCDSB, most recently at St. Martin de Porres, dedicated much of his life to education and a great deal of time developing the skills of young volleyball players. He supported the S’Port for Kids Foundation, a registered national charitable organization, which works with youth aged six to 18 years. James K. Bartleman, former Lieutenant Governor of Ontario, said of this organization: “In every community there are children and youth who are eager to participate in organized sports. The costs involved sometimes limit their opportunities, and that is why S’port for Kids has stepped in to fill this need. By raising funds to support less fortunate individuals and teams, the Foundation gives them a chance to learn the value of teamwork and to realize their potential through amateur sport.” The Bryan Bonser Memorial Volleyball Tournament was established to both remember Bryan for his contributions to sport in the TCDSB, but also to assist the cause which he supported over the years. ALL PROFITS FROM THE TOURNAMENT WILL GO TO S’PORT FOR KIDS to help them carry on their work.
