In 2010, my 1-year-old son was suspected of an incurable disease. I felt the Sky fall down on me and I faced the ordeal any mother feels in the face of this potential diagnosis. Fortunately for our family, the diagnosis was refuted the next day, but that night changed my life: I decided to get involved with everything I could and knew in rescuing sick children in Romania.
Also in 2010 I heard about the case of a two-year-old boy with cancer, I got him a second opinion from a reference clinic abroad and we managed to save him. Here we are in 2020, and Toni is the captain of his school’s football team. Hundreds of children followed, but the joy of the success of these departures was overshadowed by the dramas of the children remaining in the country. From the parents of sick children I learned enough for a lifetime and I received the energy to fight on their side. We understood that it’s in our power to change the fate of children treated in Romania.
I chose to start an unprecedented project for children with cancer in my city on the Black Sea, Constanta. Together with Dr. Adriana Apostol, we initiated the transformation of the pediatric onco-hematology and rheumatology services, into a unique day care center in Romania, organized and equipped according to the most successful models in Western Europe. This project inspired me to set up an organization to take my mission further, a mission now shared by many others. This is how the Daruieste Aripi Association was born and, with it, our story...

Development and modernization of the pediatric oncology, hematology and rheumatology services in the south eastern region of Romania (ongoing since 2013)
Before, children with oncology-hematology diseases were admitted and treated together with all other pathologies on the Pediatrics Ward, the only one in the region, situated at the 8th floor of the Constanta County Hospital which was always crowded and lacked comfort and specific experience for these special cases.
Opened in February of 2014, the Focus Medical Center for children and teenagers is the pediatric oncology-hematology and rheumatology ward of the Constanta County Hospital, the only one of its kind in the South-Eastern area of Romania and on a national level, that offers diagnosis services, treatment and monitoring for children with cancer and other rare diseases in an outpatient regimen.
At present, the design, equipment and logistics function in a distinct space, exclusively dedicated to oncology-hematology and rheumatology diseases, as it was built in accordance with the major pediatric wards of reference in Europe. The Center meets both the medical assistance requirements of patients and their families, as well as their social and psychological needs.
The construction and equipment of the center were finished in 2014, but we continue in our commitment to its development on the long run, by implementing new services and constantly improving the quality of the activities that are run here. We ensure the continuous training of the staff, in order to keep up with the latest therapeutic approaches, the constant evaluation of and care for the needs of the patients and permanently bringing in new technology to minimize the risks and maximize the efficiency of the time they spend in the hospital.
This is the only pediatric oncology-hematology department in Romania that also offers home care, in addition to the hospital specialty services (The Path of Trust and Hope).
RESULTS
Ÿ Every year, over 500 children with oncology-hematology and rheumatology diseases benefit from outpatient care at the highest standards, through services (space and medical staff) dedicated exclusively to them
Ÿ The compliance and satisfaction of the patients is complete – there are no cases of abandonment of the treatment
Ÿ Minimum risks of infectious complications – there are no cases of nosocomial infections in the patients of the center
Ÿ Children benefit from the best attention – one nurse for two beds

The history of the Pediatric Oncology and Hematology Department in Constanta began with 5 beds in the Pediatrics Ward and two general nurses who agreed to attend a short pediatric oncology course in the Reference Centers in Bucharest. Our children, whose immunity was compromised, had to go through an 8-story
hospital (long corridors, elevators, stairs) to reach the Pediatrics Ward, at the end of a corridor, where the area allocated to them was. I started considering how to find a space for a day center at the ground floor of the hospital. We needed a space that was easily accessible from the outside and more isolated, which seemed like an impossible dream.
Meeting Alina and the Daruieste Aripi Association with their unconditional desire to help these children seemed miraculous to me. We started this project together and, in 2014, the Center was ready and the first children and parents stepped in. The amazement, pleasure and comfort that such a space provides was obvious on their faces. We were all extremely happy. Finally, a dream come true. I am very grateful to all who have contributed in the making and developing of this project that is so close to our hearts.

Because child cancer is a rare disease that needs highly specialized treatment, countries have a small number of centers (13 in Romania) where sick children can receive the specialized care they need. Most often than not, these centers are hundreds of kilometers away from their homes and communities. At present, ALL the needs regarding the health of these children, both during treatment (which is administered repeatedly, with pauses, throughout a two-year period) and after the treatment is finished are only covered IN THE HOSPITAL, on the pediatric oncology departments. This requires that children and their families travel long ways to the hospital and are admitted here, far from their homes.
This is why, there are frequent delays in the treatment and even abandonment. Moreover, after a cancer diagnosis, the survivors must be monitored all their lives. At present, there are no active follow up procedures, the number of cases lost from inventory rises in direct proportion with the time that has passed after treatment. This is a major problem in Romanian pediatric oncology care.
"Circuitul Încrederii și Speranţei" – The Path of Trust and Hope is a project in which joint teams of Daruiește Aripi and medical staff of the pediatric onco-hematology ward from the Constanţa County Emergency Clinical Hospital travel to the homes of children with severe chronic conditions in Dobrogea for clinical procedures that can be performed safely at home, thus reducing the number of trips to the hospital that the children have to take, in order to receive their treatments.
The Dăruiește Aripi Association is the only Romanian organization to initiate complex home care medical services, to supplement hospital services for children with cancer and other serious diseases. The pilot project ‘The Path of Trust and Hope’, successfully carried out in Dobrogea between 2018 and 2020, has helped 265 children and teenagers to benefit from::
Ÿ constant monitoring and evaluation of their medical status, under the direct supervision of their attending doctors from the Oncology-hematology and Rheumatology department of the Constanta County Hospital
Ÿ training and supervision of the carers for the caring procedures for the chronically ill children, as well as for the ones in terminal phases
Ÿ free medical consultations at the homes of children with severe conditionsŸ palliative care and monitoring of terminally ill children at homeŸ working procedures for the multidisciplinary boards necessary for regular patient evaluationŸ resolving social cases (situations of extreme poverty and social deprivation with significant impact
on the quality of life and chances of recovery of the child)
The project was initiated in March 2018, with funding support from the “Adopt a project” program of ING Bank Romania which supported our activity for the first year. Also, Synevo Romania constantly supports the project by covering the costs of medical analysis/ tests, collected in this program.

I’ve been caring for children with cancer exclusively for dozens of years, and this project gave me hope that it can get better in Romania.
The way we relate to families and children in their homes helps us, as professionals, to better understand all aspects of the disease, to hold back and prevent many secondary but extremely important aspects that can have a fatal impact on the child’s life.
And the closeness gives us and the parents a different perspective, that we can support a better life for these children.

How could we help children with cancer if we do not know their needs? How many are they? Where are they? How old are they? What kind of tumors do they have, what are their real survival chances, what needs do they have and how is their life after cancer? It may seem unbelievable, but until 2019, nobody even knew the total number of children who get sick with cancer every year, in our country. Not to speak of their specific needs.
The National Child Cancer Registry is the only objective source of information on their needs and for the planning of Pediatric Oncology services development in our country.
Since 2018, our organization supports the development of the Romanian National Child Cancer Registry (RNCCR) in a strategic partnership with the Romanian Society of Pediatric Oncology-Hematology and with technical assistance from the Oncology Institute “Ion Chiricuţă” Cluj-Napoca. In 2018, the project was financed through the “Adopt a project program” of ING Bank Romania.
After only the first year of our involvement, it was possible, for the first time, to calculate the incidence (the frequency with which cancer appears in children) and the chances of survival on a national level (the first survival study for children with cancer in Romania - accomplished with the technical support of the Joint Research Center - Cancer Information Unit of the European Commission). RNCCR is the only national child cancer registry in Romania that has been accepted for affiliation by the European Network of Cancer Registries (ENCR) an indication of the quality of the data and, at the same time allowing Romania to participate with actual data in international statistics on childhood cancer. In February of 2020 we have partnered with the Babes – Bolyai University, in order to design the first national social study regarding the needs and perceptions of the parents of children with cancer (Oncoparents). We are looking for partners who can help us implement this project.

PURPOSE OF THE PROJECT – decreasing the neonatal infantile mortality rate in South-East Romania by increasing hospitalization capacity and by improving the quality of the medical act.
The Neonatal Care Unit of the Constanta Emergency County Hospital (ECH) is the only one in South East Romania that is classified as level III (maximum service performance for diseased newborns) and it is a regional hospital servicing both Constanta and Tulcea but also the counties of Ialomita and Calarasi. 3000 births take place here every year with 30% of them in need of special care.

Why do we need such a project? Because:
Ÿ In the history of the Constanta County Hospital, built in 1968, a modern structure to function as a Neonatal Intensive Care Unit and Premature Department has never been built
Ÿ In 2014, infantile mortality rate in the south-east area is the largest in the country and three times larger than the European average
Ÿ The space was insufficient and inappropriate– open space – easy spread of nosocomial infectionsŸ Insufficient space as compared to the need– 8 beds in the newborn intensive care unitŸ Insufficient medical staffŸ Only one on call team for 3 departments: new born intensive care unit, premature unit and
rooming-inŸ The existing equipment was old – physically and morally outdated – the incubators were crammed
on the hallways and in the delivery room, the sterile conditions were not appropriate for treating the patients safely
Ÿ 1000 premature or diseased children are treated here, annuallyŸ 50 of the children admitted here in 2014 died before reaching one month oldŸ The hospital in Constanta covers the needs of four counties: Constanta, Tulcea, Ialomita, Calarasi
Achieving the purpose of this project depends on the successful accomplishment of these 4 stages.
STAGE 1: The reconstruction of the space destined for the new department within the Constanta Emergency County Hospital – finalized

I’ve been working with the Daruieste Aripi Association since 2010, when Alina contacted me for the first time, trying to help a baby with serious health issues. That experience has helped us understand that together we can solve this puzzle and overcome any obstacle in saving the children born with health issues. Throughout this time, we have managed to transfer over 1000 sick children to
reference centers abroad where it was possible for them to receive treatment and operations that were unavailable in our country. Our wonderful collaboration has another remarkable result, the construction and modernization of the neonatal intensive care unit in Constanta, Alina’s home town.

The patients treated in the pediatric oncology section of the Bucharest Institute of Oncology represent more than a third of the malignant pathology diagnosed throughout the country.
MRI monitoring is essential in the therapeutic decision, being provided for in all modern treatment protocols, taken from the International Society of Pediatric Oncology, according to European standards. In young children, MRI examination requiring general anesthesia, could not be performed at the Bucharest Institute of Oncology, due to the lack of an adequate space, even though, both the equipment necessary for general anesthesia and the monitoring of vital functions and a dedicated anesthetist exist.

We have identified a space next to the enclosure where the MRI unit of the Bucharest Institute of Oncology is located, we renovated and equipped it in order to increase the comfort of the cancer patients hospitalized here. Thus, children no longer need to be transported to other hospitals and can be treated in the same place, by the same medical staff. The implementation of this project makes this service free of charge.
Despite best intentions, it often happens that the needs of a pediatric oncology ward are ahead of the administrative procedures meant to solve them. In such situations, the support from the NGO sector is of great importance for covering various needs and solving many difficulties that appear in medical practice. From medicine, materials, medical devices, equipment and furniture to services adjacent to the medical act (psychological support, social assistance) – we are always present to cover everything needed.
Moreover, our association enables communication between doctors from pediatric oncology wards with their counterparts in reference centers in Europe, for many cases ensuring, as well, the logistic support needed for transferring abroad the cases that cannot be treated in the country.

In the two years that we’ve had the support of the Daruieste Aripi Association, we managed to solve a number of practical problems that have been without solution for many years. The most noticeable is the Anesthesia Room for the MRI ward for the children admitted here, who, up until now, had to be sent outside the hospital for this investigation, with occasional delays and additional costs.
Apart from this, thanks to them, we can ensure the continuous support of social assistance for the children we treat and we can cover several material needs in our activity, in record time. Not in the least, Daruieste Aripi has given us priceless help with guidance, communication and logistic support for solving the cases that need over the border assistance.

We believe children have the power to react positively to the problems around them and this power comes from growing empathy, compassion and the will to get involved from a young age.
Ÿ During 2017 -2018, we have partnered with the Constanta County School Inspectorate and carried out an educational program which involved 10.000 children between the ages of 5 and 14 years old. It consisted in giving away a free book, with an interactive educational story, that children read together with their teachers and families
Ÿ In 2019, we have refurbished and modernized The Center for Education and Development from Eselnita, Mehedinti County, which had been strongly damaged by three floods. We are all connected. When the first line of health services is vulnerable, our whole community is under threat!
As an organization that is responsible and responsive to the needs of our community, we got involved as soon as the coronavirus pandemic became an emergency in our society. From March to May of 2020, we have gathered 246.682 EURO from large and small companies in our area and we have transformed them into equipment, devices and supplies for the medical staff involved in the fight against COVID-19.
