VVashicgto*. April 13th.It is believed that the disaffection in the

Whig ranka increases, aa the period for theaeetinf of the National Convention approach-es.

Gen. Scott ia, unquestionably, in a predica-tnent; how he will eaeape, ia a problem, theablation of which baffles the judgment of thewisest politicians. The Congressional caucuswhich convened in the Senate chamber, on Sa-turday night, agreed in but two things, viz: todisagree and to adjourn. The abortion ofthat night ia deemed unfortunate, so far as Gen.Scott's prospects are involved. With a fewexceptions, the South will insist upon iheerection, by the National Convention, ol aplatform of principles embracing and endors-ing the Compromise, and especially the clauserelative to the fugitive slave law ; this will bestrenuously resisted by ilia Northern andWestern wings of the psrty. under the leader-ship of Mr. Seward. If these differences anddiaaeutioua are not healed, anirreconcilable es-trangement may tie the result, engenderingdisaster and defeat to the Whig parly. Onthe other hand. I learn that not a few of JudgeDouglass' warmest friends have openly avowedtheir purpose of supporting either Gen. CassorMr. Buihanan. Within a month past, JudgeD. has lost much strength; whether guil'y orotherwise, of instigating the articles whichhave recently appeared in the Democratic Re-view, he must bear a portion of the odiumwhich they have excited among the friends ofother prominent gentlemen. There is,besides,another insuperable objection to the Judge,even with bis political friends, that will placehia nomination (at present) out of the question;1 will allude to it at another time.

I learn today that Mr. Clay's health haspartially improved; he is still quite feeble. Ifthe present mild weather continue*, we hopeto see the veteran statesman once more on theAvenue.

Louis Kossuth arrived to-day at half past 3o'clock, and took lodgings at the National Ho-tel; he was received without the least parade,circumstance, pomp or show of any kind; hefrill remain some four or five days, and departwithout that " material aid," which perhaps hemay anticipate from the"National Metropolis."

Senate.?On motion of Mr. Hunter, the Se-nate took up the joint resolution for the exten-siort of the Capitol. He moved that the Se-

j nate recede from the amendments to which theHouse had refused its assent.

After some remarks by Mr. Borland in oppo-sition to the motion, it was agreed to?yeas,30, nays 16. The bill now requires the signa-ture of the President to become a law.

Mr. Hale introduced n joint resolution forthe relief of the laborers on the Capitol.Alter some discussion on the order of busi-ness,

,The joint resolutions upon non-interventionwere taken up, and Mr. Bell addressed the Se.Date.

House of Representatives.?The Housetook up the navy discipline bill, and Mr. Stan-ton, of Tennessee, spoke in its favor.

Mr. Gorman, from the Committee on Print-ing, mnde a report on that subject, in which itis said the present contractor has ? failed tocomply with his contract in many instances,and that Mr. Hamilton would not?if he com-plied with the contract for paper?receiveenough for all the work, including composi-tion,press work, &c., to pay the price of thepaper. He stated, at length, what the committee had done in the premises, saying thatthey-had engaged Donelson and Armstrong,ofthe Union, and Gideon & Co., of the Repub-lic, to do a portion of the printing for Con-gress.
