JAMMU, Feb 8: Lashingout at BJP- PDP, former minis-ter and senior vice president ofPCC Sham Lal Sharma has saidthat both the parties have creat-ed political uncertainty and dif-ferent factions within the partiesare speaking on the divergentlines.
Addressing public meetingat Akhnoor today, the Congressleader said that both the partiesshould clarify to the people,who is responsible forGovernor's rule. Earlier, afterthe elections the parties tookpretty long time to decide onGovt formation and the same isthe case now again.
Mr Sharma said that agendaof alliance which is consideredas the foundation of BJP-PDPalliance has clearly shaken as itwas made for 6 years, but nowsuddenly, BJP-PDP have startedrenegotiating on CBMs whichhas brought uncertainty in theState. What has changed somuch in past 10 months that thisalliance couldn't even stand ontheir so called "Sacred" agendaof alliance. He also alleged that
agenda of alliance is nothing butelection manifesto of PDPwhich was stamped by BJP forpower lust.
The Cong leader said thatif BJP and PDP have felt that10 months long rule on thebasis of agenda of alliancehad failed and people havebeen deceived, they should goto the people again. He alsosaid that if they are unable toform Government they shouldclear their stand with
Governor so that Assembly isdissolved and fresh electionsare held.
After protracted drama overthe formation of Government,the PDP is seeing now the coali-tion as unpopular while BJP iscrushing its core agenda to be inGovernment.
He also said that "oppor-tunistic partners" have broughtthe State to such an impassewhere public interest has beenhit by personal ambitions.

Dr Jitendra Singh, who wasaddressing a public functionorganized by DevendrakulaVelalar community during hisone-day visit to Tamil Nadu, saidthat the Devendrakula communi-ty numbering about 70 lacs con-stitutes almost 1/6th of TamilNadu State's total population ofaround 6 crore, and therefore, itis in the interest of the progressof both the State as well as thecountry that the contribution ofthe community is ensured to itsfullest potential. He recalled thata delegation of the communityhad met Prime MinisterNarendra Modi in New Delhi on16th of September and presentedtheir case for change of nomen-clature in the constitutional listof castes. He said, the issue willbe followed up and the requisiteconstitutional and legislative
requirements for the purposewill also be sought to be ful-filled.

Harshdev submits memo to Union Minister for H&UD

JAMMU, Feb 8: Chairmanof JKNPP and former ministerHarshdev Singh today submittedmemorandum in the office of theUnion Minister for Housing andUrban Development MVenkaish Naidu accusing theJ&K Housing Department ofmalpractices and misconduct inits functioning and mis-utiliza-tion of the grants provided byCentral Govt to J&K under var-ious schemes including theHousing For All (HFA) Missionof the Prime Minister.
The NPP leader, in the mem-orandum alleged that not onlythe Central Grants were beingmisused but a great unrest hadbeen created due to the illegaltermination of several Govtemployees of the HousingDepartment who were appointedunder proper procedures.Elucidating his point, he saidthat 21 technical experts includ-ing engineers, town planners,MIS, GIS, capacity building co-coordinators and social develop-ment specialists were appointedin February 2015 under RajivAwas Yojana (RAY) duringGovernor's rule by following theproper selection process and inaccordance with the recommen-dations of the selection commit-
tee constituted for the purpose.He said that the said candidateswere regularly appointed andwere performing their dutiesuntil recently when the Govtordered their dis-engagement onthe ground that the RAY schemehas been revamped as HFAScheme by the Govt of India.
Mr Singh pointed out thatthe harassment of the said tech-nical experts had started imme-diately after the formation ofGovt in March, 2015 with thenew dispensation in the Stateaverse to the continuance of thesaid candidates appointed dur-ing Governor's rule. He said thattheir appointment was opposedby the new dispensation on thepretext that the RAY schemeunder which they had beenappointed had been convertedinto HFA scheme and hencetheir services were no longerrequired. He said that afterharassing the said appointees fora few months they were eventu-ally dis-engaged in October2015 on frivolous grounds.
Strongly condemning thehighly unfair and mischievousconduct of the J&K H&UDDeptt, Mr Singh appealed to theUnion Minister to personallyintervene so as to ensure justiceto the aggrieved candidates.

At a meeting of officers, theMLA reviewed the progress ofvarious developmental worksbeing executed in Balakoteunder CSS, State and DistrictPlan and urged the officers toachieve set physical and finan-cial targets within stipulatedtimelines without compromisingqualitative standards.
Works under MGNREGS,PMGSY projects, SBM besidesIAY, water supply schemes andpower infrastructure in uncov-ered hamlets in the tehsil wereparticularly discussed in details
and the MLA conveyed relevantinstructions to the concernedofficers. Various internal ruralroad links of PMGSY and R&Bwere also discussed in the meet-ing.

CP workers of PHE stage protest demonstration

JAMMU, Feb 8: The tempo-rary workers of the PHEDepartment held protestdemonstration near Press Clubhere today.
A large number of PHEworkers under the banner of AllJ&K CP Workers /DRWAssociation assembled underthe leadership of KulbhushanSingh at Exhibition Ground nearPress Club here and launchedprotest demonstration againstthe senior officers of the PHEand State Government. Theywere shouting slogans in sup-port of their demands.
The protesting workers alsoraised slogans against previousGovernments and alleged thatthe CP workers and other dailyrated workers of the department,especially from Jammu andKathua districts were deniedjustice.
Kulbushan Singh whileaddressing the large gathering of
workers alleged that Govt led byBJP and PDP promised that reg-ularization policy for temporaryworkers will be framed withinthree months but nothing wasdone in this regard within tenmonths. Even the Governmentfailed to release the pendingwages of CP workers.
He demanded that regular-ization policy for the CP andother temporary workers of thePHE be framed without anydelay and pending wages of theworkers be released immediate-ly as their families are facinghardships. They also sought theintervention of State Governor.

JAMMU, Feb 8: StateVigilance Commission (SVC)while blowing lid off the bogusand multiple ration card scam inKathua has directed the DeputyCommissioner (DC) Kathua tofurnish Action Taken Report(ATR) in weeding out the spuri-ous ration cards from theDistrict.
Earlier, while proceeding ona complaint regarding bogus andmultiple ration cards possessedby some inhabitants of DistrictKathua including by some “Non-State Residents”, resulting inmisappropriation of Governmentration at large as well as blackmarketing of essential food com-modities in connivance and con-spiracy with the officers/officialsof CAPD Department, whichtantamounts to criminal breachof trust on the part of officialsconcerned causing a huge lossto the State Exchequer, StateVigilance Commission ordered
Deputy Commissioner Kathua,for in-depth enquiry into thematter and submission of reportthereof.
The report submitted by theDeputy Commissioner, Kathua,prima-facie depicted series ofomissions and commissionscommitted by the officers/offi-cials of CAPD Department. Thereport further revealed thatdespite having adequate evi-dence, no action seems to havebeen taken against the erringofficers/officials of the publicdistribution system in theDistrict.

People protest over man’s death,DC orders magisterial probe

KISHTWAR, Feb 8: Peopleheld a massive protest heretoday over the death of man.
Large number of peoplefrom a particular communityassembled outside DC Officehere and raised slogans demand-ing justice.
They also kept the body ofthe deceased identified as ShabirAhmed, son of Shah Wali ofGurian, District Kishtwar onroad. The protestors alleged thatthe deceased died due to tortureby the police in the custody anddemanded magisterial enquiry.
As per police sources, ShabirAhmed was arrested in a caseregistered under FIR Number18/16 under Section 354, 504and 506 on January 25.
He was bailed out onJanuary 27 and was admitted inthe District Hospital Kishtwaron the same day.
On January 29, he wasreferred to Government MedicalCollege and Hospital (GMCH),where he failed to respond to thetreatment and succumbed to hisinjuries.
Taking cognizance over theallegation leveled by the protes-tors, DC Kishtwar GN Balwanordered magisterial inquiry andappointed Kishori Lal Sharma,Additional District Magistrate,Kishtwar as inquiry officer.
Sharma has been directed toconduct magisterial inquiryregarding the cause of death oflate Shabir Ali and submit thefactual report within 10 days toDC for further necessary action.

JAMMU, Feb 8: In a PublicInterest Litigation (PIL) filed byFarooq Khan, retired IG turnedpolitician seeking quashing ofthe provision of Juvenile JusticeAct, recently amended to changeage of juvenility, Division Benchof State High Court comprisingChief Justice N PaulVasanthakumar and Justice BansiLal Bhat granted four week'stime to State counsel to getinstruction because of the changein position due to new amend-ment of central legislation name-ly the Juvenile Justice Care &Protection of Children) Act,2015.
In the petition, Farooq Khanhas sought declaration of provi-sions of Section 2(m), 2(n),
Section 21 the Jammu andKashmir Juvenile Justice (Care& Protection of Children) Act,2013 as ultra-vires and violativeof Article 14 and 21 of theConstitution of India.
He has also sought directionsto the State to confine the age ofjuvenility to 16 years as was thecase before passing of theamended legislation and to effec-tively consider creating of class-es/categories of cases where thebenefit of juvenility is to be givenunder the provisions of the J&KJuvenile Justice (Care &Protection of Children) Act, 2013to the persons who are above 14and less than 16 years of age.

JAMMU, Feb 8: A class 9th girl student has been kidnapped bysome unidentified persons from Muthi Camp area, falling underthe jurisdiction of Domana police station.
As per police sources, a class 9th student hailing fromChattisgarh, at present Muthi Camp went missing from her resi-dence on January 23.
After failing to trace her, the family members of the girl report-ed the matter to police.
A case under Section 366 RPC has been registered at Domanapolice station and manhunt has been launched to trace out theminor girl and arrest the accused.
However, no arrest was made till last reports were compiled.
