Turkey’s National Disaster Response Plan (TAMP) has been in force since 2013.

National Plan of Damage Assessment Group is prepared by Finance Ministry of Turkey in accordance with Turkey’s National Disaster Response Plan (TAMP).

Purpose of National Plan of Damage Assessment Group is to determine the direct economic loss caused by disasters.

National Plan of Damage Assessment Group regulates following subjects: ◦ Defining organization of damage assessment group,its duties and

responsibilities. ◦ Regulating working principles of damage assesssment group. ◦ Assessing and reporting direct economic losses caused by disasters.

Damage Assessment Group is organized both national and local level. ◦ Organization at national level:

Main partner is Finance Ministry of Turkey,

Supporting partners are 12 Ministries and and 2 Institutions (Turkish Atomic Energy Authority and Turkish Statistical Institute)

◦ Organization at local level: Main partner is province revenue office

Supporting partners are provincial organizations of 11 ministries, municipalities and NGOs

Local Level Damage Asssessment Group includes 5 sectoral damage assessment teams (1.Agriculture and Livestock 2.Industry and Manufacturing 3.Energy, Transportation and Communication 4. Culture, Tourism, Education and Health, 5. Housing and Environment)

When disaster occurs, on the call of Disaster and Emergency Management Authority (AFAD), National Damage Assessment Group starts to carry out its duties.

At local level, operations teams start to work 3 days after disaster. Logistics team provides equipments, shelter, food etc. for the teams. Operation teams carry out sectoral damage assessment between 3-30

days with support of other groups, chambers, municipalities, NGOs and etc.

Data Recording Team records data which are received from operations teams.

Reporting team analizes data recevied from local teams and creates reports. Final Damage Assessment Report is prepared within 6 th month.

Purpose and Scope ◦ The main purpose of this pre-draft regulation is to describe

methods for assessing direct economic losses caused by disasters

◦ Indirect economic losses are excluded.

◦ Operation teams use these methods for determining monetary value of damages caused by disasters.

◦ This methodology is pre-draft now and studies are in progress.

If an asset is partially destroyed and can be repaired, repair cost is accepted as direct economic loss.

If an asset is totally destroyed, replacement cost is accepted direct economic loss.

Repair and replacement cost are the amount of expenditure to create assets having pre-disaster conditions.

Pre-disaster prices are used for repair and replacement cost to assess damages.

Operation teams use sector assessment criteria and fill out

standard forms during assessment. All damages are identified and evaluated on the basis of

these sectors. Operation teams are composed of civil servants from

related ministries.

National Plan of Damage Assessment Group is prepared by Finance Ministry of Turkey in accordance with Turkey’s National Disaster Response Plan (TAMP).

Under National Plan of Damage Assessment Group, studies for damage assessment methodology are in progress.

Indirect economic losses caused by disaster are excluded.

Main challenges for damage assessment is evaluating economic loss of culturel assets (as they have both use and non-use value) and calculating indirect economic loss.
