Addressing public meeting at Akhnoor today, the Congress leader said that both the parties should clarify to the people, who is responsible for Governor's rule. Earlier, after the elections the parties took pretty long time to decide on Govt formation and the same is the case now again. Mr Sharma said that agenda of alliance which is considered as the foundation of BJP-PDP alliance has clearly shaken as it was made for 6 years, but now suddenly, BJP-PDP have started renegotiating on CBMs which has brought uncertainty in the State. What has changed so much in past 10 months that this alliance couldn't even stand on their so called "Sacred" agenda of alliance. He also alleged that agenda of alliance is nothing but election manifesto of PDP which was stamped by BJP for power lust. The Cong leader said that if BJP and PDP have felt that 10 months long rule on the basis of agenda of alliance had failed and people have been deceived, they should go to the people again. He also said that if they are unable to form Government they should clear their stand with Governor so that Assembly is dissolved and fresh elections are held. After protracted drama over the formation of Government, the PDP is seeing now the coali- tion as unpopular while BJP is crushing its core agenda to be in Government. He also said that "oppor- tunistic partners" have brought the State to such an impasse where public interest has been hit by personal ambitions. Modi Govt committed to reach last man: Dr Jitendra Excelsior Correspondent MADURAI (TAMIL NADU), Feb 8: Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh said here today that the Narendra Modi Government is committed to reach the last man in the last queue and ensure that no section of society remains deprived of its due share of growth and prosperity under the present regime. Dr Jitendra Singh, who was addressing a public function organized by Devendrakula Velalar community during his one-day visit to Tamil Nadu, said that the Devendrakula communi- ty numbering about 70 lacs con- stitutes almost 1/6th of Tamil Nadu State's total population of around 6 crore, and therefore, it is in the interest of the progress of both the State as well as the country that the contribution of the community is ensured to its fullest potential. He recalled that a delegation of the community had met Prime Minister Narendra Modi in New Delhi on 16th of September and presented their case for change of nomen- clature in the constitutional list of castes. He said, the issue will be followed up and the requisite constitutional and legislative requirements for the purpose will also be sought to be ful- filled. Guided by the "Antyoday" ideology of Pt. Harshdev submits memo to Union Minister for H&UD Excelsior Correspondent JAMMU, Feb 8: Chairman of JKNPP and former minister Harshdev Singh today submitted memorandum in the office of the Union Minister for Housing and Urban Development M Venkaish Naidu accusing the J&K Housing Department of malpractices and misconduct in its functioning and mis-utiliza- tion of the grants provided by Central Govt to J&K under var- ious schemes including the Housing For All (HFA) Mission of the Prime Minister. The NPP leader, in the mem- orandum alleged that not only the Central Grants were being misused but a great unrest had been created due to the illegal termination of several Govt employees of the Housing Department who were appointed under proper procedures. Elucidating his point, he said that 21 technical experts includ- ing engineers, town planners, MIS, GIS, capacity building co- coordinators and social develop- ment specialists were appointed in February 2015 under Rajiv Awas Yojana (RAY) during Governor's rule by following the proper selection process and in accordance with the recommen- dations of the selection commit- tee constituted for the purpose. He said that the said candidates were regularly appointed and were performing their duties until recently when the Govt ordered their dis-engagement on the ground that the RAY scheme has been revamped as HFA Scheme by the Govt of India. Mr Singh pointed out that the harassment of the said tech- nical experts had started imme- diately after the formation of Govt in March, 2015 with the new dispensation in the State averse to the continuance of the said candidates appointed dur- ing Governor's rule. He said that their appointment was opposed by the new dispensation on the pretext that the RAY scheme under which they had been appointed had been converted into HFA scheme and hence their services were no longer required. He said that after harassing the said appointees for a few months they were eventu- ally dis-engaged in October 2015 on frivolous grounds. Strongly condemning the highly unfair and mischievous conduct of the J&K H&UD Deptt, Mr Singh appealed to the Union Minister to personally intervene so as to ensure justice to the aggrieved candidates. MLA reviews developmental works in Balakote Excelsior Correspondent POONCH, Feb 8: Stressing for creation of durable assets in rural areas of Mendhar, Member Legislative Assembly, Javed Ahmed Rana today called for effective monitoring of various ongoing developmental works in Balakote. At a meeting of officers, the MLA reviewed the progress of various developmental works being executed in Balakote under CSS, State and District Plan and urged the officers to achieve set physical and finan- cial targets within stipulated timelines without compromising qualitative standards. Works under MGNREGS, PMGSY projects, SBM besides IAY, water supply schemes and power infrastructure in uncov- ered hamlets in the tehsil were particularly discussed in details and the MLA conveyed relevant instructions to the concerned officers. People protesting in Kishtwar. -Excelsior/Tilak Raj CP workers of PHE stage protest demonstration Excelsior Correspondent JAMMU, Feb 8: The tempo- rary workers of the PHE Department held protest demonstration near Press Club here today. A large number of PHE workers under the banner of All J&K CP Workers /DRW Association assembled under the leadership of Kulbhushan Singh at Exhibition Ground near Press Club here and launched protest demonstration against the senior officers of the PHE and State Government. They were shouting slogans in sup- port of their demands. The protesting workers also raised slogans against previous Governments and alleged that the CP workers and other daily rated workers of the department, especially from Jammu and Kathua districts were denied justice. Kulbushan Singh while addressing the large gathering of workers alleged that Govt led by BJP and PDP promised that reg- ularization policy for temporary workers will be framed within three months but nothing was done in this regard within ten months. Even the Government failed to release the pending wages of CP workers. He demanded that regular- ization policy for the CP and other temporary workers of the PHE be framed without any delay and pending wages of the workers be released immediate- ly as their families are facing hardships. Bogus Ration Card issue: SVC seeks ATR from DC Kathua Excelsior Correspondent JAMMU, Feb 8: State Vigilance Commission (SVC) while blowing lid off the bogus and multiple ration card scam in Kathua has directed the Deputy Commissioner (DC) Kathua to furnish Action Taken Report (ATR) in weeding out the spuri- ous ration cards from the District. Earlier, while proceeding on a complaint regarding bogus and multiple ration cards possessed by some inhabitants of District Kathua including by some “Non- State Residents”, resulting in misappropriation of Government ration at large as well as black marketing of essential food com- modities in connivance and con- spiracy with the officers/officials of CAPD Department, which tantamounts to criminal breach of trust on the part of officials concerned causing a huge loss to the State Exchequer, State Vigilance Commission ordered Deputy Commissioner Kathua, for in-depth enquiry into the matter and submission of report thereof. The report submitted by the Deputy Commissioner, Kathua, prima-facie depicted series of omissions and commissions committed by the officers/offi- cials of CAPD Department. The report further revealed that despite having adequate evi- dence, no action seems to have been taken against the erring officers/officials of the public distribution system in the District. SVC stocked over the siphoning-off of the Government ration with the active patronage of the officials of CAPD Department has directed Deputy Commissioner, Kathua to take stern action against those involved in the scam and submit the Action Taken Report (ATR) to the Commission on the next date of hearing. People protest over man’s death, DC orders magisterial probe Excelsior Correspondent KISHTWAR, Feb 8: People held a massive protest here today over the death of man. Large number of people from a particular community assembled outside DC Office here and raised slogans demand- ing justice. They also kept the body of the deceased identified as Shabir Ahmed, son of Shah Wali of Gurian, District Kishtwar on road. The protestors alleged that the deceased died due to torture by the police in the custody and demanded magisterial enquiry. As per police sources, Shabir Ahmed was arrested in a case registered under FIR Number 18/16 under Section 354, 504 and 506 on January 25. He was bailed out on January 27 and was admitted in the District Hospital Kishtwar on the same day. On January 29, he was referred to Government Medical College and Hospital (GMCH), where he failed to respond to the treatment and succumbed to his injuries. Taking cognizance over the allegation leveled by the protes- tors, DC Kishtwar GN Balwan ordered magisterial inquiry and appointed Kishori Lal Sharma, Additional District Magistrate, Kishtwar as inquiry officer. Sharma has been directed to conduct magisterial inquiry regarding the cause of death of late Shabir Ali and submit the factual report within 10 days to DC for further necessary action. DB directive in PIL on Juvenile Justice Act Excelsior Correspondent JAMMU, Feb 8: In a Public Interest Litigation (PIL) filed by Farooq Khan, retired IG turned politician seeking quashing of the provision of Juvenile Justice Act, recently amended to change age of juvenility, Division Bench of State High Court comprising Chief Justice N Paul Vasanthakumar and Justice Bansi Lal Bhat granted four week's time to State counsel to get instruction because of the change in position due to new amend- ment of central legislation name- ly the Juvenile Justice Care & Protection of Children) Act, 2015. In the petition, Farooq Khan has sought declaration of provi- sions of Section 2(m), 2(n), Section 21 the Jammu and Kashmir Juvenile Justice (Care & Protection of Children) Act, 2013 as ultra-vires and violative of Article 14 and 21 of the Constitution of India. He has also sought directions to the State to confine the age of juvenility to 16 years as was the case before passing of the amended legislation and to effec- tively consider creating of class- es/categories of cases where the benefit of juvenility is to be given under the provisions of the J&K Juvenile Justice (Care & Protection of Children) Act, 2013 to the persons who are above 14 and less than 16 years of age. AoI meets GM DIC, discusses various problems Class 9th student kidnapped Excelsior Correspondent JAMMU, Feb 8: A class 9th girl student has been kidnapped by some unidentified persons from Muthi Camp area, falling under the jurisdiction of Domana police station. As per police sources, a class 9th student hailing from Chattisgarh, at present Muthi Camp went missing from her resi- dence on January 23. After failing to trace her, the family members of the girl report- ed the matter to police. A case under Section 366 RPC has been registered at Domana police station and manhunt has been launched to trace out the minor girl and arrest the accused. JAMMU, Feb 8: The tempo-rary workers of the PHEDepartment held protestdemonstration near Press Clubhere today.

A large number of PHEworkers under the banner of AllJ&K CP Workers /DRWAssociation assembled underthe leadership of KulbhushanSingh at Exhibition Ground nearPress Club here and launchedprotest demonstration againstthe senior officers of the PHEand State Government. Theywere shouting slogans in sup-port of their demands.

The protesting workers alsoraised slogans against previousGovernments and alleged thatthe CP workers and other dailyrated workers of the department,especially from Jammu andKathua districts were deniedjustice.

Kulbushan Singh whileaddressing the large gathering of

workers alleged that Govt led byBJP and PDP promised that reg-ularization policy for temporaryworkers will be framed withinthree months but nothing wasdone in this regard within tenmonths. Even the Governmentfailed to release the pendingwages of CP workers.

He demanded that regular-ization policy for the CP andother temporary workers of thePHE be framed without anydelay and pending wages of theworkers be released immediate-ly as their families are facinghardships. They also sought theintervention of State Governor.

JAMMU, Feb 8: StateVigilance Commission (SVC)while blowing lid off the bogusand multiple ration card scam inKathua has directed the DeputyCommissioner (DC) Kathua tofurnish Action Taken Report(ATR) in weeding out the spuri-ous ration cards from theDistrict.

Earlier, while proceeding ona complaint regarding bogus andmultiple ration cards possessedby some inhabitants of DistrictKathua including by some “Non-State Residents”, resulting inmisappropriation of Governmentration at large as well as blackmarketing of essential food com-modities in connivance and con-spiracy with the officers/officialsof CAPD Department, whichtantamounts to criminal breachof trust on the part of officialsconcerned causing a huge lossto the State Exchequer, StateVigilance Commission ordered

Deputy Commissioner Kathua,for in-depth enquiry into thematter and submission of reportthereof.

The report submitted by theDeputy Commissioner, Kathua,prima-facie depicted series ofomissions and commissionscommitted by the officers/offi-cials of CAPD Department. Thereport further revealed thatdespite having adequate evi-dence, no action seems to havebeen taken against the erringofficers/officials of the publicdistribution system in theDistrict.

People protest over man’s death,DC orders magisterial probe

KISHTWAR, Feb 8: Peopleheld a massive protest heretoday over the death of man.

Large number of peoplefrom a particular communityassembled outside DC Officehere and raised slogans demand-ing justice.

They also kept the body ofthe deceased identified as ShabirAhmed, son of Shah Wali ofGurian, District Kishtwar onroad. The protestors alleged thatthe deceased died due to tortureby the police in the custody anddemanded magisterial enquiry.

As per police sources, ShabirAhmed was arrested in a caseregistered under FIR Number18/16 under Section 354, 504and 506 on January 25.

He was bailed out onJanuary 27 and was admitted inthe District Hospital Kishtwaron the same day.

On January 29, he wasreferred to Government MedicalCollege and Hospital (GMCH),where he failed to respond to thetreatment and succumbed to hisinjuries.

Taking cognizance over theallegation leveled by the protes-tors, DC Kishtwar GN Balwanordered magisterial inquiry andappointed Kishori Lal Sharma,Additional District Magistrate,Kishtwar as inquiry officer.

Sharma has been directed toconduct magisterial inquiryregarding the cause of death oflate Shabir Ali and submit thefactual report within 10 days toDC for further necessary action.

JAMMU, Feb 8: In a PublicInterest Litigation (PIL) filed byFarooq Khan, retired IG turnedpolitician seeking quashing ofthe provision of Juvenile JusticeAct, recently amended to changeage of juvenility, Division Benchof State High Court comprisingChief Justice N PaulVasanthakumar and Justice BansiLal Bhat granted four week'stime to State counsel to getinstruction because of the changein position due to new amend-ment of central legislation name-ly the Juvenile Justice Care &Protection of Children) Act,2015.

In the petition, Farooq Khanhas sought declaration of provi-sions of Section 2(m), 2(n),

Section 21 the Jammu andKashmir Juvenile Justice (Care& Protection of Children) Act,2013 as ultra-vires and violativeof Article 14 and 21 of theConstitution of India.

He has also sought directionsto the State to confine the age ofjuvenility to 16 years as was thecase before passing of theamended legislation and to effec-tively consider creating of class-es/categories of cases where thebenefit of juvenility is to be givenunder the provisions of the J&KJuvenile Justice (Care &Protection of Children) Act, 2013to the persons who are above 14and less than 16 years of age.

JAMMU, Feb 8: A class 9th girl student has been kidnapped bysome unidentified persons from Muthi Camp area, falling underthe jurisdiction of Domana police station.

As per police sources, a class 9th student hailing fromChattisgarh, at present Muthi Camp went missing from her resi-dence on January 23.

After failing to trace her, the family members of the girl report-ed the matter to police.

A case under Section 366 RPC has been registered at Domanapolice station and manhunt has been launched to trace out theminor girl and arrest the accused.

However, no arrest was made till last reports were compiled.
